and the draft agenda for the May I part-session (from 15 to 18 May 2017) in

Strasbourg;

a letter dated 4 April 2017 from Ms WIKSTRÖM, Chair of the Conference of

Committee Chairs, submitting a recommendation regarding the agenda of the

May I part-session (from 15 to 18 May 2017) (PE 602.128/CPG and annexes);

- held an exchange of views with the participation of Mr WEBER, Chair of EPP Group,

Mr PITTELLA, Chair of S&D Group, Ms STEVENS, acting Chair of ECR Group,

4. Communications by the President

4.1 President’s visit to London, United Kingdom

The Conference of Presidents

- heard the President report that he had accepted an invitation from Ms MAY, Prime

Minister of the United Kingdom of Great Britain and Northern Ireland, to London, United

Kingdom, with a view to maintaining and strengthening a cooperative approach, against

the backdrop of Parliament’s resolution on negotiations with the United Kingdom

following its notification that it intended to withdraw from the European Union;

- endorsed the President’s approach.

4.2 Meeting with Ms MOGHERINI, Vice-President of the European Commission/High

Representative of the Union for Foreign Affairs and Security Policy

The Conference of Presidents

- heard the President propose that Ms MOGHERINI, Vice President of the European

Commission/High Representative of the Union for Foreign Affairs and Security Policy,

be invited to a forthcoming meeting of the Conference of Presidents to discuss current

international developments, and that Mr McALLISTER, Chair of the Committee on

Foreign Affairs, and Ms AYALA SENDER, Chair of the Conference of Delegation

Chairs, be invited to that meeting;

- endorsed the President’s proposal.

4.3 Meeting of the Conference of Presidents with the incoming Council Presidency in Tallinn, Estonia

The Conference of Presidents

- heard the President note that a meeting of the Conference of Presidents with the incoming

Estonian Council Presidency would take place on 30 May 2017, in Tallinn, Estonia, and

that the meeting would be guided by the following principles: the Conference of

Presidents, as Parliament’s political governing body, would represent Parliament’s

priorities for the term of the Council Presidency, based on a content-oriented programme

and meeting agenda, and that the programme would include an event with civil society;

- heard the President propose that the programme be discussed in more detail at a

subsequent meeting;

- endorsed the President’s approach.

4.4 Guest speakers in plenary

The Conference of Presidents

- heard the President report that Mr GUTERES, Secretary-General of the United Nations,

would speak in plenary, on 17 May 2017, and that Mr OUATTARA, President of the

Ivory Coast, would be invited to speak in plenary in June 2017, in view of the forthcoming

EU-Africa Summit in Abidjan, Ivory Coast, in November 2017;

- endorsed the President’s approach.

5. Preparation of the extraordinary meeting of the European Council on the UK withdrawal from the

EU, on 29 April 2017

The Conference of Presidents

- took note of the following documents:

a draft motion for a resolution dated 29 March 2017 to wind up the debate on

negotiations with the United Kingdom following its notification that it intends to

withdraw from the European Union (PE 620.123/CPG);

a statement by the European Council dated 29 March 2017 on the United Kingdom’s

notification of its intention to withdraw from the European Union, under Article 50

TEU (PE 602.159/CPG);

a letter dated 29 March 2017, from Ms MAY, Prime Minister of the United Kingdom

of Great Britain and Northern Ireland, to Mr TUSK, President of the European

Council, notifying the European Council of the United Kingdom’s intention to

withdraw from the European Union, under Article 50 TEU (PE 602.158/CPG);

- heard the President introduce the item by recalling Parliament’s plenary debate and its

resolution on negotiations with the United Kingdom following its notification that it

intended to withdraw from the European Union, adopted on 5 April 2017;

- heard the President propose that the resolution would serve as a basis and mandate for his

address at the extraordinary meeting of the European Council on the UK withdrawal from

the EU, on 29 April 2017; further heard him underline Parliament’s role in the

negotiations and in the consent procedure;

- heard the President note that Mr BARNIER, EU chief negotiator for the preparation and

conduct of the negotiations with the United Kingdom, had expressed his readiness to

attend subsequent meetings of the Conference of Presidents, in order to discuss the state

of play of negotiations;

- further heard the President thank Mr VERHOFSTADT, in his capacity as coordinator of

the Conference of Presidents for the negotiations on the UK withdrawal from the EU, Mr

BROK, Mr GUALTIERI, Ms HÜBNER and Mr LAMBERTS, for their work; and heard

the President propose that the Conference of Presidents retain the overall responsibility

and oversight on the UK withdrawal within Parliament, and that, on the grounds of the

successful work that had been done so far, a steering group on the UK withdrawal be

established, composed of Mr VERHOFSTADT, as coordinator of the steering group, Mr

BROK, Mr GUALTIERI, Ms ZIMMER, Mr LAMBERTS, and Ms HÜBNER, in order

to coordinate and prepare Parliament’s deliberations, considerations and resolutions on

the UK withdrawal;

