Weekly Report 10-16 March, 2016
The Kandahar Food Zone Program (KFZ) is a three-year (July 2013 – August 2016), $ 27,695,788
million project funded by the United States Agency for International Development (USAID) and
implemented by International Relief and Development (IRD). KFZ is designed to identify and address the
drivers of poppy cultivation in targeted districts of Kandahar Province through grants for activities that
improve community infrastructure, strengthen alternative livelihoods, support small businesses and
strengthen the Ministry of Counter Narcotics (MCN) capacity to manage its own Alternative
Development (AD) Programs.
An extension of KFZ has been granted to IRD for Year 3 to continue contributing to the sustained
reduction in poppy cultivation in two target districts, Zheray and Panjwayi, through the implementation of
three (3) components: Alternative Development/Agriculture that targets existing and new perennial crops,
improves other crop yields and maintains greenhouse management; Irrigation Management Systems
to enhance and rehabilitate the existing irrigation infrastructure and water management capability; and
Government Coordination and Capacity-Building of local government staff in the areas of rural
development and agriculture. KFZ has six (6) cross-cutting components: Gender, Communication, M&E,
Environment, Sustainability, and Synergies to promote behavioral change among poppy growing farmers,
improve agriculture related technical practices and technologies, and rehabilitate/construct irrigation
infrastructure with the goal of expanding the licit economy.
PROGRAM ACTIVITIES:
A. COMPONENT 1: AGRICULTURAL DEVELOPMENT (AD)
A.1 Training Farmers on Best Agricultural Production Practices
A1.1 Advanced Greenhouse Training and Technical Assistance Project
On 26th March, 2016 the KFZ Greenhouse Specialist visited five Greenhouses in Panjwayi District under
the Advanced Greenhouse Training and Technical Assistance Project. It was observed that three out of
the five Greenhouses were planted with cucumber and tomato crops (with some eggplant and okra).

KFZ will share the list of non-operational Greenhouses with the relevant District DGs, DDAs, DAIL and
PGs Office to recommend the cultivation and plantings at these sites as soon as possible.
The following additional technical advice was provided to the beneficiary farmers during the visits:
- Planting of hybrid seeds.
- Optimal crop calendars and deadlines to transplant their seedlings.
- Greenhouse soil preparation.
- Daily ventilation for greenhouse from 7:00AM to 5:00 PM keeping temperature between 200 – 30
0C.
- Crop irrigation times.
- Weed removal.

A1.2 Vineyard Management Beneficiaries Training and Technical Assistance Project - Panjwayi
District (KAN-PAN -AD-009)
The Vineyard Management Beneficiary Training was adjourned this week due to Master Trainer’s
participation in the Vineyard Plot Inspection Survey. Please see further details below.
A.2 Rehabilitation of Existing Perennial Crops (e.g. Orchards and Vineyards)
A2.1 Deployment of Trellising, Intercropping, Soil Preparation, and Low Tunnel Project –
Panjwayi and Zheray Districts (KAN-PAN -AD-010 & KAN-ZAH -AD-010)
KFZ deployed 15 survey teams on March 27, 2016, to conduct vineyard plot inspections of the 500 KFZ
previously selected land parcels in Panjwayi and Zheray Districts. Each team consists of one Master
Trainer and one KFZ staff member.
The goal of the inspection is to assess the specific site layout and ground conditions of each individual
plot to check for; site access for two wheels tractors (TWTs), if the tractor width will fit between the vines
and support soil walls, how much soil will need to be removed to prepare for intercropping, presence of
poppy crops, other site specific practical constraints, and to confirm that the beneficiaries match the
selection criteria.
KFZ also met on March 27, 2016, with the Kandahar Deputy Provincial Governor, District Governors,
District Development Assembly Members, DAIL Director, DCN Director, and Director of Technical &
Sectorial Affairs at the Provincial Governor’s Office. The objective of the meeting was to discuss the
presence of poppy and practical issues at some of the plots. KFZ requested the DGs and DDAs to provide
a list of the farmers who have already eradicated their poppy voluntarily who can be targeted as potential
beneficiaries.
A2.2 Di-Ammonium Phosphate (DAP) Fertilizer Procurement
The KFZ AD Specialists inspected DAP fertilizer samples provided by the two Subcontractors for KAN-
PAN-AD-010 & KAN-ZAH-AD-010. The Subcontractors will mix alfalfa at 4 kg of seed with 50 kg of
DAP per hectare and plant/intercrop this mixture through TWT seeders in the targeted land parcels within
the 500 Hectares targeted. The inspection report will be shared during the coming weeks.
A2.3 Agriculture Fair
KFZ organized an Agriculture Fair (Ag-Fair) from 22
to 23 March, 2016, that was held at the Panjwayi
District Center. The goal of the 2-day event was to connect Zheray and Panjwayi farmers to buyers and
input suppliers, and to demonstrate new agricultural techniques and equipment. Approximately 2,500
people attended the fair which included a VIP Opening Ceremony of the first morning, 50 supplier’s
booths, Business to Business meetings, agriculture demonstrations, a “Road Show” of farm implements,
and attendance by other regional IPs and Development Programs. RADP-S has given KFZ support
during the organization of the AgFair and with their presence during its celebration. Synergy developed
with RADP-S has benefited both projects.

