Introduction

The fisheries sector in the State of Goa provides a significant contribution to food and

nutritional security of the state. Fishing has traditionally been one of the chief occupations and

the source of livelihood of the people living in the coastal areas of Goa. The Marine and Inland

Fisheries also contribute significantly to the State’s economy. In fact this sector has richly

contributed to the social and cultural spheres of our State as well.

The Government of Goa through the Department of Fisheries has made continuous

efforts for the growth of the Fishing Industry in the State. The Department has been providing

financial assistance for various needs of the Fishermen in Goa, along with keeping a pace with

their welfare measures.

The objective of the department is to achieve exclusive economic growth, social

development and sustainable Fisheries.

Vision statement

Our vision statement is “to ensure development and sustainable management of

Fisheries resources in the state of Goa.”

Utilization of available aquatic resources for the development of fisheries and

aquaculture;

Maximising production of fish from existing aquatic resources;

(b) Setting up of unit in open sea 50% limited to Rs. 40,000 per unit, maximum for 2 units. Each unit in the Open sea will be of size 6 mtrsX 6mtrs.

5. Financial Assistance for setting up of Ornamental Fish Unit in Goa

i) For setting up of a Breeding unit- 50% of the actual cost limited to Rs. 1,50,000/-.

ii) For setting up of a Rearing unit- 50% of the actual cost limited to Rs. 1,50,000/-.

iii) For setting up of a Rearing unit & Breeding unit- 50% of the actual cost limited to Rs. 2,50,000/-.

1. Fish farmer/ Individual should be resident of Goa for last fifteen years.

2. Applicant site should have adequate water facilities for setting up of the unit.

3. Applicant having own/ leased land, adequate to set up an ornamental unit can avail the benefit under this scheme.

4. Applicant should undergo training programme on Ornamental Fish Farming organized by the Fisheries Department/ MPEDA/ ICAR.

Goa Value Added Tax based subsidy on H. S. D. Oil consumed by Fishing Vessels Scheme.

(1) An amount equivalent to the actual Value Added Tax paid shall be reimbursed to the owner of fishing vessel eligible under this Scheme as subsidy, on H.S.D. Oil consumed by fishing vessel used for the purpose of fishing on limited quota as decide by Government. (2) The total quota of H.S.D. Oil for the purpose of this Scheme shall be restricted to 20,000 K.L. per financial year for the entire fishing industry.

(a) Should be a registered fishing vessel, under the Goa, Daman and Diu Marine Fishing Regulation Act, 1980 (3 of 1981); or M.S. Act. (b) Should possess a valid net licence and fishing licence for the year; shall not be a defaulter of the Department of Fisheries. (c) Shall not be a violator of the Goa, Daman and Diu Marine Fishing Regulation Act, 1980 (3 of 1981) and Rules framed there under; (d) Shall procure H.S.D. Oil from a diesel outlet run by the registered Fisheries Co-operative Society or outlets approved by the Government of Goa.

7. Supply of Insulated Boxes

i) The applicant engaged in selling/marketing of fish will be eligible for 1 insulated box of 50 litres. capacity and will be entitled for subsidy to the extent of 75% of the cost limited to Rs. 1500/-. ii) The applicant actively engaged in fishing at sea with canoe will be eligible for one insulated box of 100 litres and one box of 220 litres capacity and subsidy to the extent of 75% of the cost limited to Rs. 7,000/- respectively. iii) The applicant engaged in fishing at sea with mechanized fishing vessel upto 6 cylinder engine will be eligible for 1 insulated box of 220 litres and and 1 insulated box of 400 litres. capacity and subsidy to the extent of 75% of the cost limited to Rs. 15,000/- respectively.

