    7. Scheduled and co-operative banks

    The sector covers the transactions of thescheduled and co-operative banks. A Scheduled

    Bank is a bank having paid-up capital andreserves of Rs. 500 million or more anddeclared to be a Scheduled Bank under Section37 (2) (a) of the State Bank of Pakistan Act,1956. The scope of this sector is, therefore, notlimited to commercial banks only, but alsoextends to certain specialized banking

    institutions.

    2. The Punjab Provincial Co-operative BankLtd: is both a scheduled and a co-operative

    bank, double counting of which has beenavoided. A list of banks as on 30 June, 2003 isas at Appendix III. With the promulgation ofPresidential Ordinance No. XL of 1976 videNotification No. F.24(1)/76-pub of 16th

    October, 1976 for proper regulation of co-operative banking in the country, all primary co-

    operative societies then operating as banks weregiven the option to convert themselves intocredit societies within stipulated period orotherwise they stood dissolved. The saidOrdinance provided for continuation of fourprovincial co-operative banks.

    3. By and large, figures adjusted to meet theflow of funds requirements have been derivedfrom the statistics on scheduled banks inPakistan and co-operative banks statisticscompiled by the State Bank of Pakistan onannual basis and the annual report and accountsof the banks. Further, supplementaryinformation extracted from other published and

    at times unpublished records was adjustedwhere available information was deficient. Inthis connection, capital consumption, grossfixed capital, and employees provident fundneed special mention.

    4. Figures for gross fixed capital and capitalconsumption in Table 7.2 were respectively

    compiled on the basis of the banks annualbalance sheets and the table of receipts,disbursements, depreciation and net profit orloss of scheduled banks in Pakistan as of 31December published by the State Bank ofPakistan in their annual Banking Statistics ofPakistan as the liabilities and assets statement

    showed the amount for bank premises only.

    Other fixed assets [item B-1(b) ofTable 7.2have been estimated from the publishedbalance sheets of scheduled banks at the

    written down value. Depreciation on fixedassets has been adjusted to land and buildingin order to estimate the cost. Figures ofprovident fund were collected directly fromPakistani scheduled banks and adjusted in the

    financial flows account.5. The consolidated position of this sector is

    shown in Table 7.1.

    6. All entries in Table 7.2 represent flowsobtained by calculating movements in itemsof the aggregate balance sheet (Table 7.1).However, in cases where lack of sufficientdetail prevented adequate sectoral/

    transactions classifications the entries wereestimated on the basis of fragmentaryevidence and information available in othersector accounts. In this connection, the itemsloans and advances, deposits and investmentsin shares and debentures need particularmention in addition to those dealt with inparagraph 2.

    7. In the flow of funds accounts (Table 7.2)the scheduled and co-operative banksholdings of notes, coin, and silver have beentaken as currency (item D.1). The foreign
