Minister Incharge of the Cabinet Secretariat: (a) Yes, it is fact that most of the industrial waste in the country is being disposed of in the rivers, it is however informed that the subject of “environmental pollution and ecology” has been devolved to provinces after 18th amendment in the Constitution and now the provinces and their respective departments are responsible to implement the environmental laws. The Pakistan Environmental Protection Agency has taken the following steps;

130. *Mir Aamir Ali Khan Magsi:

Will the Minister Incharge of the Cabinet Secretariat be pleased tostate:

(a) whether it is a fact that most of industrial waste in the countryis being disposed of in the rivers since long, if so, the steps beingtaken to control the same;

(b) the total number of waste water treatment plants installed inSindh Province to control the said waste during the last fiveyears till date; and

(c) whether there is any proposal under consideration of theGovernment to install such plants in the country in the nearfuture; if so, the locations thereof?

Minister Incharge of the Cabinet Secretariat: (a) Yes, it is fact thatmost of the industrial waste in the country is being disposed of in the rivers, it ishowever informed that the subject of “environmental pollution and ecology” hasbeen devolved to provinces after 18th amendment in the Constitution and now theprovinces and their respective departments are responsible to implement theenvironmental laws. The Pakistan Environmental Protection Agency has taken thefollowing steps;

(i) Prior to the constitutional amendment the powers had been delegatedto the Provincial Governments in terms of section 26 the PakistanEnvironmental Protection Act 1997 for enforcement including thepowers to monitor and prosecute industry for violation of the law.

(ii) Notified sampling Rules 2001.

(iii) Notified pollution charge for Industry Rules 2001.

(iv) Establishment of water Quality monitoring system in 5 cities(Islamabad, Karachi, Peshawar, Lahore and Quetta) comprisingmobile laboratories and updating of analytical laboratories.

(v) Establishment of Central Laboratory for Environmental Analysis andNetworking (CLEAN) for air and water at sector H-8/2, Islamabad

(vi) Held various meetings with industrial associations to comply NationalEnvironmental Quality Standards (NEQs).

(vii) Customs duty rebate has been introduced as incentive on import ofpollution control devices for industrialists.

(b) No waste water treatment plant has been installed in Sindh duringthe last five year except the one in Kotri Industrial Area, Hyderabad which is notoperational yet.

(c) Karachi Water and Sewerage Board (KWSB) has got approvedPC-1 of 04 effluent plants at the cost of Rs.8 Billion at Korangi, SITE LimitedArea, Landhi and Federal B-Area. The case has been forwarded to PlanningCommission of Pakistan for funding but no financial allocation has been made sofar.

161. *Sajid Ahmed:

Will the Minister Incharge of the Cabinet Secretariat be pleased torefer to Starred Question No.47 replied on 16-8-2013 and to state:

(a) the location-wise national and international operational airportsin Azad Jammu and Kashmir and Gilgit-Baltistan at present;and

(b) whether there is any proposal under consideration of theGovernment to upgrade any such airport; if so, when it will beimplemented alongwith the details thereof?

Minister Incharge of the Cabinet Secretariat: (a) Gilgit and Skarduairports are the operational airports in Gilgit-Baltistan for domestic flights operationwhereas Muzaffarabad and Rawalakot airports are ‘scaled down’ airports inAJ&K. These airports were ‘scaled down’ because PIAC discontinued the flightoperations, due to insufficient traffic load.

(b) Development / improvement works have already been completed atthe following airports:—

Gilgit:

New Terminal Building.

New Car park.

Re-carpetting of Runway.

Officers & Staff Mess.

Skardu:

Terminal Building.

52. *Maulana Muhammad Gohar Shah:

Will the Minister Incharge of the Cabinet Secretariat be pleased tostate:

(a) the loss of life and property occurred generally in the countryand particularly in the Khyber Pakhtunkhwa during the recentfloods 2013;

(b) the steps taken by the National Disaster Management Authority(NDMA) for the rehabilitation of the victims of said flood; and

(c) the details of the functions alongwith the jurisdiction of NDMAat present?

Minister Incharge of the Cabinet Secretariat: (a) Detailed damage/losses report based on preliminary assessment is attached at Annex A.

Timely issuance of advisories and preventive evacuations saved largenumber of lives. Population of flood affected areas were provided relief by federaland provincial governments, which include rescue, relief and medical treatments.Details at Annex-A.

(b) Relief in the form of tents, food packs, blankets, mosquito nets,bags of miscellaneous food and dewatering pumps were provided. Province wisedetails are attached at Annex-B.

(c) The geographical jurisdiction of NDMA spreads over whole ofPakistan including Gilgit Baltistan and AJK.

The detailed functions of NDMA are attached at Annex-C.

