The Independence Day was celebrated at ICF on 15.08.2011. Shri Vijay

P.Meshram, COS/ICF, unfurled the National Flag and inspected the parade. While

addressing the gathering of officers and staff, Sri Vijay P.Meshram mentioned that

last year, ICF has turned out 1503 coaches which is an all time record production

and 43,551 coaches have been produced up to July 2011 by ICF since its inception.

He also told that ICF has been sanctioned a project of `250/- crore for

Award for ICF staff from Southern Railway

On 26-08-2011, at Loco works/Perambur, Sri. Inbarasu,

CWM, gave awards to ICF and Southern Railway

employees for meritorious service in resurrection of the

oldest Steam Locomotive in the world (EIR-21). The

following employees from Shop41/ICF have been

awarded in the function for manufacturing Connecting

rods which was an essential part in EIR-21 steam

locomotive.

During the function CWM/Loco appreciated the work

done by ICF employees. Also, he praised that the

Connecting rods manufactured by ICF were superior to

original and saved Lakhs of rupees to Railways.

Setting up of Power Plants by Railways

Railways to set up four bio-diesel esterification plants for

production of bio-diesel. Further, solar photovoltaic (PV)

modules and wind mill power plants are generally

provided based on the availability of adequate sunlight,

required speed & density of wind techno commercial

considerations and availability of fund. The first two bio-

diesel esterification plants are being set up at Raipur and

Tondiarpet. The locations for the remaining two plants are

under finalization. Solar PV modules and wind mill power

plants are likely to bed operational within next two-three

years time subject to availability of fund.

Separate Sports Cadre to be created in Railways

The Ministry of Railways is considering to create a

separate sports cadre for further giving impetus to sports

in Indian Railways. This was announced by the Hon’ble

Minister of Railways, Shri Dinesh Trivedi while speaking

at a programme organized to felicitate the Arjuna and

Dhyanchand awardees of Indian Railways. 1/4th of the

awardees for the prestigious National Sports Awards this

year are from the Indian Railways. On this occasion, the

Minister also announced a cash award of Rs. 5 lakh each

to all the Railway players who have won the National

Sports awards. He also assured that other incentives like

promotions etc. will also be looked into in case of these

award winners.

Railways earns kudos from CAG

In the 743-page CAG report on the Commonwealth

Games, the government auditors have mentioned that all

the major activities relating to the makeover of New Delhi

Railway Station were completed before the Games and

within the budget.

Electronic Devices for Ticket Checking Staff in Trains

Electronic devices in the form of Hand Held Terminals

(HHT) have been provided to the Ticket Checking Staff in

about 11 pairs of trains as a pilot project. These devices

are used for marking passengers as turned up/not-turned

up, giving information on vacant berths availability to

passengers at stations and on the website, facilitating

greater transparency in the on-board allocation of berths

and system accountable of ticket checking transactions.

Bio-Toilets by Sri Gaurav Kumar Singh, DyCME/Designs

In order to avoid manual scavenging, Indian Railways and

DRDE have developed bio-toilets to be fitted in coaches.

ICF has proposed to fit 44 nos. of bio-toilets in the

coaches. The salient features of bio-toilets are:

1. The Retention Tank is made out of AISI 316 grade

stainless steel.

2. The system has pneumatically-operated flapper valve

arrangement.

3. It has a liquid solid separator so that the solid wastes

are collected in the tank separately for effective bio-

digestion.

4. It has a PLC based flapper valve which will

automatically open after every 10th flush to ensure

trouble free operation.

5. It ensures that any trapped materials like bottles,

napkins are dropped to the ground by opening flapper

valve.

6. In addition to the above, a manual wire rope

arrangement is provided to facilitate opening of

flapper valve in case of no power and air. This

manual wire rope arrangement can be locked so that

it can be connected and used as a “conventional

discharge” to ground toilets in case of any blockage

or malfunctioning of bio-toilets.

7. The bio-digester developed by DRDE will be filled

in Retention Tank. Approx.200 lts/Tank.

8. The construction of Retention Tank is so designed to

ensure complete bio-digestion of fecal matters.

