MINUTES 5 6 After the singing of the first verse of “Amazing Grace” and prayer and a constituting prayer by TE 7 Matt Bradley, the 74th meeting of Nashville Presbytery was called to order by RE John Avery. The 8 Moderator asked for a quorum report from the clerk. A quorum was deemed present and the 9 attendance records attached are the official roll of the meeting. 10 11 The minutes of the 73rd stated meeting were approved. The docket of the 74th stated meeting was 12 adopted as amended, adding a request to speak by Bill Delveaux before lunch. TE Russ Ramsey 13 welcomed the presbyters to Midtown Fellowship. Guests were introduced to the Presbytery. 14 15 The Moderator appointed himself and TE Nathan McCall to serve as a Committee of Thanks. 16 17 RE Jack Watkins opened the report of the Facilitating Committee in prayer. He turned the podium 18 over to the Stated Clerk for his report. 19 20 74-1 The Stated Clerk moved on behalf of the Facilitating Committee that Presbytery sustain the 21 Commission Report for the Ordination and Installation of Tim Tan as the Pastor of Bridge 22 International Fellowship Church in Nashville. The motion passed. 23 24 74-2 The Stated Clerk moved on behalf of the Facilitating Committee that Presbytery sustain the 25 Commission Report for the Installation of TE David Filson as Associate Pastor of Christ 26 Presbyterian Church. 27 28 The Stated Clerk invited the Treasurer, RE Jack Watkins, to give the financial report. The report was 29 received. 30 31 74-3 The floor was opened for nominations to the Assembly Permanent Committees. The following 32 men were nominated from the floor, and received seconds: 33

The Presbytery approved these three men for nomination. 37 38 The Facilitating Committee recommends that the Stated Clerk be appointed as a commission to 39 approve subsequent nominations. The motion passed. 40 41 74-4 The BCO amendments sent down to the Presbyteries by the 40th General Assembly came 42 before the Presbytery. The votes were as follows (For-Against-Abstain): 43 a) Item 1 – Amend BCO 19-2 – 40-1-2 44 b) Item 2 - BCO 20-3, 24-2, and 25-4 – 47-0-1 45 c) Item 3 – BCO 42-4 – 45-0-2 46

d) Item 4 – BCO 43-2 – 29-17-1 1 e) Item 5 – BCO 43-3 – 48-0-1 2 f) Item 6 – BCO 58-5 – 15-30-3 3 4 74-5 The second reading of the Standing Rules amending sections 6-10 and 6-7 came before the 5 Presbytery. 6 7 That two new numbered bullets be added to the Shepherding Committee’s responsibilities under 6-10. 8 7. Pastoral oversight of men without call, encouraging them in their pursuit of a call and continued 9 engagement in the life of the Church. 10 8. Meeting with men who are without call at least annually to provide pastoral care. 11 And that a new numbered bullet be added to the Leadership Development Committee’s responsibilities under 6-7: 12 8. Administrative oversight of men without call, according to BCO 13-2.” 13 14 The motion passed, and the Standing Rules are amended. 15 16 74-6 The dissolution of the call of TE Arch Warren from Zion Presbyterian Church having never 17 been approved by the Presbytery, it was moved that we approve the dissolution of his call, with 18 thanksgiving for Arch’s many years of faithful service. The motion was seconded and passed. 19 20 RE Watkins closed the report of the Facilitating Committee with prayer. 21 22 74-7 TE David Filson opened the report of the Leadership Development Committee with prayer. 23 The committee recommends the transfer of Brian Phillips’ under care status to New England 24 Presbytery. The motion passed. 25 26 74-8 TE Filson recommended on behalf of the committee the transfer of TE Brandon Addison 27 from Nashville Presbytery to Rocky Mountain Presbytery, as he has been called to plant a church in 28 Boulder. The motion passed. 29 30 74-9 TE Filson called TE Darren Smith forward. TE Smith is being called as an Assistant Pastor at 31 Grace Presbyterian Church in Nashville, transferring from Iliana Presbytery. TE Smith shared with 32 the Presbytery his story of God’s grace in his life, and his sense of call to Grace Presbyterian. It was 33 moved and seconded to suspend this portion of his exam; the motion passed. The floor was opened 34 for examination by the Presbytery concerning his Christian experience, and his views in theology, 35 the Sacraments, and church government. It was moved and seconded to suspend this portion of his 36 exam; the motion passed. TE Smith was excused from the room, and TE Filson moved to sustain 37 TE Smith’s exam, and to approve his transfer from Iliana Presbytery. My only exception would be from WCF 21.8, WLC 117, WCS 60. Although I believe the Scriptures promote worship and rest 1 on Sundays, I do not believe that the Scriptures set as strict of requirements as does the confessions. Primarily, it is the focus on the 2 words rest from recreation that I disagree. To me the words recreation can mean taking walks, playing with my kids, and enjoying 3 the company of people in the context of activities on the Sabbath. In Matthew 12:1 we see Christ walking in the fields, picking and 4 eating grain on the Sabbath day. This is to me is a form of recreation. Due to this, I believe that there is room for exception with 5 the Confessions in this one area. 6 7 The court judged the stated difference to be more than semantic, but “not out of accord 8 with any fundamental of our system of doctrine” (BCO 21-4). 9 10

