    Thanks for your response. Just to be clear, I believe my role as a councilmember is to respond to

    constituents with “have you talked with the City?” When they say “no” and they always do, I tell themto do so. I do offer, however, that if they talk w/ the City and don’t get anywhere, then let me know.They never do, because the City is always responsive.

    This is the only issue that even remotely enters that arena. So, in this case (and others) the purposeof my “pre” email is to alert you that an email is on its way that will most likely either be cc’d to aconstituent or ripe for a public records request. So, I take a more “formal” tone, because it is really asmuch to my constituent as it is to you.

    In this case, as you know, more crap happened there recently, so Angie followed up w/ me and saidshe hadn’t heard from you regarding proposed initiatives. I hadn’t heard anything either, so myintention was to just dust it off.

    Finally, post-KCLS, my relationship w/ the neighborhood is strained. As you know, I believe Irepresent all of Renton, and Renton region-wide, and not just my neighborhood, but this issue doeshold significance for me and, as necessary, I do need to take a proactive role.

    Media is reporting that President Obama will be visiting the Seattle area on Sunday, September 25.The US Secret Service has not reached out to us with formal notice, but the information appears veryreliable. It’s always possible he may arrive the evening before or depart the day after his planned visit.For that reason, I’m asking you to keep Saturday, September 24 through Monday, September 26 inmind as dates we may need to use resources throughout the department to support this event. At thistime, we don’t have any details regarding venue locations and whether any of them are in KCSOareas.

    HDMT, TAC 30, ASU, Intelligence, Motors will likely be needed to provide support. In addition, Patrol,Metro and Sound deputies may be needed for additional security at Boeing Field or other venues.Rob, I’m also asking for support special events planning and the compilation of an incident actionplan. I will keep you advised of information as we learn more.

    Jay and I just returned from a wonderful (and healthy) lunch outside the lobby at city hall as part of acelebration to honor those employees from each department for their efforts in growing gardens in theflower containers. This has been a great experiment and the public has enjoyed harvesting some ofthe vegetables that are popping up thanks to the care of effort of our city gardeners. Congratulationsto the Finance Department for winning the grand prize! And special thanks to the coordinators whohelped make this a fun activity for our employees. There have been very positive comments from bothstaff and the public.

    I want to give a brief update on what is going on with the South King County Violent Gang Initiative.We have several agencies participating and several more that will be providing resources in the nearfuture, either full time or part time. We have a group both in Operations and in Intel that started this

    week. There are several other agencies, Dept. of Corrections, Homeland Security, SeaTac andBurien Police that have offered resources and will be coordinating schedules. What we could use isanother supervisor for the operations group as this group is expanding and we would like to have theproper span of control, please let me know if you have a supervisor that can participate.     Dear King County Council and Suburban Cities Association Members,

     

    During the summer of 2008, I visited with many of you and sought your support for funding for a safe-haven, residential treatment and care facility. That effort resulted in the Regional Policy Committeeand the County council voting to support the funding. Representatives of the SCA voted unanimouslyto support this funding. Then the recession hit. Almost all of the government funding was withdrawnand we turned to the public. Checks began to arrive and within a few months our ProstitutedChildren’s Rescue Fund had received just over $1 million.

    Today, The Bridge is open and operating. There is a waiting list of young girls who want to beadmitted to the program.

    I’m writing to express my deep appreciation for your support. The King County Council and SCAhave been strong supporters of this effort from the beginning. Thank you.

    I’ve attached the first year report for your information. Please note slide #18 which shows thegeographic distribution of the young girls admitted to The Bridge. We pledged from the beginning that

    Statement from Chief Administrative Officer Jay Covington

     

    There has been no relevant information that we have uncovered to date on the Cyberstalking case tofurther a criminal investigation. As a result we have decided to forego any further action on the searchwarrant.

    As we stated earlier, we believe that the person who created and posted these videos is a currentpolice officer. This case is now about harassment and discrimination, and it is our duty to protect

    those who might have been harassed. It is our responsibility to prevent a hostile work environmentand we will continue to conduct an internal investigation.

    We’d also like to emphasize that most of the allegations and stories depicted in the videos arefabricated, not true, officers were exonerated, or the videos depict rumors that date back over 20years. Where merited, appropriate action was taken.

    Let me also assure you that this does not have anything to do with violating first amendment rights.We are committed to protecting free speech and the rights of any individual to express their opinions.

    Our primary responsibility is to the citizens of Renton. It is our goal to continue to ensure that we areserving the citizens of Renton and that our officers are acting within the law and following the policiesof our department.

    It can be tough working for a government agency. We live in a glass house and, unlike the privatesector, our dirty laundry can’t be hidden in a clothes basket. We have to hang ours in the windows foreveryone to see.

