    1. The Government of Nepal is seeking additional funding from the World BanksInternational Development Association (IDA) of which Nepal Electricity Authority(NEA) is the beneficiary. NEA intends to apply part of the proceeds of this Credit topayments under the Contract towards the Procurement of ACSR Moose Conductor,

    Galvanized Steel Earth Wire, and Optical Ground Wire (OPGW) required for theNepal-India Electricity Transmission & Trade Project

    2. The NEA now invites sealed bids from eligible and qualified bidders for Procurementof ACSR Moose Conductor, Galvanized Steel Earth Wire, and Optical Ground Wire(OPGW).

    3. Bidding will be conducted through the International Competitive Bidding (ICB)procedures specified in the World Banks Guidelines: Procurement under IBRD Loansand IDA Credits dated January 2011and is open to all bidders from Eligible SourceCountries as defined in the Guidelines.

    4. Interested eligible bidders may inspect the Bidding Documents and obtain furtherinformation from the project office, at the address given below from 10:00 AM to 5:00PM Sunday through Friday.

    5. Qualifications requirements include:

    Minimum Average Annual Turnover of the Bidder over the last three years is :US $46,000,000;

    The Bidder or the manufacturer of goods offered by the Bidder must havemanufactured, tested and supplied the goods, similar to the type specified in the"Schedule of Requirements" up to at least three (3) times the required quantityover

    last five (5) years period ending on the last date of bid submission.

    6. A margin of preference for goods manufactured domestically shall not,be applied.Additional details are provided in the Bidding Documents.

    7. A complete set of Bidding Documents in English may be purchased by interestedbidders on the submission of a written Application to the address below and uponpayment of a non refundable fee of NRs. 30,000 (in words, thirty thousand only) or US

    $ 315 deposited in the NEA ( Hetauda-Dhalkebar-Duhabi 400 kV TL) account No00051040015275 At Laxmi Bank Ltd, Hattisar, Kahmandu or in the form of draftdrawn in favor of the project.

    Foreign bidders, who wish to receive the bidding document by mail shall send a requestto NEA with a bank draft of USD 400 in addition to the cost of bidding documentspecified above. NEA will send the document (to the address requested by them) bycourier however it will not be responsible for delayed or non delivery of the documentso sent.

    8. Bids must be delivered to the address below at or before [19 August, 2013, 12.00 HrsNST]. Late bids will be rejected. Bids will be opened in the presence of the biddersrepresentatives who choose to attend in person at the address below at [19 August,2013, 14.00 Hrs NST]. All bids must be accompanied by a Bid Security not less thanUS $575,000 or an equivalent amount in a freely convertible currency. If the given datehappens to be an official holiday, the next working day shall be considered as the lastdate of bid submission and opening. In such a case the bid validity and validity of bid

    security remain unchanged unless amended by another notice.

    9. NEA reserves the right to accept or reject any bid and annul the bidding process andreject all bids at any time prior to award of contract without thereby incurring anyliability to the affected bidder(s) or any obligation to inform the affected bidders of theground for rejection.