Mr. Burden 17 is being called as a pastor at Midtown Fellowship, and is coming for ordination via the extraordinary 18 clause, as he has not completed the Hebrew language requirements. Having been examined for 19 licensure previously, the floor was opened for examination in the area of Sacraments, Church 20 History, and his knowledge of the Greek and Hebrew language. After the exam in Sacraments, TE 21 Filson moved that this portion of the exam be suspended; the motion passed. The floor was opened 22 for examination in Church History. After the exam, TE Filson moved that this portion of the exam 23 be suspended; the motion passed. The floor was opened for questions regarding his theological 24 paper, then TE Filson moved that this portion of the exam be suspended; the motion passed. The 25 floor was opened for questions regarding his knowledge of the Greek and Hebrew language; Mr. 26 Burden is currently working on his Hebrew with TE Russ Ramsey. TE Filson moved that we 27 suspend this portion of Mr. Burden’s exam. The motion passed. TE Filson excused Mr. Burden, and 28 moved that the examination be sustained, and that he be approved for ordination by the 29 extraordinary clause due to the extraordinary circumstances of the church (the part of the 30 examination omitted is the Hebrew language requirement, and the reasons, per BCO 21-4-d, are the 31 urgent need of Midtown Fellowship for another ordained minister to administer the Sacraments). 32 33 It was moved and seconded that the vote be by secret ballot. During discussion of this motion, it 34 was moved and seconded to meet in executive session. The previous question was moved, and 35 seconded. The previous question was carried. The motion to go into executive session failed. The 36 previous question was moved and seconded. The motion passed. The motion to vote by secret 37 ballot failed. After discussion, the motion to allow Mr. Burden to enter by the extraordinary clause 38 passed by a vote of 49 for, 5 against. TE Smith and others came forward to discuss his new call. TE 11 Filson moved and seconded that the transfer of call of TE Smith be approved. It was noted that the 12 Presbytery had never approved the dissolution of the relationship between Scotty Smith and Christ 13 Community Church (the minutes of the congregational meeting are in good form), so it was moved 14 and seconded to approve that dissolution. The motion carried. In this light, the motion to approve 15 his transfer to West End passed. TE Filson closed the meeting of the Leadership Development 16 Committee with prayer. 17 18 TE Tom Darnell came forward for the report of the Campus Ministers Committee; he called 19 forward TE Kevin Twit to give an update on the ministry at Belmont University. TE Darnell closed 20 the report of the Campus Ministers Committee in prayer. 21 22 TE Stacey Croft came forward to give the report of the Shepherding Committee. The following 23 churches presented minutes, all of which were approved with exceptions of form: Trinity 24 Presbyterian, Christ Presbyterian, Covenant Presbyterian, and Christ Community Church. He closed 25 the report with prayer. 26 27 74-12 TE Craig Brown opened the report of the Church Planting Committee with prayer. He moved 28 on behalf of the committee that the current officers remain the officers through 2013: TE Craig 29 Brown (Chairman), TE Paul Joiner (Clerk), and TE Tony Giles (Treasurer). The motion passed. He 30 then moved that TE Nate Shurden, RE Bill Iverson, RE Rex Schnelle be approved as the 31 provisional session for Harvest mission. That motion also passed. Finally, he moved that TE Paul 32 Joiner (Chairman), TE Mike Graham, RE Kim Sokoya be approved as the provisional session for 33 Redeemer Church mission Murfreesboro (TE Paul Boyd – Church Planter). That motion passed. He 34 called forward TE Brandon Addison to give a report on his upcoming work in Boulder, CO, and 35 concluded the report with prayer. 36 37 RE Ken Harmon came forward to give the report of the Mercy and Missions Committee. He asked 38 TE Pete Mitchell to come forward to share about the work of the gospel in France. RE Harmon 39 closed the report of the Mercy and Missions Committee with a season of prayer. 40 41 TE Matt Bradley pointed the Presbytery to the report of the Judicial Business Committee. 42 43 TE Bill Delvaux came forward to give a report to the Presbytery as an out of bounds minister. 44 45 The Committee of Thanks wrote a note to the Session of Midtown Presbyterian Church. There 46 being no further business, it was moved to adjourn. The motion carried, and TE Jim Bachmann 47 closed the meeting with prayer. 48