    The current controversy surrounding internal issues within the police department, which is beingplayed out in the media, is demoralizing for us all and I want to take a few moments to share somethoughts with you.

     

    When the media points out our “dirty laundry,” it’s our tendency to want to blame them for just wantingto sell newspapers or airtime at our expense. Some of this is true, but we always need to rememberthat our actions are accountable to the public and the public chooses to use the media as a primarysource of keeping its eye on us. When you add blogs and social media, there is no shortage of publicscrutiny for everything we do.

     

    It’s not only embarrassing to have internal problems aired in the public, but frustrating that theredoesn’t seem to be the same focus on all the good work that is being done for our citizens every dayof the week. Despite reduced resources, our employees continue to provide excellent service to thoseliving and working in this community. Our parks remain clean and welcoming, and well-planned and

    managed special events are being enjoyed by thousands of our residents.

     

    Our roads are maintained better than most jurisdictions in King County and the quality of ouremergency services, from medical aid and fire response to emergency preparedness, continues toreceive public praise. And while police departments in most cities maintain a system of merelyresponding to crimes and taking reports for insurance companies, our officers are developing andutilizing creative tools to address our commitment to actually reduce crime and to make people feelsafer in our community. And they are making a difference.

     

    Behind the scenes and away from the media cameras are city employees, using creativity andcollaboration to improve our service to the public during challenging times. As a resident and taxpayerof this city, I appreciate all you do and I love being a resident of Renton.

     

    We do have some management issues that need to be addressed. All of the hard work that is beingdone by dedicated employees is undermined by the actions of disgruntled individuals who areunconcerned that their actions hurt those they work with. It’s important for you to know that theincidents depicted in the set of cartoons against quality employees were either fabricated or not true.

     

    As much as I would like to provide all of our employees and the community with “our side of thestory,” in cases like this where there is an ongoing investigation and where employee discipline or

    criminal action may be involved, I am constrained to ensure that everyone’s rights are protected asmuch as possible.

    I believe that the greatest asset we have to offer our “customers” is our workforce. We’re fortunate tohave employees willing to work as a team to help identify ways to improve productivity, efficienciesand outcomes, which ultimately results in providing better service to the public.

    The current controversy will pass. Thanks to your ongoing efforts, Renton continues to be viewed byour residents and business owners as a wonderful place to live and conduct business.

    Thanks for taking the employee survey! The results are in and can be found in the attached pdfdocument (the results will also be posted on E-grapevine). Nearly half of our workforce took the timeto fill out the survey. We appreciate you sharing your thoughts with us.

    The findings from the survey revealed some positive and valuable feedback and some areas to lookat further. Here is a high-level summary of selected results:

    · Many (88%) believe the City of Renton is a great place to work. Co-workers, professionalism, payand benefits were some of the top reasons cited.

    · In most dimensions of communications, employees agree that information is provided in a timelyway (81%), and there are high marks for access (88%) and trust for open communication (72%).

    · From a job satisfaction standpoint, most (over 90%) strongly or mostly agree that jobresponsibilities and expectations are clear, along with the mission and customer focus of the city.

    · More than three-quarters of respondents felt the City is moving in the right direction (79%), has arespectful atmosphere (85%), a strong customer service ethic (90%) where employees give extra tobe responsive (85%), and would recommend working for the City to a friend (89%).

     

    Employees offered some critical and valuable feedback regarding areas that require some attention.

    · Survey results showed that interdepartmental communication, employee involvement in decisionsthat affect them, and recognition for collaboration could be improved.

    • A number of respondents reported that they mostly or strongly disagreed with the statement that“there is a high level of mutual trust in the department.”

    · For some departments, areas of improvement include planning, anticipating issues and problems,and effective management.

     

    This survey gives City leaders important insights to how our employees feel about working in Renton.

    In the coming months, next steps will include departmental discussions to follow up and learn moreabout what the results mean, likely leading to some positive changes that will work to bring about city-wide improvements. Thanks again for your feedback!

    First of all, I apologize for not emailing the press release yesterday. That was my fault.

     

    As public employees, much of what we do is a public document and subject to release under publicdisclosure laws. The press under public disclosure has requested copies of all videos associated withthe on-going investigation and we had to release them. Unfortunately, this supports the creator of thevideos desire to further embarrass the Department. The press has also requested the internalinvestigation regarding the original or first SCORE video. I would anticipate that this information willbe in their hands in the coming weeks.

     

    While I know we have to work on some leadership issues within the department, this is a gooddepartment, staffed by hard working members, that provide outstanding service to the community. I

    am proud of this organization and I know these issues will soon pass and we can move on. Thesevideos and recent internal investigations does have an impact on the morale of the Department. Thisis an area that I need to resolve. Leadership begins at the top, so it is my responsibility to fix it.
