E. Presentations/Recognitions
1. SELAC Report
The SELAC leadership team thanked administration for its support and stated it looked forward to the SELAC
welcome letter and enhanced professional development. They also reported that the new website is up and functional
with events, resources, news, and links.
They also gave an overview on the Dare to Dream program, a statewide initiative sponsored by the Department of
Health, the Department of Education, and the Office of Diverse Learners. They thanked Marissa Eisner from DMS
for her participation noting the program was a great opportunity for kids who may be struggling or have health
challenges. They expressed hope that the integrated sports and theatre program would continue. The team also said
they looked forward to being part of the discussion and planning of Davisville Academy.
The group then responded to school committee member questions and comments. It was agreed that SELAC would
come to a future school committee program to present more information on the Dare to Dream program.
II. Citizen's Comments Anne Maack, Retired Teacher - Expressed support for full day Kindergarten. She reviewed that she had been on the
Full Day K committee in 2004 and reviewed the history. She asked the committee to re-order its financial priorities
and emphasized the need to institute full day Kindergarten now.
Susan Balcirak, Parent -Expressed support for full day Kindergarten commenting that we are one of only eight
districts that do not have full day Kindergarten and that younger students deserve a better start.
Tanja Carroll, Parent- Expressed concern regarding the student/teacher ratio at Hamilton.
Richard Welch, Town Council Member- Expressed regret about the resignation of Jim Grundy, the Chairman of the
Facilities Sub-Committee noting that he was the glue that kept the committee moving forward. He commented that
he would be sorely missed and his work as a volunteer should not go unnoticed.
Erica Henderson, Parent and Teacher-Expressed concern about 24 students in the third grade class at Hamilton
being too large of a class.
Dr. Cosmo Haralambidis, Parent-Expressed concern about the class sizes at Hamilton. He shared several studies
indicating the importance of small classes.
Kayla O'Neill, Parent- Expressed concern about the consequences of eliminating a third grade teacher and the class
sizes. She expressed hope that something could be done before the start of the school year.
Colleen Pickering, Teacher and Coach at WMS- Thanked the committee for being proactive and fixing the fence
problem before a potential lawsuit.
III. Superintendent's Report Dr. Auger said he understood the concerns of the parents who spoke tonight. He reviewed the contractual
arrangements for elementary grades noting that they do not desire to have numbers at the cap and they are not
allowed to exceed the cap before the school year begins. He explained that students could be added once school

begins provided the teacher is paid a stipend.
He explained the budgeting issues and indicated there was significant need in third grade at S.M.H. Quidnessett. He
noted that although 24 sounded high, it was a relatively good number. He indicated that he was doing what he could
to keep class sizes low.
Dr. Auger expressed his agreement with the comments on full day kindergarten noting that he had previously
advocated for this. He explained that the cost is about 1% of the budget which is about the entire increase received
from town this year. He stated that a study is being done and will be prepared for next school committee that comes
in. He explained that Quidnessett had full day kindergarten because it is a title school but that district money would
have to be used even there if it were added at the other schools. He explained that the costs need to be analyzed and
that he feels the process needs to be respected and is glad the school committee has supported the study so far.

Mr. Mudge complimented the PTO on raising the $90,000 but said the $2500 for the basketball court should come
out of school maintenance funds.
Motion by Bill Mudge to pay the sealcoating out of school maintenance funds.
Chairperson Page indicated that she disagreed because NKSD policy states that the PTO's have taken that over.
Mr. Ceresi clarified that this was simply a request from the PTO for the school committee to approve use of their
funds as that is how they wish to spend them.

A. 2014/2015 School Budget
1. SC Approval of Transfers of Funds for Field Trips
Recommend allocation of $20,000 to fund field trips. See attached spreadsheet. ATTACHMENTS:

Dr. Auger explained that this was a request to transfer funds already in the budget toward a field trip fund to benefit
low income populations in a step to address income disparities among schools. He said he was hoping to give the
money to schools based on need for free/reduced lunch.
Mr. Mudge commented that the state gives an allocation of $1000 for each student who receives free/reduced lunch.
Mrs. King explained that goes to the food service enterprise fund to reimburse for lunches.
Mr. Boscardin thanked administration for this noting it goes a long way toward balancing everything out between
the haves and the have-nots.
Mr. Ceresi agreed that they had been talking about the haves and have-nots for years and that the conversation
should be embraced rather than talking about who's on first and how the sausage is made.

