Attention was drawn to the Norton, Stewart, Norton, Cave & Scarlett Scholarshi p

in Real Estate Transactions. It was suggested that it should be stated in the descriptio n

that the award would be made to a student in the Faculty of Law. It was agreed tha t

the award would be accepted subject to clarification of the wording with the donors .

Attention was also drawn to the words "academic promise" in the Hawk Eilertson

Scholarships and it was suggested that the word "performance" would be better tha n

"promise". An opinion was expressed that since academic promise was judged on the

basis of previous performance it was not necessary to change the description of th e

award.

It was agreed that in the case of the Norton, Stewart, Norton, Cave & Scarlet t

Scholarship in Real Estate Transactions and the Fraser Hyndman Service Scholarship ,

the word "faculty" should read "Faculty" .

The motion was put and carried.

another concentration were removed this matter would have to be taken up wit h

the Certification Department of the Ministry of Education and the Department of

Economics .

Faculty of Forestry

Proposal to departmentalize the Faculty

The following proposal had been circulated:

"Over the past fifteen years the Faculty of Forestry has enlarged extensively i norder to attempt to meet the greatly increased requirements for graduates, post -graduates and research within the province . The teaching staff has been tripled s oas to include most of the wide range of forestry and related renewable resourc especialities . For several years it has been apparent that the administrative andleadership needs required by the size and diversity of interests and responsibilitesof the Faculty could not be met by one administrative office and in order t oprovide some relief Divisions were formed three years ago . The President'sReview Committee in its Report on the Faculty of Forestry in December 1980recommended that the Faculty be organized into departments and that additiona ladministrators be provided .

The Faculty of Forestry has discussed this recommendation at length and at it smeeting of February 26, 1982 unanimously passed the resolution :

"The Faculty of Forestry be organized into three Departments, namely th eDepartment of Harvesting and Wood Science, the Department of Fores tSciences, and the Department of Forest Resources Management ."

It is anticipated that, as the Faculty continues to grow as indeed it must to mee tthe increased requirements within the province, it will be possible to develop theDepartment of Harvesting and Wood Science into two Departments representingthe two interest areas."

Centre for Continuing Education

(i) Phasing out of the Certificate Program in Early Childhood Educatio n

The following statement in connection with the phasing out of th e

Certificate Program in Early Childhood Education had been circulated:

"The current Certificate Program in Early Childhood Education, consisting of non -credit courses offered by the Centre for Continuing Education, has been i nexistence since its reorganization in 1972. The program is offered in cooperationwith the Faculty of Education.

With changes in the field of early childhood education during the last few years ,especially changes in licensing and advancement of personnel, applications fo radmission as well as completions of the program have declined . With thedevelopment and build-up of college-based programs in early childhood education ,the UBC program no longer is vital to the field . The UBC program has lately bee nused purely for in-service training and professional development, rather than forlicensing or advancement .

Due to the effects of retrenchment the Centre will no longer be able to carry o nthis program. We are not accepting any new applications for admission and afterApril I, we will not be able to offer any group instruction courses . Five guidedindependent study courses are available to enable those currently in the programwho wish to complete the program to do so .

The Centre for Continuing Education is proposing to set June 30, 1984 as the fina ldeadline for completion of the program by individuals currently in the certificat eprogram."

Criminology Certificate Program had been circulated :

(ii) Phasing out of the Criminology Certificate Program (continued)

"The current Criminology Certificate Program, consisting of credit course sprimarily in psychology, sociology and related disciplines, has been in existenc esince its reorganization in 1974. The program is based entirely on guide dindependent study courses.

Applications for admission to the program have decreased significantly, and th enumber of students admitted who become inactive or officially withdraw has beenincreasing rapidly since 1978.

The most important factor in the decrease in interest in the UBC program ha sbeen the number of other criminology progams established at other institutions i nBritish Columbia since the establishment of the UBC program in 1974. Amongthese are four pre-employment programs offered by B .C. colleges; anundergraduate degree program at Simon Fraser University ; a two-year certificateprogram (by correspondence) at SFU (with credits in this program applicabletoward the B .A. in Criminology); and the establishment of the Justice Institute ofBritish Columbia.

As a result of all these developments the UBC program, which in 1974 was apioneering venture, no longer is necessary for further professionalization of th efield of criminology which now is well served by programs based in otherinstitutions.

The Centre for Continuing Education proposes to phase out the Criminolog yCertificate Program over a period of four years . This will require the followingmeasures:

(I)

That effective immediately no new students be admitted to th eprogram .

(2)

That students currently in the program be given until June 30 ,1986 to complete the program.

Any adjustments to the program of studies, which may become necessary durin gthe phase-out period, will be taken to the Senate Curriculum Committee ."

Progress report on the U .B.C . Engineering and Forestry Co-operative Education

Programs 1977-1982

The report had been circulated for information . Dr. Meisen, Chairman of the

President's Advisory Committee on Co-operative Education Programs, explained tha t

Co-operative Education Programs had been introduced on an experimental basis in 1977 ;

they were formalized and approved by Senate in 1979. He stated that growth i n

enrolment in the two programs, Forestry and Engineering, had been quite rapid, havin g

increased from 14 to an expected 150 this year . Far more students could have bee n

accommodated if there had not been a limitation on the number of suitable wor k

placements. The acceptance of the programs by the employers in the participating

industries and organizations had been very good. It was pointed out that the existing

programs would require some modification since both the Faculty of Applied Science

and the Faculty of Forestry were contemplating going from a five-year program to a

four-year program . There had been a number of discussions with other Faculties ,

principally the Faculty of Agricultural Sciences, who had expressed an interest in thi s

kind of program. It was also pointed out that Co-operative Education Programs coul d

also be offered at the graduate level if the University wished to avail itself of th e

opportunity.

