Port Blair, Jan. 14 In a bid to make the PM Street V e n d o r ' s AtmaNirbhar Nidhi (PM SVANidhi) more accessible, the Government of India had launched 'Mai Bhi Digital' (Me too digital) campaign Digital onboarding of street vendors through 'Mai Bhi Digital' initiative from 4th January to 22nd January, 2021. Over 10 lakh street vendors across the country who have Port Blair, Jan. 14 Bharat Net is a Flagship programme of Government of India. It envisages an information superhighway through creation of robust middle -mile infrastructure for reaching broadband connectivity to Gram Panchayats. The objective of Bharat Net is to facilitate the delivery of e-governance, e- health, e-education, e- banking, Internet and other services to rural India. To achieve this, it is planned to connect all the 2,50,000 Gram Panchayats in the country and provide 100 Mbps connectivity to all Gram Panchayats. The existing unused fibres (dark fibre) of public sector 70 Gram Panchayats, 6 Tribal Councils & 7 Blocks to be connected with Broadband connectivity through Bharat Net Gram Panchayats, 6 Tribal Councils and 7 Blocks with incremental OFC from the nearest BSNL exchange. Out of the 70 Gram Panchayats, 4 Gram Panchayats and out of 6 Tribal Councils, 4 Tribal Councils are planned to be connected through VSAT. The implementation of the work has been taken over by BBNL and Purchase Order has been issued to M/s ITI Ltd Bangalore in September, 2020. As on date, 12 Gram Panchayats have been connected by OFC and is ready for providing services. VSAT equipment for 4 Gram Panchayats and 4 undertakings (PSUs) (BSNL, Railtel and Power Grid) will be utilized and incremental fibre will be laid to connect to Gram Panchayats wherever necessary. Non- discriminatory access of the Network will be made available to all the service providers like Telecom Service Providers (TSPs), Cable TV Operators and content providers to launch various services in rural areas. The project is funded by Universal Service Obligation Fund (USOF) and executed by a Special Purpose Vehicle (SPV) namely Bharat Broadband Network Limited (BBNL). In Andaman and Nicobar Islands, it is proposed to connect 70 Port Blair, Jan. 14 All persons receiving Social Security Pensions such as Old Age Pension, Widow Pension, Destitute Allowance and Disability Allowance have been informed that from July 2020 Social Security schemes Pensioners advised to seed their Aadhaar number with bank for receiving pensions onwards the welfare benefits is being credited only in Aadhaar seeded bank accounts as per the mandate of NPCI under GoI. In view of this, pensioners whose bank accounts are not Aadhaar seeded or Aadhaar not mapped have not received Social Security Pensions w.e.f, July 2020. In caseof failure to do so, the owners of such motor vehicles are liable to bepenalized under MVA Act 2019. As per Rule 39 of ANIMVR'2006 ifany motor vehicle which is not registered in the UT has been kept fora period exceeding 14 days, the owner of the vehicle shall inform thesame to Registering Authority, A & N Islands with details viz. name,address, registration mark, description of vehicle and in case oftransport vehicle the date on which the permit has been issued. Thishas been brought to the notice of all concerned on earlier occasion bypublishing it in the local newspapers but it is observed that suchvehicles continue to ply on the road violating the legal provisions. All the vehicle owners of mainland registration vehicle are thereforeonce again advised to intimate the Transport Department of theirvehicle details alongwith complete information of the owner withphone number. If any person/vehicle owners whose vehicles registeredin others States are found plying on the roads in A&N Islands withoutintimation and permission from this Department, strict action willbe taken against them. All the owners of the motor vehicles registeredin other States but brought to the UT of A&N Islands have beendirected to intimate the details of such change in address to the Officeof Transport Department within 14 days as prescribed above to avoidlegal action as per law. Such owners are also advised to keepdocuments related to transportation of their vehicles to this UT forverification. Transport and Police Department will be conducting stringentenforcement drives to regulate such practices and defaulters/violatorswill be booked under relevant MV Act/Rule for penal action, a pressrelease from Directorate of Transport said.

of the States of the country, which is a highly contagious avian disease

having zoonotic potential of causing huge loss in terms of mortality and

trade of poultry, it is necessary to take precautionary measures and restrict

the possibility of ingress of the disease into the Andaman and Nicobar

Islands.

