Executive Summary AECOM Canada Ltd. (AECOM) was retained by the Toronto Transit Commission (TTC) to complete a screening of contaminated sites for the properties along Leslie Street, between Commissioners Street and Queen Street East, and along Queen Street East between Curzon Street and Hastings Avenue (Figures 1 and 2) (hereafter referred to as “the Extended Study Area”) in association with the Light Rail Vehicle (LRV) Fleet Replacement Yard Environmental Assessment being completed for the Extended Study Area and the north portion of the Ashbridges Bay Treatment Plant (ABTP), which is detailed in a Phase I Environmental Assessment under separate cover. The combined length of the Extended Study Area is approximately one kilometre (0.64 miles). The Extended Study Area properties are owned and maintained independently and the roadways in the Extended Study Area are owned and maintained by the City of Toronto. The purpose of the Contaminated Sites Screening Report is to identify actual and potential sources of contamination associated with the properties along the Extended Study Area arising from documented current and/or historic activities on the Property and the neighbouring properties prior to the development of the LRV Fleet Replacement Yard and associated connecting tracks in the Extended Study Area. A review of historical records including aerial photographs, MOE databases, city directories, topographic and soil maps, fire insurance maps, and EcoLog ERIS records was performed and a site visit of the Extended Study Area was conducted on October 15, 2009 to observe existing property conditions from publically accessible right-of-ways. Summary of Findings and Conclusions: Several potential environmental concerns were identified in the Extended Study Area. Historical records indicated that several service stations, auto body garages, scrap yards, dry cleaners and other land uses with potentially negative impacts on the environment were present along Leslie Street, Queen Street East and in the surrounding area since 1900. The potential for contamination along Leslie Street and Queen Street East from land uses of concern is dependent on the nature of the contaminating activity, groundwater flow direction, geological conditions of the soil and potential utility conduit pathways. The following land uses present a potential environmental concern to Leslie Street or Queen Street East:

1. Introduction AECOM Canada Inc. (AECOM) was retained by the Toronto Transit Commission (TTC) to complete a screening of contaminated sites for the properties along Leslie Street, between Commissioners Street and Queen Street East, and along Queen Street East between Curzon Street and Hastings Avenue (Figures 1 and 2) (hereafter referred to as “the Extended Study Area”) in association with the Light Rail Vehicle (LRV) Fleet Replacement Yard Environmental Assessment being completed for the Extended Study Area and the north portion of the Ashbridges Bay Treatment Plant (ABTP), which is detailed in a Phase I Environmental Assessment under separate cover. The combined length of the Extended Study Area is approximately one kilometre (0.64 miles). The Extended Study Area properties are owned and maintained independently and the roadways in the Extended Study Area are owned and maintained by the City of Toronto. The purpose of the Contaminated Sites Screening Report is to identify actual and potential sources of contamination associated with the properties along the Extended Study Area arising from documented current and/or historic activities on the Property and the neighbouring properties prior to the development of the LRV Fleet Replacement Yard and associated connecting tracks in the Extended Study Area. Ms. Emily Cosburn of AECOM visited the Extended Study Area on October 15, 2009. The observations recorded during the site visit, combined with the information obtained from the review of historical and published regulatory databases are summarized in this report. The report was written by Ms. Cosburn and was supervised and reviewed by Ms. Janice Green of AECOM. The qualifications of Ms. Cosburn and Ms. Green are provided in Appendix A. Site photographs are provided in Appendix B. The methodology followed for the Contaminated Sites Screening Report is provided in Section 2.0. The results of this study are found in Section 3.0. Conclusions concerning the environmental condition of the Extended Study Area are presented in Section 4.0.

2. Study Methodology 2.1 Review of Aerial Photography Historic aerial photographic coverage of the Extended Study Area and surrounding area were retrieved from the National Resources Canada (NRCAN) Air Photograph Library, the City of Toronto and the City of Toronto online mapping system. Photos were obtained for the years 1939, 1946 (limited), 1959, 1963, 1974, 1978, 1986, 1999 and 2002. More recent aerial photographs were obtained from Google Earth Pro and Bing Maps.

