Time and Place of Meeting ot the Board Notice of Meeting Mayor's Authority. Said board ot police commissioners shall have regu- lar sessions In their office In the city hall every Monday afternoon at two o'clock, and may have ad- journed sessions from time to time, or be convened in special session at any time by notice from either member of said board to the other members thereof. Said notice shall be conveyed by the secretary ot the board, either by delivering a copy thereof to the member or members to be so notified, or by leaving such copy at his home with a person of his family over the age of fifteen years, or. If he have no family, then with the keeper ot the house at' which he lodges, twelve hours before the time named in such notice. Jails and other accommodations for the use of the police department. Section 4. Secretary of Commissioner Bond Of. The secretary of the board of police commissioners, before entering upon his duties, shall give bond to Kansas City, with one or more sureties, to be ap- proved by the city comptroller. In tho sum of two thousand dollars, conditioned for the faithful per- formance of his duties as such secretary, and the proper execution of all the orders of said board of police commissioners. Such bond ehall be filed In the ofilce of the city comptroller, and shall be re- newed at least every two years, and oftener If the board of police commissioners shall so require. Section 5. Commissioners Journal of Proceedings Inspection of Reports to Common Council. The board shall cause a Journal of Its proceedings to be kept and shall cause all receipts to be faith- fully entered In books to be kept for that purpose, and said Journal and other books, and all documents In possession ot said board, shall always be open to Inspection cf the common council ot the city, or any committee appointed by them or by either house thereof. It shall be the duty ot the board to re- port to the common council of the city on the third Monday In April of each year, the number and ex- panse of the police force employed by them under this charter, and such other matters as may be of publle Interest concerning the duties assigned them by this charter. Section 6. Governing Policemen Regulations May Be Made by Commissioners. The board of police commissioners is hereby author- ized to make and enforce all rules and regulations not inconsistent with this charter, as it may deem necessary, for the appointment, emploment, uni- forming, discipline, trial and government of the police. . Section 7. Police Commissioners Duties. The duties of the board of police commissioners created under this charter shall be as follows: They shall at all times ot the day and night, within the boundaries of Kansas City, as well on water as on land, preserve the public peace; prevent crimes and arrest offenders; protect the rights of persons and property; guard ths publle health; preserve order at every public election and at all public meetings and places, and on all publle occasions: provide a proper police force at every fire for the protection of fire- men and property; protect emigrants and travelers at steamboat landings and railway stations; see that all laws relating to elections, lotteries and lottery policies, and to the observance of Sunday, and re- lating to pawnbrokers. Intemperance, vagrants, dis- orderly persons, gambling and bawdy houses, and every other kind and manner of disorder and offense against the public health and good order of society, are enforced. Section 8. Enforcement of Laws and Ordinances. Said board shall also enforce all laws and ordi- nances passed or which may hereafter be passed, not inconsistent with the provisions ot this charter, cr any other law of the state, which may be properly enforceable by a police force. Section 9. Power to Arrest, With or Without War- rant. Either cf said police commissioners, or any of their appointees on the police force, may arrest, and It shall be their duty to arrest, any person found In the city against whom any warrant ahall Issue charging such person with any offense under any ordinance of the city or law ot the state, and brlLg such person before the court Issuing such warrant: and they or either of them wbo may have reason to suspect that any person Intends to commit. Is com- mitting or has committed a breach ot the peace or a violation of any ordinance of the city or law of the state, shall have the right and It shall be their duty to arrest any such person In the city without a warrant. But In case of any such arrest without a warrant such person shall at once be delivered over to the officer having a warrant or capias for his ar- rest; or If none Is known to have been Issued, then a proper complaint against such person shall be at one filed before the police Judge or some Justice ot the peace of the city, before whom the person so arrested shall be taken Immediately. The said police officers and each of them shall also have power to arrest and hold without warrant for twenty-fou-r hours any person found within the city charged with having committed a felony In another state or coun- try, and who Is a fugitive from Justice. Sectlcn 10. Commissioners and Secretary May Ad- minister Oaths. Any one of said police commissioners, and also th secretary of said board, shall have power to admin- ister oaths or affirmations to any person appearing or called before him. Section 1L Commissioners Summoning Witnesses Production of Books and Papers Before. Said board of police commissioners shall have power to summon and compel the attendance of witnesses and the production of books snd papers before them whenever It may be necessary for a more effective discharge of their duties. Section 12. Employment and Equipment ot Folic Force. To enable