Minutes of the meeting regarding Transmission System in UT of J&K

The list of participants is enclosed as Annexure-I.

CE (PSPA-1), CEA welcomed the participants to the VC meeting and stated that this meetinghas been called for deliberation on agendas related with transmission system in UT of Jammu& Kashmir. He then requested Director (PSPA-I) to take up the agendas.

1. Transmission works to be implemented in Jammu and Kashmir Region under Intra–State transmission system

Director, PSPA-1 stated that JKPDD has submitted DPR for Kashmir region in January, 2020to be implemented during 13th and 14th plan period. The transmission elements in the DPRhaving interconnection with the ISTS elements in Kashmir Region were deliberated in the 2nd

NRPC(TP) meeting, wherein it was agreed that the proposal may be studied again by CEA,CTU and JKPDD with a timeframe of 2024-25 and considering the space constraint at NewWanpoh S/s. Subsequently, JKPDD submitted revised DPR and the same is underexamination.

The following works proposed by JKPDD in the revised DPR requires interconnection withthe ISTS elements in Kashmir Region:

(i) LILO of 220kV Wagoora - Kishenganga line at Khansahib (Beerwah)(ii) LILO of one ckt of Alusteng- Leh 220kV S/c line on D/c towers at Gangangeer

(Sonamarg)(iii) 220kV D/C line from 400/220kV Kunzar - 220/33kV Sheeri (iv) 220kV New Wanpoh - Mattan D/C line(v) LILO of 220kV D/C Delina - Kishanganga Line (PGCIL) at Wahipora

She further stated the system studies have been carried out by CEA for the Winter Peak(2025-26) scenario considering anticipated load for UT of J&K as 4802 MW (Jammu Region– 2008 MW & Kashmir Region – 2794 MW) and Generation dispatch in UT of J&K as 1530MW (from total installed capacity considered around 4800 MW). System Studies enclosed asAnnexure-II. Some major observations from the system studies results are:

• 2x315MVA, 400/220kV ICTs at New Wanpoh gets critically loaded• 2x315MVA, 400/220kV ICTs at Amargarh (Kunzar) not n-1 complaint

JKPDD stated that the demand of around 2800 considered for 2024-25 for Kashmir regionseems realistic. JKPDD added that thermal generation from Gas Turbines at Pampore maynot be considered in studies as they are not in operation. CEA agreed and added that afterdeletion of Pampore generation from system studies, loading of ICTs at New Wanpoh wouldincrease further.

CEA stated that, it has been observed from the system studies that the 2x315MVA,400/220kV ICTs at New Wanpoh gets critically loaded and there is space constraint at NewWanpoh, therefore the only feasible solution would be replacement of existing ICTs at NewWanpoh. Further, 2x315MVA, 400/220kV ICTs at Amargarh (Kunzar) would get n-1 non-complaint but there is space available for additional ICT at Amargarh if required.

On query from CTU regarding status of 220kV downstream connectivity from New Wanpoh,

JKPDD informed that New Wanpoh to Mirbazar line would be ready within 10 days andNew Wanpoh to Alusteng would be ready by Sept 2021.

CTU stated that the ICTs at New Wanpoh would get critically loaded after the Mirbazar andAlusteng interconnection and considering the load of 2800MW in Kashmir region. CTUadded that there is space constraint for 3rd ICT, however, the Augmentation of existing ICTsmay be possible; however, there would be issues related with utilization and capitalization ofexisting ICTs.

JKPDD stated that some loads could be diverted from New Wanpoh to other substations;however, there is need of new 400/220kV substation in Kashmir.

CTU proposed that the new Kishtwar switching station could be utilized for feeding the areaslike Mattan/Anantnag as space for 400/220kV level has been kept at Kishtwar.

JKPDD agreed and stated that the Sinthan pass area connecting Kishtwar to Anantnag fromwhere route for 220kV transmission lines from new Kishtwar S/s towards Anantnag could beexplored.

On query from CEA/CTU regarding the distance and terrain, JKPDD informed that Sinthanarea is out of bounds for 4 months and but transmission lines have already been implementedon much difficult terrain than Sinthan pass, therefore laying of 220kV lines would not be verydifficult. Further, these lines would also serve the reliability purpose.