9. The system has provision for effective cleaning of

toilet bowl and wall protectors.

10. It has a predetermined quantity of water used for

flushing (approx. 2.5 ltrs.)

11. The outlet diameter of pan is 100 mm.

12. The flapper valve will retain water column to prevent

any foul smell from the Retention Tank.

13. It is proposed to fit this in MAS-Guwahati Express

rake, T.No.15630 / 15629.

14. It has a chlorination chamber to treat the water before

letting it in the ground.

15. Retention tank has 7 chambers which are

interconnected by slits / tubes in the partition wall.

16. It is based on anaerobic system.

17. Pressurised water is used for flushing the system for

effective cleaning.

18. It is planned to provide 2 lavatories / coach

(diagonally opposite)

IR gives James Bond license to thrill

The world's most famous secret agent, James Bond (with

actor Daniel Craig) will have to make some changes in his

action plan in India, when he jumps from a speeding

motorbike onto the roof top of a moving train and while

on the run, will jump from one moving to train top to

another. But the earlier plan to show both the moving

train tops crowded with travellers, will have to be done

away with, to comply with conditions put out by the

railway ministry.

One of the conditions for allowing the shoot is that they

cannot show India or Indian Railways in bad light and the

assurances will have to be given in writing. The film will

be viewed across the world where it will seem as if all

trains here have people traveling on roof tops, which is

not true. Also, traveling on the roof of a train is prohibited

by law and that cannot be encouraged. The shoot will

happen in Goa and in January next year.

Railway officers to monitor upkeep of trains

For ensuring better upkeep and maintenance of trains,

North Central Railway has launched Own Your Train

Scheme (OYTS). Under the plan, senior railway

authorities would be allocated trains. They would monitor

the upkeep of coaches and the facilities being provided to

passengers. Complaints would be forwarded to the

department concerned of Railways for action.

Under the OYTS scheme, officers of senior administrative

grade would be allocated a particular train for monitoring

its maintenance and upkeep. The officers would also

inspect the facilities being offered to passengers, like

include cleanliness of coaches and toilets, availability of

water in the toilets, timely and correct display of the

reservation charts, quality of bedrolls, condition of pests

and rodents, if any, prepare a report and send it to the

department concerned for action.

ICF SECOND UNIT Ravichandran.T, SSE/Project.

ICF has experience in manufacturing of different types of

coaches. But in-house manufacturing of fully stainless

steel coach was not achieved during past due to various

reasons like space, infrastructure facilities etc.

ICF’s dream has come true when our honorable Railway

Minister pronounced for “Modernization and expansion of

ICF by installing second unit to manufacture a large

number of technologically upgraded coaches with

increased production capacity from 1500 to 1700 coaches

per year” in the 2010-11 budget speech. The

announcement has two benefits for ICF.

1. Creation of facilities for manufacturing of LHB

coaches with FIAT in ICF.

2. Increasing the production capacity further to 1700

coaches per annum.

Location of 2nd unit

The existing shell division is land-locked on four sides

and hence further expansion is not possible. Moreover,

shell division does not have green field area for installing

the new technology machinery for LHB & FIAT bogie

manufacturing. The conversion of existing shell division

for manufacturing LHB shells without disturbance to

existing production belt is not possible.

Hence, installing the 2nd unit in a new location

has become inevitable. Fortunately there is around 42

acres of vacant land which belongs to ICF & Southern

Railway available in between Furnishing division and

Anna Nagar. The location is best suited for new division

since movement of the shells manufactured in the new

division to Furnishing division can be done through

existing traversers in Furnishing division. As per the

direction of the Railway Board the complete land has

been taken over by ICF for new project. Location is

shown in Fig-1

Project Proposal

Based on the various guidelines given by Railway Board

and experience of RCF in manufacturing LHB coaches for

the past 10 years, the detailed project proposal has been

initiated by ICF for sanction. The project was proposed at

a cost of Rs 271.17 crore. The project proposal was tabled

in the parliament during the winter session of 2010 and

Railway Board has communicated the sanction during

September 2010. Some of the works proposed in the

project have been reduced and Railway Board sanctioned

the project for the cost of Rs 220 crore and finally the

detailed estimate was sanction for Rs 249.58 crores.