249. *Dr. Shireen Mehrunnisa Mazari:

Will the Minister Incharge of the Cabinet Secretariat be pleased tostate:

(a) whether it is a fact that the Managing Director alongwith twoofficials of PIA were sent to Turkey earlier in September, 2013;and

(b) whether it is also a fact that the revival of earlier attempt to selloff the lucrative routes of PIA to Turkish airlines is again beingconsidered; if so, the reasons thereof?

Minister Incharge of the Cabinet Secretariat: (a) Yes, because ofPrime Minister’s visit.

(b) No, there is no such proposal under consideration.

253. *Nafeesa Inayatullah Khan Khattak:

Will the Minister Incharge of the Cabinet Secretariat be pleased tostate the role of NDMA to control the natural disasters in the country?

Minister Incharge of the Cabinet Secretariat: National DisasterManagement Authority (NDMA), is the lead agency at the Federal level to dealwith whole. spectrum of Disaster Management. Activities. It was established in2008 through . National Disaster Management Ordinance and latter re-enactedthrough National Disaster Management Act, 2010.

Role of NDMA, as assigned in NDM Act 2010 are as under:—

• Act as the implementing, co-ordinating and monitoring body fordisaster management.

• Prepare the National Plan to be approved by the National DisasterManagement Commission

• Implement, co-ordinate and monitor the implementation of theNational policy i.e. National Disaster Management Plan.

• Lay down guidelines for preparing disaster management plans bydifferent Ministries or departments and the Provincial Authorities.

• Provide necessary technical assistance to the Provincial Governmentsand the Provincial Authorities for preparing their disaster managementplans in accordance with the guidelines laid down by the NationalDisaster Management Commission.

• Co-ordinate response in the event of any threatening disaster situationor disaster.

• Lay down guidelines for or give directions to the concerned Ministriesor Provincial Governments and the Provincial Authorities regardingmeasures to be taken by them in response to any threatening disastersituation or disaster.

• For any specific purpose or for general assistance requisition theservices of any person and such person shall be a co-opted memberand exercise such power as conferred upon him by the Authority inwriting.

• Promote general education and awareness in relation to disastermanagement; and

• Perform such other functions as the National Disaster ManagementCommission may require to perform.

Will the Minister Incharge of the Cabinet Secretariat be pleased tostate whether the matter of privatization of the shares of PIA is to bebrought in the Council of Common Interest; if so, when it will beimplemented?

Minister Incharge of the Cabinet Secretariat: Privatization

Commission has been tasked to prepare a strategy / road map for the Privatizationof PIAC. Therefore, it is up to Privatization Commission to propose the modusoperandi for its privatization.

261 *Zaib Jaffar:

Will the Minister Incharge of the Cabinet Secretariat be pleased tostate:

(a) the present status of the construction work of Charah Dam,Islamabad;

(b) whether the said project was approved by the ECNEC/CDWP;if so, the estimated cost thereof alongwith the time by which itwill be completed;

(c) the water storage capacity of the said Dam;

(d) whether any foreign funding is involved therein; if so, the detailsthereof including the names of donor/country;

(e) the firm to whom the contract of the said project has beenawarded;

(f) whether the Public Procurement Regulatory Authority Rules,2004 were followed;

(g) the number of firms alongwith their names and addresses whichparticipated in the tendering process; and

(h) the number of persons to be benefitted therefrom?

Will the Minister Incharge of the Cabinet Secretariat be pleased tostate whether it is a fact that a number of corruption cases havebeen detected in the under-construction projects of new IslamabadAirport; if so, the details thereof?

285. *Mrs. Shahida Rehmani:

Will the Minister Incharge of the Cabinet Secretariat be pleased tostate whether there is any proposal under consideration of theGovernment to open offices of NDMA at district level; if so, when itwill be implemented?

Minister Incharge of the Cabinet Secretariat: (1) District Disaster

Management Authorities (DDMAs) exist in every District of the country in termsof NDMA Act 2010, however, their capacity varies in different provinces/ regionsdue to resource constraints, both human as well as natural. Provincial governmentsare required to energize these DDMAs by providing requisite resources as theyare the critical tier of Disaster Management system, established.

(2) Since DDMAs have already been put in place by respective ProvincialGovernments, there are no plans to open NDMA offices at District level. However,a need has been established to create provincial level liaison offices of NDMA tocoordinate disaster risk reduction measures as well as relief and rehabilitationactivities. National Disaster Management Commission (NDMC) in its meetingheld on 21 February, 2013 has approved establishment of provincial/ regionaloffices of NDMA which is currently under process with the Government.