2.2 Review of Published Inventories Several published inventories were reviewed to assemble information on existing environmental conditions in the area within and adjacent to the Extended Study Area, with emphasis on those findings indicating a potential risk of soil or groundwater contamination. The published inventories reviewed for this purpose included the following:

• Ontario Ministry of the Environment (MOE) databases • Topographic base maps • Geological maps • City of Toronto Archives – Underwriters’ Plans (Fire Insurance Plans) • City of Toronto Archives – City Directories • EcoLog Environment Risk Information Services Ltd. (ERIS)

Information that was recorded included information from those land uses in proximity to the Extended Study Area that may have created a risk of soil or groundwater contamination due to the storage or use of hazardous materials (e.g.: commercial fuel outlets, bulk fuel storage facilities, or industries with chemical storage facilities). Sources of potential environmental impact that were reviewed included documented landfill sites (closed and open), documented PCB waste storage sites, documented coal gasification sites, underground storage tanks (USTs), aboveground storage tanks (ASTs) and other miscellaneous point sources of potential contamination.

2.2.1 Ministry of the Environment (MOE) Records MOE records, including published databases on the following topics, were reviewed for the Extended Study Area:

For the purposes of the MOE Records search, all identified locations on and within a one kilometre radius of the Property were recorded.

2.2.2 Topographic Base Maps

A topographic base map was reviewed to assist in determining the physiographic and drainage basin characteristics of the Extended Study Area and surrounding area. Based on the drainage basin characteristics, preliminary interpretations were made regarding groundwater and surface water flow conditions and the possible implications for the spread of environmental contaminants.

2.2.3 Geological Information

Geological information in the area of the Extended Study Area was reviewed to determine soil type and the approximate direction of groundwater flow. Groundwater flow characteristics can be significant in the determination of potential risk from identified contaminant sources.

2.2.4 City of Toronto Archives Search

AECOM completed a search for historical land use records for the Extended Study Area at the City of Toronto Archives. A search for fire insurance plans was completed for the Extended Study Area as these plans are useful in identifying on and off-site environmental concerns and provide information pertaining to past land-use, locations of former structures, structural functions, AST and UST locations, transformer locations, etc.

2.2.5 City Directory

A search of available City Directories for the Extended Study Area was completed at the City of Toronto Archives. Historical land use information obtained from the City Directories was compared to alternative sources of historical information, such as the historical air photos.

2.2.6 EcoLog ERIS Report

A custom report was ordered from EcoLog Environmental Risk Information Services Ltd. (ERIS), which specializes in providing environmental and historical information compiled from government and private source records, including information provided under license by the MOE.

2.3 Title Search and Assessment Rolls A title search and a search of municipal assessment rolls was not completed by AECOM in the Extended Study Area.

2.4 Interviews Interviews were not conducted during the site visit on October 15, 2009, as properties along the Extended Study Area were privately owned and were not privy to the findings of the Contaminated Sites Screening Report. Historical information regarding the Extended Study Area was obtained through publically available and private search databases. An interview was later conducted with a contact of the Ashbridges Bay Sewage Treatment Plant, who provided information on infilling activities at the Proposed LRV Fleet Replacement Yard, located directly to the east of the Extended Study Area.

2.5 Site Visit A site visit to the Extended Study Area was conducted on October 15, 2009 by Ms. Emily Cosburn of AECOM in order to confirm information obtained through the historical review and to develop a better understanding of the environmental condition of the Extended Study Area. The Extended Study Area, was observed from publicly accessible areas.

