BACKGROUND

The decision trees in the IPCC good practice guidance for land use, land-use change and forestry (GPG2003) are used to choose a good practice method that suits national circumstances.

The UNFCCC-NAI Software contains, basically, the methods of lesser complexity that countries can use to prepare their inventories.

However, in principle, the software can be used to report the estimated emissions independently of the complexity of method used (Tier 2, 3, etc).

LUCF Sector: IPCC 1996 Guidelines

Methodology

Can be implemented at three different levels of complexity and geographic scale:

A simple first order approach based on aggregate default data (default approach)

More accuracy can be achieved by substituting country-specific values for general defaults.

LULUCF Sector: GPG2003

Use of GPG2003 (and the higher Tiers) for GHG inventories is encouraged to reduce the uncertainty of emission estimates.

GPG2003 contains good practices for the LULUCF Sector (not covered in GPG2000):

overcomes many of the problems detected in the use of the IPCC Guidelines to estimate LUCF emissions

updates information necessary for calculations(AD, EF and other emission parameters).

LULUCF Sector: GPG2003

Methodology

Uses the same basic conceptual approach as in the IPCC Guidelines but with some important inclusions, updates and improvements:

Provides three hierarchical Tiers of methods (nearly corresponding to the three levels of complexity of the IPCC Guidelines)

Land-use category base approach (forest land, cropland, grassland, wetland, settlement and others)

A division is also made based on the status and recent history of the land use: a) lands that begin and end an inventory period in the same use,b) lands converted to other land use.

LULUCF Sector: GPG2003

Methodology: Provides three methodological TiersTier 1 Employs the basic method provided in IPCC Guidelines

(Workbook) and the default EF (updated in GPG2003). It includes other land uses and pools whose emissions or removals

were assumed as default ‘zero’.Tier 2 Can use the same approach as Tier 1 but applies EF and AD which

are defined by the country. Can also apply stock change methodologies based on country-

specific data.Tier 3 Higher order methods including models and inventory

measurements.

LULUCF Sector: IPCC Software and GPG2003

Calculation of emissions using GPG2003, in this sector, is not completely possible using the IPCC Software (it was not designed for this).

Using the software with the IPCC Guidelines default approach it is not possible to cover all the land categories and carbon pools included in GPG2003.

LULUCF Sector: UNFCCC-NAI Software and GPG2003

A new module (Module 5B) has been added to the present software so that inventory compilers can apply the more recent methodologies developed by the IPCC to the Land Use, Land-Use Change and Forestry sector, as described in GPG2003.

The UNFCCC encourages the use of these methodologies, although the user may still choose to use the outdated Module 5 Land Use

In the current software you have the choice between two alternatives.

For preparing a complete inventory it is necessary to use either of the modules, but not both.

6. There is no one-to-one linkage or correspondence between the IPCC Guidelines categories (5A to 5E) and GPG2003 land categories.

1. The equations to estimate emissions and removals of CO2 and non-CO2 greenhouse gas from the different categories in GPG2003 are translated into new default Worksheets and Reporting Tables (designed using the same format as in the IPCC Guidelines wherever possible).

2. Resulting estimates of emissions and removals in the Worksheets are compiled in the Compilation Worksheets and finally in the Reporting Tables.

Worksheets are presented in modules and sub-modules. Each module corresponds to specific land-use category.

A module is divided into two sub-modules to distinguish between those lands that remain in the same land-use category and those lands converted to other land-use category.

Each sub-module consists of worksheets, which are mainly grouped into: living biomass worksheets; dead organic matter worksheets; soil worksheets (further sub-grouped into mineral and organic soils); and non-CO2 GHG emissions worksheets.

5-1s1 to 5-1s3 IPCC 1996 GL -This submodule deals with the emissions or removals of carbon (and CO2) due to changes in forests and other woody biomass stocks affected by human activity. To calculate the net carbon uptake or release: Step 1: Estimate total biomass carbon uptake from the annual increment of biomass in plantations, forests and the growth of trees in villages, farms and urban areas (it requires data on the area of forest/biomass stocks by type, number of dispersed trees (non-forest) and the annual growth rate). Step 2: Estimate total biomass consumption from the total biomass removed in commercial harvest and the total fuelwood consumed, other wood uses and the wood removed from forest clearing (burned off site). Step 3: Convert wood harvested to carbon removed. Step 4: Estimate the net annual amount of carbon uptake or release. Note: The names of type of forest/plantations category in a country maybe different for the categories defined in the IPCC software. There are not many difficulties to change, in the software, those categories for the country-specific categories. Suggestions: 1) If the number of country specific categories is > 18, insert additional rows, the corresponding calculation formulas and links or 2) merge smaller forest/plantations categories.