289. *Sher Akbar Khan:

Will the Minister Incharge of the Cabinet Secretariat be pleased tostate:

(a) the total area in percentage affected by recent floods in thecountry; and

(b) the damage done alongwith the estimated cost thereof; and

(c) the steps taken by the Government for the rehabilitation of theaffectees thereof?

Minister Incharge of the Cabinet Secretariat: (a) & (b) Floods 2013,

mainly remained confined within protective bunds and Kacha areas except inGujranwala Division. All Provinces were requested to provide the percentage ofdamage. As reported by the Provinces, percentage of the area affected andestimated cost can only be intimated after completion of detailed damage assessmentwhich is under process at Provincial level. Only initial assessment of crops affectedhas been made. Presently only Punjab and Sindh have assessed and provided thepercentage of affected area out of total crop area. Detailed assessment and costestimate has yet to be calculated. However, the total affected crop area initiallyreported due to floods 2013 was 1,457299.25 Acres. (c) Payment of compensation is Provincial responsibility while FederalGovernment provides financial assistance to Provinces only if required/requested.Compensation paid by Provinces, so far, is as under:—

(a) PDMA Punjab

(1) Death compensation Rs. 54,500,000 (@ Rs 500,000 perdeath).

(2) House damaged compensation Rs. 498,705,000 (@ Rs 30,000for completely damaged and Rs 15000 for partially damaged).

(3) Crops affected compensation Rs. 456,678,000 (@ Rs 4050per acre).

(b) PDMA Khyber Pakhtunkhwa

(1) Death/ Injured compensation Rs. 8,425,000 (@ Rs 100,000per death, Rs 50,000 per normal Injured, Rs 75000 per severelyinjured)

(2) House damaged compensation Rs. 9,105,000 (@ Rs 50,000for fully damaged and Rs 30,000 for partially damaged house)

(3) Perished cattle Rs. 678,000 (@ Rs 8475 per head)

(c) FATA Disaster Management Authority (FDMA) PeshawarFDMA has intimated that no major damages have been reported inFATA.

(d) PDMA Balochistan. No compensation paid.

(e) PDMA Sindh. No compensation paid.

(f) State Disaster Management Authority (SDMA) AJK. Nocompensation paid.

(g) GBDMA Gilgit. No compensation paid.

Note: Scrutiny of claims for damages is in the provinces and will be paidafter verification by the concerned Authorities.

293. *Isphanyar M. Bhandara:

Will the Minister Incharge of the Cabinet Secretariat be pleased tostate:

(a) whether there is any proposal under consideration of theGovernment to allocate special funds for displaced minoritiesdue to recent floods in the South Punjab and Interior Sindh;

(b) if so, when it will be implemented alongwith the details thereof;and

(c) whether there is also any proposal under consideration of theGovernment to give such funds to each Non-Muslim MNA forits disbursement; if so, when it will be implemented alongwiththe details thereof?

Minister Incharge of the Cabinet Secretariat: (a) Provision of relief

and financial compensation to affected population is extended across the boardirrespective of creed or religion. Relief to affected population of floods 2013 wereextended unconditionally and no complaints of biased or prejudicial treatmentwas ever made by any quarter or humanitarian relief agencies. Therefore, no reliefpackage specially for the minorities is under consideration with ProvincialGovernments and NDMA.

(b) whether it is also a fact that the facility of oil filling in the saidaeroplanes is not available in the said cities; and

(c) if the answers to part(a) and (b) above are in the affirmative,whether there is any proposal under consideration of theGovernment to operate new big aeroplanes instead of ATRaeroplanes; if so, when it will be implemented?

(b) Out of the above, re-fueling facility is available at Rahim Yar Khan,Turbat and Sukkur.

(c) There is no proposal under consideration of the Government tooperate new big aeroplanes instead of ATR aeroplanes, in these areas for the timebeing. However, may consider once the fleet position improved.

300. *Munaza Hassan:

Will the Minister Incharge of the Cabinet Secretariat be pleased tostate:

(a) whether any fund has been established by the Government atNational Level in order to combat natural and emergentdisasters; if so, the details; if not, the reason thereof;

(b) whether any policy/proposal is under consideration ofGovernment to decrease the losses caused by natural calamities;and

(c) the steps being taken/taken by the Government for therestoration of infrastructure in the natural calamities affectedareas during the last two years?

Minister Incharge of the Cabinet Secretariat: (a) The NationalDisaster Management Fund was established for managing complete spectrum ofdisaster i.e, emergency preparedness, response, mitigation relief and reconstructionas described in chapter IX of NDMA Act 2010 (Annex-A).

(b) Yes the Government has already formulated Disaster Risk ReductionPolicy and a prospective ten years, (2012-22) National Disaster ManagementPlan with the objective to minimize the losses by implementing short, medium andlong term priorities as identified under the policy recommendations and the Plan.