- further heard the President propose that Mr VERHOFSTADT, Mr BROK, and

Mr GUALTIERI represent Parliament at Sherpa meetings in preparation of European

Council meetings on the UK withdrawal, and that Mr VERHOFSTADT attend the

relevant meetings of the General Affairs Council as well as meetings on political

stocktaking of the state of play;

- further heard the President propose, upon a suggestion from Mr WEBER, Chair of the

EPP Group, that committee travel to the UK be suspended until further notice in order to

ensure the coherence of Parliament’s position, in accordance with the principle of

sequencing as adopted by Parliament in its resolution of 5 April 2017;

- heard Mr VERHOFSTADT express his support for the President’s proposals and note

that, while the Conference of Presidents remained the body in overall control of the

process, the steering group could, inter alia, coordinate the preparation of further

resolutions on the UK withdrawal, which might include specific matters or sectorial

issues, such as citizens’ rights or the financial settlement, in the light of the progress of

the negotiations, and in close cooperation with the Conference of Committee Chairs and

the relevant committees involved;

- held an exchange of views with the participation of Mr WEBER, Chair of the EPP Group,

Mr PITTELLA, Chair of the S&D Group, Ms STEVENS, acting Chair of the ECR Group,

Ms ZIMMER, Chair of the GUE/NGL Group, Ms KELLER, Co-Chair of the Greens/EFA

Group, Mr LUNDGREN, acting Chair of the EFDD Group, Mr DE GRAAFF, Co-Chair

of the ENF Group, Ms DODDS, non-attached Member, and Ms WIKSTRÖM, Chair of

the Conference of Committee Chairs, during which broad support for the President’s

proposals were expressed, and which focussed, inter alia, on:

the strong signal sent by Parliament’s resolution on negotiations with the United

Kingdom, adopted on 5 April 2017;

the debate on 5 April 2017, during which Mr JUNCKER, President of the

European Commission, had underlined Parliament’s role in the process;

the principle of sequencing;

the working method of the European Council and the Council foreseen under

Article 50 (4) TEU;

the need for close cooperation between the Conference of Presidents, the

Conference of Committee Chairs, the steering group on the UK withdrawal, and

the committees;

- endorsed the President’s proposals.

6. Request from parliamentary committees to draw-up own-initiative reports under Rule 52, and

requests for application of Rule 54, and related requests

The Conference of Presidents, without debate

- took note of the following documents:

a letter dated 17 March 2017 from Ms WIKSTRÖM, Chair of the Conference of

Committee Chairs, submitting a list of two strategic reports authorised by the CCC

and two requests for authorisation for co-rapporteurship (PE 599.224/CPG and

annexes);

a letter dated 27 March 2017 from Mr GUALTIERI, Chair of the Committee on

Economic and Monetary Affairs, on the request from the Committee on Budget to

draw-up an own-initiative report on the reform of the EU system of Own-Resources

(PE 602.155/CPG and annexes);

an excerpt from the Minutes of the meeting of the Conference of Committee Chairs

on 14 March 2017 relating to the recommendation concerning requests for

authorisation to draw-up own-initiative reports, according to which the Chair of the

Committee on Budget (BUDG) provided assurances that in case the envisaged

report on the “Reform of the EU system of Own-Resources” should include issues

falling within the ECON Committee's competence dealt with under the joint

BUDG-ECON report on the “Budgetary capacity for the euro area

(2015/2344(INI))”, the ECON Committee's opinion would be treated pursuant to

Rule 54 of Parliament’s Rules of Procedures;

- noted and endorsed the drawing-up of two strategic reports by the Committee on Budgets

entitled “The next MFF: Preparing the Parliament’s position on the MFF post-2020” and

“Reform of the European Union’s system of own resources”;

- noted that the BUDG Committee had requested that both strategic reports be allocated to

two co-rapporteurs, in view of the importance of the matter;

- recalled that Parliament’s Rules of Procedure made no provision for the appointment of

co-rapporteurs, and that the Conference of Presidents, on previous occasions, had,

therefore, only authorised the appointment of co-rapporteurs for a very limited number of

highly important reports, generally of a budgetary or institutional nature;

- authorised the requests by way of exception, in line with previous practice.

7. Request from the Committee on Constitutional Affairs to draw-up an own-initiative report under

Rule 45 entitled “Composition of the European Parliament”

The Conference of Presidents, without debate

- took note of the following documents:

a letter dated 9 February 2017 from Ms HÜBNER, Chair of the Committee on

Constitutional Affairs, on the above-mentioned subject (PE 599.091/CPG and

annex);

a letter dated 25 October 2016 from Ms HÜBNER, Chair of the Committee on

Constitutional Affairs (AFCO), on the request for authorisation to draft a non-

legislative initiative report on the “Composition of the European Parliament” as

well as the request to appoint two co-rapporteurs (PE 590.423/CPG);

a letter dated 18 October 2016 from Mr BUZEK, Chair of the Conference of

Committee Chairs, submitting a list of requests for authorisation which include one

own-initiative report under Rule 45 pursuant to Article 14 (2) TEU from the

Committee on Constitutional Affairs entitled “Composition of the European

Parliament”, with the request for authorisation to appoint two co-rapporteurs

(PE 590.342/CPG and annex);