CEA requested JKPDD to carry out route survey study so that option of 220kVinterconnections from new Kishtwar S/s to Anantnag could be explored. JKPDD agreed forthe same.

CEA stated that presently JKPDD should go ahead with 220kV interconnection of Mattanwith New Wanpoh. Further, in case of possibility of 220kV interconnection from Kishtwar,JKPDD may propose revised arrangement.

CEA added that replacement of 315MVA, 400/200kV ICTs at New Wanpoh and Addition ofnew 400/220kV ICT at Amargarh may be taken up in future when demand of Kashmirincreases further.

CEA stated that JKPDD has proposed creation of new substations by LILO of followingISTS lines:

(i) LILO of 220kV Wagoora - Kishenganga line at Khansahib (Beerwah)(ii) LILO of one ckt of Alusteng- Leh 220kV S/c line on D/c towers at Gangangeer (iii) LILO of 220kV D/C Delina - Kishanganga Line (PGCIL) at Wahipora

CEA stated that the load anticipated at Gagangeer is very less and enquired from JKPDDabout the requirement 220kV substation at Gagangeer.

JKPDD stated that there is load requirement of around 35MVA at Gagangeer by NHAI asoperational requirements of two numbers of tunnels in that area and around 10-15 MVArequirement for some sparsely populated area in the region. JKPDD added that there is no132kV S/s for around 30kms from Gagangeer and there are dense forests in the area,however, the 220kV Leh – Srinagar line is the nearest.

CTU stated that creating a 220kV substation for load of around 50MVA doesn’t seems to bean optimal solution and proposed that possibility of inter-connection through 66kV fromDrass substation may be explored.

JKPDD stated that implementation of 66kV line from Drass is not feasible considering thatthe line has to pass through Zojila pass and also it would not be possible to get forestclearance for the transmission line in that area. JKPDD emphasized that this substation is alsoimportant considering the Amarnath yatra route through this area.

Regarding establishment of Wahipora S/s through LILO of 220kV D/C Delina - KishangangaLine (PGCIL), JKPDD stated that the same has been proposed considering the increase indemand in Kupwara region of Kashmir which is developing very quickly. JKPDD informedthat presently Wahipora is fed from Delina S/s at 132kV level that would not be able to caterto increased demand in that area, therefore new 220kV S/s has been proposed. JKPDD addedthat there is no 220kV grid for around 50kms from Wahipora, therefore they have proposedLILO of Delina – Kishanganga 220kV line which is the nearest (around 7-8 kms).

Regarding establishment Khansahib (Beerwah) through LILO of 220kV Wagoora -Kishenganga line, JKPDD stated that there is no corridor available for 132kV for this S/s andWagoora – Kishenganga line is less than 1km away.

After further deliberations, the following elements proposed in the DPR were agreed:

(i) LILO of 220kV Wagoora - Kishenganga line at Khansahib (Beerwah)(ii) LILO of one ckt of Alusteng- Leh 220kV S/c line on D/c towers at Gangangeer

(Sonamarg)(iii) 220kV D/C line from 400/220kV Kunzar - 220/33kV Sheeri (iv) 220kV New Wanpoh - Mattan D/C line(v) LILO of 220kV D/C Delina - Kishanganga Line (PGCIL) at Wahipora

Further, it was agreed that replacement of 400/200kV ICTs at New Wanpoh and Addition ofnew 400/220kV ICT at Amargarh may be taken up in future considering the loadings in theICTs.

2. Creation of 400/220 kV, 2x315 MVA S/S at Akhnoor/Rajouri as ISTS

Director, PSPA-1 stated that JKPDD had submitted a comprehensive transmission plan forJammu Region which inter-alia included establishment of 400/220 kV, 2x315 MVA S/s atAkhnoor/ Rajouri as ISTS works with the following downstream transmission system:

Works proposed under ISTS:i) Establishment of 2x315MVA, 400/220kV Akhnoor/Rajouri S/s with 4nos. of 400kV

line bays and 6nos. of 220kV line baysii) LILO of 400 kV D/c Amargarh (Kunzer)- Samba line at 400/220 kV Akhnoor/ Rajouri

The same was discussed in the 2nd NRPCTP meeting held on 1.09.2020, wherein it wasdecided that revised studies would be done for J&K by CEA and CTU with the demandrequirement along with the confirmation of 220 kV outlets from this substation andaccordingly, the proposal would be deliberated in the next NRPCTP meeting.