Report Attendance and Administration: TEs Arch Warren, Caleb Cangelosi (Recording Clerk), Matt Bradley (Stated Clerk), Jim Bachmann, and Wayne Herring were present. TEs Len Hendrix (Chairman) and Bing Davis arrived late due to car trouble. TE Marvin Padgett and REs Jimmy Couch, John Avery (Moderator), Greg Wilbur, Buz Graham, Patrick Kelly, and Jack Watkins (Treasurer) were absent and excused. Wayne Herring opened the meeting with prayer. After adjournment, Jim Bachmann closed the meeting in prayer. Items Discussed / Actions Taken: 1. The Stated Clerk led a discussion on the April Presbytery meeting docket. 2. As no budget requests were received from committee chairmen, the Facilitating Committee will present an unchanged budget to the Presbytery. Recommendations: 1. That the proposed docket be adopted. 2. That the minutes of the 74th Stated Meeting be approved. 3. That the Presbytery hear a report from the Stated Clerk. 4. That the Financial Reports be received as information. 5. That the communications received by the clerk be presented to the Court for action, as needed. 6. That the Presbytery hear reports from the ordination, installation, and particularization
commissions, as needed. 7. That the Presbytery take nominations for the GA Committees of Commissioners, and authorize
the Stated Clerk to appoint any vacant slots for the Committees of Commissioners.

NASHVILLE PRESBYTERY CAMPUS MINISTRY COMMITTEE Covenant PCA March 11, 2013
Minutes Committee Members Present: TE Tom Darnell and RE Bryce Sullivan; RE John Ross Campus Ministers Present: TE Paul Boyd, TE Kevin Twit and TE Fritz Games Guests: RUF Area Coordinator TE Brent Harriman; RUF ministerial candidate Sam Taaffe The meeting was opened with prayer. MSP to adopt the docket. Prayer requests were offered by committee members and each of the campus ministers reported on their budget, ministry and prayer requests. A season of prayer was entered into. Sam Taaffe and the RUF ministers were dismissed. CMC meeting dates for 2013 were reviewed: August 12 and November 4 MSP to approve the minutes of 1/7/13. MSP Approve the terms of call of Sam Taaffe to be the campus minister at Middle Tennessee State U beginning June 1, 2013. MSP to recommend to the Nashville Presbytery that Sam Taaffe be permitted to move on the filed prior to his licensure and/or ordination exam by the Leadership Development Committee in July and by the Nashville Presbytery at the August 13 stated meeting and prior to his ordination soon after his exams. RECOMMENDATIONS TO THE NASHVILLE PRESBYTERY
1. Permit MTSU RUF ministerial candidate Sam Taaffe to move on the filed prior to his licensure and/or ordination exam by the Leadership Development Committee in July and by the Nashville Presbytery at the August 13 stated meeting and prior to his ordination soon after his exams.
2. Hear a report from a campus minister and pray for him and his ministry.

Judicial Business Committee Report

Roy Carter matter. On referral of this matter from the Shepherding Committee last fall, the CJB designated a work group of Mike Smith, David White and myself. We initiated an investigation, including an in-‐person meeting, a second meeting by telephone, and an exchange of several emails with Roy. In addition to Roy, committee members interviewed Shepherding Committee Chair Robert Cook, NP stated clerk Matt Bradley, NP Committee Chair David Filson and TE Jim Bachmann.
Recommendation: That NP accept Roy Carter's resignation as a teaching elder in the Presbyterian Church of America.
Roy has indicated that the direction he has received from NP concerning private baptism conflicts with his understanding of scripture. As such, he cannot, in good conscience, submit to the authority of NP on this matter. Of course this puts him in conflict with his vows made at the time of licensure by Nashville Presbytery (see BCO 19-‐3, Questions #2 and #4). Accordingly, under BCO 21-‐5, Question #2, he is coming to NP to make known his change of views.
Roy does not wish to be contentious or argumentative. In light of the fact that he is retired from parish ministry (having been previously released by NP from his call to Covenant Presbyterian Church), and that he has been without call in the NP for almost two years, his preference is to separate peacefully.
The CJB agrees with this approach. We recommend NP take whatever action is necessary to accept Roy's resignation and surrender of his ordination in our denomination. We think BCO 38-‐2 "Cases without Process" can be used. The action Presbytery would take is to divest him of his office without censure.
There may be some other means for a teaching elder simply to resign his office, but I cannot find it in the BCO. Given his change of views, I do not think Roy is a candidate for "honorable retirement" under BCO 23-‐2.
The CJB's investigation into the issues of (1) Roy's divorce, and (2) his views regarding re-‐baptism are incomplete. However, given Roy's decision re: the private baptism issue, we do not see any purpose in continuing the investigation or the preparation of charges.