said board to perform the duties im- posed upon them, they are hereby authorized and required to employ a Termanent police force for the city, which they shall equip and arm as they may deem necessary. Section 13. Volunteers Equipment Of. The board of police commissioners may. In their discretion, arm and equip such a force of citizens as volunteers, who shall serve without pay, as they deem proper. Such volunteer fore ahall perfect themselves In the use ot arms and such military maneuvers as will render them effective In assisting the regular police force In suppressing riots, disturbances or any unlawful act or acts. This aux- iliary force may be designated as the board think fit. and while in active service shall have th power and authority of members of the regular police force. Section 14. Estimate of Money Needed Certifying to Comptroller Apportionment of Extra Police Force. It shall be the duty ot said board at the beginning of each fiscal year to estlmat what sum of money may be necessary for the ensuing fiscal year to enabl thern to discharge the duties Imposed upon them. Such estimate shall embrace the cost of the department as then organized, the cost of any in- crease In the number of policemen as authorized by section 20 of this article; also the cost of any pro- posed erection of station houses, police alarms, or purchase ot new or additional apparatus, firearms or other essentials. Provided, however, that for extraordinary emergencies the board may raise such additional fore as may be deemed necessary In their Judgment. The salary of regular patrolmen shall not exceed ninety dollars per month, and that of probationary patrol- men Ehall not exceed sixty dollars per month. The salaries of all officers and patrolmen of the police force shall be fixed from time to time by the board of police commissioners, not to exceed, however, th limits herein specified. Section 21. Time of Paying Policemen. The officers, patrolmen and all attaches of the de- partment shall be paid at least as often as one a month as hereinbefore provided. Section 22. Bond Commissioners May Require. The board may. In Its discretion, require a bond with security to be approved by the board, of any of- ficer or member of the police, in any reasonable sum. conditioned for the faithful performance of duty and the proper care and disposition ot money or property placed In bis chsrge. Section 23. Vscancy In Force Filling Same. Whenever any vacancy shall take place In any grade of officers, except the chief. It shall be filled from the next lower grade. It competent men can bo found therein. Section 24. Removal ot Police Officers. The board of police commissioners 6hall not con- tinue, but shall remove, any police officer or other appolnteo of the board who shall solicit any nomina- tion to any elective office, or who shall fall to decline a nomination to any such office within fire days after receiving any such nomination, or who shall accept any other place of public trust or profit, or "who shall not possess, or shall cease to possess, any of the qualifications, or shall possess any of the disqualifica- tions prescribed by section IS of this article; or who shall fall to arrest any person he is authorized to ar- rest, by section 9 of this article, according to said Eectlon: er who shall fall to dispose ot any such per- son so arrested according to law. The cause of re- moval of any such officer or appointee shall be plainly set forth In every such order by the board, and before any such removal the accused shall have notice, and be entitled to a hearing, as provided In section 19 ot this article. Section 25. Relief Association Maintenance of. The members of the police force may, by assessment or monthly dues, maintain any police relief associa- tion incorporated by them under the laws of Missouri, for the purpose of rendering assistance to sick or In- jured members, or In case of the death of any mem- ber, to his widow and children. If any. Section 26. Relief Association Funds tor Commis- sioners to Assist Officers of Bond. The board may assist In ths maintenance of such police relief association, by causing to be paid into the treasury thereof all unclaimed money that may come Into the hands ot the police, the proceeds of sale of unclaimed property remaining In the hands of the police at the end of each fiscal year. Provided, that the treasurer or other officers of such relief associa- tion. Into whose hands such money may be placed, shall be required to give a good and sufficient bond to Kansas City for securing the same. Section 27. Rules and Regulations of Commissio- nersDisobedience cf Penalty. All lawful rules and regulations made by the board shall be obeyed by the members of the police force on pain ot dismissal, suspension, fine or reduction In rank or pay, or forfeiture ot pay, aa the board may order. At the general city election In tne year 1900 thereshall be elected two police commissioners, one ofwhom shall hold his office for the term of two vcars,and the other for the term of four ears, and theroshall be elected at each succeeding general cityelection one police commissioner, who shall holdsuch office for the term of four years, and until hissuccessor is elected and qualified.
All vacancies In said board, caused by the death orresignation of any member thereof, shall bo filledby election by the two house! of the city council inJoint session. In such manner as may be provided byordinance.
Such commissioners shall be disqualified to hold oraccept any other city office, or employment underthe city during the term for which they are elected.
The mayor shall be president ot theboard. The members ot said board shall each re-
ceive the sum ot five hundred (1500) dollars per an-num for their services.
