    of fits or psychiatric ailment, varicose vein, corrective surgery for eye sight etc.

    * Candidates are advised to get their ears cleaned for wax and tartar removed from teeth prior to examination,

    visual Standards. * General Duty: 6/6 (Good Eye) and 6/9 (Bad Eye) (Candidates using glasses are not eligible

    Final Medical Examination at INS Chilka prior to commencement of training. Candidates found 'unfit' during this

    medical examination will be discharged from Coast Guard.

    Training : The basic training for Navik (General Duty) will commence in Aug 2011 at INS Chilka followed by sea

    training and professional training in the allotted trade. Training for Navik (DB) will commence in Oct 11. Branch/trade will be allocated as per the requirement of service and performance during basic training. Naviks are li able

    to be discharged as Unsuitable due to unsatisfactory performance at any time during the training.

    Selection Criteria : * Applications will be received only through Ordinary Post. Application received through

    Speed Post, Registered Post or Couriers will be rejected.

    * Short-listingi criteria will be based on higher education and percentage of marks.

    * Call up letters for eligible shortlisted candidates will be posted, indicating date, time and place for recruitmenttests, which are scheduled during Mar/Apr 11.

    All questions will be of Objective Multiple Choice Types. Questions will be set bilingually in Hand English in Parts A, B and C. Candidates are required to attempt either Hindi or English secof Part 'D' of the question paper. The syllabus for the Written Examination will be:

    A. General Intelligence & Reasoning: Analytical aptitude and ability to observe and distingpatterns will be'tested through questions principally of non-verbal type. This component may incquestions on analogies, similarities and differences, spatial visualization, spatial orientation, vimemory, discrimination, observation, relationship concepts, arithmetical reasoning and figclassification, arithmetic number series, non-verbal series, coding and decoding, etc.B. General Knowledge and General Awareness: Questions in this component will be aimed at testhe candidate's general awareness of the environment around him. Questions will also be desigto test knowledge of current events and of such matters of every day observations and experienctheir scientific aspect as may be expected of any educated person. -The test will also incquestions relating to India and its neighbouring countries especially pertaining to sports, HistCulture, Geography, Economic Scene, General Polity, Indian Constitution, scientific Research These Questions will be such that they do not require a special study of any discipline.C. Elementary Mathematics: This paper will include questions on problems relating to NumSystems, Computation of Whole Numbers, Decimals and Fractions and relationship between Nbers, Fundamental.arithmetical operations, Percentages, Ratio and Proportion, Averages, InteProfit and Loss, Discount, Mensuration, Time and Distance, Ratio and Time, Time and Work, D. English/Hindi: Candidates' ability to understand basic English/ Hindi, his basic comprehenand writing ability, etc. would be tested. The questions in all the above components will beMatriculation level.NOTE -1: The Commission will be using software to detect attempted irregularities in an examtion Hall / Sub-Centre / Centre / State. The Candidates are advised to desist from use of any umethod in the examination hall which will render them ineligible for further considerati on forexamination an,d also lead to their debarment from Commission's examinations in future.

    NOTE -2: Candidates are not permitted to use Mobile Phone, Calculators or any other electroelectrical device. Answer Sheet not bearing candidates Name, Roll Number, Ticket Number,Test Form Number, language in Part D (English/Hindi) and signature and which do not have suchdetails fully and correctly coded ,will not be evaluated and 'Zero marks will be awarded to them.10. MODE OF SELECTION :[i)The final selection of the candidates will be made in order of merit in each category in each state.(ii) The minimum cut off percentage of marks for selection will normally be as under:General and Ex-servicemen : 35%SC/ST/OBC :33%The cut off is relaxable at the discretion of the Commission. Provided that SC, ST, and OBC, who areselected on their own merit without relaxed standards, along with candidates belonging to other-communities, will not be adjusted against the reserved share of vacancies. Such SC, ST, and OBCwill be accommodated against the general/unreserved vacancies, as per their position in the overallMerit List. The reserved vacancies will be filled up separately from amongst the eligible SCs, STs,and OBCs, candidates which will, thus, comprise of SC, ST, and OBC candidates who are lower inmerit than the last general candidate on merit list of unreserved category but otherwise found