Financial Assistance for Purchase of Lifejackets and Lifebuoys for the Fishermen

Financial Assistance to the tune of Rs. 75% of the cost of Lifejacket/ Lifebuoy shall be provided by the Government to the eligible fishermen, up to the cost of Rs.1,000/- per lifejacket and Rs. 1,500/- per lifebuoy.

a) 5 Life jacket and one lifebuoy for canoe fitted

with OBM. b) 8 life jacket and 2 Life buoys for the Mechanised

fishing vessels engaged in trawling operations c) 25 Life Jackets and 4 Life Buoys to the

Mechanised Fishing Vessels engaged in Purse seining operation.

10. Interest Subsidy on Loans for Agriculture and Allied Activities

Loan upto Rs.5.00 lakhs and below is provided to the beneficiaries in fisheries sector.

All bonafide agriculturists, individuals of animal husbandry sector and fisheries sector with or without Kisan Credit Cards from the State of Goa are eligible.

11. Financial Assistance to take up Value Addition to Seafood

The scheme have two components: (a) Financial assistance for construction /renovation of unit: Financial assistance will be provided as subsidy i.e. 50% subsidy of the cost of construction/renovation of unit limited to Rs.5.00 lakhs per unit. (b) Financial assistance for purchase of equipments: Financial assistance will be provided as subsidy i.e. 50% subsidy of the cost limited to Rs.2.00 lakhs per unit will be provided as subsidy for purchase of the equipments (list of equipment included under the scheme are mentioned on the application form).

Any individual (resident of Goa for the last 15 years) interested in setting up a unit for value added fisheries products can avail benefit under the scheme. Preference will be given to self help groups, women entrepreneurs, youth (who have completed fishermen training course/short term training programmes conducted by Directorate of Fisheries)

12. Financial Assistance For Construction /Purchase Of F.R.P. / Wooden Fishing Crafts

The Fishermen will be granted subsidy to the extent of 50% of the actual cost of the craft limited to Rs. 60,000/- per craft. Fishermen will be entitled to avail the same after every four years.

1. The beneficiary should be traditional fishermen by birth or profession and should be resident of Goa.

2. The beneficiary or any member of his household should not be defaulter with Directorate of Fisheries, Goa.

3. The beneficiary will be entitled for grant of subsidy once every four years on one craft per family household.

4. The canoe purchased through the scheme shall be duly registered with the Directorate of Fisheries

under MFR Act 1980/ MS Act. 5. The beneficiary shall not sell, lease, mortgage or

transfer the wooden/ FRP craft for a period of 5 years from the date of purchase of the said wooden/FRP craft.

6. The wooden/FRP craft purchased shall be operated exclusively for fishing purpose only.

13. Financial

Assistance To Fishermen For Purchase Of Fisheries Requisites (Gill Nets With Accessories)

The beneficiary will be entitled for subsidy to the extent of 50% of the actual cost limited to Rs.30,000/- (Rupees Thirty Thousand only) for purchase of gill nets with accessories through Bank finance or self finance. Traditional fishermen will be entitled to avail the same after every FOUR YEARS

1. The beneficiary should possess an own registered fishing canoe.

2. The beneficiary should or any of his household should not be defaulter with the Directorate of Fisheries.

3. The original VAT bill may be submitted by the beneficiary from authorized dealer to claim the subsidy.

4. The beneficiary shall not sell, lease and transfer the Gill Net for a period of five years from the dated of purchase of first Gill Net.

5. The fishing net shall be duly registered with Directorate of Fisheries.

14. Financial Assistance For Purchase Of Fuel (Petrol) To The Fishermen For Operation Of Out Board Motors

Fishermen using Petrol OBM shall be eligible for subsidy of Rs. 30/litre on a maximum consumption of 1700 litres of Petrol. Beneficiary will be entitled to avail the same Every Year.

a) The fishing canoe should be registered under the Merchant Shipping Act, 1958 and rules framed there under.

b) Should be member of Registered Fisheries Co-operative Societies/ Association or individual.

c) Should possess a valid fishing net licence and valid fishing vessel licence issued under the Goa, Daman & Diu Marine Fishing Regulation Rules 1982.

d) Shall not be a defaulter of the Directorate of Fisheries.

e) Shall not be a violator of the Goa Daman & Diu Marine Fishing Regulation Act,1980 (Act No.3 of 1981)

f) The Vessel Registration Certificate of the must have the OBM incorporated on it.

g) Original bill may be submitted by owner from petrol pump.