Section 2. Time and Place of Meeting ot theBoard Notice of Meeting Mayor's Authority.
Said board ot police commissioners shall have regu-lar sessions In their office In the city hall everyMonday afternoon at two o'clock, and may have ad-journed sessions from time to time, or be convenedin special session at any time by notice from eithermember of said board to the other members thereof.Said notice shall be conveyed by the secretary ot theboard, either by delivering a copy thereof to themember or members to be so notified, or by leavingsuch copy at his home with a person of his familyover the age of fifteen years, or. If he have nofamily, then with the keeper ot the house at' whichhe lodges, twelve hours before the time named insuch notice.
The decision of a majority of tne members of suchboard 6hall be the decision of the board at any ses-sion thereof, and It two members of such board atpresent at any session, they may act for the board.When the board Is not In session, the mayor shallbe recognized as the head ot the police force ot thecity.
Section 3. Commissioners To Provide Secretaryand Clerks Police Districts Equipment ot PoliceForce Station Houses.
The board of police commissioners shall provide it-self with a secretary, who shall, when the board lanot In session, act also as secretary to the chief ofpolice, and the board shall have power to divide thecity Into police districts, and furnish all the neces-sary materials and provisions for a perfect and com-plete organization and equipment ot the police forceand police department of the city, and may, underthe direction and control of tho board of publleworks, by and with the consent of the common coun-cil, evidenced by ordinance appropriating moneytherefor, erect In any police district station houses.Jails and other accommodations for the use of thepolice department.
Section 4. Secretary of Commissioner Bond Of.The secretary of the board of police commissioners,
before entering upon his duties, shall give bond toKansas City, with one or more sureties, to be ap-proved by the city comptroller. In tho sum of twothousand dollars, conditioned for the faithful per-formance of his duties as such secretary, and theproper execution of all the orders of said board ofpolice commissioners. Such bond ehall be filed Inthe ofilce of the city comptroller, and shall be re-newed at least every two years, and oftener If theboard of police commissioners shall so require.
Section 5. Commissioners Journal of ProceedingsInspection of Reports to Common Council.The board shall cause a Journal of Its proceedings
to be kept and shall cause all receipts to be faith-fully entered In books to be kept for that purpose,and said Journal and other books, and all documentsIn possession ot said board, shall always be open toInspection cf the common council ot the city, or anycommittee appointed by them or by either housethereof. It shall be the duty ot the board to re-port to the common council of the city on the thirdMonday In April of each year, the number and ex-
panse of the police force employed by them underthis charter, and such other matters as may be ofpublle Interest concerning the duties assigned themby this charter.
Section 6. Governing Policemen Regulations MayBe Made by Commissioners.
The board of police commissioners is hereby author-ized to make and enforce all rules and regulationsnot inconsistent with this charter, as it may deemnecessary, for the appointment, emploment, uni-forming, discipline, trial and government of thepolice. .
Section 7. Police Commissioners Duties.The duties of the board of police commissioners
created under this charter shall be as follows: Theyshall at all times ot the day and night, within theboundaries of Kansas City, as well on water as onland, preserve the public peace; prevent crimes andarrest offenders; protect the rights of persons andproperty; guard ths publle health; preserve order atevery public election and at all public meetings andplaces, and on all publle occasions: provide a properpolice force at every fire for the protection of fire-men and property; protect emigrants and travelers atsteamboat landings and railway stations; see thatall laws relating to elections, lotteries and lotterypolicies, and to the observance of Sunday, and re-lating to pawnbrokers. Intemperance, vagrants, dis-orderly persons, gambling and bawdy houses, andevery other kind and manner of disorder and offenseagainst the public health and good order of society,are enforced.
Section 8. Enforcement of Laws and Ordinances.Said board shall also enforce all laws and ordi-
nances passed or which may hereafter be passed, notinconsistent with the provisions ot this charter, crany other law of the state, which may be properlyenforceable by a police force.
Section 9. Power to Arrest, With or Without War-rant.
Either cf said police commissioners, or any oftheir appointees on the police force, may arrest,and It shall be their duty to arrest, any person foundIn the city against whom any warrant ahall Issuecharging such person with any offense under anyordinance of the city or law ot the state, and brlLgsuch person before the court Issuing such warrant:and they or either of them wbo may have reason tosuspect that any person Intends to commit. Is com-mitting or has committed a breach ot the peace ora violation of any ordinance of the city or law ofthe state, shall have the right and It shall be theirduty to arrest any such person In the city without awarrant. But In case of any such arrest without awarrant such person shall at once be delivered over tothe officer having a warrant or capias for his ar-rest; or If none Is known to have been Issued, thena proper complaint against such person shall be atone filed before the police Judge or some Justice otthe peace of the city, before whom the person soarrested shall be taken Immediately. The said policeofficers and each of them shall also have power toarrest and hold without warrant for twenty-fou-rhours any person found within the city charged withhaving committed a felony In another state or coun-try, and who Is a fugitive from Justice.