(c) The steps being taken by the Government for the restoration ofinfrastructure in the national calamities affected areas during the last two years inall provinces are as under:—

PDMA Punjab

Year 2012

(a) 80 No. of villages / revenue states (65 Rajanpur & 15 D.G. Khan)were declared as calamity affected.

(b) Compensation to the legal heirs of 59 deceased persons was paid atthe rate of Rs. 500,000/- each.

(c) Khadim-e-Ala cards at the rate of Rs.20,000/- each were paid to38196 affectees — total Rs. 766,920,000/-.

Year 2013:-

(a) On receipt of survey reports from District Coordination Officers, 7villages / revenue states of 24 districts were declared as calamity hitarea and following government dues were remitted:—

v. Agriculture Income Tax

vi. Water Rate (Abiana)

vii. Development Cess

viii. Local Rate

(b) Rs. 54,500,000 were paid to the legal heirs of 109 deceased personsat the rate of Rs.500,000/- each.

(c) Rs.498,705,000/- were released to the District Coordination Officersof 25 districts for onward payment of compensation to those whosehouses were damaged during rains flood-2013.

(d) Rs.456,678,000/- were released for payment of compensation tothe farmers whose crops were damages and declared as calamityaffected in Sheikhpura, Gujranwala, Narowal, Sialkot and Rajanpurdistricts for purchase Of Certify Wheat Seed and Urea at the rate ofRs.4050/- per acre.

PDMA Sindh

2010-11

1. During the financial year of 2010-2011, Rs.2.5 billion were providedto districts for rehabilitation of schools which were shelter-less, or indilapidated condition, or damages by rain and floods. In all. 1024schools were successfully rehabilitated during the financial year.

2. Restoration of LBOD and Kotri Drainage Network including theactivation of old Dhoras.

3. Rehabilitation of LBOD and Kotri Drainage Network (Phase II)costing Rs. 3 billion.

4. Sindh Flood Emergency Reconstruction Project for Bunds & Canalsat a cost of Rs. 400 million and Rs. 200 million for the Procurementof Machinery under Chinese loan.

2011-12

1. Rehabilitation of irrigation infrastructure (including Rs.2500 millionfrom the federal government), Rs.554 million for repair of roads.

2. Another scheme for rehabilitation of flood affected towns at a costof Rs. 5000 million was included in ADP 11-12.

3. Since the floods have caused major damage to the road network inthe preceding year, substantial allocation of Rs. 11000 million for roadsector which is 7.2 % of overall development budget has been made.

2013-14

1. Revamping / Rehabilitation of Irrigation & Drainage System in Sindh.

2. Extension of Right Bank Outfall Drain (RBOD) from Sehwan toSea, and

3. Construction of Small Storage Dams in Sindh

4. Construction of Water Carrier from LBOD Spinal Drain to Nabisar

5. Sindh Flood Emergency Reconstruction Project for Bunds and Canals

6. Sindh Water Sector Improvement Project

7. Rehabilitation of LBOD and Kotri Drainage Network Systemincluding activation of Dhoras.

8. Out of 213 ongoing schemes in this sector, 75 are expected to becompleted by June 2014.

PDMA Khyber Pakhtunkhawa

The damages report / estimates provided by various departments as perfollowing details have been approved by the competent authority for its onwardproceeding.

The damages caused to the infrastructure in District Chitral have also beenapproved by Chief Minister, Khyber Pakhunkhwa in the meeting held on10-12-2013, estimated cost is around Rs. 350 Million.

PDMA Balochistan

(A) Rehabilitation & Reconstruction Activities (Floods 2012):

1. All breaches occurred in the canal system (by Flood 2012) arerestored.

2. All breaches to roads (due to Floods 2012) are plugged in / restored.

3. All BMUs were made functional.

4. All school buildings were made functional.

(B) Rehabilitation & Reconstruction Activities (Floods 2013):

1. No Rehabilitation and Reconstruction activities are carried out sofar. However, some of the immediate rehabilitation activities ofdamages (by floods 2013). As such as:

I. Breaches in major link roads were temporary restored but norehabilitation activities carried out for complete restorationabreaches.

II. All affected schools and BHUs were fully functional.

Rehabilitation & Reconstruction Activities (for 2013 Earthquakedamages):

1. Government of Balochistan (GOB) has not yet taken any stepspertaining to the reconstruction and rehabilitation of public and privateinfrastructure (damages caused by Mashkel Earthquake in April 2013& Awaran and Kech Earthquakes in September 2013). However,the proposals for reconstruction & rehabilitation have been prepared.

390. *Nafeesa Inayatullah Khan Khattak:

Will the Minister Incharge of the Cabinet Secretariat be pleased tostate:

(a) whether it is a fact that the project regarding the constructionof Islamabad Ring Road has been finalized; if not, the reasonsthereof; and

(b) whether any feasibility study has been conducted therefor; if so,the details of PC-I thereof?

