INTRODUCTION Some years ago the late Mr. F. Douglas Halverson published, the origins of American counties and apparently it achieved wide distribution among researchers and the libraries of the. United States. As his listing was used and compared on a local basis it was apparent that a number of corrections and additions were needed. His listing was included in my book, RESEARCH IN AMERICAN GENEALOGY (195$) Deseret Book Co. Salt Lake City,Utah. While visiting at the National Archives in recent weeks the personnel there suggested a correction and revision of Mr. Halvorsen's original treatise on counties. The need was apparent to me and Idid want to do what I had originally intended to do - to make available to researchers a correct and valuable aid to genealogical and his- torical research. Inasmuch as the federal census schedules based their enumerations on the county, to list the two sources of information together was quite natural. Basically, the original Halvorsen listing was used for this compilation. Wherever possible, under each state, a reference is given as used for further verification and correction of the original listing on counties. The information pertaining to the censuses was taken from (l) THE SPECIAL LISTS #g - Population Schedules 1800-1870 (Volume Index to Counties and Major Cities) National Archives. Any discrepancies seem to come from what we mean when we refer to the "origin" of a county. As a matter of fact, the origin of a county start- ed with a petition by the people to the state legislature. After consideration, the sta\e legislature enacted the will of the people into a formal lav; and placed it with the statutes of the state. Many of the state statutes specified a date when the new law was to take effect. Thus there was a date (l ) when the law was passed permitting the organization of the county and (2) a date when the county was actually a civil government. Thus there was a difference as to when a county originated. In some in- stances this can make a difference to genealogical and historical research. Regard- less of the date given for the "origin" of the county, the first federal census as listed by the SPECIAL LISTS fffy (above )is entered as a matter of fact. As the tabulation and comparison of these lists progressed it was surprising to me that I should find it necessary to list counties where enumerations were given for counties (as listed by the National Archives) yet no other listing of counties had included such counties.. Also, in defense of Mr. Halvorsen, the dates that he gave in many instances, were the only dates that agreed with the censuses. As a final result, this listing of the derivation of counties with their census schedules is as complete and accurate as I have been able to make it. It is quite possible that there might yet be errors herein but I have done the best that I know how to do. • INTRODUCTION

Some years ago the late Mr.

The need was apparent to me and Idid want to do what I had originally intended to do -to make available to researchers a correct and valuable aid to genealogical and his-torical research.

Inasmuch as the federal census schedules based their enumerations on the county, to list the two sources of information together was quite natural. Basically, the original Halvorsen listing was used for this compilation. Wherever possible, under each state, a reference is given as used for further verification and correction of the original listing on counties.

The information pertaining to the censuses was taken from (l) THE SPECIAL LISTS # g - Population Schedules 1800-1870 (Volume Index to Counties and Major Cities) National Archives. National Archives and Records Service, General Services Adminis-tration, Washington, 1951. Publication 5I-I8 (Reissued - 1957). (2) FEDERAL POPULA-TION CENSUSES 1840-1880 ( A price list of microfilm copies of the original schedules) Published by the National Archives, National Archives and Records Service, GSA, Washington 1955 Publication 55-7- (Reprint - 1957)

One of the main problems in presenting this listing was to determine which "authority" was correct. Any discrepancies seem to come from what we mean when we refer to the "origin" of a county. As a matter of fact, the origin of a county start-ed with a petition by the people to the state legislature. In some in-stances this can make a difference to genealogical and historical research. Regard-less of the date given for the "origin" of the county, the first federal census as listed by the SPECIAL LISTS fffy (above )is entered as a matter of fact.

My/ sincere thanks to Dr. Neal Franklin and Mr. Frank Bridgers of the staff at the National Archives for their encouragement and recommendation that this revision of the original Halvorsen compilation be published at this time.

  • b STATE CENSUSES

.It should be noted here that a number of the states made enumerations of their population at different times but mostly in between the decennial censuses of the federal government. In 1948 the Library of Congress printed a booklet entitled, STATE CENSUSES. From the appendix of this booklet the following information- is re-produced here as to the availability of state censuses at the present time. It seems that in many instances the various states enacted laws that provided for state cen-suses but the lav/ was either not carried out or tho censuses were lost or destroyed.

The following States have census schedules available today:

ARIZONA - A territorial census of 1864 is in the custody of the Secretary of State.

    ILLINOIS - States censuses from 1810 to 1855 a r e

available in the Archives Depart-ment, Illinois State Library,Springfield,Illinois. Some of them are indexed by name.

.IOWA - A territorial census of 1858 is available. Other censuses from 1847 and later are available through the Department of History and Archives, State Historical Bldg. De s Mo ine s,Iowa.

KANSAS - A territorial census of Kansas for 1855 is available in the Kansas State

Historical Society, Topeka,Kansas. For information on later censuses write to them.

MINNESOTA - A census of I865 is in the custody of the Minnesota Historical Society, Historical Building, St. Paul, Minnesota. If these schedules are needed write to them for a fee schedule and information available through the censuses.

NEW.YORK - The state censuses of New York were originally in the custody of the countv clerks but I now believe them to be at Albany, the State Library. The 1855 census of New York was the first census in the United States that gave a relationship between the family membership.

NORTH DAKOTA - A territorial census of I885 is available in the State Historical Society Library, Bismark, North Dakota. Write to them for information in detail.

OREGON -Records of the territorial censuses of 1845 and 1849 are in the custody of the Oregon Historical Society, Portland,Oregon.

WISCONSIN - Territorial censuses of 1836-1338 and later. Write for fees.

    * * *

Note: State census schedules, with the exception of New York State, did not usually give more information than the name of the head of the family and an age grouping for the wife and children. However, if you do not know where the family was at a certain time, the census can provide this information with the name of the head of the family.

The census of 1890 was lost in a fire in 1921.

For the census schedules of 1900 to 195° it is suggested that you write to the Department of Commerce, Bureau of the Census, Personal Census Service Branch, Pittsburg, Kansas. Ask for their form 10-611 which has general instructions and a form for requesting a search of the census in recent years. There are fees for the service and special instructions should be read before requesting the service.

There is another brochuse available from this same government agency that will help you in your recent census searching. Ask for the form YOUR NAME IS SOME-WHERE IN THE CENSUS RECORDS.