Mrs. King updated the committee that there was a construction meeting tomorrow and that they hoped to have the
control parts ready for the Fishing Cove Boiler by August 22 and that the high school should be ready by August 25.
She said the attic fans would not be in until August 29 and would take a great deal of work. She also explained that
they had to start a project this summer to address drainage issues at Hamilton and that they had met with Phil
Bergeron and some parents.
Mr. Mudge expressed concern that the school committee had not approved the attic fan.
Mrs. King explained that the school committee had approved moving forward on June 10.
Mr. Mudge continued to state his concerns that the contract was not approved.

TOPIC: Annual Renewal of Video Streaming Service (IQM2)- $10,500
BACKGROUND:
We have been using IQM2 for several years and it has proved to be a valuable tool to automate
our School Committee meetings and reduce the need for us to provide minutes, meeting
recordings, etc. To comply with APRA requests.
STRATEGIES:
Recent price comparison with comparable services demonstrate that service cost is inline with
other vendors. We have negotiated service cost reductions 2 years in a row. These reductions
are still in place. IQM2 has shown to reduce meeting preparation time, provide an easy to use
public portal that allows for meeting viewing and searching by agenda item, school committee
member and a myriad of other search options.
RECOMMENDATION(S):
Recommend approval of IQM2 until 2018 at an annual cost of $10,500.

BACKGROUND:
This elementary school field trip proposal assists NK's low income families to afford field trips.
Field trip tuitions are not included in our general budget and are paid for by parents directly (and
PTO fundraising). While higher income community schools have more options to assist families
to afford field trips, our lowest income schools report a difficult in obtaining the funding needed
to pay all field trip expenses. This funding proposal would support schools based on their
number of free and reduced lunch eligible students. For $20,000 total, this proposal provides
approximately $40/per FRL student. Under this formula, Quidnessett Elementary School
receives the largest share of the fund. See attached excel spreadsheet for funding breakdown to
each NK elementary school.
RECOMMENDATION(S):
Recommend allocation of $20,000 to fund field trips. See attached spreadsheet.

POLICY MANUAL
ADMINISTRATIVE REGULATION
ATTENDANCE
PURPOSE:
The North Kingstown School Department Attendance Policy is promulgated pursuant to the
authority set forth in §16-19-1 of the Rhode Island General Laws, which requires all students
between the ages of six and 18 years old, to be registered in and attend school regularly. Studies
show a positive correlation between good school attendance and academic success. Absenteeism,
tardiness and early dismissals disrupt the continuity of learning. Attendance at school is part of a
student’s permanent records and parents/guardians are urged to assist the school by supporting
the attendance policy. It is the responsibility of the parent or guardian to encourage and monitor
school attendance, report absences according to the attendance policy, and work cooperatively
with the school to solve any attendance/tardiness issues.
This school district policy attempts to establish a set of standards that will ensure a
consistency across the district, while also allowing a school’s administrative personnel the
flexibility of individual response.
A. DEFINITIONS:
Excused Absences: Excused absences include a student’s participation in an approved
school-sponsored activity, suspension days, religious holidays, a court appointment, family
emergencies as approved by a school administrator and illness or injury as documented in writing
by a medical professional and provided upon a student’s return to school.
Unexcused Absences: All absences not covered by the definition of “excused absenses”
above shall be considered “unexcused.”
Excused Tardies: A student shall be considered tardy when he or she arrives to school after
the beginning of the official school day. Excused tardies shall include a student’s participation in
an approved school-sponsored activity, observance of a religious holiday, a court appointment,
family emergencies as approved by a school administrator and a doctor’s appointment as
documented in writing by a medical professional and provided upon a student’s arrival at school
the day of the appointment.
Unexcused Tardies: All tardies not covered by the definition of “excused tardies” above
shall be considered “unexcused.”
Excused Early Dismissal: An early dismissal is the release of a student from school prior to
the end of the student's school day. Excused early dismissals shall include a student’s
participation in an approved school-sponsored activity, observance of a religious holiday, a court
appointment, family emergencies as approved by a school administrator and a doctor’s