    suitable for appointment by relaxed standard. An Ex-Serviceman candidate who qualifies on thebasis of relaxed standards viz. age limit, experience or qualifications, extended zone of consider-ation, etc. will be counted against reserved vacancies and not against general vacancies subject tofitness of such candidate for selection. Such candidates will also be recommended at the relaxedstandards. Deduction from the age of Ex-Servicemen is permissible against the reserved or unre-served posts and such exemption is not termed as relaxed standards in regard to age.(iii) Allotment of CPO to the candidates selected from each state will be on merit-cum-optiondepending on availability of vacancies in each CPO earmarked for the State.(iv)The Commission, with the approval of the Ministry of Home Affairs, shall have the discretion todivert candidates from Surplus States to deficit States.NOTE-: The candidates applying for the examination should ensure that they fulfill all the eligibilityconditions for admission to the examination. Their admission at all the stages of examination will bepurely provisional, subject to their satisfying the prescribed eligibility conditions. If, on verification,at any time before or after the written examination and interview, it is found that they do not fulfillany of the eligibility conditions, their candidature for the examination will be cancelled by theCommission.11. RESOLUTION OF TIE CASES(a) The tie is resolved by the Commission by referring to the marks in Part A of the written paper i.e.a candidate having more marks in Part A is given preference.(b) If the tie still persists, the candidate older in age gets preference.(c) If the tie still persists, it is finally resolved by referring to the alphabetical order of names i.e. acandidate whose name begins with the alphabet which comes first in the alphabetical order getspreference.

    12. HOW TO APPLY : The application must be submitted only in the prescribed format on - line oron paper. Format of the paper application is at Annexure I and Instructions for filling up paperapplication and on-line application are at Annexure II and III respectively. 13. ADMISSION TO THERECRUITMENT:All candidates who apply in response to this advertisement by the CLOSING DATE and are eligiblewill be assigned Roll numbers, which will be communicated to them at the time of calling them forPST/PET, within two weeks from the CLOSING DATE unless their candidature is cancelled due toany reason like submission of multiple applications etc. A candidate must write his/her Roll numberalong with his/her name, date of birth and name of the examination while addressing any commu-nication to the Commission.     STEPS IN SETTING UP A SMALL SCALE INDUSTRYIn an industry, as in any work, one has to go through various steps before he reaches the goal.These are enunciated below :STEP-I. DECIDING TO BE AN ENTREPRENEUR

    A strong entrepreneurial attitude is the most vital fact behind every successful project. There-fore, the imperative need is to know ones qualities, strength and weaknesses as an entrepre-neur Ones strength could be his qualifications, training, experience, personality traits, knowl-edge etc. Every person, irrespective of his financial status possesses sufficient strength tobecome an entrepreneur. One may even start with a low investment enterprise and graduallybuild it up. After one has resolved himself in regard to the above consideration, the next stepwould be to gear himself for the endeavour.STEP-II. TRAINING : There are organisations which provide training to potential entrepreneurs

    which is motivating as well as encouraging. Training may be technical or managerial. Theentrepreneurship development training is conducted by over 700 organisations all over thecountry such as by SISIs (Small Industries Service Institute), District Industries Centres (DICs),Banks, State Financial Corporations, Institutes or Centres of Entrepreneurship Development,Technical Consultancy Organisations, Small Industries of Entrepreneurs Association, Chamberof Commerce & Industries and others. Such training is usually given freely and in certain casesone may even get a stipend particularly when EDPs (Entrepreneurship Developmenf Programmes)are conducted by the SISIs.STEP-III. PROJECT IDENTIFICATION AND SELECTIONScrutmization of the selective project of ones choice out of the many existing items, is thediscretary prerequisite for starting of any industry. First, short listing of ideas generated, can bedone by considering availability of Technical know-how, investment, health of industry, rawmaterial availability, market demand and supply position etc. However, the final selection shouldbe done based on an actual market survey. Ones personal assessment with regard to hisexperience, qualification, aptitude, personality characteristics, family background, financial po-sition and the like, serves as a vital fact for project identification. Further, the project should beprofitable enough to meet his financial requirements at present as well as in the years to come.STEP-IV. LOCATION OF THE ENTERPRISE : Location is of paramount importance for ensuringsuccess of any business including an industrial enterprise. An ideal location will be one whereall raw materials/inputs/feed stocks are available locally, market is in the vicinity, skilled labour is

