Meeting of UNESCO Chairs in Communication Network (ORBICOM)

By facilitating the participation in the meeting of the Director of the UNESCO Chair in Communication, Democracy and Governance of the Mother and Teacher Pontifical Catholic University (PUCMM), the UNESCO Havana Office helped to promote the work of this major institution of higher education of the Dominican Republic, and made it possible to achieve a better representation of the UNESCO Chairs in the region at the meeting. The specialist also highlighted the fruitful strategic alliance created with the Office and the Dominican National Commission for UNESCO (CNDU), which has benefited the work carried out in recent years ●

Regional Symposium “Public Policies and Legislation in Communication: the Latin American Experience”

The first of its type in the country, the meeting sought to promote reflection from different perspectives on the existence of adequate policies and regulatory frameworks for the proper development and performance of the media in Latin America and the Caribbean,

as well as to learn about and exchange views on the current situation in the region. Organized by the José Martí International Institute of Journalism (IIPJM) under the auspices of the Office, the Symposium was attended by

prestigious communication scholars and professionals from Argentina, Cuba, the Dominican Republic, Ecuador, Nicaragua and Uruguay. The National Professional Officer (NPO) for Communication and Information of the Office delivered a lecture on the role of UNESCO in the promotion of legislative frameworks in the field of communication ●

7th International Meeting of Researchers and Scholars on Information and Communication (ICOM 2013)

The Office will provide support for this important event, organized by the School of Communication of the University of Havana. Its main

objective is to discuss the challenges faced by Latin American societies in the fields of information and communication, and to establish academic cooperation networks on these areas. The central topic of the meeting is “Counter-Hegemonic Information and Communication in an Integration Scenario” ●

Celebration of Cuban Media Day

The Office provided support to promote Cuban Media Day at the national level, celebrated every 14 March as a tribute to

the first issue of the newspaper Patria, published by José Martí, Cuba’s National Hero. In the 2013 edition of this celebration, the Félix Elmuza Honorary Award was granted to the National Professional Officer for Communication and Information of the Office. The award was presented by the Presidency of the Union of Journalists of Cuba (UPEC), in recognition to the UNESCO

specialist’s outstanding professional work in the implementation of several projects that have contributed to the expansion of knowledge, the improvement of working conditions and the impact of the professional influence of journalists both

in Cuba and in the region. The award also honoured UNESCO Havana Office for its more than six decades of successful work in the country ●

5.2 Communication for Sustainable Development

Celebration of World Radio Day in Cuba and the Dominican Republic

The Office, in cooperation with several institutions in Cuba and the Dominican Republic, organized a number of actions to celebrate World Radio Day on 13 February, proclaimed by the UNESCO General Conference in 2011, for the purpose of highlighting the role of radio as a medium to disseminate information, educate, encourage diversification of contents and protect local cultures and languages.

In 2012 local and national broadcasters in both countries aired the message

by the UNESCO Director-General and the joint message issued by the International Telecommunication Union (ITU) and UNESCO on the occasion. Cuba, an acknowledged pioneer in the medium, broadcast a special programme on the development of radio in the country. Messages on the celebration were also broadcast. In the Dominican Republic the Dominican Institute for Telecommunications (INDOTEL), the Dominican National Commission for UNESCO (CNDU), the National Commission for the Society of Information and Knowledge (CNSIC) and the Community Centres for Communications (CCT), called

on young people 18 to 24 years of age to participate in a contest to produce an on-line radio program promoting the use of Information and Communication Technologies (ICTs) in the country.

To commemorate World Radio Day, the Office, together with the Office of the Historian of Havana (OHC), organized a colloquium with several generations of radio professionals, held at the Casa Carmen Montilla art gallery, as part of the exhibition Sintonía de un Patrimonio (In Tune with a Heritage), by Cuban artist

Maykel Herrera. In addition, Habana Radio included a special section which was broadcast live as part of the programme Vivir en la Memoria (Living in Memory) with the participation of two officers from the Havana Office who spoke of the

INTERNATIONAL PROGRAMME FOR THE DEVELOPMENT OF COMMUNICATION (IPDC)

During the period, the Office continued disseminating the annual call of the IPDC, and provided technical advisory for the submission of project proposals by Cuba and the Dominican Republic that can obtain funding from the Programme, the only multilateral forum of the United Nations System that promotes the development of the media in developing countries. The Office also selected the projects that would be submitted as proposals each year and subsequently implemented and monitored the initiatives from both countries that were granted funds by the IPDC for their implementation. These projects were:

International postgraduate course “Hypermedia Communication at the Local Level”

The three-week course, organized by the José Martí International Journalism Institute (IIPJM) and the Office with the cooperation from the Martin Luther King Jr. Memorial Centre and the School of Communication of the University of Havana, aimed at providing participants with the concepts, methodology and technical skills required to make a better use of hypermedia communication means in their own working environments. Over

30 participants from regional, local and sectoral media from eleven Latin American and Caribbean countries benefited directly from this capacity-building action. The NPO for Communication and Information of the Office gave the lecture “UNESCO and Local Communication”, and professor Santiago García Gago conducted a workshop on community radio through the Internet and launched his book Manual para Radialistas Analfatécnicos: 100 respuestas para entender la tecnología de la nueva radio (A Handbook for Technically-Illiterate Radio Workers: 100 Answers to Understand the New Radio Technology), published with the collaboration of UNESCO ●

International Seminar “Promoting Quality Journalism on Environmental Issues”

About a hundred reporters from the Dominican Republic, Puerto Rico and Venezuela participated in the Seminar, organized by the Dominican College of Journalists (CDP), aimed at providing the participants with communication tools and journalistic skills as well as relevant information that would guide them in reporting environmental issues in an

efficient manner. Communication on environmental issues within the UNESCO programme was discussed during the seminar by the NPO of Communication and Information of the Office, who explained the importance of fostering a better understanding of the topic by the general public as well as of raising awareness with regards to the need for creating sustainable development

patterns. Other national and foreign guests participated in the academic programme of the event, among them the Principal of the Fernando Arturo de Merino Agriculture-Forestry University (UAFAN) and the President of the Academy of Sciences of the Caribbean country. The seminar was the last academic activity of the Diploma Course “Environmental Journalism and Natural Resources” sponsored by the Autonomous University of Santo Domingo (UASD) with funding by the United Nations Development Programme (UNDP) ●

Project “Capacity building of community media in Jaimanitas”

The main objectives of the project were to train 80 members of the community on how to write information for the news

media and to maximize the use of community media as a vehicle for social participation in favour of development. The workshop was held at the local Young Club for Computer Science Playa VI in the town of Jaimanitas, west of the Cuban capital. The project included the purchase of equipment and two more training workshops on techniques and procedures to search for, prepare and disseminate information, and on the use of computers, scanners, photographic cameras and video cameras, cell phones with multimedia applications and other similar equipment. According to the

organizers, the experience could be a referent for thematic portals of the network of Young Clubs of Computer Science and Electronics in existence since 1987 –there are currently over 600 such centres all over the country, in all the municipalities– as well as for its flagship journal, the electronic periodical Tino, dedicated to IT professionals and which reaches over 17,000 readers in 19 countries ●

Project “Assessment of the media in the Dominican Republic using UNESCO’s Media Development Indicators (MDIs)”

Jointly implemented by the Dominican College of Journalists (CDP) and the Office, the initiative will facilitate a comprehensive survey of the current situation of the media in the Caribbean country, the identification of the major problems and the drafting of strategic recommendations. The document submitted for the project states: “Taking into account the comprehensive nature of UNESCO’s Media Development Indicators, the inspiring vision of developing the media with the objective of ensuring freedom of expression, pluralism and diversity of the media would be an important guiding tool for the efforts of all actors who work to develop the media, including the political media.” ●

Awards ceremony for projects on Communication and Information for Development at the University of Havana

With the distribution of relevant publications sponsored by the UNESCO Communication and Information Programme, the Office provided support for awards granted to several projects of Communication and Information as part of the Students’ Scientific Forum at the School of Communication of the University of Havana. The papers were presented as part of the initiative Calei2copio 2012, which aims at publicizing and disseminating the work carried out by students and professors of the institution. It also favours

the integration and articulation of professional endeavours for sustainable development in these areas ●

2nd and 3rd International Diploma Course “Media to communicate heritage”

With the objective of strengthening the role of communication as a tool to raise public awareness in the preservation and conservation of heritage, the 2nd and 3rd edition of this Diploma Course were carried out. This significant multidisciplinary training activity is organized jointly by the Office, the José Martí International Institute of Journalism and the Office of the Historian of Havana. The two most recent editions gathered 78 communication professionals from Bolivia,

Chile, Colombia, Costa Rica, Cuba, the Dominican Republic, Ecuador, Mexico and Spain.

Among the most relevant aspects of the courses were the use of both traditional and non-traditional communication strategies to convey the value of heritage, culture and communication for development, creative industries, the appropriation of technology for progress and inclusion. Lectures were complemented with hands-on workshops that present practical experiences and walking tours through the historic centre of the city. The workshop “UNESCO and Heritage:

What to convey, how, when, where and why” was once again a major feature of the courses in which specialists from UNESCO Havana discussed the Organization’s Programmes and Conventions related to the promotion and conservation of heritage, as well as UNESCO’s public communication tools ●

First International Biennial of Cuban Radio

The event was organized by the Cuban Institute of Radio and Television (ICRT) with UNESCO sponsorship.

More than a hundred reporters, producers, directors and specialists from Cuba and other countries in the region participated in the event. As part of the academic programme, the panel “Communication for Development and Radio from the United Nations Perspective” was held. The panel was moderated by the Director of UNESCO Havana and included special presentations by the NPO of the Communication and Information Programme of the Office, as well as by Rayza Portal, professor at the School of Communication of the University of Havana, Evelyn Pérez, Communication specialist from the United Nations Children’s Fund (UNICEF-Cuba), and Carlos Rivadeneyra, regional coordinator of the World Association of Community Radio Broadcasters for Latin America and the Caribbean (AMARC). Barbara Pesce-Monteiro, Resident Coordinator of the United Nations in Cuba also attended the working sessions, along with colleagues from other agencies ●

Launching of the Spanish version of the digital book Media and Information Literacy. Curriculum for Teachers

As part of the First Central American and Caribbean Congress on the Media, Underage Persons and Youth: “Media and Information Literacy” (september 2012, san josé, costa rica), the NPO of the Communication and Information

Programme of the Office launched the digital book Alfabetización mediática e informacional. Currículum para profesores, the Spanish version of Media and Information Literacy. Curriculum for Teachers, prepared jointly by the UNESCO offices in Havana, Quito and San José. The specialist emphasized the didactic value of the publication, oriented towards the integration of a formal educational system for teachers with regards to media and information literacy (MIL).

In addition, as the digital publication is accessible through the Office website, the book becomes a very useful tool for teachers in Spanish-speaking countries, in tune with other UNESCO initiatives as part of the Organization’s comprehensive strategy in sponsoring media and information literacy in societies. The publication –prepared, revised and validated by international experts in various areas of knowledge– is divided into two parts: the first deals with the basics, design and syllabus in MIL as well as its competency framework; the second details both the mandatory and

optional curricular modules that have been designed in a flexible manner to facilitate their adaptation to the various educational and institutional systems within the particular local context in which they are implemented ●

26th Meeting “The Audiovisual Universe of Latin American Children”

As is customary, the Office participated in the event, organized by the Audiovisual Universe of Latin American Children Network (UNIAL) as part of the International Festival of the New Latin American Cinema. The meeting constitutes a space for exchanging views on topics of interest for UNESCO in the areas of culture, education and communication and their relationship with the audiovisual and the younger generations. In her welcoming remarks to the participants in the forum, the NPO of the Communication and Information Programme of the Office stressed the importance of the meeting and the fact that it facilitates and favours dialogue among scholars, creators and teachers on the multiple dynamics and relationships established by younger

audiences with the media and with communication and information technologies, in a context where young people are the avant-garde as both objects and subjects of the overnight changes taking place in the field of audiovisuals ●

Participation in the festivities for the 20th anniversary of Televisión Serrana

The people of the Sierra Maestra, together with founders, directors and guests, celebrated the 20th anniversary of Televisión Serrana, a community TV broadcasting company created in 1993 with UNESCO sponsorship and funding from the International Programme for the Development of Communication (IPDC). The main ceremony featured a special acknowledgement to the Organization for

its contribution to the development of this social communication project in the mountains of eastern Cuba ●

The most recent edition of the event, held every two years and organized by the Ministry of Informatics and Communications, was attended by some 2,000 delegates from 30 countries. Lecture at the School of Communication of the University of Havana

As part of the 13th edition of the Master’s Degree in Sciences of Communication taught at the bicentennial University of Havana, the NPO for the Communication and Information Programme of the Office gave a lecture on the mission of the Organization and its basic functions, as well as the priorities and main lines of action of the sector. In her presentation, the UNESCO officer also mentioned various initiatives implemented in the country in which the approach of communication for development has been critical for achieving its goals. She also informed the participants of the opportunities for collaboration projects with UNESCO through intergovernmental platforms: for example, the International Programme for the Development of Communication (IPDC) and the Information for All Programme (IFAP) ●

International Festival of Radio and Television: Cuba 2013

The Festival, organized by the Cuban Institute of Radio and Television (ICRT) and sponsored by UNESCO, was held at the Convention Centre in Havana with the participation of some 600 delegates from 25 countries. In the first working day of the event, an interagency panel took place entitled “Communication for Development, TV and Radio from the United Nations Viewpoint”, moderated by the NPO for Communication and Information of the Office with presentations by MSc. Elena Nápoles, professor at the School of Communication of the University of

Havana, Pablo Basz, regional advisor for Communication at UNDP, Arsenio García, Communications official for the United Nations Children’s Fund (UNICEF-Cuba), Iramis Alonso, Communications consultant for the United Nations Food and Agriculture Organization (FAO-Cuba), Miguelina Crespo, Communications specialist from the Dominican Republic and Leire Fernández, consultant from the UNESCO Havana Office.

Members of the panel presented best practices in communication for development from the perspective, mandate and experiences of the various agencies represented, as well as from their respective professional contexts. They also explained the main limitations that hinder the integration of communication, in general, as a perspective that could

accompany projects from their conception. The situation of radio and television in the Dominican Republic was also discussed and several videos and audiovisual materials were shown, among them Cultrip y Gibara, made by UNESCO Havana with the cooperation from the International Film and Television School of San Antonio de los Baños (EICTV) ●

5.3 Universal Access to Information and Preservation of Documentary Heritage

78th World Library and Information Congress IFLA 2012

The Office provided support for the participation in the event of two specialists from the Pedro Henríquez Ureña National

Library (BNPHU) of the Dominican Republic. The two specialists presented the results of the 2nd National Census of Libraries, a survey carried out by the institution to collect information on public, school, university and specialized libraries

in the country in order to prepare a national directory of these entities. The

International Federation of Library Associations and Institutions (IFLA) and the UNESCO Regional Centre for the Promotion of Books in Latin America and the Caribbean, agreed in assessing this initiative as a model for its comprehensiveness, high degree of organization and adaptation to the circumstances in the country and for its methodological-operational design, its clearly stated objectives and well-devised theoretical and reference frameworks ●

Reopening of the José Martí National Library of Cuba

The José Martí National Library of Cuba, repository of Cuba’s documents, bibliographic, artistic and sound heritage,

reopened its doors after concluding the first stage of the project for the renovation of the building and service expansion. The project is being implemented with funding from the Spanish Agency of International Cooperation for Development (AECID), and the contribution of the Ministry of Culture, among other institutions. Due to

Workshop “Women and emerging technologies. Opportunities and contribution to knowledge and justice societies”

This workshop, organized by the National Union of Jurists of Cuba (UNJC) and the University of Information Sciences (UCI), and sponsored by the Office, aimed to contribute to the strengthening of information policies that would take into account the disparities between men and women and that facilitate universal access software applications and to Information and Communication Technologies (ICTs) ●

12th International Congress on Information (Info’2012)

Organized every two years by the Institute of Scientific and Technological Information (IDICT) of the Ministry of Science Technology and Information (CITMA) of Cuba and sponsored by UNESCO since its first edition, the event has become one of the most important spaces in the region to debate problems and challenges addressed both by organizations and information professionals in the construction of a knowledge society. As part of the 2nd Forum on Open Access in session during the Congress, the NPO of the Communications and Information Programme of the Office gave the lecture “The strategy of UNESCO in the promotion of policies for Open Access”, in a panel of experts moderated by the Executive Director of the Confederation of Open Access Repositories (COAR) and

a well-known specialist of the Spanish National Research Council (CSIC). More than 400 delegates from 20 countries participated in the Info’2012 Congress ●

Translation into Spanish of Policy guidelines for the development and promotion of Open Access

The Programme for Communication and Information of the Office coordinated the translation into Spanish and editing of this digital publication, available on-line for free. The purpose is to maximize knowledge and commitment to the ideology of Open Access among Spanish-speaking countries. Therefore, this

publication aims at meeting the needs of the development and promotion of Open Access at governmental and institutional levels and at funding agencies with the general objective of promoting this ideology among Member States and facilitating a better understanding of issues related to this topic ●

Regional consultation meeting on Open Access to scientific information and research

The Office facilitated the participation of experts from Cuba and the Dominican Republic in the meeting organized by UNESCO together with the Ministries of Science and Technology and of Information of Jamaica, the University of West Indies and the National Jamaican Commission for UNESCO. The meeting assessed the situation of Open Access in the region, the existing

First Seminar on Open Access to Scientific Information in the Dominican Republic

The Seminar is organized by APEC University (UNAPEC) and Latindex - Regional On-Line System of Information of Scientific Journals of Latin America and the Caribbean, Spain and Portugal, in cooperation with the Office and the support of the Dominican National Commission for UNESCO (CNDU). It will be held as part of the International Open Access Week with the objective of raising awareness among the Dominican Republic’s academic and scientific community of the importance and benefits of Open Access to scientific information. During the event national and international experts will discuss various aspects related to the topic, namely, contextualization and major approaches, policies and strategies, infrastructures, technologies and resources, legal and licensing issues, among others. The NPO of the Communication and Information Programme of the Office will launch the Spanish version of Policy Guidelines for the Development and Promotion of Open Access published by UNESCO and available on-line free of charge ●

The Office will sponsor and provide technical support for activities to be carried out during the week, organized by UNESCO every year with the purpose of raising awareness of the importance and impact of Open Access and of promoting the availability to the general public of free scientific information and free exchange of knowledge. The Celia Sánchez Manduley documentary collection and the collection La Aurora del Yumurí newspaper have been officially inscribed in the National Register of the UNESCO MOW Programme. The official

ceremony for the certification was presided over by the President of the National Committee of the MOW Programme in Cuba and the Director of the Office for Historical Affairs of the Council of State. Present in the ceremony were the Director of the Office, officials of the Cuban National Commission for UNESCO (CNCU) and other guests and personalities. The Celia Sánchez Manduley collection includes some four thousand documents treasured by the founder and leader of the 26th of July Revolutionary Movement during the guerrilla war in the Sierra Maestra mountains. The collection La Aurora del Yumurí newspaper (1828-1899) includes all the issues of the periodical published in the province of Matanzas, considered the best political and literary newspaper of the country in its days of glory ●

Ceremonies to celebrate the inscription in the UNESCO Memory of the World Register of the document collection “Life and Works of Ernesto Che Guevara: From the Original Manuscripts of His Adolescence and Youth to the His Diary in Bolivia”

The Cuban National Commission for UNESCO (CNCU) and the Che Guevara Studies Centre with the support of the UNESCO Havana Office organized a programme of activities to celebrate the inscription of such an important document collection in the UNESCO Memory of the World Register. The proposal to inscribe a total of 1,007 documents that cover the period from 1928 to 1967 and include the writings of Che Guevara on the Revolution, his essays, journalistic writings, as well as his biography and personal correspondence was jointly submitted by Cuba and Bolivia.

The main ceremony was held at the Fortress San Carlos de la Cabaña (july 2013, havana, cuba) with the attendance

of the Director of the Che Guevara Studies Centre, the presidents of the National Committee of the UNESCO MOW Programme in Cuba and of the CNCU, officials at UNESCO Havana, personalities, guests and the general public. In her remarks, Aleida Guevara

expressed her joy at the Organization’s acknowledgment of this important collection.

A second ceremony will be held in Santa Clara (October 2013), in the central part of the country, when the play Che will premiere in a unique performance at the Vocational High School for Exact Sciences “Ernesto Guevara,” part of the UNESCO Associated Schools Network since 1999.

The purpose of both ceremonies is to raise awareness among the general public and institutions of the importance of preserving and protecting documentary

heritage and of disseminating knowledge and information on the UNESCO MOW Programme ●

Keynote lecture on the preservation of documentary heritage and the UNESCO Memory of the World Programme

Organized by UNESCO Havana, the Dominican National Commission for UNESCO (CNDU), the National Committee of the UNESCO MOW Programme in the Dominican Republic and the General Archives of the nation, the meeting aimed

at raising awareness among the participants of the importance of the UNESCO MOW Programme and the need to identify, preserve and promote the documentary heritage of nations. As a follow-up to this action, a capacity-building workshop for the members of the National Committee was scheduled for the first quarter of 2014. Other professionals and entities in the field of documentary heritage will also participate in the workshop to learn about inventorying in Dominican institutions, the preparation of nomination dossiers of the Caribbean nation and the preparation of the National Register of the MOW Programme in the country ●