She added that, revised system studies were carried out by CEA in consultation with JKPDDfor the time frame of 2025-26. In the studies, two cases were studied considering peak load ofJammu in summer and peak load of Kashmir in winter. For Summer Peak scenario,anticipated load for UT of J&K as 4679 MW (Jammu Region – 2575 MW & Kashmir Region– 2104 MW) and Generation dispatch in UT of J&K as 3700 MW (from total installedcapacity considered around 4800 MW) have been considered. System Studies enclosed asAnnexure-III. Some major observations from the system studies results are:

3x315 MVA, 400/220kV ICTs at Samba over loaded

2x315 MVA, 400/220kV ICTs at Rajouri/Akhnoor lightly loaded

Proposed 220kV D/c links from 400/220 kV Akhnoor/ Rajouri to 220/132 kVAkhnoor-II and Katra-II remains lightly loaded

Loading in Samba-Kishenpur400kV line after n-1 reaches 1020 MW

Regarding overloading of 3x315 MVA, 400/220kV ICTs at Samba, JKPDD stated thatadditional 400/220kV ICT or Augmentation of existing ICTs at Samba may be proposed.

CTU informed that there is space for future 400kV links at Samba and if that space is usedfor additional transformer at Samba S/s due to overloading of existing ICTs at Samba, therewould not be any interconnection possible at 400kV level at Samba S/s in future.

CEA stated that Samba substation is already well connected at 400kV level therefore spaceavailable for future 400kV level at Samba may be used for additional ICT. However, it maycreate constraint for future 400kV expansion at Samba. Further, CEA suggested JKPDD toshift some of the load from Samba to new Rajaouri/Akhnoor S/s.

JKPDD informed that the location of proposed 400/220kV Akhnoor/Rajouri S/s is near Siotwhich is between Rajouri and Akhnoor and this substation would be utilized for feedingRajouri, Katra and Akhnoor (near Jammu) 220kV substations. Regarding underutilization ofRajouri/Siot and overloading of ICTs at Samba S/s, JKPDD stated that the same may bemanaged by shifting of load from Samba to Rajouri.

CTU stated that for better utilization of Rajouri/Akhnoor 400kV S/s through shifting of load,the interconnections of proposed Katra-II and Akhnoor 220kV S/s from Samba/Kishenpurside need to be opened as these substations would try to draw power from Samba/Kishenpurside due to the close proximity.

JKPDD suggested that for reliability purpose, instead of removing the interconnections, thesame can be kept open in normal conditions.

CTU stated that presently there is a 132kV radial section of around 150kms from Jammu toDraba & Chandak S/s in Poonch district and there may be significant voltage drop issues atDraba/Chandak. CTU added that the proposed 400/220kV Rajouri/Akhnoor substation wouldprovide some relief from the low voltage issues at Draba/Chandak.

JKPDD agreed and stated that the new 400/220kV Rajouri/Akhnoor substation, with theLILO of Amargarh – Samba 400 kV D/c line passing through the same corridor, wouldimprove the power scenario in the border areas of Rajouri and Poonch districts.

On query from CEA regarding the time-frame of 220kV interconnections from 400/220kVRajouri/Akhnoor substation, JKPDD informed that they would be completed within 2-3years.

CTU stated that instead of all 3 nos. of 220kV interconnections to Rajouri, Katra-II andAkhnoor-II from proposed 400kV Rajouri/Akhnoor S/s simultaneously, either Rajouri &Katra-II or Rajouri & Akhnoor-II may be proposed now and the third interconnection may beproposed later.

JKPDD stated that 220kV interconnection to Rajouri S/s would feed the areas of Rajouri &Poonch districts presently having unrestricted load of around 300MVA. The Akhnoor-IIsubstation would feed the areas near Akhnoor and Jammu region and the interconnectionwith Katra-II would also serve the reliability purpose considering the importance of Katrabeing a holy town with lots of visiting pilgrimages.