In view of the above, Temporary ban on Import of Poultry and Poultry

Products from all States and UTs into the Andaman and Nicobar Islands is

imposed. Advisories have already been issued to the concerned authorities

for active and targeted surveillance against the disease.

This order comes into force with immediate effect and will remain in

force until further orders.

No. 05/2021.- The A & N Administration hereby makes the following amendments in the Notification No. 139/2020/File No. 2-954/Entr. Dev.

& Skill Upgradation / Gazette Notification/PL/ IND/2020-21/2652 dated 23rd November, 2020 titled "Entrepreneurship Development and Skill Up-

gradation Scheme" as published in the A & N Gazette Notification ;

Whereas, the use of Aadhaar as an identity document for delivery of services or benefits or subsidies simplifies the Government delivery

processes, brings in transparency and efficiency and enables beneficiaries to get their entitlements directly in a convenient and seamless

manner by obviating the need to produce multiple documents to prove one's identity;

And, whereas, the Directorate of Industries (hereinafter referred to as the Department), is implementing the Entrepreneurship

Development and Skill Upgradation Scheme (hereinafter referred to as the Scheme) to realize the goal of small business owners to remain self-

employed, who may need skill upgradation and entrepreneurial and marketing assistance in order to sustain themselves through practical and

cost effective skill building program;

And, whereas, under the Scheme, skill building/upgradation training and stipend thereon (hereinafter referred to as the benefit) is given to the

trainees who include school dropouts, unemployed local youth, artisans, members of the Self Help Groups, individual entrepreneurs, who may

be boys/girls and men/women from age of 14 years and adults upto 45 years of age (hereinafter together referred to as the beneficiaries), as

per the extant Scheme guidelines;

And, whereas, the Scheme involves recurring expenditure incurred from the Consolidated Fund of India ;

Now, therefore, in pursuance of Section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016

(18 of 2016) (hereinafter referred to as the said Act), A & N Administration hereby notifies the following, namely:-

1. (1) An individual desirous of availing the benefit under the Scheme shall hereby be required to furnish proof of possession of the Aadhaar

Number or undergo Aadhaar authentication.

(2) Any individual desirous of availing the benefit under the Scheme, who does not possess the Aadhaar Number or, has not yet

enrolled for Aadhaar, shall be required to make application for Aadhaar enrolment subject to the consent of his parents or guardians (in case of

children beneficiaries), provided that he is entitled to obtain Aadhaar as per Section 3 of the said Act and such children shall visit any Aadhaar

Enrolment Centre (list available at the Unique Identification Authority of India (UIDAI) website www.uidai.gov.in) to get enrolled for Aadhaar.

(3) As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the Department, is required to offer Aadhaar enrolment

facilities for the beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar Enrolment Centre located in the respective

Block or Taluka or Tehsil, the Department shall provide Aadhaar enrolment facilities at convenient locations in coordination with the existing

Registrars of UIDAI or by becoming a UIDAI Registrar themselves:

Provided that till the time Aadhaar is assigned to the individual, the benefit under the Scheme shall be given to such individuals subject to

production of the following documents, namely:-

I. For children below 18 years old :

(a) if the child has been enrolled after attaining the age of five years (with biometrics collection), his Aadhaar Enrolment Identification slip, or of

bio-metric update identification slip; and

(b) any one of the following documents, namely:-

(i) Birth Certificate; or Record of birth issued by the appropriate authority; or

(ii) School Transfer Certificate, duly signed by the Principal of the School, containing parant's names; and

(c) any one of the following documents as proof of relationship of the beneficiary with the parent or legal guardian as per the extant Scheme

guidelines, namely:-

(i) Birth Certificate; or Record of Birth issued by the appropriate authority; or

(ii) Ration Card; or

(iii) Islander Identity Card issued by Competent Authority;

(iv) Bank or Post Office Passbook with Photo; or

(v) Passport; or

(vi) Ex-Servicemen Contributory Health Scheme (ECHS) Card; or Employees' State Insurance Corporation (ESIC) Card; or Central Government

Health Scheme (CGHS) Card; or

(vii) Pension Card; or

(viii) Army Canteen Card; or

(ix) any Government Family Entitlement Card; or

(x) any other document as specified by the Department.