3. Findings 3.1 Review of Aerial Photography Historic aerial photographic coverage of the Property, the Extended Study Area and surrounding area were retrieved from the National Resources Canada (NRCAN) Air Photograph Library, the City of Toronto and the City of Toronto online mapping system. Photos were obtained for the years 1939, 1946 (limited), 1959, 1963, 1974, 1978, 1984, 1986, 1999, and 2002. Copies of the aerial photographs obtained can be found in Appendix C. In the 1939 aerial photograph, Lake Shore Boulevard was not visible at the north end of the Extended Study Area. Leslie Street was observed, with some industrial developments near the intersection of Leslie Street and Mosley Street. Properties were developed along the Extended Study Area, with residential land uses to the north of Queen Street East. The land use to the southeast of Leslie Street and Queen Street East was not clear; however, it did not appear to be heavily developed and no large manufacturing buildings were evident. The 1946 aerial photograph appeared to show development along the Extended Study Area. A large building was observed to the west of Leslie Street, in between Eastern Avenue and Queen Street East. Additional industrial or commercial properties were observed to the east of Leslie Street. Commercial properties were noted along the north side of Queen Street East, with residential dwellings behind. Significant changes were observed in the 1959 aerial photograph. A large industrial building with rail and road access was situated at the southwest corner of Lake Shore Boulevard and Leslie Street and while the area immediately north of Lake Shore Boulevard, was not yet developed, industrial properties were observed along Leslie Street and Eastern Avenue. A large industrial facility with exterior stockpiles of unidentifiable materials was visible to the west of Leslie Street, south of Eastern Avenue. This facility had a large stack and consisted of numerous buildings. Commercial and residential buildings were visible along the remainder of the Extended Study Area and exterior stockpiles of automotive or other similar materials were apparent on several properties in the area bordered by Eastern Avenue, Leslie Street, and Queen Street East. In the 1963 aerial photograph, development to the west of Leslie Street south of Lake Shore Boulevard did not change; however, a large building was constructed to the north Lake Shore Boulevard on previously vacant land. Other land uses in the Extended Study Area appeared to be consistent with the 1959 aerial photograph. The 1974 aerial photograph revealed the construction of an on-ramp to the southwest of Leslie Street and Lake Shore Boulevard, connecting to Leslie Street. A large pond was observed to the west of the on-ramp. In the surrounding area, a very large building was constructed to the north of Lake Shore Boulevard, east of Knox Avenue.

An area that was being used for the exterior storage of materials to the west of the new large building prior to its construction was replaced with a small building and a paved area. Otherwise, the land uses in the Extended Study Area appeared to be consistent with those previously observed. The 1978 aerial photograph revealed development along Commissioners Street and Leslie Street, with what appeared to be a service yard with a salt dome located to the southeast of the Commissioners Street and Leslie Street intersection. Additionally, a building to the west of Leslie Street between Eastern Avenue and Queen Street East was altered, although the land use was unclear. An automotive scrap yard was evident to the north of Eastern Avenue, east of Leslie Street. In the 1984 aerial photograph the property to the southeast of Leslie Street and Eastern Avenue was redeveloped, with a new large building being constructed. What appeared to be townhouses or row houses were constructed to the west side of Leslie Street between Eastern Avenue and Queen Street East. As in earlier aerial photographs, the other surrounding land uses were a mixture of residential and commercial, with industrial land uses to the west of Leslie Street, south of Eastern Avenue. The 1986 aerial photograph did not reveal any significant land use changes; however, the smaller scale revealed additional details about the surrounding properties. A service station was observed at the intersection of Mosley Street and Eastern Avenue, to the west of Leslie Street in the Extended Study Area. Another service station was observed on the north side of Queen Street East at Curzon Street. An automotive salvage yard was clearly observed on Eastern Avenue, east of Leslie Street. The 1999 aerial photograph revealed the redevelopment of the property to the northwest of Lake Shore Boulevard and Leslie Street. A large industrial building was replaced with a smaller commercial building and surrounding parking area. An area to the west of the new building remained undeveloped and vacant. In addition, the western portion of the automotive salvage yard to the east of Leslie Street and north of Eastern Avenue appeared to be cleared and underlain with gravel. Other land uses appeared similar to earlier aerial photographs. In the 2002 aerial photograph, the on-ramp to the Gardiner Expressway at Leslie Street and Lake Shore Boulevard was demolished. It appeared that land-filling activities were taking place on the property to the southeast of the intersection, east of the former on-ramp. Also observed, a large industrial building was demolished at approximately 300m to the west of Leslie Street. A 2008 aerial photograph was also obtained from Bing Maps, and is provided as Figure 2. Figure 2 details the current conditions and surrounding land uses of the Extended Study Area.