After further deliberation, creation of new 400/220 kV, 2x315 MVA S/s at Siot (betweenAkhnoor and Rajouri) was agreed with following system:

Works proposed under ISTS:

i) Establishment of 2x315MVA, 400/220kV Siot S/s with 4 nos. of 400kV line baysand 6 nos. of 220kV line bays

ii) LILO of 400 kV D/c Amargarh (Kunzer) - Samba line at 400/220 kV Siot S/s

Works proposed under Intra-State Transmission works:

i) 220 kV D/c line from 400/220 kV Siot to 220/132 kV Akhnoor-II ii) 220 kV D/c line from 400/220 kV Siot to 220/132 kV Rajouriiii) 220 kV D/c line from 400/220 kV Siot to 220/132 kV Katra-II

CEA stated that the transmission system agreed in this meeting for UT of Jammu andKashmir is subject to approval of Northern Region Power Committee (TransmissionPlanning) and would be deliberated in the next meeting of NRPC(TP).

Minutes of Meeting held on 28.7.2020 through VC to discuss the power evacuation scheme of 66 MW Dhaulasidh HEP of SJVN Limited in Himachal PradeshList of participants is enclosed at Annexure-I.

CE (PSPA-I) welcomed the participants to the meeting and requested Director, PSPA-1 to take upthe agenda. Director, PSPA-1 informed that CTU has granted Connectivity & LTA for evacuationof power from 66 MW Dhaulasidh HEP through 220 kV D/c line from Dhaulasidh HEP toHamirpur (PG). Now, SJVN vide their letter dated 09.07.2020has proposed to LILO 220kVDehan-Hamirpur (under-construction) line of HPPTCL at Dhaulasidh instead of availing directconnectivity to Hamirpur. She then requested CTU to share their views on the matter.

CTU informed that LTA for Dhaulasidh HEP was granted on 29.04.2020 with effective scheduleof November, 2024. Also, Connectivity was granted on 16.10.2017 with 400/220 kV PGCIL S/sat Hamirpur. As per the connectivity granted, both the line and bays are under the scope of SJVN.

CEA asked about the commissioning schedule of Dhaulasidh HEP and the 220 kV Dehan-Hamirpur transmission line. In this regard, SJVN informed that the expected schedule ofDhaulasidh HEP is by Feb, 2025 and HPPTCL informed that the transmission line is expected tobe commissioned by October, 2021.

SJVN stated the line length of the 220 kV D/c line from Dhaulasidh to Hamirpur(PG) is around30 kms with single Zebra Conductor. In comparison to this, the LILO length of one circuit ofDehan- Hamirpur 220 kV D/c (under construction) line at Dhaulasidh HEP is only 15 kms.Further, he informed that HPPTCL has given its consent regarding technical feasibility ofevacuation of power from Dhaulasidh HEP through its Dehan- Hamirpur line having Twin Mooseconfiguration.

On enquiry of CTU about consideration of twin moose configuration for Dehan- Hamirpur line,HPPTCL replied that around 350 MW power is expected to flow through this line from theupcoming HEPs in the Kangra Valley. With this, CTU stated that considering 350MW+66MW(of Dhaulasidh) +10% overload, a total of 450 MW power would pass through the generationswitchyard under n-1 contingency. Therefore, in case of LILO of Dehan –Hamirpur atDhaulasidh, the rating of the switchyard should be suitably considered and there should be noconstraints at the generation switchyard with respect to the cable, busbar etc. for evacuation ofpower from other projects. In this regard, SJVN stated that they are ready to enhance the capacityof switchyard equipment.

SJVN further stated that they have made comparison with respect to both the arrangements.Considering the LILO arrangement, the configuration of the line will be changed from singlezebra to Twin Moose. Also, the equipment rating would have to be enhanced, which will furtherincrease the cost. However, since the LILO length is less, therefore the overall cost of the linewould be reduced. Plus, the 15 km corridor of the LILO portion has less RoW constraints whencompared to the 30km corridor. With this the proposed LILO seems to be more economical andwould also require lesser time for completion.

CTU stated that SJVN need to withdraw connectivity from ISTS and apply for connectivity to theSTU. Also, the LTA will be modified according to the change in connectivity. CTU enquiredwhether there are any cable constraints in their switchyard. SJVN stated that there are noconstraints with respect to the capacity of cable.

