Design location
Europe: On a national level it can derive that West Greece can become therefore a gateway to east Europe (Patras main port), an example of regional cooperation and one of the competitive regions in Europe. Greece: •The city of Patras is located at the intersection of two major roads •Facilitates communication between Greece and Italy (thus Europe) •The Rio-Antirrio bridge Provides a permanent link •Patras geographical position close to Athens •Third urban complex •West Greece is one of the competitive industrial areas in the country.
Working on a several scales of approach…..
-
Main study questions
What are the future urban impacts and potentials of the construction of a transport link (high speed train) for the city
of Patras?
New connections open up possibilities for urban transformations and development
•Does a transport link create new centralities?
•How we can facilitate of the existing qualities and potentials?
•What is the design scale of approach?
•What are the design objectives?
•What are the future urban impacts and potentials in the city?
•Can an infrastructural investment be the driving force in regional
development independently of other factors or it has only an enabling role?
Design location
There is a need to study….. how to: •define region's existing qualities; decide which we are going to point out or not •improve connectivity between the main city the WATERFRONT and its suburbs •strength regional economy 'its productive capabilities‘ •attract business investors •define the positive and negative effects
Strength Weakness
Op
po
rtu
nit
ies
• suburban train can connect the city with its surroundings and
with High speed train in Rio, so with Athens
• space for high quality urban
development in the middle of the city (old train station – waterfront)
• extension of Patras as a main passenger port to Europe
• no connection from the city centre to the waterfront (division through road and train)
• high toll for use of the Rio – Antirrio bridge
• lost direct train connection to Athens.
Thre
ats
• developement of Patras port as a main cargo port leads to traffic, air, noise pollution inside the city (cargo corridor through city)
• urban sprawl because of good road connections
• High speed train stops in Roddodafni because the city tunnel is not bankable (bad connection to Athens with 2 changes).
SWOT Analysis
Regional Perspective
Strategic Aim: is to create a balanced network that can maximize the potentials of the proposed infrastructure network & the most affected urban center
(Patras)
New harbor – Economic Center
New economic center
Suburban train
New suburban station-renovated building
activities
Pedestrian and road
total cost (mio. €) remarks
suburban train 100 – 180 25 km partially new
transport infrastructure 20 - 40 Rio node, central tramway station
urban development 35 - 60 seafront, old harbour, museum
Total 155 - 280 partially financed through PPP
Comparison: New double track high speed train only from Rio to the new harbour station will cost between 300 to 600 mio. €.
Cost
• Goal: prove of proposed strategy
• Initiation of the process and steering comittee: Railway company, city of Patras and district authorities
• Invitation of 4 national and international teams and selection of the experts
• Time needed: 1 year
• Total cost: € 500‘000
Test planning process
• reactivate old city station
• high quality urban development
• connect seafront to the city centre (no division)
Old Harbour and Historical centre
• connection with the suburban train • tram maintenance and depot station
(replacement of the one in the city centre) • place future development (start-up-
company) • reserve corridor for double track train
New Harbour
• connection with the suburban train • tram maintenance and depot station
(replacement of the one in the city centre) • place future development (start-up-
company) • reserve corridor for double track train
New Harbour
