REPORT TO THE PRESIDSNT

Supplies of avistion gasoline and of blending agent s used in the manufacture of aviation gasoline continue to be inadequate to meet over-~1 requirements , including those of the Russians . This supply shortage ranains one of the principal difficulties preventing our fulfillment of the Russian orders . Another critical problem ie the unavailability of vessels, principally tankers, for the transportation of petroleum products to the u.s .s.P..
It had been expected that the Russians 1 requirements of aviation gasoline and blendine agents for Oct ober shipment would be met in full. However, shipments to North Russia rrere suspended on account of enemy action and, as a result, 162, 000 ba1·rels of 100 octane avia tion gasoline in drums desired for October have not been shipped, and will not be shipped . Thus, more than half of the products that v~re requested and allocated for shipment during the month will not r each the Russians because of the unavailability of shipping opportunities and not because of the unavailability of mat.erial . This point is emphasized because the lack of t ransportation ie at present , in our opinion, t he most critical factor in the problem of s upplying petroleum products to !htssia.
We have been requested to provide a total of three bulk cargoes of aviation gasoline and blending agents during the month of November, and monthly thereafter throudl June of 1943 . It does not appear likely that any of the Russian tankers will be available in November, ~r that either of the two United States tankers which have been transferr ed to Soviet registry rill be in position for the movement . Should transportation become available, it is to be expected that the Munitions Ass1£0ments Board rrould authorize at l east a part of the Russians ' November requirements to be supplied . If such t ankers are not made avai l able , however, we would be unable to fulfill any portion of the Russians • November requirement of these important products .

Complete delivery of the refining plants that are t o be furnished under the Protocol is to be made FAS American ports by Aueust 15 , 1945 . The materials involved are scheduled for preparati on along with those for Defense Plant Corporation projects, but the Russian plants will take precedence i n case of any conflict . All requisitions for production, drilling, and oilfield equipment, and for spare parts or repair parts to be used in existing reJ:ineries, are examined by this Office from the standpoint of urgency, availability of matarials, and suitability for the desired purpose . This processing is comple ted ordinarily within the S81118 day upon 'llhich tho requisitions are received, and nevar later than 48 hours after their receipt .
This Office is in constant touch with the Russian Cormtission, Lend-Lease, War Production Board, and Treasury Procurement r or the purpose of expediting in every possible way the fulfilment of those requisitions .
RECQ!.lllmiDATIONS
Such delays as are occurring at this time in relation to petroleum for the U.s.s.R. result from:
(a) Lack of shipping space and tho suspension of shipaents on account of eneii!Y action,
(b) Congestion in United States loading ports, and
(c) Lim1ted availability of high octane aviation easoline stocks i .n the United States .
We recoomend that the first two causes of delq be brought to the attention of the departments that are responsible so that corrective action ~roay be taken to the extent that is possible .
As reported last month, the critical situation with respect to ~roaterials for the construction of 100 octane plants has been brought to the attention of the War Production Board and remedial action has been strenuously urged. We are now informed that a priority rating of AA-2X has been assigned to all 100 octane projects, and it is hoped that this will improve the outlook substantially.

In accordance with the desire expressed in your memorandum of October 2 19L2, I herewith submit the November report on the progress of t he \'far Department in meeting the Second Russian Protocol.
Seventy per cent of the items being furnished by the War Department are ahead of, or up to, the schedules of availability specified i n the Protocol, while approximatel y thirty per cent of the items are behind schedule . Shipping conditions continue to prevent the export of the material s made available, even among those items that are behind schedule. The most serious shortages exist in the Ordnance and Signal items. Action has been taken to correct this situat ion, and I am confident that the current deficiencies will be made up during the Protocol period.
Aircraft have been made available ahead of the Protocol schedules . The northern ferry route for t he delivery of airplanes to Russia by way of Siberia was opened in October. The use of this additional rout e, together with the southern ferrJ route and ocean shipping, has helped to reduce the undelivered backlog of planes. The Russian representatives have expressed pleasure at the progress made in obtaining more prompt deliveries.
The effective use of the Persian Corridor as a route for supplying Russia is bei ng impl emented by the dispatch of approximately 10,000 men to that area. The orders for this movement were issued during October. The Commanding General, Persian Service Command, is now in Iran, and key members of his staff are joining him as rapidly as air transport ation is available. Port, rail and r oad improvements show satisfactory progress. Railr oad and highway transportation equipment has gone forward in considerable quantity, and additional allocations have been made f or early shipment.

road and rail clearance capacity north of Andiloeshk of 1,100 tons per
day.