CEA stated that SJVN needs to analyze the cost of 30 ckm LILO with Moose conductor vis-a-viscost of 60 ckm line with Zebra conductor along with two number of bays at Hamirpur. SJVN alsoneed to take into account the transmission charges of the State if they want the evacuation

through the LILO of Dehan –Hamirpur line. For the direct line from the Dhaulasidh generation toHamirpur, the transmission system would be independent and no State transmission chargeswould be applicable. SJVN should also consider the cost for enhancing the rating of switchyardequipment with LILO arrangement.

SJVN stated that they have not considered the state transmission charges in their calculation asexact figures of charges were not available with them. With this, CEA requested SJVN todetermine the transmission charges in consultation with the State and then compare the proposalsbefore taking a final decision in this regard. The same may be intimated to CEA for furtherdiscussion.

After deliberations, it was agreed that SJVN would analyze the overall cost of the line for boththe arrangements considering the enhancement of the capacity of switchyard equipment, changein the line length with the conductor configuration and the transmission charges and would sharethe details with CEA and CTU for final deliberations.

Minutes of meeting held on 09.10.2020 regarding Charging of 220/400kV, 2x315 MVAPS along with 400 kV D/C LILO of Nathpa-Jhakri – Abdullapur at Gumma (HPPTCL)

List of participants is enclosed at Annexure-I.

CE (PSPA-I) welcomed the participants to the meeting and requested Director, PSPA-1 totake up the agenda.

Director, PSPA-1 stated that the Construction of 220/400kV, 2x315 MVA pooling station atGumma (Pragatinagar) by LILO of one circuit of Nathpa-Jhakri – Abdullapur (Now Nathpa-Jhakri – Panchkula) D/C line has been proposed by HPPTCL to evacuate power of 111 MWSawra Kuddu HEP (under Construction by HPPCL) along with SHEPs in Pabbar Basin.

She stated that in the Connectivity/Long Term Access Meeting held on 29.12.2010 alongwith29th meeting of Standing Committee of Northern Region, Connectivity and LTA for 111 MWgeneration from Sawra Kuddu HEP was agreed through establishment of 220/400kV, 2x315MVA pooling station along with LILO of one circuit of Nathpa-Jhakri – Abdullapur 400 kVD/c line to be implemented by HPPTCL. Since the Standing Committee on TransmissionSystem Planning of Northern Region and meeting for the Connectivity/Long Term Accesswere held together on 29.12.2010, therefore the above provision for power evacuation fromSawara Kuddu HEP was not included in the minutes of the 29 th SCPSPNR meeting. However,the same was covered in the MoM of the Connectivity/Long Term Access meeting. Further,PGCIL vide their letter dated 03.05.2011 intimated to HPPTCL for LILO of both circuits ofNathpa-Jhakri – Abdullapur (Now Nathpa-Jhakri – Panchkula) D/c line at Gumma(Pragatinagar) to ensure balanced loading and accordingly HPPTCL had amended scope.

She stated that HPPTCL has now constructed the 220/400kV, 2x315 MVA Gumma(Pragatinagar) pooling station along with 400 kV D/C LILO of Nathpa-Jhakri - Abdullapur(Now Nathpa-Jhakri – Panchkula) and has submitted initial charging documents for approvalto NRLDC, for which, NRLDC has asked for approval of Standing Committee. In thiscontext, a meeting was held through VC on 05.10.2020 for discussion, in which POSOCOhas raised certain queries regarding Action plan of HPPTCL, total generation to be evacuatedthrough Gumma S/s and agreement for sale of power of Sawra Kuddu HEP. Subsequently,HPPTCL vide letter dated 06.10.2020 submitted compliances on the queries raised byPOSOCO. She requested HPPTCL to brief about the submissions.

HPPTCL informed that they have submitted the action plan and they are presentlyimplementing LILO of one ckt. of Nathpa-Jhakri – Panchkula 400kV D/c line now and forwhich one day shutdown will be required as only jumpering work is left. The LILO of 2 nd

circuit has not carried out yet as there is some RoW issue in one span of the line. The matteris sub judice, therefore LILO of the 2nd circuit would be done after resolution of the matter.