The Opening Ceremony was attended by the Kandahar Deputy Provincial Governor, Members of
Kandahar Provincial Council, Panjwayi and Zheray DGs and DDAs, and DGs and DDAs from other
districts of Kandahar Province.
During the Opening Ceremony, the Deputy Provincial Governor applauded the Ag-Fair initiative stating
such events play a vital role in connecting farmers with potential buyers. The District Governors and
other government officials also praised the initiative and expressed their thanks to USAID and the
Kandahar Food Zone Program.
In his speech, the KFZ Provincial Program Director thanked and welcomed the guests and government
dignitaries and briefly explained KFZ’s work over the last three (3) years, after which he presented the
KFZ Chief of Party’s message about poppy cultivation in areas where KFZ has rehabilitated canals in
exchange for growing licit crops. The Deputy Provincial Governor then visited the stalls and booths and
attended the Road Show.
A Business to Business event was held on the second day for farmers from Zheray and Panjwayi Districts
to meet representatives from different companies who introduced their products & services. Several
feedback calls were received by the KFZ Marketing Specialist from companies who attended appreciating
the initiative and recommending more events like these in the future.
The local Media covered the Agriculture Fair and published reports in print media, on their websites and
on RTA television (Radio Television Afghanistan).

B. COMPONENT 2: IRRIGATION SYSTEM IMPROVEMENT
B.1 Improved Irrigation System Management
KFZ Technical Staff continued working with DARSA to obtain data from the Provincial Water User
Association to incorporate into the Irrigation System Management Plan. Due to high turnover in the
management of DARSA, the flow of information has been slow this week.
B.2 Infrastructure: Rehabilitation of Additional Irrigation Canals
Construction and Rehabilitation work on the four (4) Irrigation Canals under KFZ Year 3 in Zheray &
Panjwayi Districts is nearing completion with average work progress over 99%. Pre-Final Inspections
have been conducted, but due to flood water flow in all irrigation canals during the reporting period the
Final Inspections will be conducted on Saturday April 2, 2016.
The 5th KFZ Year 3 Irrigation Canal Project (Markaz Canal, Panjwayi District) is progressing well with
average work progress reaching 31%. During the reporting period the Sub-contractor performed:
excavation, stone masonry, pointing, formwork and placement of reinforced cement concrete re-bars for
super-passage structures.
The KFZ QA/QC Team continued regular field inspections of the canal projects. The Progress
Monitoring Reports (PPMR) reflects the technical details of each activity.
On March 23, 2016 the KFZ Infrastructure Team conducted Pre-Final Inspections for the following KFZ
Year 3 Canal Projects in Panjwayi and Zheray Districts: Zangi Abad, Sangi Hisar and Kulk & Salaughy