Minister Incharge of the Cabinet Secretariat: (a) There is no suchproject regarding construction of Islamabad Ring Road, because road net work isdeveloped as per the Master Plan of Islamabad. As per Master Plan of Islamabadmajor roads/Highways namely Islamabad Highway, Kashmir Highway and I.J.PRoad have been planned and developed to cater for the traffic requirement. Further

more G.T. Road (N-5) and Muree Road have also been incorporated in the MasterPlan of Islamabad.

(b) No feasibility study has been conducted by CDA in this regard dueto reason stated above.

391. *Dr. Azra Fazal Pechuho:

Will the Minister for National Food Security and Research be pleasedto state whether there is any proposal under consideration of theGovernment to announce the support price of wheat; if so, when itwill be announced alongwith the details thereof?

Minister for Information, Broadcasting and National Heritage(Mr. Pervaiz Rashid): (a) The government advertisements are published in thenewspapers and periodicals at rates fixed by the government on the basis ofprescribed formula taking into consideration the circulation as audited by the AuditBureau of Circulation (ABC). The government rates in print media are on lowerside than the private advertisements since majority of these consist of tender notices,public service messages like vacancies available in public sector organizations etc.Whereas, the private advertisements are initiated by the entities mostly aiming atearning profits by placing promotional ads to enhance the sales of their productsand services.

(b) It may be clarified that the government advertisements on electronicmedia are presently not being covered by the Centralized Advertisement Policy ofthe Government.

The Centralized Advertisement Policy caters to the print media only,covering ads released through the Press Information Department (PID) of theMinistry of I,B&NH.

As far as the release of advertisements to the electronic media is concerned,ground work has already been completed, and further progress would be madeonce the Federal Government issues directions in this regard to all the governmentcontrolled organizations/Ministries/Divisions and Public sector organizations wouldbe asked to route their respective advertisements through the Press InformationDepartment. In the present system of the release of government advertisements toelectronic media, the tariff issue is being dealt with separately by each Ministryand Division through its respective advertising agency. The tariff may vary on caseto case basis. For private commercial sector rates are flexible and negotiatedbetween the channels and client. However, there is a general assessment madeduring the evaluation process by the Ministry that the tariff charged from thegovernment organizations is comparatively higher as compared to rates chargedfor advertisements from the private sector. Right now, no data is available in thisregard, but once a policy decision is made regarding government advertisementson electronic media, a study on the subject can be conducted.

(c) The tariff for newspaper advertisements is an arrangement betweenthe client and the newspaper management. The print media advertisementarrangement between government and newspaper is operational with the consentof both the parties. As regards electronic media advertisements of the government,an arrangement is yet to be evolved.

(d) The government believes in doing things through consultation andaccommodation. Efforts are already under way to take the stakeholders on boardand to arrive at a consensus solution. The issue would be addressed comprehensivelyin due course of time to the satisfaction of all concerned.

Minister for Railways (Khawaja Saad Rafique) : A meeting was heldin Islamabad on 18th July, 2013 which was chaired by the Prime Minister ofPakistan. During the meeting, the Prime Minister was briefed regarding followingplans relating to Pakistan Railways.

1. Establishing a new rail link to connect Gwadar with Khunjrab andonwards to Kashghar, China.

It was apprised that Gwadar could be connected with Khunjrab through establishingnew segments and upgradation of existing railway network. Different options werepresented.

The Prime Minister was pleased to direct that feasibility studies may beconducted to decide the best route for establishing these new rail links.

2. Increase in speed to 120 Kms/Hr on ML-1

The speed on existing track of mainline between Karachi-Lahore-Peshawar (ML-1) planned to be increased to 120 Kms/hr.

The Prime Minister was pleased to direct that feasibility studies may beconducted and efforts may be made to arrange funding for the proposed project.

Minister Incharge of the Cabinet Secretariat: 1. During 2013,three powerful earthquakes jolted Mashkel (16 April) and Awaran (24 & 28September) areas of Balochistan. Fortunately, the Mashkel earthquake did notcause huge losses/ damages and Provincial government carried out relief and rescueoperation from its own resources. To carryout the rehabilitation of public andprivate infrastructure, the Provincial Government or PDMA, Balochistan did notseek assistance from NDMA.

2. The details of over all relief provided to affectees of Mashkel andAwran earthquakes, item-wise, by all government agencies, civil societyorganisations and foreign countries is given in Annex-A.

