  • OCONEE SUPPLEMENTAL IPEEE SUBMITTAL REPORT

    1.0 Introduction and Background

    On December 21, 1995, Duke Power submitted its Oconee IPEEE report (Ref. 7.1) in response toGeneric Letter 88-20, Supplement 4 (Ref. 7.2). Section 3.0 (Seismic Analysis) noted that a "fullscope" relay chatter review, as defined in NUREG-1407 (Ref. 7.3), was being conducted inaccordance with the procedures outlined in the GIP (Ref. 7.4) in conjunction with the A-46 review.At the time of the report submittal, the review was in progress and the results of the relay reviewwere to be submitted as an addendum to the December 1995 IPEEE report. The purpose of thissupplemental report, therefore, is to present the results of the relay review as it affects thepreviously submitted seismic analysis as well as other enhancements to the seismic analysis.

    The enhancements to the previously submitted seismic analysis are described in Section 2.0, andthe relay review results are described in Section 3.0. The effect on the overall seismic PRA modeland risk results is described in Sections 4.0 and 5.0. An updated list of planned plant enhancementsis discussed in Section 6.0.

    2.0 Update of Fragilities

    In order to develop the original surrogate for screened out components used in the initial IPEEEsubmittal, the existing equipment anchorage evaluations were reviewed to determine what minimaladditional margin could be easily identified in the calculations. The original calculations wereoften bounding-type analyses, including criteria from both the SQUG and IPEEE programs. By re-reviewing the anchorage evaluations using IPEEE criteria only, certain conservatisms were quicklyidentified. Although all of the components had at least some additional margin, many of thecomponents had significantly more margin. However, for the original IPEEE submittal, only theadditional margin that could be quickly identified was included in the results. This acceleratedeffort resulted in conservative estimates for the seismic fragilities for surrogate elementsrepresenting screened out components.

    In order to minimize the dominance of the Auxiliary Building and SSF components surrogateelement in the risk results, the Auxiliary Building and SSF components anchorages were re-reviewed after the IPEEE submittal to determine if additional conservatisms could be removedfrom their capacity evaluations.

    For the post-submittal review, comprehensive reviews of the Unit 3 Auxiliary Building anchorageassessments were undertaken to determine more exact anchorage capacity levels. The Unit I and 2anchorage results were also given a brief review to assure that the results of the comprehensivereview of Unit 3 would be representative of the anchorage capacities on those units. The SSFresults were reviewed and updated as well.

    Additional anchorage reviews were conducted for the Reactor Building, Turbine Building, Yard &Switchyard, and Keowee.

    For all the areas, the original calculations reviewed the anchorage of components against a 0.1 8gpga NUREG/CR-0098 spectral shape (Ref. 7.5) for IPEEE. In order to determine additional seismic

  • margin for IPEEE, all components were re-reviewed to determine if the anchorage had adequatecapacity for a 0.38g pga NUREG/CR-0098 spectral shape seismic demand screening level. Thislevel is equivalent to the seismic experience database screening level used for the componentassessments, except for the anchorage evaluations. Using this screening level, factors of safetycompared to the original 0.1 8g pga NUREG/CR-0098 screening level were obtained.

    After the factor of safety compared to 0.1 8g pga NUREG/CR-0098 was determined, the factor wasconverted to Uniform Hazard Spectra (UHS)-based as discussed in Section 3.1.4 of the originalsubmittal. This information was used to update the surrogate fragilities, representing screened outcomponents, as well as individual component fragilities for those components which do not screen.

    Table 2-1 contains the final listing of seismic fragilities included in the ONS seismic PRA model.Table 2-2 shows the various random, maintenance, and human error basic events also used therein.

    3.0 Relay Chatter Analysis

    3.1 Relay Chatter Scope

    The scope of the IPEEE relay chatter review for Oconee is consistent with the "full scope"classification as defined in Table 3.1 of NUREG-1407. Oconee is also a USI A-46 plant. Thefull scope evaluation requires a review of systems within the scope of IPEEE, includingthose that are also within the scope of USI A-46. Relay chatter reviews were conducted usingappropriate seismic margin procedures (EPRI NP-6041 - Ref. 7.6), USI A-46 proceduresoutlined in the GIP, and fragility procedures outlined in TR-103959 (Ref. 7.7)..

    Relays in this context include such components as electric relays, contacts, and switches thatare prone to chatter. A total of 6147 relays were reviewed for the entire plant.

    Within the scope of USI A-46, four functions were considered for achieving and maintaininga safe shutdown condition following a design basis earthquake. These functions are:reactivity control, reactor coolant pressure control, reactor coolant inventory control, anddecay heat removal. Systems best suited to perform these safe shutdown functions wereidentified. In addition, systems necessary to satisfy safe shutdown and containment integrityfunctional requirements, as modeled in the ONS PRA, were added. A subset of these plantsystems and equipment which are required to function during and immediately following anearthquake were identified. Relays for this subset of systems and equipment were consideredessential relays if the equipment associated with these functions rely on the proper operationof the relays.

    The list of essential relays was further reduced to include only those relays which result in anunacceptable seal-in or lockout of specific circuits necessary to maintain safe shutdown. Theother essential relays were not considered risk significant since they return to their desiredoperating position following the postulated 30 second earthquake event. This remaininggroup of essential relays includes relays for Keowee Hydro Station, Main Feeder Bus,Underground / Overhead Power Paths, and Oconee Nuclear Station.

  • 3.2 Fragility Computations

    Seismic capacity versus demand screening was performed on the remaining subset ofessential relays. This screening was accomplished by comparing the in-cabinet demand(IPEEE in-structure floor spectra times GIP in-cabinet amplification factors) to the seismiccapacity information in the GERS. The screening level was set to match the AuxiliaryBuilding electrical cabinet structural surrogate fragility in the Oconee Seismic PRA model.

    Detailed fragilities for relays which were not screened out above were calculated using themethodology described in Sections 3 and 10 of EPRI-TR-103959. These fragilities werecompared to the Auxiliary Building electrical cabinets structural surrogate fragility. Relayswith fragility values less than this surrogate fragility are being considered for either furtheranalysis or replacement with a relay having a seismic capacity greater than or equal to theAuxiliary Building surrogate value.

    This process resulted in confirming the adequacy of all relays except 8 relays in the Keoweeoverhead power path and the relays shown in Table 3-1. The overhead power path relays areonly slightly below the Auxiliary Building surrogate capacity and are explicitly included inthe seismic PRA model. The remaining 142 relays (Table 3-1) with fragilities less than theAuxiliary Building surrogate are being considered for further analysis or replacement.

    During the course of relay chatter analysis for control room control board relays, a questionarose on the secondary affect of control board structural response on the relays containedtherein. It was concluded that this is an area of uncertainty and further analysis is planned toresolve this question.

    4.0 Seismic PRA Analysis

    4.1 Seismic PRA Model Revisions

    The IPEEE seismic PRA model was reviewed and revised as appropriate to incorporate thefindings outlined in Sections 2.0 and 3.0 above. Several structures and componentsdetermined to be seismically rugged were screened out of the model since their failureprobabilities were very small. Some of these structures and components were retained,however, to maintain certain parts of the fault tree logic.

    Surrogate values corresponding to the Auxiliary Building and Standby Shutdown Facilitywere updated and surrogate values corresponding to the Turbine Building and KeoweeHydro Station were added to represent the screened out non-relay components containedtherein.

    The Auxiliary Building surrogate value also represents screened out relay components in allareas (Oconee and Keowee), except the emergency power overhead feed. There are twoavailable power paths to feed emergency power from Keowee Hydro Station, an overheadfeed and a underground feed. Based upon the relay chatter assessments, the overhead pathrelays have a relay chatter fragility (slightly) lower than the Auxiliary Building surrogate.Accordingly, relay chatter is modeled for the overhead path only.

    The complete fault tree isdepicted in Appendix A.

  • 4.2 Containment Performance Issues

    Recall Section 3.1.6 of the original submittal addressed containment performance issues. Apartial review was submitted pending the results of the relay review. As a result of the relayassessments, it was determined that relay chatter events do not introduce any unique impactto containment performance and, thus, do not impact the current Level 2 and Level 3analyses.

    5.0 Results and Conclusions

    5.1 Results

    The seismically-induced core melt frequency was calculated as described in Section 3.1.5 ofthe original submittal. The CMF is 3.47E-05 / yr. The SEISM output is shown in Table 5-1.This table gives the percent contribution of each cut set to the total seismically-induced coredamage frequency and shows how the failure of each cut set is distributed among theacceleration intervals. A flooding event (attributed to the seismically-induced failure of theJocassee Dam), resulting in floods higher than the 5 ft. SSF flood barriers, makes up the mostdominant cut set. Sequences involving a total loss of power (including flooding events)coupled with the SSF response comprise the next several dominant cutsets. In particular,successive failures of off-site power, Keowee, and Lee Steam Station are combined with theSSF surrogate.

    5.2 Sensitivity Studies

    Sensitivity studies were conducted to determine how various factors, components, andfragilities affect the seismic CMF. Specifically, the following studies were performed:

    The results of these cases are presented in Table 5-2.

    5.3 Conclusions

    It can be concluded from Table 5-1 that no one failure truly dominates the seismic CMF. Therelay chatter analysis identified the need to enhance the seismic adequacy of a few relays.The current plan is to replace these relays with seismically adequate relays. Also, thesecondary effect of the control board response on protective relays within the boards is anarea of some uncertainty. Additional structural analysis of the control boards for IPEEEseismic demand is planned to better understand any potential impact on control boardessential relays.

  • 6.0 Plant Improvements

    Several enhancements to plant hardware and procedural guidelines were recommended as a resultof both reviews. Table 3.3 from the original submittal has been updated and included in thissubmittal as Table 6-1 to include all potential non-relay plant enhancements. Table 3-1 in thissubmittal lists all potential relay enhancements. All enhancements are currently being reviewed andsome have been implemented.