The Zangi Abad – Phase II Irrigation Canal Rehabilitation/Construction Project (KAN-PAN-007) was
awarded to SNCC Company on December 06, 2015 and ends on April 24, 2016.
During the reporting period the total work progress reached 99%, but due to heavy rainfall flood water
flow in the canal the final inspection was delayed. Moreover, 1 labourer (0 skilled and 1 unskilled) was
hired for the Zangi Abad Phase-II Irrigation Canal Rehabilitation/Construction Project. As a result a total
of 6 man days of labour were created during this week.

B2.2 Panjwayi District Markaz Irrigation Canal Rehabilitation/Construction Project (KAN-PAN-
008)
The Markaz Irrigation Canal Rehabilitation/Construction Project (KAN-PAN-008) was awarded to
MHCC Company on March 10, 2016 and ends on May 09, 2016.
During the reporting period the total Work Progress reached 31% which included: excavation, stone
masonry, pointing, formwork and placement of reinforcing bars for the reinforced cement concrete slab.
Moreover, 17 labourers (5 skilled and 12 unskilled) were hired for the Markaz Irrigation Canal
Rehabilitation/Construction Project. As a result a total of 102 Man Days of labour were created during
this week.

B2.3 Zheray District Sangi-Hisar – Phase II Irrigation Canal Rehabilitation/Construction Project
(KAN-ZAH-007)
The Sangi-Hisar - Phase II Irrigation Canal Rehabilitation/Construction Project (KAN-ZAH-007) was
awarded to BNECC Company on December 7, 2015 and ends on April 25, 2016.
During the reporting period the total work progress reached 100%. The pre-final inspection has been
conducted and the canal is ready for the final inspection, however due to heavy rainfall flood water flows
in the canal, this inspection task has been delayed. Moreover, 1 labourer (0 skilled & 1 unskilled) was
hired for the Sangi-Hisar Irrigation Canal Rehabilitation/Construction Project (KAN-ZAH-007). As a
result a total of 6 Man Days of labour were created during this week.
B2.4 Zheray District Kulk & Salaughy – Phase II Irrigation Canal Rehabilitation/Construction
Project (KAN-ZAH-008)
The Kulk & Salaughy – Phase II Irrigation Canal Rehabilitation/Construction Project (KAN-ZAH-008)
was awarded to BNECC Company on December 7, 2015 and ends on April 25, 2016.
During the reporting period the total work progress reached 99%. The pre-final inspection has been
conducted and the final inspection is planned to take place on April 2, 2016. Moreover, 1 labourer (0
skilled & 1 unskilled) was hired for the Kulk & Salaughy – Phase II Irrigation Canal
Rehabilitation/Construction Project (KAN-ZAH-008). As a result a total of 6 Man Days of labour were
created during this week.
B2.5 Zheray District Nalgham – Phase II Irrigation Canal Rehabilitation/Construction Project
(KAN-ZAH-009)
The Nalgham – Phase II Irrigation Canal Rehabilitation/Construction Project (KAN-ZAH-009) was
awarded to SNCC Company on December 07, 2015 and ends on April 25, 2016.
During the reporting period the total work progress reached 99%. Due to flood water flow in the canal the
pre-final inspection has been delayed until the water subsides. Moreover, 1 labourer (0 skilled & 1
unskilled) was hired for the Nalgham – Phase II Irrigation Canal Rehabilitation/Construction Project. As a
result a total of 6 Man Days of labour were created during this week.
C. COMPONENT 3: GOVERNMENT COORDINATION AND CAPACITY
BUILDING
C.1 Institutionalization of the SHAMAL Information System
During the reporting period the KFZ Shamal Team has been working on the following:
1. Facilitating the KFZ Vineyard Inspection Survey
2. Updating the KFZ Activities Tracker for USAID/MSP using PHP
3. Continuing Land Parcel Data Collection for Kandahar Province
4. Providing assistance to KFZ Infrastructure Team through additional canals and structures mapping
5. Providing assistance to KFZ Infrastructure and AD Teams though:

- Maps for individual plots where HVC Assistance will be implemented.
- New Application to register participants attending beneficiary training.
- Updated Application to collect data for technical assistance

8. Planning for impact verification of KFZ interventions through imagery data requests and imagery
collection (Sentinel 2 & Landsat 8).
C.2 Community Based Planning to Support Alternatives to Poppy Cultivation
There is nothing to report in this area this week.
D. CROSS-CUTTING COMPONENTS
D.1 COMMUNICATION
D1.1 Ag-Fair
There was positive feedback from the wall painting and theatre show as it raised questions and generated
discussions on the benefits for the community of licit crops. The posters were also very popular with
people asking to put them up in their shops. The Lapis communication officer interviewed 9 people (4
stallholders, 2 stakeholders and 3 farmers) and the interview content will be edited, shared with KFZ COP
and then used to develop a Farm Life current affairs radio show.
D1.2 Radio Public Service Announcements (PSAs)
Three PSAs were aired this week and broadcasts for the Ag-Fair PSA ended. Lapis will develop a future
radio PSA targeting new beneficiaries for the KFZ program and targeting the voluntary eradication of
poppy in those fields where KFZ has found it as part of the behavior change campaign. The script will be
shared with KFZ soon.
D1.3 Farm Life radio show
Interviews recorded during the Ag-Fair will be used to develop the Farm Life radio show. Run down for
the show will be shared with KFZ by the end of this week.
D1.4 Radio drama
Season 1 on air, English version of scripts for Season 2 will be shared with KFZ by 31March. Scripts for
Season 3 are being developed first week of April.
D.2 GENDER
The KFZ Female SCSO Officer travelled to Zheray District on 24 and 26 March with DoWA
representatives to select the 40 beneficiaries for the KFZ Women’s Embroidery Project. The final list is
now pending Zheray DG and DDA approval.

D.3 MONITORING AND EVALUATION
There is nothing new to report in this area this week.
D.4 ENVIRONMENT
During the reporting period the KFZ Environmental Team reviewed MHCC Company’s Environmental
Compliance Weekly Report for the Markaz Irrigation Canal Construction/Rehabilitation Project (KAN-
PAN-008). The report was produced to a good standard and there were no major problems to be shared
with the subcontractor.
D.5 SYNERGIES
There is nothing new to report in this area this week. KFZ continue with the synergy between projects.
E. MEETINGS:
E.1 KFZ Meeting at Provincial Governor’s Office
A meeting was held on March 27, 2016, at the Provincial Governor’s Office. The objective of the meeting
was to obtain insight from the PGO, DGs, DDAs and Sectorial Directorates on the challenges identified
in the March KFZ report to USAID with the Deployment of Trellising, Soil Preparation, Intercropping
and Low Tunnels Projects in Zheray & Panjwayi Districts.

