2030 Transportation Improvement Plan - 147 - Polk Transportation Planning Organization 8. Regional Transportation System As part of Polk County’s 2030 Transportation Improvement Program (TRIP), the Polk TPO has developed criteria to identify a network of motorized and non-motorized transportation facilities and associated improvements that serve regional travel. Specifically, these facilities include Roads, Transit Services and Multi-Use Trails. Subsequent to the Polk TPO Board’s review and approval of the 2030 TRIP, the Polk TPO will request the West Central Florida MPO Chair’s Coordinating Committee (CCC) and the Central Florida MPO Alliance (CFMPOA) to include this plan component as a part of their respective regional transportation plans. 8.1 Strategic Intermodal System The Strategic Intermodal System (SIS), established in 2003 by the Florida Department of Transportation (FDOT), is a transportation system that is comprised of statewide and regionally significant facilities. These facilities consist of the state’s largest and most significant commercial service airports, spaceport, deepwater seaports, freight rail terminals, passenger rail and intercity bus terminals, rail corridors, waterways and highways. The SIS was established to enhance Florida’s economic competitiveness by focusing limited state resources on those transportation facilities that are critical to the state’s economy and quality of life. In terms of funding improvements on the SIS, the SIS Cost Feasible Plan is the primary source of SIS projects that are selected for FDOT’s work program. While FDOT funds improvements on the entire state highway system, candidate SIS projects receive an emphasis for funding as apposed to non-SIS projects. 8.2 Regional Road Network The Regional Road Network for Polk County includes existing and planned roads and highways that are a part of the Florida Intrastate Highway System (FIHS) and Strategic Intermodal System (SIS), as well as non-FIHS/SIS facilities, both on and off of the state highway system. In general, these roads form an interconnected network between cities and across county boundaries serving a relatively high number of motorists while providing access to major activity centers and public facilities. In terms of determining which roads in Polk County should be considered regional, TPO staff coordinated with the CCC, CFMPOA and the Florida Department of Transportation (FDOT) in developing a list of criteria that should apply to candidate regional roads. The criteria that were used in determining the regional road network in Polk County is as follows: Transportation facility or service is a part of the Florida Intrastate Highway System (FIHS) or Strategic Intermodal System (SIS); Transportation facility or service is identified as a regionally significant roadway in the Strategic Regional Policy Plans adopted by the regional planning councils; Transportation facility or service is part of the region's economic development infrastructure and provides linkages to regional activity centers or the facility is designated as a regional freight mobility corridor; Transportation facility or service serves as an evacuation route as designated by the appropriate regional planning council; Transportation facility or service provides direct connections to the Strategic Intermodal System (SIS) (including emerging facilities) and serves as an integral part of an interconnected regional network; Transportation facility or service crosses county boundaries; Transportation facility is functionally classified as a principal arterial on the Federal functional classified system; Transportation facility or service is used by a significant number of people who live or work outside the county in which the facility or service is located; and Transportation facility or service connects to, or is an intermodal facility not on the SIS. 8.3 Regional Transit Services In support of regional transit services, several projects have been identified that are intended to provide improved service within Polk County, as well as connectivity to transit systems to the east and west of Polk. • Crosses county lines; • Is at least six miles in length, and • Major connectors that promote regional connectivity.

In addition, any proposed trail segment that would extend any other regional trail (existing or proposed), along the same general alignment, is classified as regional.

Local Trails, which do not meet any of the above criteria, generally serve neighborhoods. They may also connect adjacent neighborhoods to one another or connect neighborhoods to parks, schools, or transit routes. Local trails can also connect lakes or be contained within a single park. They typically have a much greater degree of interaction with residential areas, commercial centers, driveways, and cross streets than regional trails.

8.5 2030 Regional Transportation Plan

The 2030 Regional Transportation Plan includes highway, public transit, and multi-use trail projects that have been determined as cost-feasible improvements to the regional transportation system. On December 8, 2005, the Polk TPO Board adopted the 2030 Regional Transportation Plan as part of the 2030 TRIP. Subsequent to the Polk TPO Board’s approval of the 2030 TRIP and corresponding Regional Transportation Plan, the Polk TPO will request the CCC and the CFMPOA to include this plan component as a part of their respective regional transportation plans. At their meeting on March 10, 2006, the West Central Florida MPO Chair’s Coordinating Committee (CCC) adopted Polk County’s 2030 Transportation Plan and will update their regional long range transportation to reflect these projects. The CFMPOA will review and approve Polk County’s 2030 Regional Transportation Plan later this year.

REGIONAL HIGHWAY PROJECTS

As explained in Chapter 8.2, the regional road network for Polk County includes existing and planned roads and highways that are a part of the Florida Intrastate Highway System (FIHS) and Strategic Intermodal System (SIS), as well as non-FIHS/SIS facilities, both on and off of the state highway

system. In terms of highway projects that have been determined as cost-feasible, the 2030 Regional Transportation Plan contains 28 road widening or new road projects that are planned on the regional road network to improve regional mobility. Several of these selected projects include:

• Completion of the widening of US 27 from four to six-lanes between SR 60 and Interstate 4;

• Widening of SR 570 (Polk Parkway) from two to four-lanes from US 92 to Interstate 4;

• Widening of US 98 from four to six-lanes between Bartow and Lakeland;

• Widening and realignment of Thompson Nursery Road from US 17 to US 27;

• Widening and new road construction around the US 27/Interstate 4 Interchange to alleviate congestion in this vicinity; and

• The widening of Interstate 4 from six to ten-lanes throughout Polk County.

A complete listing of these highway projects is contained in Table 8.2.

REGIONAL TRANSIT SERVICE PROJECTS

In support of regional transit services, several projects have been identified that are intended to provide improved service within Polk County, as well as connectivity to neighboring transit systems such as LYNX and HARTline.

Regional transit service projects which are listed in the 2030 Regional Transportation Plan include:

• Express bus service between Downtown Bartow and the Citrus Connection Terminal in Downtown Lakeland;

• Express bus service between Lakeland and Winter Haven;

• Future circulator type services are planned in northeast Polk County along the US 27 corridor between Interstate 4 and US 192, and from US 27/I-4 interchange area to Osceola County along CR 54/CR 532;

• Express bus service in the US 27 corridor between the Eagle Ridge Mall in Lake Wales and Interstate 4; and

• Bus rapid transit and high speed rail service along Interstate 4.

A complete listing of regional transit service projects can be found in Table 8.3.

REGIONAL MULTI-USE TRAIL PROJECTS

The 2030 TRIP Regional Transportation Plan contains multi-use trail projects that have been classified as regional trails and provide connections to, and extensions of, other regional multi-use trails that are intended provide access between significant destinations within the area. Examples of these destinations include: state parks and forests; cities; transit services; schools; dense residential areas; and other regional trails in adjacent counties in central Florida.

Several of the regional multi-use trail projects identified in the 2030 Regional Transportation Plan include:

• Completion of the Fort Fraser Trail between Bartow and Lakeland;

• A new multi-use trail in the SR 17 (Ridge Scenic Highway) corridor that would provide connectivity to the cities along the Lake Wales Ridge and access to the historical and natural attractions in the area;

• An extension of the Van Fleet National Recreational Trail into Auburndale and Winter Haven;

• Connections to the Van Fleet National Recreation Trail from Lakeland, Lake Alfred and The Ridge area in northeast Polk County; and

• A link between the Van Fleet National Recreation Trail and the Withlacoochee Trail through northwest Polk County and Pasco County.