    abundant and infrastructural facilities, particularly power, ensured. The site selected should besuitable for construction of industrial structure to house the plant and machinery etc. Also, thearea should have an industrial culture and market to send ones project. Further, an entrepreneurcan arrive at a worthwhile decision after taking into account the following aspects:1. Nearnessto market and raw materials, 2. Availability of adequate transport system for the procurement ofraw materials, despatching finished goods to markets 3. Availability of an industrial area/estateor an industrial zone with essential services viz. power, water supply and facilities for effluentdisposal, 4. Availability of required skills at reasonable wage rates, 5. Climatic conditions/envi-ronmental factors effecting the industry, 6. Incentives/concessions applicable for industriallybackward areas.STEP-V. ARRANGING TECHNICAL KNOW-HOW : Appropriate technical know-how is the key toentrepreneurial success. Quality products are ensured withright technology. However, careshould be taken the technology chosen is commercially acceptable and is similar to or better thanthat acquired by ones present and potential competitions. One significant consideration to bekept in view is that for any product there may be more than one way of manufacturing. A closestudy of the advantages and disadvantages of each of the processes should be made prior tochoosing the best option.STEP-VI. CONSTITUTION OF THE FIRM : Constitution of a firm can be done in variety of forms;proprietorship, partnership, private limited company, public limited company or a co-operativesociety. A co-operative society as a form of enterprise is a very convenient form to arrange

    loans, but extremely difficult to run. A co-operative society is recommended only if the membersare confident of ensuring smooth operations under all circumstances and for all times. Also,there is a limit on the distribution of dividends in case of a co- operative society. However, certainadvantages are offered like getting exclusive facilities under various government schemes.Whether the firm is sole proprietorship or partnership, ones liability is unlimited. The firmscreditors can sue one and recover their debts from ones personal assets also. When size ofoperations are huge, a private limited company may be the answer. This way when the firmfaces bankruptcy, ones liability is limited to the extent of .his shareholding the personal assetsare not at stake. A public limited company shall come in handy when one expands and graduatesinto a medium or large scale industry.STEP-VII. REGISTRATION : After the formation of an enterprise, the entrepreneur while estab-lishing a unit has to get his firm registered with Registrar of Firms, Income Tax DepartmentandDT/DIC.If the firm is a partnership firm the partners may get their partnership registered withthe Registrar of Firms. For corporate entities (Private or Public Limited Companies) registrationwith Registrar of Company is essential. Registration with Directorate of Industries DOI or DIS-TRICT INDUSTRIES CENTRE (DIC) is not compulsory but, helpful in obtaining various facilities.Such registration is done in two stages: (a) Provisional Registration, (b) Permanent Registration.STEP-VIII ARRANGING FINANCE : Finance for the industrial project should be obtained beforeapplying for registration. Finance for business has two components: (a) Fixed Capital, (b)Working Capital. Fixed capital comprises the amount required for land, building, plant and machin-ery, office equipment, furniture, fixtures, fittings, installations and other fixed assets etc. Work-ing capital is required for day to day operations of the unit for payment of wages, manufacturing/administrative expenses, purchasing, processing and storing raw materials, goods in process,finished goods, consumable stores/spares, etc. provide credit to trade on sales, to meet ex-penses on workers wages, transport and the like. Fixed capital can be had in the form of termloan, hire purchase, or differed payment facility. Working capital can be arranged from a com-mercial bank in the form of cash credit, overdraft and bills purchase/discount facility. Term loansare provided by State Financial Corporation (SFCs). Almost every State/Union Territory has oneSFC. Where there is no SFC, the State Industrial Development Corporation (SIDC) perform thefunctions. Apart from these corporations, banks (Commercial, Co-operative and Regional, RuralBanks) also sanction term loans although their main operations are extension of working capitalfacilities. All SSIs engaged or proposed to be engaged in legally permissible process/serviceactivity are eligible for financial assistance. Among other sources for raising finance is NationalSmall Industries Corporation Limited (NSIC) which gives machinery, indigenous and imported, onhire-purchase and leasing basis besides extending assistance (including financial) for procure-ment of raw material, imported and indigenous, and for sale to government agencies. For marginmoney which is the amount of money that one has to invest in the project from his own sources,there are a number of schemes through which partially or completely margin money required toset up the project is available. These are Special Capital Scheme, Seed Capital Scheme, NationalEquity Fund and Engineers Equity Fund.
