AFFECTS : Occidental Oil and Gas Corporation and all subsidiaries controlled by OOGC. DEFINITIONS : HEALTH, ENVIRONMENT AND SAFETY (HES) - Those areas of concern which include all issues related to worker and public health and safety, industrial hygiene, process risk management and environmental protection. STANDARD OF CARE - The level of performance required of a specific project or operating location to safeguard human health and safety, the environment, neighboring communities, and company and public assets from unacceptable adverse impacts resulting from the Company's operations and activities. POLICY : A. General 1. Protecting human health and safety, the environment, neighboring communities, and company and public assets from unacceptable adverse impacts of company operations and activities is one of OOGC's highest priorities. 2. OOGC's operations and activities shall comply with all applicable laws and regulations, OPC and OOGC HES policies, procedures and standards, and conform to accepted industry standards and practices. B. Health, Environment and Safety Program 1. Each operating location under the control of OOGC shall develop and implement health, environment and safety programs/systems for managing and controlling HES issues at that operating location. 2. Each operating location under the control of OOGC shall establish and implement appropriate

standards (either technical or performance based), and/or administrative controls, with regards to industrial hygiene, environmental, safety and facility risk engineering design matters which are directed towards achieving an acceptable "standard of care" at each operating location.

C. Responsibilities

1. The most senior manager at each operating location controlled by OOGC:

• has the overall responsibility for the development and implementation of appropriate programs, systems and standards for managing and controlling HES matters and achieving an acceptable "standard of care".

• is responsible for assigning subordinates specific responsibilities and accountabilities with

respect to managing health, environment and safety issues and for implementing HES programs, systems and standards.

• is responsible for monitoring health, environment and safety performance and the

implementation of HES programs, systems and standards.

• is responsible for developing and maintaining work site employee and contractor participation and involvement in managing and controlling work site HES issues.

2. Every OOGC employee is expected to:

• comply with the letter and spirit of this policy • take responsibility for controlling HES issues and activities relevant to their job function.

• report any HES hazard, risk or concerns to their supervisor