Participants of the meeting were the Deputy Provincial Governor, Sectorial and Technical Director, DAIL
Director, DCN Director, Panjwayi District Governor, Zheray District Governor, 15 Zheray DDA
Members, 14 Panjwayi DDA Members and KFZ Provincial Program Director and KFZ Communication
and Liaison Specialist.
Meeting Description
The meeting started with the recitation of a few verses from Holy Quran after which the Deputy
Provincial Governor welcomed participants and the KFZ Provincial Director talked about the challenges
identified. The KFZ PPD delivered a presentation on KFZ’s requirements for rehabilitation of each
hectare of land and explained the practical challenges of implementation as follows:
- Existence of poppy in some vineyards rows.
- Insufficient space for TWT to maneuver between the vineyards rows to conduct land preparation for
intercropping and installation of low tunnels in some plots.
- Large amount of soil between some vineyard rows which will need to be removed to prepare land for
intercropping in some plots.
- Insufficient field boundary access for a TWT in some plots.
KFZ’s PPD added that farmers who have cultivated poppy in their vineyards would not be receiving KFZ
assistance and KFZ will be only working where the vineyard layouts meet practical requirements. He also
explained that KFZ has started a survey to identify land parcels which are eligible to receive KFZ services
and those which are ineligible. Making public announcements through radio channels was also discussed
as an option to find the suitable beneficiaries.
Zheray District Governor said they will work together with KFZ in order to identify new beneficiaries
who meet KFZ’s criteria. Panjwayi District Governor said they were not involved in the beneficiary
selection process since it was a random selection, agreed that KFZ should not provide assistance to
farmers who have cultivated poppy, and said the rest should be given priority because many of them have
voluntarily eradicated poppy. He said it would be better to ask beneficiaries if they can make their
vineyards ready in a short period of time before withdrawing the assistance completely.
Zheray’s DDA Head said they would meet with project beneficiaries in order to solve the problems at
community level. Panjwayi’s DDA Head said he prefers the existing beneficiaries receive assistance
because there is limited time and beneficiary selection is a lengthy process. Zheray’s DDA Deputy
expressed his gratitude to KFZ and insisted we maintain close coordination in order to avoid future
project related issues and conflicts with other Provincial projects. Zheray’s DDA members said there are
two types of vineyards in Zheray; vineyards in Kulk Sulaghy which may have the problems mentioned
and vineyards in the Sanzari area which have enough space between the internal vine walls for a TWT
and no surface soil to be removed. He requested KFZ to implement the projects in Sanzari area.
DAIL Director said he appreciated the way KFZ is working with communities and handles
implementation challenges. He said there is still time to find solutions to unforeseen problems and DAIL
will provide its full support to successful implementation.

Deputy Provincial Governor insisted on the elimination of beneficiaries who have cultivated poppy in
their vineyards. He tasked the DGs and DDAs of Zheray & Panjwayi to prepare lists and conduct
meetings with beneficiary’s whose vineyards are not currently ready for the implementation. He said if
they can quickly resolve the problems in their vineyards keep working with them, otherwise identify new
beneficiaries giving high priority to those who voluntarily eradicated poppy. DPG also insisted on the use
of TWTs in order to get the farmers used to new technologies. He requested both DGs to send him
feedback within a few days. In addition KFZ was requested to share the final outcomes of the current
survey with the PGO and DGs to make further decisions based on survey analysis.
Conclusion
- Not to assist any farmers cultivating poppy in their vineyards
- KFZ will share the results of the ongoing land parcels verification survey
- The projects should not stop under any circumstances (never planned, just discussing moving to new
plots in same areas).
- DGs and DDAs of Zheray and Panjwayi Districts will meet with beneficiaries to find solutions to the
problems.
- New beneficiaries for the deployment of trellises, intercropping and low tunnels projects should be
those whom voluntarily eradicated poppy crops.
E.2 KFZ, DDA and Markaz Village Elders Coordination Meeting
A coordination meeting was held on March 29, 2016, at the KFZ Kandahar office. The meeting was
requested by Panjwayi Irrigation Canal DDA and Village Elders to discuss water diversion issues from

Village Elder, MHCC Company Director, MHCC Company Project Manager, KFZ QA/QC for Markaz