II. For beneficiaries above 18 years old :

(a) if he has enrolled, his Aadhaar Enrolment Identification slip; and

(b) any one of the following documents, namely :-

(i) Birth Certificate; or Record of Birth issued by the appropriate authority; or

(ii) School Transfer Certificate, duly signed by the Principal of the School, containing parant's names; and

(iii) Islander Identity Card issued by Competent Authority;

(iv) Bank or Post Office Passbook with Photo; or

(v) Permanent Account Number (PAN) Card; or

(vi) Passport; or

(vii) Ration Card; or

(viii) Voter Identity Card; or

(ix) MGNREGA Card; or

(x) Kisan Photo Passbook; or

(xi) Driving License issued by the Licensing Authority under the Motor Vehicles Act, 1988 (59 of 1988); or

(xii) Certificate of Identity having photo of such person issued by a Gazetted Officer or a Tehsildar on an official letter head; or

(xiii) any other document as specified by the Department:

Provided further that the above documents shall be checked by an officer specifically designated by the Department for that purpose.

2. In order to provide benefits to the beneficiaries under the Scheme conveniently, the Department shall make all the required arrangements to

ensure that wide publicity through media shall be given to the beneficiaries to make them aware of the requirement of Aadhaar under the Scheme.

3. In all cases, where Aadhaar authentication fails due to poor biometrics of the beneficiaries or due to any other reason, the following remedial

mechanisms shall be adopted, namely :-

(a) in case of poor fingerprint quality, iris scan or face authentication facility shall be adopted for authentication, thereby the Department request

the Registrars of UIDAI or Aadhaar enrolment agencies authorised by the A & N Administration for iris scanning/face authentication along with

finger-print authentication for delivery of benefits in seamless manner;

(b) in case the biometric authentication through fingerprints or iris scan or face authentication is not successful, wherever feasible and admissible

authentication by Aadhaar One Time Password or Time-Based One-Time Password with limited time validity, as the case may be, shall be

offered;

(c) in all other cases where biometric or Aadhaar One Time Password or Time Based One-Time Password authentication is not possible,

benefits under the Scheme may be given on the basis of physical Aadhaar letter whose authenticity can be verified through the Quick Response

(QR) code printed on the Aadhaar letter and the necessary arrangement of QR Code reader shall be provided at the convenient locations by the

Department.

4. Notwithstanding anything contained hereinabove, no child shall be denied benefit under the Scheme in case of failure to establish his identity

by undergoing authentication, or furnishing proof of possession of Aadhaar Number, or in the case of a child to whom no Aadhaar Number has

been assigned, producing an application for enrolment. The benefit shall be given to him by verifying his identity on the basis of other documents

as mentioned in clauses I.(b) and I.(c) of the proviso of sub-paragraph (3) of paragraph 1, and where benefit is given on the basis of such other

documents, a separate register shall be maintained to record the same, which shall be reviewed and audited periodically by the Department.

5. In order to ensure that no bonafide beneficiary under the Scheme is deprived of his due benefits, the Department shall follow the exception

handling mechanism as specified in the Office Memorandum of Direct Benefit Transfer Mission, Cabinet Secretariat, Government of India No. D-

26011/04/2017-DBT, dated 19th December, 2017 (available on http://dbtbharat.gov.in/).

6. This Notification shall come into effect on the date of its publication in the Official Gazette.

SHISHU KUMAR MANDAL(September 13, 1951 - December 18, 2020)

A true believer in humanity, a driftwood artist and a noble

soul, fondly known as "Shishu da"/ "Mandal da", is no more

with us. He passed away on December 18th, in a private

hospital in Chennai due to severe cardiac arrest. His last rites

were performed in Rabindrapalli, Diglipur, the next day.

He was an ocean of love and kindness. Even though he is not

among us today, his friends and family would cherish the

reminiscence he left behind.

We thank all the well-wishers and friends who stood beside us

during the time of this irreparable loss.