Sectlcn 10. Commissioners and Secretary May Ad-minister Oaths.
Any one of said police commissioners, and also thsecretary of said board, shall have power to admin-ister oaths or affirmations to any person appearingor called before him.
Section 1L Commissioners Summoning WitnessesProduction of Books and Papers Before.Said board of police commissioners shall have power
to summon and compel the attendance of witnessesand the production of books snd papers before themwhenever It may be necessary for a more effectivedischarge of their duties.
Section 12. Employment and Equipment ot FolicForce.
To enable said board to perform the duties im-posed upon them, they are hereby authorized andrequired to employ a Termanent police force for thecity, which they shall equip and arm as they maydeem necessary.
Section 13. Volunteers Equipment Of.The board of police commissioners may. In their
discretion, arm and equip such a force ofcitizens as volunteers, who shall serve without
pay, as they deem proper. Such volunteer fore ahallperfect themselves In the use ot arms and suchmilitary maneuvers as will render them effective Inassisting the regular police force In suppressing riots,disturbances or any unlawful act or acts. This aux-iliary force may be designated as the board thinkfit. and while in active service shall have th powerand authority of members of the regular police force.
Section 14. Estimate of Money Needed Certifyingto Comptroller Apportionment of Extra Police Force.
It shall be the duty ot said board at the beginningof each fiscal year to estlmat what sum of moneymay be necessary for the ensuing fiscal year toenabl thern to discharge the duties Imposed uponthem. Such estimate shall embrace the cost of thedepartment as then organized, the cost of any in-crease In the number of policemen as authorized bysection 20 of this article; also the cost of any pro-posed erection of station houses, police alarms, orpurchase ot new or additional apparatus, firearmsor other essentials. They shall certify the same tothe comptroller; and the city Is hereby required Inthe first apportionment ordinance ot that fiscal yearto set apart and apportion the amount the commoncouncil may, by ordinance, deem necessary, payableout ot the next annual revenue of said city. d,

The term of service of everyother appointee of the board shall be only during thyleasure of the board.
Section 20. Officers ot Police Force Salaries Ad-ditional Force.
The board may, as the service requires, as hereinauthorized, have and appoint officers and patrolmenas follows: A chief of police, at a salary not ex-ceeding four thousand dollars per annum, and heshall not receive any fees or any perquisites; one
or thief ot detectives, at a salary not exceed-ing two thousand five hundred dollars per annum; asecretary of the beard, at a salary not exceeding twothousand dcllars per annum; captains, not to excedcne for each police district, at a salary not exceedingc ghteen hundred dollars per annum; lieutenants, notto exceed one for each police district, at a salary notto exceed fifteen hundred dollars per annum: ser-geants, not to exceed four for each police district, ata salary not exceeding twelve hundred dollars per an-num; a police surgeon, at a salary not exceeding flf- -iu uuwireu aouars per annum, wno shall performsuch additional duties as may be prescribed by ordi-nance; pclice detectives, not exceeding one to everyfifteen patrolmen, at a salary rot exceeding fifteenhundred dollars per annum; patrolmen, not to exceedone to each one thousand Inhabitants of the city, theestimate to be taken from the best known sources forobtaining such Information, as may be prescribed byordinance. Provided, however, that for extraordinaryemergencies the board may raise such additional foreas may be deemed necessary In their Judgment. Thesalary of regular patrolmen shall not exceed ninetydollars per month, and that of probationary patrol-men Ehall not exceed sixty dollars per month. Thesalaries of all officers and patrolmen of the policeforce shall be fixed from time to time by the board ofpolice commissioners, not to exceed, however, thlimits herein specified.
Section 21. Time of Paying Policemen.The officers, patrolmen and all attaches of the de-
partment shall be paid at least as often as one amonth as hereinbefore provided.
Section 22. Bond Commissioners May Require.The board may. In Its discretion, require a bond
with security to be approved by the board, of any of-ficer or member of the police, in any reasonable sum.conditioned for the faithful performance of duty andthe proper care and disposition ot money or propertyplaced In bis chsrge.