3.2 Published Inventories and Documents 3.2.1 Regulatory Review

Under Ontario Regulation 153, a Record of Site Condition (RSC) provides a summary of the final environmental condition of a site, once an environmental site assessment and/or restoration/risk assessment approach has been undertaken. The database provides information on the site restoration approach used, location of contaminated site, whether contamination extends past 1.5 metres from the surface, soil type, and the date when the RSC was submitted, acknowledged or responded to by the MOE. RSCs for and around a Property can be publicly searched on the Brownfields Environmental Site Registry website.

A search of the roads in and surrounding the Extended Study Area found that two RSC records were filed for the following properties:

3.2.2 Site Topography and Geology

A topographic base map (030M11) providing details from 1979 to 2009 was obtained from Natural Resources Canada using the online topographic base map system for Canada (The Atlas of Canada - Topographic Maps). The topographic base map indicated that the Extended Study Area is higher in elevation at the north end, at approximately 80masl, and lower at the south end, at approximately 76masl. The inferred groundwater flow direction based on topography is to the south south-east towards Ashbridges Bay, and Lake Ontario. Storm water along the Extended Study Area drains via overland flow to a catch basins located along Extended Study Area roadways and parking areas. A map of the Bedrock Geology of Southern Ontario, Map 2441, was reviewed to determine the site bedrock geology. The bedrock in the area consists of grey shale with limestone interbeds of the Georgian Bay Formation. A map of the Quaternary Geology of Toronto and Surrounding Area (southern Ontario) was reviewed to determine the soil types for the area. The soil to the south of Lake Shore Boulevard consists of man-made fill deposits and the soil to the north of Lake Shore Boulevard, to about mid-way between Lake Shore Boulevard and Eastern Avenue, consists of Lake Ontario beach and near shore deposits of sand and silt. The remainder of the Extended Study Area soils consist of Lake Iroquois shallow-water deposits of sand and silty sand.

3.2.3 City of Toronto Archives Search

AECOM completed a search for historical land-use records for the Extended Study Area at the City of Toronto Archives. Fire Insurance Plans were reviewed at the Toronto Archives public database system for the Extended Study Area for the years 1890, 1912-13, and 1923-24. Fire Insurance Plans dated 1890 and 1912-13 are owned by the City of Toronto and are in the public domain, and the 1923-24 Fire Insurance Plan was owned by Risk Management Services (RMS) for viewing at the City of Toronto Archives. The 1890 Fire Insurance Plan revealed that Ashbridges Bay in Lake Ontario extended north of its current terminus, almost to Eastern Avenue. The property to the south and north of Eastern Avenue, to the west of Leslie Street was occupied by Leslie and Son Nurseries. The properties along Leslie Street adjacent to Ashbridges Bay did not have structures, although the properties east of Eastern Avenue at 66 to 71 Leslie Street were occupied by what appeared to be small industrial buildings or commercial buildings. Leslie and Son also occupied a property on the northwest corner of Leslie Street and Queen Street East. Residential dwellings were visible throughout the area. A marsh was drawn on the map to the south of Eastern Avenue, to the southwest of Caroline Avenue. The 1912-13 Fire Insurance Plan showed the progression of infilling activities at Ashbridges Bay. The new shoreline extended south of Eastern Avenue and a marshy area was labelled on the Plan to the north of a new roadway (identified only as “Roadway”, now Lake Shore Boulevard East). There was limited development to the south of the Leslie Street and Eastern Avenue intersection, as also observed in 1890. A.R. Clarke Co. was located south of Eastern Avenue, between Winnifred Avenue and Caroline Avenue. No other property details were provided on the Plan; however, based on the buildings identified, it appeared that some buildings were constructed and some were demolished since 1890. A large building on the west side of Leslie Street, across from 41 Leslie Street was demolished, and a new, large, building was visible on 41 Leslie Street. The 1923-24 Fire Insurance Plan was similar to the 1912-13 Plan. Marigold Avenue and Eastern Avenue Crescent were constructed, along with what appeared to be residential plots; however, infilling south of Lake Shore Boulevard was limited. Mainly residential land uses were observed in the Expanded Study Area.