Regarding generation, HPPCL informed that all the machines of Sawra Kuddu HEP (3x37 =111MW) would be ready for commissioning by first week of November 2020. However, dueto lean season now, only one machine would be running, therefore generation would bearound 30-40 MW and from March 2021 onwards the HEP is expected to run at full capacity.

Regarding total generation to be evacuated through Gumma S/s, HPPTCL informed thatpresently only 111 MW from Sawra Kuddu HEP would be evacuated through this substationand in future about 300 MW of generation is envisaged as per the potential of the Pabbarvalley but that would take around 5-6 years.

On query from POSOCO regrading system studies for evacuation of hydro generation fromGumma S/s through LILO of Nathpa-Jhakri – Panchkula 400kV D/c line, CTU informed thatLTA intimation for 111 MW was granted in 2011 based on the Connectivity and LTAmeeting held that time and revised system studies were done in 2016-17 when the system wasrevised. CTU added that, now only 111 MW of power would be evacuated through LILO ofNathpa-Jhakri – Panchkula 400kV D/c line at Gumma for which LTA has already beengranted. CTU intimated that they would perform the system studies considering 111 MWonly for which LTA has been granted.

Regarding Connection Agreement, CTU stated that the Connectivity of Sawra Kuddu andother HEPs is with HPPTCL and HP has applied to CTU for LTA only.

CTU stated that LTA to HP was granted through LILO of both circuits of Nathpa-Jhakri –Panchkula 400kV D/c line, however as informed by HPPTCL they would be implementingLILO of one circuit only as construction of second circuit LILO would not possible now asthe matter is subjudice. CTU added that LILO of one circuit of Nathpa-Jhakri – Panchkula400kV D/c line would be considered as an interim arrangement till the implementation ofLILO of both circuits.

CEA/POSOCO stated that CTU may perform the system studies considering LILO of S/c ofNathpa-Jhakri – Panchkula 400kV D/c line also and may decide on restrictions, if any, inevacuation of power from Gumma substation.

POSOCO enquired regarding installation of DR and station EL, PLCC and FOTE andnecessary changes in Line protection settings at 400kV NJPS & 400kV Panchkula (PG)stations and adoption of proper relay settings at 400 kV Gumma (HPPTCL) station andnecessary changes in relay nomenclature and station EL nomenclature at 400 kV NJPS and400 kV Panchkula substations.

HPPTCL informed that DRs have been installed and data will be shared with NRLDC.Regarding Communication equipment, they informed that has been installed on both thecircuits and final testing of them will be done after the LILO. Regarding line protectionsettings, HPPTCL intimated that protection coordination has been done with CTU andSJVNL and certificates have been received from them.

POSOCO requested HPPTCL to share the Protection settings at NJPS, Panchkula andGumma substations and requested HPPTCL to update the same in the Protection Committeemeeting.

POSOCO stated that one SPS scheme is presently working in the Jhakri Complex whichneeds modification due to the LILO of NJPS – Panchkula line at Gumma and addition of111MW of hydro power from Sawra Kuddu HEP. POSOCO requested HPPTCL to approach

NRPC for modification/review of SPS for reliable evacuation of power of NJPS, Rampur,Baspa and KWHEP due to LILO of 400kV Jhakri – Panchkula transmission line.

Regarding scheduling of power, POSOCO stated that Gumma substation would be underHPPTCL control area (intra-state) and metering, energy accounting and scheduling would bedone by HPPTCL. Further, Gumma substation would be injection/drawl point for NRLDCand any injection and drawl at Gumma S/s would be seen as HPPTCL injection and drawl.

After further deliberations, following was agreed:

(i) CTU to perform the system study for evacuation of power as per LTA. Further, tostudy the power flow considering LILO of one ckt. of 400kV Jhakri – Panchkulatransmission line and intimate restrictions, if any, in power evacuation without theLILO of 2nd ckt.

(ii) HPPTCL to intimate/submit details regarding the Protection settings at NJPS,Panchkula and Gumma substations and to update the same in the ProtectionCommittee meeting in NRLDC.

(iii) HPPTCL to approach NRPC for review/modification in the SPS arrangement inJhakri Complex.

(iv) POSOCO to give charging permission for LILO of one circuit of 400kV Jhakri –Panchkula transmission line at Gumma S/s after implementation of revised SPSby HPPTCL.