15. Financial Assistance For Purchase Of Power Block

The beneficiary will be entitled for financial assistance to the extent of 25% of the cost limited to Rs. 1.50 lakhs. They can avail the Subsidy once in their lifetime

a) The fishing vessel should be registered under MS Act.

b) Should be a member of Registered Fisheries Co-operative Societies/ Associations.

c) Should possess a valid purse seine net license and fishing vessel license for the year.

d) Shall not be a defaulter of the Directorate of Fisheries.

e) Shall not be a violator of the Goa,Daman& Diu Marine Fishing Regulation Act, 1980(Act No.3 of 1981) and rules framed thereunder.

f) The original VAT bill may be submitted by the owner of the vessel from authorised local dealer to claim the subsidy.

g) Seaworthy Certificate of fishing vessel from Marine Surveyor.

16. Financial Assistance To

All Fishermen Societies/Associations registered under the Co-operative

17. Financial Assistance To Purchase Singel Net / Small Rampon Net & Its Accessories

The beneficiary will be entitled for subsidy to the extent of 50% of the actual cost limited to Rs.50,000/- for purchase of Singel net/small Rampon net and its accessories. Traditional fishermen will be entitled to avail the same after every five years

a) The Fishermen should belong to OBC (Kharvi) Community having valid Caste Certificate issued by competent Authority.

b) The Fishermen should be resident of Goa having valid resident certificate issued by competent Authority.

c) The grandfather/grandmother of the fishermen should be resident of Goa.

d)The fishermen shall not poses registered fishing canoe or fishing trawler. e)The fishermen can avail the benefits of the scheme after every five years. f)Only one house hold family member can avail the benefit under this scheme

18.

Natural Calamity Relief To Fishermen

All active fishermen who contribute to the Fishermen Corpus Relief Fund whose fishing vessels including engine, Motors, fishing vessels are damaged or lost due to natural calamity like floods, cyclone, Tsunami, accidental fire shall be eligible for financial assistance

The non motorized/ Motorized canoe, mechanized fishing vessels/trawler should be registered with the Department of Fisheries under the Marine Fishing regulation Act/ MS Act. 3. The applicant found operating mechanized fishing vessels by means of trawl net and purse-seine net along the sea coast of the state of Goa in the territorial waters of the Goa during the ban period shall not be eligible for the financial assistance. 4. The fishing vessel should have valid fishing vessel licence and valid fishing net licence. 5. The applicant should not be defaulter of the Department.

19. PradhanMantri JeevanJyotiBimaYojana

The annual premium payable is Rs.330/- per annum per member to cover the eligible person in the scheme. The 50 % premium of Rs

20. PradhanMantri SurakshaBima Yojana

The annual premium payable is Rs.12/- per annum per member. The compensation available is as under :-

i. On accidental death : Rs.2 Lakhs. ii. Total and irrecoverable loss of both

eyes or loss of use of both hands or feet or loss of sight of one eye and loss of use of hand or foot: Rs.2 Lakhs.

Total and irrecoverable loss of sight of one eye or loss of use of one hand or foot: Rs.1 Lakh

1) The applicant shall be fishermen by profession/or Caste& should be engage in fishing related activities.

2) The applicant should be aged between 18 years (completed) and 70 years (age nearer birthday).

NOTE: The Pattern of assistance, Eligibility Criteria and the Documents requirement may vary subject modification in the Scheme.

Central Government, implement various Schemes under Blue Revolution: “Integrated Development and Management of

stipend of Rs.1000/- per month as per the existing Pattern of Assistance.