3.2.4 City Directory Search

A City Directory Search was completed for the following street addresses at the City of Toronto Archives for the years 1900, 1920, 1940, 1961, 1980 and 1995:

A review of the City Directory Search, provided in Appendix D, indicates that:

• Lake Shore Boulevard East was previously identified as Keating Street; however, no records in the vicinity of the Extended Study Area for Keating Street were identified, as listings were provided only from the Don River to Carlaw Avenue.

• The addresses along Leslie Street, south of Eastern Avenue were not clearly defined until the 1995 records. Records cite Canada Paint Co. Ltd. and other like manufacturers in the area as early as 1900; however, the exact location of the properties could not be determined when compared to the Fire Insurance Plans obtained for the same period.

• Six service stations were identified within 100 meters of the Extended Study Area, although none were within 100 meters of the Property. The Service Station records date from 1940 to 1980 and many of the properties were later converted to another use, several as auto repair centers or garages, and others as residential units. One Service Station (Eastern Auto Gas) is still in business at 780 Eastern Avenue.

• Five dry cleaners were identified within 100 meters of the Extended Study Area, including one dating from 1920 and one from 1940. A dry cleaning establishment (now Zip’s Cleaners) has been located at 1212 Queen Street East since 1961.

• A wrecking and scrap yard has been present at 854 Eastern Avenue, east of the intersection of Leslie Street and Eastern Avenue since at least 1940.

• Parts of Leslie Street between Mosley Street and Queen Street East, and all the properties along Leslie Street to the north of Queen Street East were residential.

Tables 3-5, 3-6 and 3-7 on the following pages provide a summary of the City Directory records for Leslie Street from Ashbridges Bay north to Queen Street East, for Eastern Avenue from Rushbrooke Avenue to Laing Street, and for Queen Street East, from Jones Avenue to Hastings Avenue. Also included in the tables is a record of current occupancies at the previously recorded addresses. 3.2.5 EcoLog ERIS Report

A custom report was ordered for the Extended Study Area from EcoLog ERIS (Environmental Risk Information Services), an environmental database and information services company and is included in Appendix E. These reports provide environmental and historical information compiled from government and private source records, including government inventories of PCB storage sites, contaminated sites, waste generation sites and waste disposal sites. The report includes a search of eight databases for the Extended Search Area and other properties within 0.25 kilometres. Definitions for the databases can be found following the records within the EcoLog ERIS report in Appendix E. The EcoLog ERIS report identified the following records for the Property and for the surrounding properties: • Fifty-seven Certificates of Approval (CofA) records were identified in the EcoLog ERIS report. Thirty-nine of the

records were identified for 9 Leslie Street for the operation of the Ashbridges Bay Sewage Treatment Plant, southeast of Leslie Street and Commissioners Street. Eleven of the Ashbridges Bay Sewage Treatment Plant records were for industrial air, and twenty-eight of the records were for municipal sewage or water works. The Ashbridges Bay Sewage Treatment Plant is down-gradient of the Extended Study Area. Nineteen other records pertained to municipal sewage and water works approvals for the Extended Study Area and surrounding streets. The remaining records are summarized below:

3.3 Site Visit Ms. Emily Cosburn of AECOM conducted a site visit of the Extended Study Area and surrounding area on October 15, 2009. A site plan of the Property can be found in Figure 2 illustrating the areas viewed from publically accessible right-of-ways at the time of the site visit. Site photographs have been included in Appendix B.

3.3.1 Site and Structural Observations

The following general observations were made at the time of the site visit regarding the Extended Study Area (from public right-of-ways):

• The area generally consists of commercial and residential developments, with several new plazas located along Leslie Street, including a Canadian Tire retail store to the southwest of Leslie Street and Lake Shore Boulevard East, a Loblaws, Bulk Barn, Dollar Store, other retail occupants and a Burger King on the northeast corner of Leslie Street and Lake Shore Boulevard, and a Tim Horton’s and Wendy’s on the northwest corner of Leslie Street and Lake Shore Boulevard.

• Older residential dwellings were observed on both sides of Leslie Street from Eastern Avenue to Queen Street East, and beyond.