Objective of the project

� 300 LHB shells with FIAT bogie to be

manufactured in the new unit.

� The stainless steel roof and side wall complete to

be manufactured for division requirement of 300 LHB

shells. ( no outsourcing ).

� Increase the ICF capacity to manufacture 1700

coaches per annum.

The new division should be self-sufficient and will not

depend on existing shell division except for wheel and

axle manufacturing facilities.

Various Facilities planned

CIVIL

The new division will have 3 bays for manufacturing

shop. Each bay is 20m wide and 350m long, followed by

50m long open gantry. (This shed will be the longest bay

in ICF).

The second and third bays are connected by transfer bay

for movement of roof, side wall from 2nd bay to 3rd bay.

Dedicated store area for 5000 sq.m with crane facilities

for unloading/loading the heavy items.

Service building 60m x 5m.

Separate Road with sufficient width from New Avadi road

for easy movement of 2 feet trailers and vehicles.

New Shed 25m x 72m for garnet blasting plant in

Furnishing division near Shop-54.

Stand for cycles, scooters and four wheeler parking area.

RPF post, watch tower etc.

Wide gate opening for easy movement of lengthy trailers.

Extension of traverser from Furnishing division to new

MECHANICAL.

BAY-I (FIAT Bogie manufacturing bay)

The complete FIAT bogie manufacturing will be carried

out in this bay.

All the facilities required for manufacturing bogie frame

and bolster from raw material to assembly are available in

this bay.

The vital Machines planned in this bay are:

Laser cutting Machine

Machining center for Bogie Frame

Machining Center for bogie bolster.

Shot blasting plant for bogie bolster and frame.

Welding robot for bogie frame and bolster fabrication.

Load testing machines.

Jigs and Fixture [as per the LHB design ] for bogie frame,

bolster and other sub-assemblies.

Manipulators for bogie frame and bolsters.

This bay is provided with 10Ton cranes. The crane

movement is possible from open gantry to other end of

shed i.e 400mts.

BAY-II (Roof and Side wall manufacturing bay)

This is the dedicated bay for manufacturing 100% of

stainless steel roof and side wall required for 300 LHB

coaches.

Laser cutting Machine.

Laser cutting and welding machine.

Robotic spot welding machine for side wall and roof

fabrication.

Manipulators for side wall complete welding.

Stretched leveling tack welding fixture for side wall.

Tack welding fixture and inspection stand for roof.

This bay is provided with 10 ton EOT crane for

movement of material including completed roof, side

wall.

This bay is connected with third bay through 30mt

transfer bay for movement of completed roof and sidewall

to 3rd bay i.e shell assembly bay.

The transfer bay will be provided with track and winch for

movement of materials.

BAY-III (Shell assembly bay)

This dedicated for manufacturing under frame, shell

assembly including provision for wheeling and magnetic

skin tensioning.

Jigs and fixtures for under frame manufacturing.

Jigs and fixtures for body shell manufacturing.

Skin tensioning equipment - 4 sets.

Wheeling facilities.

Tractor welding facilities.

Layout is shown in Fig-2.

OTHER FACILITIES

Garnet blasting plant for stainless steel coaches.

Bulk storage system for 02, CO2, Argon and BMC gases.

The manifolds are around 100 to 150m away from shop

floor.

Leak test facilities for completed shells.

Compressor room.

ELECTRICAL

Separate sub-station for the new division.

DG set backup.

Installation of Bio-Toilets in Trains

Indian Railways has installed bio-toilets in train coaches

with a view to developing designs suitable for Indian

Railways conditions. Approximately, 130 bio-toilets have

been installed in coaches on Indian Railways and are

under trial. Various technology options including bio-

toilets are under different stages of trials. It is not possible

to finalize long term action plan at the moment as the

technology development cycle has not matured as yet.

MODE OF EXECUTION.

The project is planned to execute through

COFMOW & RITES for early completion of the work.

COFMOW: The manufacturing facilities for

LHB shells including civil, mechanical and electrical

works will be carried out by COFMOW. 1st tender has

been already floated. The work is expected to be

completed by 2013.