Meeting Description
During the meeting, DDA members and Markaz Irrigation Canal Elders emphasized they need water to
irrigate their lands but the KFZ sub-contractor has diverted some of the water since March 14, 2016
in coordination with the DG, DDA and Village Elders.
KFZ and MHCC explained that foundation work for (4) super passages are already complete with just one
super passage foundation remaining which should be complete within two days.
Conclusion
On 1 April, 2016 the water will be released and the irrigation process will take 15-20 days. Panjwayi
District DDA and Village elders said that they will try to irrigate their crops before this time to allow the
sub-contractor to resume super passage final work.
E.3 KFZ Meeting with Panjwayi DG & DDA
KFZ AD Manager held a meeting with Panjwayi DG and DDA on March 27, 2016, in Panjwayi District
Center. The goal of the meeting was to list farmers who had self-eradicated poppy and coordinate the
ongoing vineyard plot inspection survey. The District Governor, DDA Head, Deputy DDA and Tribal
Elders participated in the meeting.
Meeting Description and Conclusion
The DDA Members said they have started listing farmers who have self-eradicated poppy in their farms,
also capturing hectares size and plot locations. The list will be provided to KFZ by April 2, 2016.

F. CHALLENGES
G.1 The Vineyard Management Training will be suspended until the ongoing KFZ Vineyard Plot Inspection
Survey in Panjwayi and Zheray Districts is completed to ensure beneficiaries strictly match the criteria.
G.2 KFZ prepared a Sample Validation Model for the 500 hectares of KFZ interventions. Preliminary
findings showed 20% of KFZ beneficiary’s fields contained poppy and other practical challenges were
identified such as; insufficient space for two wheel tractors to work between the vine rows, limited access to
roads and extensive soil removal requirements. KFZ has already deployed 15 teams in both districts to survey
all proposed land parcels and identify replacement land parcels and beneficiaries for plots either containing
poppy or deemed unworkable due to physical constraints.
G3. Given the past delays related to the open competition and the vetting process of companies, the timing to
install low tunnels as part of the intercropping intervention in the 500 hectares is affecting KFZ’s plans and
work plan schedule. Further technical discussions may be necessary to resolve this issue within the timeframe
available for KFZ, given the end of the Program in August 30, 2016.
G.4 Flood water overflow from the Dahla Dam has delayed the final inspection for four (4) completed canal
projects in Panjwayi & Zheray Districts.
G.5 Flood water flow in the canal is having a limited but fully manageable impact on implementation of the
KAN-PAN-008 Markaz Canal Project. Temporary soil berms and other diversion techniques may be
necessary but this will not affect KFZ’s overall ability to conduct the work or quality of the work.
Manageable time delays will result but these can be absorbed without major impact on the project or program.

G. NEXT STEPS:
H.1 KFZ AD Team in collaboration with KFZ Community Strengthening Team will continue the inspection
of 500 hectares of Vineyards in Panjwayi and Zheray Districts, after which KFZ will report the findings to
USAID.
H.2 KFZ AD Team will resume the remaining 34 Vineyard Management Training Sessions in Panjwayi and
Zheray Districts once vineyard plot inspections are complete and findings are analyzed.
H.3 KFZ AD Greenhouse Specialist will provide technical assistance to 4 Greenhouses in Panjwayi District
and 8 Greenhouses in Zheray District.
H.4 KFZ AD Team will follow up with District’s DDAs, DAIL, and PG Office to apply further pressure to
nonperforming greenhouse beneficiaries.
H.5 The KFZ QA/QC Team will continue regular QA Inspections of the Markaz Irrigation Canal Project.
H.6 The KFZ QA/QC Team will continue regular Field QA Inspections for Trellising Installation, Soil
Preparation for Intercropping and Installation of Low Tunnels, under the KFZ two (2) Alternative
Development projects in Panjwayi and in Zheray Districts (300 and 200 plots respectively).
H.7 The KFZ Infrastructure Team will complete final documentation required to release subcontractor 5%
retainer funds for the KFZ 12 Canal Projects with one year Maintenance Warranty Period that expires in
March 2016.
H.8 The KFZ QA/QC Team will conduct Final Inspections for the four Canal Projects currently completed
under KFZ Year 3 (5th project ongoing).