3. Government of Balochistan has also decided following rates ofcompensation for dead & injured which will cost Rs. 290.35 million and processof cheques preparation is being initiated :—

a. Death Rs. 500,000/- per headb. Injured Rs. 150,000/-per head

4. On 29 October 2013, NDMA submitted an ‘Early Recovery Plan’to Climate Change Division, on the basis of damage assessment done by PakistanArmy. Climate Change Division submitted Summary for the Prime Minister on 5November 2013, proposing therein convenience of the Prime Minister for a briefingby NDMA on ‘Early Recovery Plan for Earthquake hit Districts of Awaran andKech’. Decision of the Prime Minister on the subject Summary is awaited.

2. Eid-ul-Azha (1st 2nd & 3rd day) = 40% in all trains and classesover the system.

(b) Fares of trains plying from Karachi to all stations were also reduced.

Minister for Railways (Khawaja Saad Rafique) : (a) Computerizedreservation has already been introduced at 41 stations/ reservation offices to improvecurrent reservation and ticketing.

Pakistan Railways is presently developing new web-based reservationand ticketing system which will provide the following features:

(i) On-line ticketing through web.(ii) On- line seat availability.(iii) Centralized web-based software.(iv) SMS alert for late running trains.

(b) The project has been approved; system development started andwill be implemented in the next fiscal year.

403. *Dr. Raja Aamer Zaman:

(a) the quantum of industrial waste being discharged in rivers andcanals by the industries in the country annually;

(b) the nature and kinds of said waste;

(c) the nature and kinds of environmental hazards being causedtherefrom; and

(d) the industrial waste being discharged by Deewan CementHaripur in violation of EPA rules alongwith the steps taken inthis regard?

Minister Incharge of the Cabinet Secretariat: (a) According to anestimate, the total wastewater generated in the country is 962,335 million gallon

per annum of which 288.326 million (30%) is produced by. industry. A considerablequantum of industrial waste about 75,771 million gallon per annum gets its way tothe rivers. The rest of the wastewater is either discharged in canals, ponds or usedfor irrigation purposes. Besides, industries in Karachi discharge a bulk ofwastewater into the sea. About 800/0 of the industrial wastewater is generated bysix sectors viz paper and pulp, sugar, textile, cement, polyester yarn and fertilizer.

(b) The said waste contains heavy metals, organic and inorganic pollutants.

(c) & (d) The Deewan Cement Haripur is located in the jurisdiction ofEPA-Khyber Pakhtunkhawa. The monitoring team of EPA- Khyber Pakhtunkhawawas specially dispatched to monitor the discharge from the Deewan cement Factory,it was noted that all the environmental parameters were in limits set under NationalEnvironment Quality Standards (NEQS) except for level of Carbon Monoxide(CO). The EPA Khyber Pakhtunkhawa has taken note of the emission and noticeis being issued.

404. *Belum Hasnain:

Will the Minister Incharge of the Cabinet Secretariat be pleased tostate:

(a) the detail of projects initiated alongwith the steps taken by thePakistan Environmental Protection Agency (EPA) for protection,conservation, rehabilitation and improvement of environmentduring the last three years; and

(b) whether it is a fact that a number of developmental projectslaunched and completed in the country have been executedwithout approval of EPA; if so, the details alongwith the actionstaken against the responsibles during the said period thereof?

Minister Incharge of the Cabinet Secretariat: (a) As a consequenceof the 18th amendment in the constitution, the subject of “environmental pollutionand ecology” was devolved to the provincial governments w.e.f. 1st July, 2010.The information from provincial governments is being obtained. Only one projectviz; Establishment of Geomatic Centre for Climate Change and SustainableDevelopment was initiated by the Federal EPA in year 2013. The primary purposeof the project is to obtain satellite images, analyze and provide data to the-federaland provincial agencies to:

(1) Assessing existing situation of forest, desertification, soil, climate,environmental pollution, marine life, coastal areas, snow and glacier,disasters, hazards, biodiversity, water resources, ecological zones;

(2) Provide guidance, avoiding duplication and optimizing the use ofnational resources for the betterment of environment;

(3) Enhance and upgrade institutional capacity of Pak EPA, ClimateChange Division in the use of Global Information System (GIS) andGlobal Positioning System (GPS) for environmental monitoring andmanagement;

(4) Support the Climate Change Division and Planning Commission togenerate predictive tools for environmental planning and managementin combination with normal remote sensing and GIS tools;

(5) Facilitate Federal and provincial governments in disaster risk reductionthrough vulnerability mapping, information clearing house mechanismand training to use latest available technologies for risk assessmentfrom various forms of hazards.

(b) Information on development projects launched and completed in thecountry without Environmental approval during the past three years is being obtainedfrom provincial governments.