B. ABSENCE NOTIFICATION PROCEDURE ELEMENTARY & MIDDLE
All absences and are recorded and reported as unexcused until notification of an approved
reason for excused absence is provided to the main office. It is the parents’/guardians’
responsibility to notify the school regarding a child’s absence prior to the start of school on the
day of the absence. The school clerk will attempt to contact the parent/ guardian regarding
absences if the school has not been notified.
It is the parent/guardian’s responsibility to provide information regarding a family emergency
or court appointment and to provide written documentation from a medical professional in the
event of an excused absence.
C. TARDINESS PROCEDURE FOR ELEMENTARY & MIDDLE
All tardy students must report to the main office upon their arrival at school. All tardies are
recorded and reported as unexcused until an approved reason for excused tardy is provided to the
main office.
It is the parent/ guardian’s responsibility to provide information regarding a family
emergency or court appointment and to provide written documentation from a medical
professional in the event of an excused tardy.
D. EARLY DISMISSAL PROCEDURE FOR ELEMENTARY & MIDDLE
Students shall be dismissed from school early only with the permission of a parent/guardian.
An early dismissal that is granted by the school nurse shall be recorded and reported as an
excused early dismissal. All other early dismissals shall be recorded and reported as unexcused
until an approved reason for excused early dismissal is provided to the main office.
It is the parent/ guardian’s responsibility to provide information regarding a family
emergency or court appointment and to provide written documentation from a medical
professional in the event of an excused early dismissal.
E. APPEALS PROCESS FOR ELEMENTARY & MIDDLE
Parents/guardians who feel aggrieved because of action taken as a result of any section in
these regulations may appeal said action to the school administration level at which the action
was taken. Further appeals may be taken to the Superintendent of Schools and finally to the
School Committee. Further appeals after the School Committee decision may be taken through
the process as defined in Title 16 of the General Laws of Rhode Island.
ELEMENTARY

It is the responsibility of the classroom teacher to track tardiness for each student in a
particular class. If any student has three unexcused tardies, the teacher should send written
notification of the dates of said tardies to the main office.
B. INTERVENTION
1. Step 1: A student shall not miss ten percent (10%) or more of the days in a particular
school year unexcused. Once a student has missed ten percent (10%) or more of the days in a
particular school year through unexcused absences, tardies and early dismissals, administrators
shall take the following intervention steps:
a. The parent/guardian of any student who has missed ten percent (10%) or more of the
school year unexcused shall be notified in writing. The school shall make every effort to arrange
for a meeting between appropriate school personnel, the District’s truancy officer and the parent/
guardian.
b. A student who has previously been referred to RTI AND has missed ten percent (10%) or
more of the school year unexcused absences shall have the District’s truancy officer attend the
student’s RTI meetings.
2. Step 2: In the event that the procedures in Step 1 have been exhausted without
improvement in a student’s attendance to better than ten percent (10%) of days missed
unexcused, the appropriate administrator at the school level shall complete the Nonattendance
form and send said form to the District’s truancy officer in order that she may file a petition in
truancy court or Washington County Family Court against either the student or parent/ guardian
of the student. In the event that a student has missed 10% of days in a particular school year
unexcused, but has made significant improvements, it shall be at school administrators’
discretion as to whether or not a truancy petition should be filed. IEPs and 504 accommodation
plans may be considered in the administrators’ decision.
MIDDLE SCHOOL
A. INTERVENTION
1. Step 1: A student shall not miss ten percent (10%) or more of the days in a particular
school year unexcused. Once a student has missed ten percent (10%) or more of the days in a
particular school year through unexcused absences, tardies and early dismissals, administrators
shall take the following intervention steps:
a. The parent/guardian of any student who has missed ten percent (10%) or more of the
school year unexcused shall be notified in writing. The school shall make every effort to arrange
for a meeting between appropriate school personnel, the District’s truancy officer and the parent/
guardian.
b. A student who has previously been referred to RTI AND has missed ten percent (10%) or

child’s attendance and/or other issues for the Court, as well as providing an updated official
attendance report.
HIGH SCHOOL
A. ABSENCE NOTIFICATION PROCEDURE
When a student is not able to attend school, students 18 years old and over and/or parents for
all students under 18 years, must notify the school attendance line (268-6239) when the student is
going to be absent for that day.
All absences are recorded and reported as unexcused until notification of an approved reason
for excused absence is provided to the main office. It is the student’s responsibility (for those 18
years old and over) and/or parents’/guardians’ responsibility to notify the school regarding a
child’s absence prior to the start of school on the day of the absence. Parents/ guardians will be
notified by the automated telephone system each time their child is absent without an excuse.
It is the student’s responsibility (for those 18 years old and over) and/or parent/guardian’s
responsibility to provide information regarding a family emergency or court appointment and to