- recalled that, at its meeting on 27 October 2016, the Conference of Presidents had

considered the AFCO requests to draw up one own-initiative report under Rule 45

pursuant to Article 14 (2) TEU entitled “Composition of the European Parliament” and

to appoint two co-rapporteurs, and that it had noted that the content of such a report had

been contingent on the state of the withdrawal process of the United Kingdom from the

EU and, in view of the complexity of the issues involved, had postponed a decision on

authorisation to a subsequent meeting;

- recalled that, at its meeting on 23 November 2016, the Conference of Presidents had held

an exchange of views on the matter and had decided that the AFCO Committee be

authorised to begin preparatory work on a non-legislative initiative report on Parliament’s

composition, on the understanding that issues pertaining to the UK withdrawal from the

EU would not be addressed, while withholding the authorisation to draw up the

own-initiative report until the United Kingdom had triggered Article 50 TEU; it had

decided, furthermore, that the appointment of two co-rapporteurs would be authorised on

the understanding that they liaised closely on the drafting of this report with

Mr VERHOFSTADT, in his capacity as coordinator of the Conference of Presidents for

the negotiations on the UK withdrawal from the EU;

- recalled that, under the current rules, the authorisation of a report under the right of

initiative conferred on Parliament by the Treaties might be withheld only on the grounds

- recalled that a first three month extension of the PANA Committee of Inquiry mandate

had been agreed by Parliament on 16 March 2017, to enable the committee to

requested, and the various stakeholders still to be heard;

- noted that, in his letter, the Chair had requested authorisation for two other missions

of eleven Members, to Switzerland, from 6 to 7 July 2017, and to Cyprus, from 7 to 8

September 2017, that would be dealt with within the framework of the second half of

2017 draft six-month programme of committee missions outside and within the EU

respectively;

- further noted that the annual quota would already be exceeded with this request for an

The Conference of Presidents, without debate

- took note of a letter dated 29 March 2017 from Mr McALLISTER, Chair of the

Committee on Foreign Affairs (AFET), Ms GRIGULE, Chair of the Delegation to the

EU-Kazakhstan, EU-Kyrgyzstan, EU-Uzbekistan and EU-Tajikistan Parliamentary

Cooperation Committees (DCAS) and for relations with Turkmenistan and Mongolia,

and Mr PANZERI, Chair of the Subcommittee on Human Rights (DROI), requesting

authorisation for one DROI Member and for the AFET rapporteur in the consent

procedure on the EU-Turkmenistan Partnership and Cooperation Agreement, to attend

the 4th EU-Turkmenistan Inter-parliamentary meeting (IPM) in Ashgabat,

Turkmenistan, from 17 to 21 April 2017 (PE 602.160/CPG and financial statement);

- recalled that, at its meeting on 17 November 2016, it had authorised the 4th

EU-Turkmenistan IPM to take place in Ashgabat, Turkmenistan, from 17 to 21 April

2017, as well as the sending of a seven Member ad hoc delegation to Uzbekistan and

Turkmenistan, from 22 to 26 May 2017, provided that the DROI Subcommittee liaised

with DCAS concerning its programme in the two countries, and provided that the

mission did not exceed five days including travel time;

- noted that the DROI ad hoc delegation would be limited to Uzbekistan;

- authorised the request.

regarding a legislative report of the Committee on Civil Liberties, Justice and Home Affairs on

countering money laundering by criminal law

The Conference of Presidents, without debate

- took note of a letter dated 4 April 2017 from Ms WIKSTRÖM, Chair of the Conference

of Committee Chairs (CCC), submitting a recommendation on the request for association

under Rule 55 of Parliament’s Rules of Procedures by the Committee on Economic and

Monetary Affairs (ECON) regarding a legislative report of the Committee on Civil

Liberties, Justice and Home Affairs (LIBE) entitled “Proposal for a Directive of the

European Parliament and of the Council on countering money laundering by criminal law”

(COM(2016)0826 - 2016/0414(COD)) (PE 602.173/CPG and annexes);

- noted that it had not been possible to find a solution acceptable to the committees

concerned;

- took note of the recommendation from the Chair of the CCC that:

- the ECON Committee’s request for the application of Rule 55 be dismissed;

- the ECON Committee contribute with an opinion under Rule 53 to the proposal

with the additional provisions set out in the relevant letter;

- endorsed the recommendation of the Chair of the CCC.

to Florence, Italy

- heard Mr PITTELLA, Chair of the S&D Group, note that, for organisational reasons,

the EUROLAT meeting, authorised by the Conference of Presidents on 17 November

2016, to take place in Rome, Italy, from 22 to 24 May 2017, would need to be held in

Florence, Italy, instead;

- heard the President propose that the change of venue to Florence be approved;

- agreed with the President’s proposal.