The accompanying tabulation shows the produc~ion progress which has bean aade during the period July 1, 1942, to November 1, 1942, towards the satisfaction of Second Protocol coli!l:dtoente of the United Stutes to the Union of Soviet Socialist ltepublica for onterials and equipment.
From tho tabulation it can be seen that generally satisfactory results have been achieved ln our efforts to fulfil our obligations to the U. S. S.R.
I n the case of non-ferrous metals , ferro-<il loys , and che:nicals 1 all of which are of critical i:oportance to the Soviets, the production rate called for by the Protocol bas been mot or scl>stantially exceeded in the great. uJority of 1nsta11ces.
Doli varies of carbon steel which appear to be behind schedule have been purposely slowed down, with the consent of Russian representatives , because of the accumulation of stocks in warohouaeo and at ports duo to lack of ahippi ng facili ties . A recent survey of the Treasury Depurt:uent Proeurotnont Division sho~ed approximately 310,000 ohort tons of steel, principally carbon otoel, on hand for the U.S.S.R. as of October Jl . The total shipment of carbon steel called for by the Second Protocol is approximately 1,175,000 short. tons. Thus, existing stocks equal more than t.wo months requlre:sen t.e.
In view of this, the Iron and Steel Branch and II embers of the Soviet Government Purchasing Commission agreed that there should be a curtailment or suspension of production in the case of s uch i t ems us steel roils , bessemer screw etock, barbed wire, oil country pipe Md tubing, and cold ~>nd hot rolled sheets and strip. This step bas not resulted in inadequate supplies of these products to meet export requirements. llore than enough stocks are available to utilize all available shipping apace despite reduced production.
In the ease of alloy steel, about which Soviet. representatives are most anxious, deliveries have unavoidably fallen behind Protocol require:nents. Howovor, arrangeoents have beon made

In order t.o speod up deliveries of various types of industrial equipment, a de termination bas been issuod by the Program Vi ce- Chairaw.n provid i .ng for the assignment of AA-l priority ra t ings to all orders under the Second Protocol , and for appeal f or higher r ati ngs whore this may be necessary. The s everal Industry Branches concerned with the supply of i ndustrial equipment are making surveys of outstanding Soviet orders and are revising pri ority ratings where necessary. In addi tion, efforts are beins lllllde to meal. Soviet requiren:ents for a nu:~~ber
of industrial items which are not covered by the Second Protocol. In evecy case, the wishes of representatives of the Soviet Government Purchasing Co~iaaion are being taken in to account in the re- scheduling of industr ial equiP"'ent iteos .

SUMMARY OF LENI)..LEASE PROGRESS
1 . More than $915,000,000 worth of lend-lease goods and services were furnished to our allies during the month of October . This exceeded any previous ODOntb by ODOre than a third.
2 . During the past four months , while we were arming, equipping and transporting our expedi tionacy force to North Africa, we transferred $2,713,000, 000 worth of goods and services to lend-lease countries.
J . Two-thirds of the lend-lease goods furniabed in recent months were military items, including large numbers of planes and tanks that helped to turn the tide in Egypt and to hold t he line in Russia .
4 . In SepteJtber and October 1942, during the height of the preparations for the African campaign, $918,000,000 worth of ailitacy ita11a were transferred. This was ODOre than five times the UIOunt transferred in December 1941 and January 1942 , the t wo months iJulediately follo~ring our entry into the war.

1. Military items are continuing to account for an increased proportion of exports. See Chart No . 1
2. In recent months about 40% of exports have gone to the United Kingdom, JO% to the U. S.S .R. and JO% to other areas. A year ago 90% was going tn the United Kingdom. See Chart No . 2
J . Lend-lease has accounted for an increasing proport i on of total exports . Two- thirds of our exports are now lend-lease goods . See Chart No . J
4. In relation to our total munitions production , the amount of m.ilitary items exported to our allies has been declining. Current l y it is about 15%· See Char t No. 3

I am transmitting herewith the secret report on the status of the Soviet Aid Progra.m, as of October .31, 1942 .
For your convenience, high spots of the developments during October have been summarized on the first page of the report.

STATUS OF THE SOVIET A 10 PROGRAM
DEVELOPMENTS DURING OCTOBER, 1942
Shipping continues as the limiting factor in thb program. During the first four months of the Second Protocol period a total of 662,000 gross tons of cargo have cleared American ports. This r epresents only onethird of the tonnage originally expected to be shipped during this period . Cargoes have at all times been available t o meet the original expectations.
Fly-away delivery of planes is aiding greatly in meeting airplane commitments . During October 16o pl anes l eft Miami or Fairbanks in this manner . While the' southern route has carried the largest number of these planes, it is anticipated that the north~n route will become increasingly important. •
Production of semi -finished and finished i ndustrial items is now in excess of shipping possibilities . As food is giv5n priority t he position of t hese items becomes more critical . Production has already been stopped or slowed on those items in greatest supply, and t he question is being made the subject of committee study by the agencies concerned.
Subsequent reports will contain statistics on t hose items which are still under review.