F. INTERVENTIONS FOR TARDIES
1. Fourth and fifth tardy to school: Students will be assigned a one hour office detention.
2. Sixth tardy to school: Students will be assigned a two hour office detention for each
tardy and will lose the privilege of participating in extracurricular activities until all outstanding
detentions have been served.
3. Fourth tardy per quarter: Parent will receive a letter indicating the dates of the tardies.
4. Sixth tardy per quarter: Parent conference will take place with the Dean and/or Assistant
Principal for Management and Operations.
5. Eighth tardy per quarter: Juniors and seniors shall lose parking privileges.

GRADING POLICY
GRADES 9-12
PURPOSE
The North Kingstown School District believes that having common assessments and grading
practices in place will help our district to have clear and meaningful data as to how well-prepared
our students are to master concepts needed for success in college, careers, and life. Having
consistently applied grading practices that accurately report student learning is critical to
improving the clarity of our expectations, our alignment to the state curriculum, and the
effectiveness of our instruction.
PHILOSOPHY
The North Kingstown School District Grading Policy, 9-12, facilitates consistent grading of
student work between teachers of the same courses. While acknowledging that teachers’
professional practice and grading may vary, and that some variety of approach can be
educationally beneficial, the approach from one teacher to another of like courses should be
relatively similar. Teachers will be afforded time during the school day to collaborate and will
use these scheduled opportunities to meet and discuss pedagogy and grading. While diversified
practices will be permitted the goal will be to merge best practices and like grading procedures.
Administrators and teachers will make every reasonable effort to share and discuss teaching
practices.
POLICY STATEMENT
Consistency Guidelines: All teachers who teach at the high school level should follow the
defined North Kingstown School Department Curriculum and share a consistent approach
to grading per course/level (e.g. Algebra I Honors, Biology CP, etc.).
Formative Assessments—Lesson Practice and Activities: NO MORE THAN 25% OF
FINAL GRADE
Any of the items chosen in this group should be relatively similar in scope and weight to that
implemented by all teachers of the course/level—i.e. teachers collaboratively decide to assign a
relatively similar level of rigor. Examples include…
Independent practice on daily work (daily assignments and homework)
Brief progress checks (e.g., small quizzes; reviews, or warm-ups)
Grading of effort and class participation
Summative Assessments—Unit and Course/Grade Level Understanding and Performance:
NO LESS THAN 75% OF FINAL GRADE
All teachers should include a relatively similar experience (in scope, and rigor) with regard to

District (Course/Grade Level) Assessments: Includes Mid-term and Final Exams and
Anchor Assignments
*The weight of anchor assignments and exams will be common. These assignments should
include the same instructions, be graded for the same criteria, and receive the same weight for all
students of a course/level. Exams will be constructed to have at least 50% of the assessment be in
common for all levels of the course (CP, Honors, etc.)
Exceptions:
Exceptions to the above percentages are allowable for departments who determine the
need based on the nature of the subject (such as band or chorus, physical education,
resource, or other courses which may have very different expectations due to the nature
of the coursework expectations). Exceptions will be proposed by members of the
department and content coordinator and approved by the North Kingstown High School
administration.
Exceptions to the similarity of strategies to allow for piloting new ideas and for teachers
using different strategies from the norm that have proven success in student achievement.

Anchor Assignments: Anchor Assignments are validated summative assignments that are
common among common courses at North Kingstown High School. All North Kingstown High
School courses will offer one Anchor Assignment opportunity per course per semester. These
Anchor Assignments will count for course credit as summative assignments and some are
required as part of a students’ graduation portfolio (please refer to the North Kingstown High
School student handbook for updates each year). Students who fail to complete an Anchor
Assignment to proficiency will have a two-week period to revise the work at the direction of
their teacher. Failure to successfully complete an Anchor Assignment required for graduation
will initiate communication to a parent and a referral to after school remediation to complete the
assignment to proficiency; no course credit will be given for required Anchor Assignments
completed after the semester assigned.
Passing Grade & Credit Remediation/Recovery: In order to receive credit for a course the
passing grade for students is a 70. Courses successfully remediated for credit in summer school
or on-line will receive a final grade of 70 on the student’s transcript. The following grading scale
is in effect:
A – 90 to 100
B – 80 to 89
C – 70 to 79
F – 0 to 69
Students may be afforded the opportunity to remediate a course for credit in summer school if
they earned a final course grade between 60–69 and do not have more than 20 cumulative
absences for that course.