Section 23. Vscancy In Force Filling Same.Whenever any vacancy shall take place In any grade
of officers, except the chief. It shall be filled from thenext lower grade. It competent men can bo foundtherein.
Section 24. Removal ot Police Officers.The board of police commissioners 6hall not con-
tinue, but shall remove, any police officer or otherappolnteo of the board who shall solicit any nomina-tion to any elective office, or who shall fall to declinea nomination to any such office within fire days afterreceiving any such nomination, or who shall acceptany other place of public trust or profit, or "who shallnot possess, or shall cease to possess, any of thequalifications, or shall possess any of the disqualifica-tions prescribed by section IS of this article; or whoshall fall to arrest any person he is authorized to ar-rest, by section 9 of this article, according to saidEectlon: er who shall fall to dispose ot any such per-son so arrested according to law. The cause of re-moval of any such officer or appointee shall be plainlyset forth In every such order by the board, and beforeany such removal the accused shall have notice, andbe entitled to a hearing, as provided In section 19 otthis article.
Section 25. Relief Association Maintenance of.The members of the police force may, by assessment
or monthly dues, maintain any police relief associa-tion incorporated by them under the laws of Missouri,for the purpose of rendering assistance to sick or In-jured members, or In case of the death of any mem-ber, to his widow and children. If any.
Section 26. Relief Association Funds tor Commis-sioners to Assist Officers of Bond.
The board may assist In ths maintenance of suchpolice relief association, by causing to be paid intothe treasury thereof all unclaimed money that maycome Into the hands ot the police, the proceeds of saleof unclaimed property remaining In the hands of thepolice at the end of each fiscal year. Provided, thatthe treasurer or other officers of such relief associa-tion. Into whose hands such money may be placed,shall be required to give a good and sufficient bondto Kansas City for securing the same.
Section 27. Rules and Regulations of Commissio-nersDisobedience cf Penalty.
All lawful rules and regulations made by the boardshall be obeyed by the members of the police force onpain ot dismissal, suspension, fine or reduction Inrank or pay, or forfeiture ot pay, aa the board mayorder.
Section 23. Rewards snd Gifts Policemen Not toReceive Consent of Commissioners Payment to Re-lief Association,
No officer or policeman shall b allowed to receiveany money as a reward or gift for any service he mayrender, without the consent of the board, and whenscch consent is obtained, twenty per cent of the grossamount trereot shall be paid Into the treasury ot thepolice reller association,
Sectlcn 29. Private Watchmen and Policemen-Commissio- ning
and Regulating Misdemeanor.The board shall have power to commission, regu-
late and prescribe a uniform for all private watch-men and private policemen, while serving or actingaa such on any street, alley, wharf or other publicplace In the city, and any person acting as a privatewatchman or private policeman in the city without acommission from said board shall be deemed guiltyot a misdemeanor.

Whenever suchapplication Is presented to the excise board, suchboard shall cause notice In writing to be served by apoliceman or other officer, upon every resident prop-erty owner In the block where such saloon, beerhouse. tlrpITng house or dramshop Is proposed to belocated, designating a day not less than five days normore than ten days after service of such notice, whenremonstrances. Whenever It shall be shown to the excise boardnpon complaint of any person In writing, or wheneversaid board shall become satisfied that any dramxhonleeper of the city keeps a disorderly house, or abe use that Is the "resort of minors, lewd or disreputa-ble women, or of evil disposed persons, said exciseboard may order tb license of such dramshop keeperto be revoked, and from the date ot such order of rev-ocation such dramshop keeper shall b deemed tohave no license, and to be without authority of lawto carry on a dramshop: and thereafter no licenseshall b granted toTsnch person to keep a dramshopWhenever any such complaint In writing shall bemade to said board, or whenever the board shall be-come satisfied that any dramshop keeper of the cltxkeeps a disorderly house, or a house that Is the re-sort ot minors. lewd or disreputable women, or ofevil disposed persons, such beard shall order thatsaid dramshop keeper be notified ot the same, and seta day when such dramshop keeper may be heard;such notice shall be served by a policeman by a copythereof delivered to such dramshop keeper or anybarkeeper In charge of said dramshop, and no licenseshall be revoked by said board without notice thereofand an opportunity to be heard to said dramshopkeeper.
Section 2. The mayor shall Issue his proclamationfor such election fixing the date as herein provided.The proclamation, together with this ordinance, shallbe published tor not less than thirty days Is threedally newspapers of th largest circulation In thecity, one of which shall be a newspaper printed Isthe German language.