RITES: M&P for FIAT bogie manufacturing will

be procured through RITES. Almost 6 tenders have

already floated. The work is expected to be completed

during early 2013.

ICF: Some of the peripheral activities including

construction of shed for FIAT bogie bay will be carried

out by ICF. As on date around 3 tenders have been floated

for these works. It is expected that ICF portion will be

completed during 2012.

Metro smart cards for school kids

The inauguration of Bangalore metro services on the 7.5

km reach one first phase between Byappanahalli and M G

Road is expected on 15.09.11. Bangalore will become the

third Indian city after Kolkata and Delhi to operate the

metro. Schools can write to BMRCL office to buy

contact-less smart cards for schoolchildren to use Metro

Rail from Byappanahalli to cricket stadium. These cards

would be sold at `50 and with a validity of 10 years.

Duties of Senior Supervisors traveling in a train involved in accident

� Shall remain in charge of the accident site till a

senior officer takes over.

POINTS TO CHECK

� Protection to the train

� Check whether information about details of

accident has been conveyed.

� Preservation of proofs, about accident to ascertain

cause of accident.

� No object must be disturbed in case of sabotage

� Condition of the track

� Condition of rolling stock

� Position of block instruments, relay room, signals,

points, levers, indicators, key, position of

switches in the panel if accident is in station area.

� Maintain constant communication with control

regarding assistance required, extent of damage.

BE COURTEOUS TO PASSENGERS

� Rly servants on train /at site shall volunteer

themselves to render assistance and report to

TS/TTE/Guard of the train

� TS/TTE/Guard collect all railway servants and

form 3 or 4 group

� One group shall assist the guard and driver and

the other groups may be directed to assist in

rescues injured / entrapped passengers.

Installation of GPS Based Information System on Trains

Northern Railway has planned to provide Global

Positioning System (GPS) based Electronic Display Board

and Voice Announcement System is one rake of New

Delhi-Guwahati Express. It will provide real time

information like speed of running train, name of next

stopping station etc. to the passengers in coaches.

Eastern Railway has planned to install GPS based

Passenger Information System in Howrah-New Delhi

Rajdhani Express. There is no provision for voice

announcement in this system.

RDSO has also undertaken a GPS based Research &

Development project where electronic display boards

have been provided in 5 coaches of Kanpur-New Delhi

Shatabadi to display real time train running information

like speed of running train, name of next stopping station

etc. There is no provision for voice announcement in the

system. The project in Northern Railway is targeted to be

commissioned in financial year 2011-12 and that in

Eastern Railway by 30.09.2011.

World's longest sea bridge in China

China has opened the world's longest cross-sea bridge -

which is 26.4 miles long and links China's eastern port

city of Qingdao to the offshore island Huangdao. This

road bridge is 110ft wide and is the longest of its kind.

Indian Railways to go LNG way for savings

Railways has decided to gradually opt for liquefied

natural gas on a large scale as part of its effort to reduce

diesel consumption, green house gas emissions and ensure

major operational savings. The Indian Railways and the

Indian Oil Corporation (IOC) have signed an MoU to

explore the potential of LNG in a substantial manner in

locomotives, factories and workshops.

The induction of LNG in railways is likely to be in a

phase-wise manner. It will begin with industrial uses in

factories to usage in diesel multiple units and then in

mainline diesel locomotives. Railways is currently

dependent on refined petroleum products such as high

speed diesel for locomotives and furnace oil in workshops

and factories. At the moment, the transport behemoth uses

approximately 250 crore litres of high speed diesel for

locomotives annually.

Free Meals during Late Running Rajdhani/Shatabdi

Railways have decided that whenever any

Rajdhani/Shatabdi/Duronto Express trains are running late

from their scheduled time by more than two hours, meals

would be provided, including packaged drinking water,

free of cost as per the service timings to the passengers

on-board of these trains irrespective of sector-wise service

provided for its normal run subject to practical feasibility.

This facility is only provided in all Rajdhani/ Shatabdi/

Duronto Express trains where catering charges are

included in the ticket fare