• S&S Motors and Access Custom Cleaners were located on the northeast corner of Leslie Street and Eastern Avenue. Eastern Avenue to the west of Leslie Street was comprised of residential land uses.

• Queen Street East, west of Leslie Street is occupied by a mixture of commercial and residential dwellings, with a service station (NEON Gas Service) located at 1196-1200 Queen Street East, at the corner of Queen Street East and Curzon Street. Similar land uses extent beyond Curzon Street, with an Olco service station and Nash Garage at 1183 Queen Street East at Rushbrooke Avenue.

• The Avondale Hotel was located to the northeast of Queen Street East and Leslie Street, and Lee’s Food Products Ltd. was located to the southeast of the intersection. The remainder of Queen Street East, east of Leslie Street, was occupied with a mixture of commercial and residential land uses, with Inner City Auto garage at and Trueway Alignments at 1251 Queen Street East (south side), just to the west of Hastings Avenue.

• Auto Service Inc. and Eastern Auto Gas were located on the east corner Mosley Street and Eastern Avenue at 759 Eastern Avenue.

3.3.2 Interviews

AECOM conducted a telephone interview with Mr. Ian Smith of City of Toronto Water, Ashbridges Bay Treatment Plant on October 21, 2009. Mr. Smith provided information on the Ashbridges Bay Treatment Plant, and infilling activities that occurred in the area where the Proposed LRV Fleet Replacement Yard would be situated, directly to the east of the Extended Study Area. The following information was obtained with respect to the infilling of the area southeast of Lake Shore Boulevard and Leslie Street (i.e. Proposed LRV Fleet Replacement Yard site):

• Work started on the sewage treatment plant at Ashbridges Bay in approximately 1909, with land-use approvals from the City of Toronto issued in 1911.

• During the initial operation of the sewage treatment plant, proper waste disposal methods for the sewage sludge were not developed or required; therefore, the area of the Proposed LRV Replacement Yard was used as a dumping ground for the waste products in sewage treatment, including sludge and ash. The area on the west side of the Property, adjacent to Leslie Street, was the principle dumping location.

• At one time, along with other waste materials, an unknown quantity of waste oil was routinely dumped on the west side of the Proposed LRV Fleet Replacement Yard site, adjacent to Leslie Street.

• The Ashbridges Bay Treatment Plant is situated on an area that was in-filled in the early 1900’s. Some of the material used to in-fill the Proposed LRV Fleet Replacement Yard site was also taken from the Treatment Plant area during the construction of additional digestion and primary tanks and buildings.

• Based on site photographs provided by Mr. Smith, Appendix H, the Proposed LRV Fleet Replacement Yard site appeared marshy in 1948.

• Prior to the construction of the Final Tank #11 on the Ashbridges Bay Treatment Plant site between 1974 and 1979, the Proposed LRV Fleet Replacement Yard site area along the north of North Service Road, east of the Gardiner Expressway on-ramp, would routinely accumulate water (i.e. pond). Construction from the tank installation raised the Proposed LRV Fleet Replacement Yard site elevation, which stopped future ponding.

• Recently, since at least 1988, unwanted fill and construction debris dumping was permitted on the Property from a variety of construction projects, including the construction of a warehouse on the north side of Lake Shore Boulevard East and various roadway construction projects. Some construction waste and fill may also have been dumped on the Property when the Leslie Spit disposal site was unavailable.

4. Evaluation of Findings and Conclusions A review of historical records including aerial photographs, MOE databases, city directories, topographic and soil maps, fire insurance maps, and EcoLog ERIS records was performed and a site visit of the Extended Study Area was conducted on October 15, 2009 to observe existing property conditions from publically accessible right-of-ways. Summary of Findings and Conclusions: Several potential environmental concerns were identified in the Extended Study Area. Historical records indicated that several service stations, auto body garages, scrap yards, dry cleaners and other land uses with potentially negative impacts on the environment were present along Leslie Street, Queen Street East and in the surrounding area since 1900. The potential for contamination along Leslie Street and Queen Street East from land uses of concern is dependent on the nature of the contaminating activity, groundwater flow direction, geological conditions of the soil and potential utility conduit pathways. The following land uses present a potential environmental concern to Leslie Street or Queen Street East:
