RESUME OF BUSINESS TRANSACTED DURING THE THIRTEENTH SESSIONOF THE THIRTEENTH KERALA LEGISLATIVE ASSEMBLY

The summons dated February 19, 2015 for the Thirteenth Session of theThirteenth Kerala Legislative Assembly was issued to the Members on February19, 2015. The Session commenced at 9 a.m. on Friday, March 6, 2015 andadjourned sine-die at 8.49 a.m. on Monday, March 23, 2015. The House met onthe following days viz., March 6, 9, 10, 11, 12, 13, 16, 23 (8 days of sittings).Private Members Business was not transacted during the Session. The Housetransacted business for 28 hours and 38 minutes.

Governor’s Address

The Governor Shri P. Sathasivam addressed the Members of the LegislativeAssembly at 9 a.m. on March 6, 2015. The discussion on the Motion of Thanksto the Governor’s Address commenced on March 10, 2015 with Shri M. P.Abdu Samad Samadani moving the following motion:—

The discussion on the Motion of Thanks lasted for 2 days, viz.March 10 and 11, 2015. The motion was adopted on March 11, 2015. The Housedevoted 11 hour and 51 minutes for the discussion on the Motion of Thanksand 41 Members participated in the discussion.

Obituary Reference

On March 9, 2015, the Deputy Speaker made a reference on the demise ofG. Karthikeyan, Speaker. Shri Oommen Chandy, Chief Minister, Shri V. S.Achuthanandan, Leader of Opposition and Leaders of various parties associatedthemselves with the sentiments expressed by the Chair. As a mark of respect tothe deceased, the members stood in silence for a while. The House adjournedfor the day without transacting other business.

On March 10, 2015, the Deputy Speaker made reference on the demise ofK. P. Mammoo Master, former member of Kerala Legislative Assembly. As a markof respect to the deceased, the members stood in silence for a while.

Election of Speaker

Two Members viz. Smt. P. Aisha Potty and Shri N. Sakthan had been dulynominated as candidates for election as Speaker. The Election was conducted at9.30 a.m. on March 12, 2015. All together 140 Members including Protem Speakerand nominated member cast their votes. Shri N. Sakthan secured 74 votes andSmt. P. Aisha Potty secured 66 votes. Shri N. Sakthan was declared elected asSpeaker.

Financial Business

The Minister for Finance, Law and Housing laid on the table theSupplementary Financial statement for the year 2014-15 on 10-3-2015.

The Supplementary Demands for Grants were passed without discussionon 12-3-2015. The house devoted 18 minutes for the business.

The Minister for Finance, Law and Housing introduced The KeralaAppropriation Bill, 2015 in respect of the Supplementary Demands for Grants forthe year 2014-15 on 23-3-2015. The Bill was taken up for consideration andpassed on the same day.

(2) Budget:

The Minister for Finance, Law and Housing introduced the Budget for thefinancial year 2015-2016 on 13-3-2015.

(3) Vote on Account:

Vote on Account for the first four months of the Financial Year 2015-16was laid on the Table of the House on 13-3-2015. The Assembly passed theDemands for Grants on Account on 23-3-2015. The Appropriation (Vote onAccount) Bill, 2015, in respect of the Vote on Account for the year 2015-2016was introduced by the Minister for Finance, Law and Housing, on 23-3-2015.The Bill was taken up for consideration and passed on the same day.