Representation on Senate for Teaching Assistant s

That Senate, in accordance with the powers se tMr. Delahunt ) out in section 34 (2) (1) of the University Act

shall include in its ranks a representative orTeaching Assistants.

It was stated in the material circulated that Senate offered representation t o

constituencies which participated in and contributed to the academic life of th e

University. Teaching Assistants had a unique academic role in the community whic h

was not currently represented on Senate . Both Teaching Assistants and the Universit y

as a whole would benefit from such representation .

During the discussion that followed some members expressed the opinion tha t

since Teaching Assistants were also students the motion was in violation of the

University Act .

In reply to a query concerning Professor Kane, the Chairman stated that there ha d

been a press release on this matter and that a private communication had been sen t

to members of Faculty. However, on the advice of the University's Solicitors, he wa s

unable to make any public comment .

Dr. Wisenthal gave notice of the following motion :

"That Senate adopt the following statement :

Senate, recognizing that special noon-hour events are a vital part ofthe intellectual and cultural life of the University community, requeststhe Registrar to ensure that as few classes as possible are scheduled a t12:30 p.m. on Monday, Tuesday, Wednesday, and Friday, and reaffirm sthe existing policy that no classes be held on Thursday, between 12:30

and 2:30 p.m."

Architectural Institute of British Columbia Scholarships - Scholarships totalling$2,000 will be made to selected students who have high overall academic standing andwho have demonstrated significant progress and development in design . (Please notethat this scholarship will be made available in the 1982/83 Winter Session .)

Braidwood, Nuttall, MacKenzie, Brewer Greyell & Company Service Scholarship — Ascholarship has been made available by Braidwood, Nuttall, MacKenzie, Brewer ,Greyell & Company to students proceeding from second to third year in the Facultyof Law. The award will consist of summer employment with the firm between secon dand third years and payment of the recipient's tuition fees for the third year of La wstudies. (Please note that this award will be made available in the 1982/83 Winte rSession with the summer employment available in the summer of 1982 . )

Tommy Burgess Memorial Nursing Scholarship - A scholarship in the amount of $40 0has been made available by Mrs . T. E. Burgess. The award will be made to a studentin the School of Nursing, on the recommendation of the faculty . (Please note thatthis award will be made available in the 1982/83 Winter Session .)

Cannon Memorial Bursaries - This fund was established by the family and friends o fthe late Dr . G. Harry Cannon who was a member of the Faculty of Education and whodevoted much of his life to Development Education and latterly, the education o fNative Indians . From this fund one or more annual bursaries of $250 (minimum) wil lbe awarded to Native Indian students (Status or Non-status) who have completed a tleast one undergraduate year and are enrolled in the Faculty of Education . Recipientsmust have a good academic standing and need financial assistance . Further, 25% ofthe fund's income shall be made available to the Faculty of Education on an annua lbasis to be used either to support Native Indian Educational Research or to purchas eresource materials related to Native Indian Education . (Please note that this awardwill be made available in the 1982/83 Winter Session .)

Class of 1930 Bursary - A bursary in the amount of approximately $300 has been madeavailable by members of the Class of 1930 on the occasion of their golden anniversar yin 1980. The award will be made to a student deserving financial assistance. (Pleasenote that this award will be made available in the 1982/83 Winter Session.)

College of Dental Surgeons of B .C. Bursary for Dental Hygiene - A bursary in theamount of $500 has been made available by the College of Dental Surgeons of B .C. toassist a student in the Dental Hygiene program . (Please be advised that this awar dwill be made available in the 1982/83 Winter Session.)

Commerce Public Speaking Prizes - Three prizes will be awarded annually to the to pstudents competing in the Annual Public Speaking contest conducted by the Facult yof Commerce and Business Administration. The contest is open to students taking th eundergraduate public speaking course offered by the Faculty . First prize is in theamount of one-half of the winner's tuition in Commerce during the next year ; secondand third prizes each consist of one-quarter of the amount of the tuition . While the award will be based mainly onscholastic achievement, participation in university and community activities may als obe considered . Willard Ireland Book Prize - A book prize in the amount of $75 has been madeavailable by the British Columbia Library Association to honour Willard Ireland ,Provincial Librarian and Archivist from 1946 to 1974, and to recognize hi soutstanding contribution in preserving and interpreting the documents of Britis hColumbia's and Canada's past . The award will be given to an outstanding student i narchival studies in the School of Librarianship. The award will be made on therecommendation of the School . (Please note that this award will be made available i nthe 1981 /82 Winter Session .)

Mechanical Engineering Communication Prize - A prize in the amount ofapproximately 5-95 will be awarded each year to promote and recognize outstandingcommunication skills in written or seminar presentations . The award will be made o nthe recommendation of the department to a third year engineering student in th eDepartment of Mechanical Engineering . The award will be made to a student in the Faculty of Lawachieving distinction in the subject of Real Estate Transactions. The award will bemade on the recommendation of the Faculty . John Rose Memorial Bursary Fund - A memorial bursary fund has been established b ythe Vancouver Foundation to assist deserving students studying for a degree i nCommerce and Business Administration . The award is open to both graduates andundergraduates . A bursary in the amount of approximately $750 will be available to astudent combining financial need with a sound academic record . Royal Canadian Legion Shalom Branch 178 - Harris Hunter Memorial Scholarship - Ascholarship in the amount of $300 has been made available by the Royal CanadianLegion, Shalom Branch 178, to honour the memory of Harris Hunter . The scholarshipwill be awarded on the basis of academic merit to an outstanding student enteringfirst year Medicine.