Opportunities for credit recovery and/or remediation through on-line programs are also afforded
to students on an individual basis, after a review of class attendance, discipline, and effort, with
priority given to seniors. In order to recover and/or remediate any North Kingstown High School
course for credit students must have taken the original course, unless otherwise authorized by the
North Kingstown High School administration.
Grade Reporting: Teachers will record all student grades electronically within the North
Kingstown School Department student information system within two weeks (may be longer for
summative assignments) of the work being completed by students. Students and
parents/guardians are encouraged to check the student information system regularly to keep up to
date with progress. Grades at North Kingstown High School are updated three times per quarter;
every three weeks with a final grade determined at the end of the quarter.
When progress updates indicate academic difficulty or less than desirable performance, students
are encouraged to initiate contact with teachers to develop a plan to improve their grade. This
plan may include: extra time on homework and studying, extra help sessions with teachers,
and/or referral to the Academic Resource Center. Parents are encouraged to contact teachers at
any time for questions or concerns.
Incomplete or Failing Work: North Kingstown High School will make every effort to intervene
with and communicate to students and parents/guardians about incomplete and failing work.
Students and parents/guardians are encouraged to make every effort to communicate with
teachers and/or other school personnel about incomplete and failing work.
Make-up/Late Assignments: Students who have excused absences (please refer to the North
Kingstown High School student handbook for definitions of excused absences each year) will
have five school days to make-up tests or quizzes. Students should assume responsibility for
seeing teachers to obtain any work missed and, if needed, schedule a time for making up tests or
quizzes. Formative assignments should be turned in the next class day that the student is present
in order to receive credit. Summative assignments with long-term due dates turned in past the
published due date will be assessed a penalty of ten points off per school day that the assignment
is late. Such assignments will be due at least one week prior to the end of a quarter. No credit
will be given for work missed during an unexcused absence; exceptions will be at the discretion
of the North Kingstown High School administration. Please refer to the North Kingstown High
School student handbook for definitions of unexcused absences each year.
Academic Dishonesty: Cheating and plagiarism are dishonest and unethical. Academic
dishonesty has no place at North Kingstown High School. Students are honor bound to do their
own work and to encourage fellow students to do the same.
Cheating is purposely ignoring the rules surrounding any assignment or test. Cheating may take
the form of:
Copying another person's work on a test or assignment.
Sharing one's work with others in any form on an assignment designated by the teacher as
individual work.
Any actions taken which deliberately violate the rules of a test or assignment.

Plagiarism is using the ideas or writings of another person as one's own. It includes copying or
imitating the language, ideas and thoughts of another author and making them appear as one's
own original work. The administration and faculty of North Kingstown High School will ensure
that all students are given the necessary instruction each year on how to avoid plagiarism.
Students must ensure that they clearly understand how to properly cite others’ works and
thoughts or seek assistance to clarify these procedures. Plagiarism may take the form of:
A paper partly or entirely written for the student by another person.
A paper bought or secured over the internet or by other means.
Un-attributed or un-footnoted direct quotations.
Un-attributed or un-footnoted paraphrases.
Material taken from the Internet or any other electronic source is governed by the same
rules for referencing another person's work as any other written source of material.
Consequences: Upon determination of cheating or plagiarism, parents/guardians will be
notified. No credit will be given for a formative assignment when cheating or plagiarism has
occurred. For summative assignments, the teacher will consult with his or her department chair
before the determination is made and the teacher will notify the parents/guardians. The teacher
will make a referral to the Assistant Principal of Teaching & Learning. The Assistant Principal,
after reviewing the infraction with the teacher and department head, will decide on further
consequences which may include loss of credit, detention, and an opportunity (and conditions)
for the student to complete the assignment. In all cases the NKHS National Honor Society
advisor(s) will be notified, and a letter will be placed in the student’s file.
As with any decision at the building level a final appeal may be made to the principal.
