Dear reader,

I am very glad to present you this brochure, which celebrates the 60th anniversary of our European association TBE (Tiles & Bricks Europe).

1952wasaremarkableyearnotonlyinthehistoryofTBEbutalsoofEuropeanintegration:theEuropeanCoalandSteelCommunityenteredintoforceon23JulyandtheEuropeanParliamentAssemblymetforthefirsttimeon10September.On30Octoberofthesameyear,representativesoftheEuropeantileandbrickindustrymetinZurichandfoundedTBE.Thiswasthecommencementofasuccessfulhistoryofpartnershipthroughoutoursector.

For60years,TBEhasbeenoperatingasaplatformfacilitatingthedialoguebetweenourindustryandEuropeaninstitutions.Overtime,themembershipbasehasextendedsignificantly,andtodayitincludesindustryassociationsandcompaniesfrom20EuropeanUnionMemberStatesplusCroatia,Norway,RussiaandSwitzerland.

The60thanniversarycelebrationsalsorepresentanimportantopportunitytoreflectonthechallengesthatourindustrywillhavetotackleinthenextdecades,suchassustainableconstruction,climatechange,resourcesandenergyefficiency.Asyouwillappreciateinthisbrochure,oursectorisverywellpositionedinfacingthesechallenges.

With its 60 years of experience, TBE is one of the longest-lasting industry representations in Europe. Since the foundation of the association, brick and tile manufacturers have considered the cooperation at European level an essential added value for their business.

Today,TBEisareliablepartnerofEuropeaninstitutionsandotherrelevantstakeholders.Itoffersitsmembersavaluableplatformtoexchangeinformationandbestpractisesinmanypolicyareas,includingsustainability,construction,climate,energyandstandardisation.Thedialoguewithpolicymakersintheseareashelpsourindustryanticipatetheimpactoftheregulatoryframeworkonthecompetitivepositionofthesector.

SuchcooperationwithEuropeaninstitutionsisevenmoreimportantinthesedifficulttimes,asEuropeisplayingamajorroleintacklingthecurrentchallenges.Inthissense,wewarmlywelcometheactionplanrecentlypublishedbytheEuropean

Commission“Construction:unleashingthepotentialoflowenergybuildingstorestoregrowth”.ThisinitiativehighlightstherelevanceoftheconstructionsectorintheEuropeaneconomyandacknowledgesitasadrivingforceforthecreationofjobsandsustainedgrowth.Italsoforeseestheactiveinvolvementofstakeholdersinordertoidentifyaconcretesetofmeasuresaimingattheimprovementofinvestmentconditions.

On the occasion of the 60th anniversary of TBE, I am very pleased to host the stakeholder workshop at the European Parliament. Financing energy-efficient buildings: how the EU can contribute to affordable housing Iamalsogladtoannouncethattheeventispartoftheprogrammeofthe10theditionoftheEuropeanWeekofRegionsandCities(OPENDAYS2012).Theworkshopoffersaninterestingopportunityforpolicymakersandotherrelevantstakeholderstodiscussthechallengesofaffordableandenergy-efficienthousing.TheEUcanmakeasignificantcontributioninthisareathroughaconsistentregulatoryframeworkandbetteraccesstofinancialresources.Nowadays,theregulatoryframeworkplaysamajorroleinthecompetitivepositionofEuropeancompanies.Forthisreason,itisveryimportanttomaintainaconstructivedialoguebetweenrepresentativesoftheEuropeaninstitutionsandindustryassociations.ThecooperationwithTBEfortheorganisationoftheworkshoprepresentsaclearexampleofthisconstructivedialogueandoffersagoodopportunitytoexchangeviewsonsuchavitalsubject.Lastbutnotleast,IwouldliketoexpressmypersonalcomplimentstotheTBEmembersforthe60thanniversaryoftheassociation.Iwishyouasuccessfulfuture.

It is a pleasure for me to hear that this year, the 60th anniversary General Assembly of TBE is taking place in Brussels, the heart of Europe.

Bricksandrooftilesaremorethanmerelybuildingmaterials.TheyhavemademajorcontributionstothebuiltenvironmentalloverEuropeandare–andwillcontinuetobe–partoftheEuropeanculturalheritage.Bricksandrooftilesaremadefromthreenaturalelements:clay,fireandwater.However,thesectorisconstantlysteppingupitscommitmenttoresearchandtothedevelopmentofsustainablebuildingmaterialsandbuildingsolutions,andhascommittedtosupportingtheenvironmentaltargetsoftheEU.Thereforeduringthelastyearsenormouseffortshavebeenundertakenbythesectorinordertobecomemoreenergy-efficientandlessCO2intensive.Itisnowuptotheconstructionindustryandarchitectstojoinforcestodevelopandbuildthenewbuildingsofthefuture:nearlyzero-energybuildings.

ThereforeIwouldliketohighlightthecurrentregionalpolicyreformanditslinkwithenergy-efficientbuildings.BestwishesfortheTBEGeneralAssemblyandthe60thanniversaryofTBE.

Tiles & Bricks Europe represents industry associations and companies from 20 European Union Member States plus Croatia, Norway, Russia and Switzerland.

Theassociationpromotestheinterestsoftheclaybrick,block,paverandrooftileindustryinEurope.Itprovidesaforumforitsmemberstoexchangeinformationontechnicaldevelopment,sustainableconstruction,climatechange,resourceefficiencyandotheremergingissues.

Inthisway,theassociationfacilitatesthedialogueontheseissueswithintheindustryandbetweensectorrepresentativesandEuropeaninstitutions.Theactivitiesareorganisedaroundspecialisedworking

A competitive and future-oriented industry

The European tile and brick industry represents more than 700 companies, from SMEs to large international groups, which employ around 50,000 people across Europe.

Overthelast60years,thesectorhasinvestedheavilyinproductandprocessinnovationsthathaverevolutionedthemanufacturingprocessanddeliveredmodernbuildingsolutions.

Thistechnologicalprogresshasprofoundlymodifiedthelookofbrickandrooftileplants.Today,kilnsarefullyautomatedandheatrecoverysystemsoptimisetheoverallenergyefficiency.Furthermore,modernprocesstechnologyensuresthattheenvironmentalimpactisminimal.

Newresearchislookingintothoseelementswhichwillshapetheplantsoftomorrow,suchasalternativesourcesofenergy,energyefficiencytechnologies,recyclingoffinalproducts,useofrecycledrawmaterials.Atthesametime,researchanddevelopmentisconstantlydelivering

Contributing to sustainable and energy-efficient buildings

Thebuildingsectorrepresents40%ofthetotalenergydemand.ThatexplainswhypolicymakersintheEUareverykeentohearthecontributionfromthehousingsectorinthebattleagainstclimatechange.Claybuildingproductsplayamajorroleinthisregard,theyprovidesustainablesolutionsfromanenvironmental,economicandsocialpointofview.

High thermal insulating clay blockshelpminimiseheatingandcoolingcosts,while roof tiles with photovoltaic cellscontributetocarbon-freeenergygeneration.Forthisreason,theyarefrequentlyusedinlow-energy,passiveandnearly-zero-energyhouses.

Addingbrickshieldenhancesthethermalperformanceofbuildings.Atypicalsingle-familyhousefrom1990hadacommonU-valueof0.50W/m2K.Whilstretainingitsappearance,thecavityisfilledandcurrentinstallationscaneasilyachieveaU-valueof0.25W/m2Kforwallsandeven0.14W/m2Kfortopproducts.Thismeansa significant drop in annual energy consumption from 69 to 33 kWh/m² andconsequentlylessCO2emissions.

Today,theindustryisconstantlydevelopinginnovativesolutionsforenergy-efficientbuildings,suchasclayfaçades,whichcanreducetheenergyconsumptionofbuildingsby40%.

NomatterwhereyouresideinEurope,chancesarehighthatabrickplantisnearby.Over 1,300 production sitesaresituatedclosetoquarriesalloverEuropeprovidinglocaljobsandkeepingtransportemissionslow.Thismeansthatbuildingsarefrequentlyconstructedwithclayfromthelocalregionasbrickstravellimiteddistancesfromthequarrytotheirfinaldestination.

ThatexplainswhyourindustryunderstandsandvaluestheregionaldimensionoftheEuropeanbuildingtradition.Inthisregard,thelargevarietyofshapes,formatsandcoloursofclaybuildingproductshelpspreservetheregionalarchitecturalheritageacrossEurope.Furthermore,theirlonglifecycleallowsforthe trans-generational transfer ofthisculturalheritageoverthecenturies.

Effi cient over the lifecycle

Claybuildingproductsprovideenergyandresource-efficientsolutionsineachstepoftheirlifecycle.Overthelastdecades,theindustryhasinvestedheavilyinimprovingthemanufacturingprocess.Earlyactionintheindustryledtoa40%decreaseintheenergyrequiredfortheproductionof1m²brickwallin2007comparedtothe1990s.

Today,theenergyconsumedinthefiringanddryingphaseisconstantlymonitoredinordertoensurethecorrecttemperatureandavoidanywastage.Furthermore,energyconsumptionisoptimisedwithheat-recoverysystems,whilewastewater treatment systemsavoidanyriskofleakage.Energyandresourceefficiencyintheproductionphaseisalsoachievedthroughtheuseofsecondaryrawmaterialsandthe lightening of products,suchasslimbrickswith-30%weight.

Asanextractiveindustryrelyingonnaturalresourcesforitsrawmaterials,thebrickandrooftilesectortakesthechallengeofbiodiversityseriously.Inthisregard,quarriesandriverbanksarerestoredand

returnedtotheirnaturalstateduringandafterextraction.

Thelifecycleofclayproductsdoesnotnecessarilyfinishwiththealreadylonglifeofthebuilding.Claybricks,blocksandrooftilesareinert,whichmakesthemsuitableforre-use and recycling.BuildinganddemolitionwasteisusedextensivelythroughoutEuropeforroadworkandasasecondaryaggregate.Newresearchisalsoassessingthepotentialofusingceramicdebrisasarawmaterialcomponentfortheproductionofclayproducts.

A long history of successful cooperation

On the occasion of the 2nd International Congress of the Ceramic Industry, representatives of the European brick and tile industry met in zurich to discuss the situation of the industry and exchange information on best practices.

Consideringthesuccessoftheevent,theydecidedtomeettwoyearslaterinParis,wheretheylaunchedtheideaofcreatingaEuropeanassociation.TheofficialfoundationofTBEwasannouncedattheconferenceheldinZurichon30and31October1952.Atthesametime,Mr.JeanRothéa(FR)wasunanimouslyelectedasfirstTBEPresident,whileMr.JacquesBrossard,whowasthenManagingDirectoroftheFrenchAssociation,wasappointedasTBEDirector.Themembershipcovered12countries:Austria,Belgium,Denmark,Finland,France,Germany,Italy,theNetherlands,Norway,Sweden,SwitzerlandandtheUK.Theyrepresented7,000productionplantsand300,000employees.

Themainactivitiesoftheassociationincludedthecollectionofstatistics,thecomparisonoftestmethodsandresults,theexchangeoftechnicalinformationandthepromotionofclaybuildingproductsatEuropeanlevel.Oneofthemajorresultswasachievedin1962withthepublicationofatechnicaldictionaryinsevenlanguages.

Overtheyears,thenumberofTBEmembersincreasedsignificantly,withtheentranceofPortugal(1996),Greece(1988),CzechRepublic(1995),HungaryandSlovakia(1995),andPoland(1995).Followingthisenlargement,thestructureoftheassociationwasmodifiedduringtheGeneralAssemblyinPraguein1995inordertoimplementsimplifiedproceduresandafasterdecision-makingprocess.

AnothermajorstepinthehistoryofTBEdatesbackto18January2008,whentheassociationwasofficiallyregisteredasaninternationalnon-profitorganisation(AISBL)undertheBelgianLaw.Atthemoment,themembershipincludes20EuropeanUnionMemberStatesplusCroatia,Norway,RussiaandSwitzerland.Furthermore,TBEisafullmemberofCerame-Unie,theEuropeanCeramicIndustryAssociation.

Unfortunately the Polish economy has suf-fered a full-scale slowdown this year, which has impacted the building industry as well. Furthermore, banks have tightened mort-gage standards, which has resulted in fewer people willing to buy flats or build houses. Consequently, the number of building permits issued in the first seven months of the year 2012 has decreased by 11% in comparison with the same period last year.Unfortunately, there are no indications that this negative trend in the building market will be reversed in the coming months. Addition-ally, our industry is more and more affected by the EU’s strict CO2 emissions regulations, which may change the financial situation of producers. Nevertheless, we believe that ceramics as a building material, which guar-antees comfort of living and is perceived as an investment-friendly material, will keep its position in these tough times, and gain new consumers and a stronger market position. –

The Portuguese tiles and bricks sector, like other construction-related sectors, is facing a difficult market, which is affecting the activi-ties of the producing companies, some of which have even had to close, while others were forced to reduce their production.We were not taken by surprise by neither the crisis nor the consequences! What surprised us is the dimension of this crisis, in which many of the factors negatively influencing the market converged.The recovery will be difficult and time-consuming, and for the surviving companies many of the habits that have now settled in will endure: trust, payment terms and credit are issues that take long to recover from, and renewed management, innovation and marketing strategies are needed if the prior conditions are to be restored.Still, all this effort from the companies might not be enough if a solution for the steady increases in energy costs – which have been intolerably burdening the production costs of enterprises – is not achieved.

TheconstructionmarkethasdeclinedandisresponsiblefortakingtheUKeconomyintoadouble-diprecession.Newbuildactivitycontinuedtogrowin2011and,overall,housingoutputroseby8%,amodestincreasecomparedto2010,whenhousingoutputwas25%higheryear-on-year.Drasticcutstothepublicsectorcapitalbudgetsare,however,startingtohaveanimpactonhousingactivitywithpublic-sectorstarts14%loweryear-on-yearin2011,whilstoutputinthepublicrepair,maintenanceandimprovement(rm&i)sectorcontractedby8%.Withthehoped-forprivatesector-ledrecoverythreatenedastheeconomystrugglestoregainmomentum,theoutlookforprivate-sectorhousinghasdeteriorated.In2012,privatestartsareforecasttototaljust104,000,3%higherthanin2011,beforeactivityacceleratesin2013.Conditionsintheprivatehousing(rm&i)sectoraresettoremaindepressedin2012withoutputflatliningasthesubduedeconomicconditionsdragdownactivity.Areturntogrowthisanticipatedin2013withoutputexpandingby1.7%.Theabsenceofmortgageavailabilityfortheprivatesectorcoupledwithcompaniesretainingcashtokeepdebtlowhashittheconstructionindustry.Mostclayproductsaresoldintohousing,andthedifficultyinobtainingfinanceisbalancedbythecriticalundersupplyofhousing.Housebuildingwillincreaseslowlyfrom2013-14;thegrowthformoregeneralconstructionwilldependongovernmentpolicyandprivateinitiatives.