Minister Incharge of the Cabinet Secretariat: (a) Water from SimlyDam, Khanpur Dam and Tube Wells installed by CDA; is being supplied to theresidents of Sectoral area of Islamabad (being maintained by CDA) and it is a factthat the water being supplied by CDA is not enough to meet the increasing demandof water of Sectoral area.

No water is supplied from these sources to the areas of Islamabad whichfall under the jurisdiction of Islamabad Capital Territory (ICT) Administration.

(b) Yes, there is a proposal under consideration of the Government tosupply water from Tarbella Dam Reservoir in order to meet the present and futurerequirements of Sectoral area of Islamabad. ICT and Rawalpindi city. This project

has been planned to bring 655 Million Gallons per Day (MGD) water by the year2050 in three phases-I, 200 MGD of water is to be conducted for twin cities.Feasibility study for the scheme has been completed. However, certification byIndus River system Authority (IRSA) regarding River Indus water apportionmentfor Islamabad & Rawalpindi is required to proceed further, for which Ministry ofWater & Power Govt. of Pakistan, has already been requested, through CabinetDivision.

Minister for Railways (Khawaja Saad Rafique): (a) No biddingprocess was carried out prior to handing over Hazara & Rohi trains to PRACS,because Hazara Express, which was operating with the name of Chanab Expressat that time, was included in the list of loss making trains and its operation was tobe closed down when the PRACS management approached Pakistan Railwaysmanagement with the request not to close operation of this train being the onlytrain feeding Hazara region and PRACS agreed to pay 10% above the revenuegenerated by this train for that financial year and subsequently shared the profit

generated from these trains with PR at the ratio of 60:40 (60% to Pakistan Railwaysand 40% to PRACS) a subsidiary of Pakistan Railways under the administrativeand financial control of Pakistan Railways .

(b) No fixed time frame for extension of operational right was decidedbut it was mentioned in the agreement that it is extendable, subject to the mutualconsent of both the parties.

(c) The Hazara Express and other Public Private Partnership Trainscannot be compared due to difference of train composition, route and clientage.However, earning position of these trains is given below:

(d) It is not privatization of the Pakistan Railways. It is Private PublicPartnership (PPP), where the commercial management and passenger facilitationof the trains is the responsibility of Joint Venture partner and provision of loco /rolling stock and safe train operation is the responsibility of Pakistan Railways.

(e) No administrative & operational facility is being provided to PRACSby Pakistan Railways, however the private operators (Joint Venture partners)have been provided office and waiting hall facilities at Lahore and Karachi forwhich they pay rental charges to Pakistan Railways and Pakistan Railways incurresno expenditures on these facilities.

Minister for Information, Broadcasting and National Heritage(Mr. Pervaiz Rashid): (a) It is an erroneous impression that medium wavetransmitters are being closed throughout the country. These are still very much inservice. The fact of the matter is that older ones are being replaced by better andnewer versions having greater outreach. The organization is indeed facing somedifficulty on account of load shedding, which is undoubtedly a problem at thenational level.

(b) Again, the impression is not correct. FM transmitters are not beinggiven priority to medium wave transmitters. Both are utilized separately as perneed basis, according to their specifications. A number of new medium wavetransmitters have been installed. PBC has recently installed two new powerful

medium wave transmitters of 400 KW power & 100 KW power in Peshawarand D.I. Khan respectively, for covering the areas in KPK, Punjab & Balochistan.In addition, PBC is replacing Fakirabad medium wave transmitters by a 500 KWhigh power transmitter. PBC is also replacing medium wave transmitters atHyderabad, Karachi & Larkana. All these will be on-air by the end of 2014.

ii. Slow monitoring process.

iii. Lack of awareness of disabled persons / recruitment agenciesregarding quota and the medical assessment requirements.

iv. Cultural hindrance / issues.

(b) There is no proposal under consideration regarding the enhancementof the present quota.

of Government Houses/Flats is deducted directly from their monthly salary at therate of 5% from every person who avail the facility of government houses.

Total rent recovered from Dukhancha’s/Shed/ Koisk/Tea Stall andOpen Space from July, 2013 till date is Rs. 860,678/-. Nothing is outstandingagainst these licensees till date. Similarly, rent received from Melody FoodPark and Flower Market in F-6, F-7 and F-10 from July, 2013 till date isRs. 16, 97, 664/-.

(b) At present sum of Rs. 19, 69, 908/- is outstanding against MelodyFood Park and Flower Market F-6, F-7 and F-10 from July, 2013 till date.

(c) Month wise income earned from advertising of hoardings during year2013-14 is as under:—

waste is being sent to National Cleaner Production Centre (NCPC) foundationMorgah, Rawalpindi (a non profit Organization). PIMS is implementing an infectiouswaste segregation process as follows:—

(i) Infectious waste is segregated at source in colour coded bucketslined with plastic bags.

(ii) Plastic Bags containing infectious waste are collected daily by adesignated house keeping employee and transported in a coveredyellow trolley.

(iii) All infectious waste is weighed by the House keeping shifts Supervisorthis weight is noted in a register and the register is signed by bothPIMS & NCPC representatives. Subsequently infectious waste isplaced in a covered vehicle and transported to NCPC for incineration(vehicle is provided by NCPC) currently approximately 190 to 200kg/day of infectious waste is being generated in PIMS.

Consequently Privatization Commission (PC) has prepared a draft ofRequest For Proposal (UP) for re-structuring of PIA & Privatization of corefunctions of the organization by inviting bids for Financial Advisor (FA) to the GoPwith the responsibility for:—

Minister Incharge of the Cabinet Secretariat: There are 03 Federal

hospitals i.e. Pakistan Institute of Medical Sciences (PIMS), Federal GovernmentPolyclinic (FGPC), National, Institute of Rehabilitation Medicine (NIRM) areworking under administrative control of Capital Administration and DevelopmentDivision.

To control malpractices in the clinical/nursing pharmacy departments, theindividual heads / incharges keep a close eye to monitor all professional activitiesunder their purview. Any lapse in patient care is immediately verified by the relevantheads/in-charges and timely remedial measures are being taken by theadministration.

To control mismanagement the individual administrative departmentincharges monitor the activities of their sections and bring any mismanagement tothe notice of Admistration. The competent authorities take prompt action to rectifythe identified problem.

To control harassment of employees at work place, the management ofPIMS, FGPC and NIRM takes the issue of harassment of employees very seriouslyfor which a special investigation for female harassment cases exists to probe andrecommend penalties. No person is allowed to harass any employee or patient inthe hospitals and any complaint in the matter are effectively and timely probed andresolved.

• As per Admission Policy all the residents of ICT are eligible foradmission in Government Schools

• New admissions are being made each year at the start of academicsession. All the children who approach the schools are admitted

• Special campaigns are launched to admit out of school children. Inthis regard Parent Teachers Association (PTA) plays vital role forcommunity mobilization

• On the occasion of World Literacy Day this year a special campaignwas launched to bring out of school children to schools and increaseenrolment of schools w.e.f. 09-11 September, 2013. The campaignwas a success as 15860 children have been admitted in only 03days in government schools located in urban sector and four ruralsectors of Islamabad. The campaign will continue till further orders.

Minister Incharge of the Cabinet Secretariat: (a) The Prime Ministerhas directed to hold meetings of CSB twice a year. In this regard, first meeting ofCSB in this year was held on 11th - 13th and 27th February, 2013. A number ofBS-20 Ex-Cadre officers, working in Ministries/Divisions were promoted to BS-21 in that meeting. Since then, vacancies in BS-21 may have occurred in Ministries/Divisions for promotion of BS-20 Ex-Cadre officers having completed Staff/NDUcourse.

(b) Establishment Division has issued a tentative schedule (Annex-I) forholding of CSB meeting in the 3rd week of December, 2013 for promotion,inter-alia, from BS-20 to BS-21. Ex-Cadre officers of BS-20 working inMinistries/Divisions who have completed Staff/NDU course and other requirementsof promotion will also be considered for promotion to BS-21 in the scheduledCSB meeting. For this, all the Ministries/Divisions have been requested(Annex-II) to forward their proposals alongwith complete documents accordingto the schedule already circulated.

Minister for Railways (Khawaja Saad Rafique): It is correct thatprovision of lights and fans in a number of passenger coaches of different trainshas been deficient in the past due to following reasons.

Theft of material

Shortage of budget

Shortage of power plants/TL vans

Conversion of self generating coaches to head end generation.

Minister for Education, Training and Standards in Higher Education:(a) Yes, a consolidated advertisement was published in the National Newspaper“Daily Express News” on 21-08-2013 for admission in Primary Teaching Certificate(PTC) by the Allama lqbal Open University. The copy of advertisement is at Annex-I.

(b) Yes, as per eligibility criteria, the students of Baluchistan, FATA,FANA & Azad Kashmir having 45% marks in Matric pass certificate are eligiblefor admission in PTC programme. Whereas for other areas, boys having 60%marks in Matric and girls having 50% marks in Matric are eligible to apply. Thedetails Eligibility Criteria is at Annex-II.

(c) Yes, Tanawal & Tor Ghar Area of district Mansehra have not beenincluded in the backward areas Zone-III. The second part of the query fall inpurview of the Government of Khyber Pakhtunkhaw.

(d) No such proposal is no record. The admissions will be consideredaccording to the existing eligibility criteria till change in policy by the Governmentof Khyber Pakhtunkhaw for Tanawal and Tor Ghar as backward areas.
