The economic crisis that hit most parts of the world impacts organizations, both public and private, in a similar way. Bud-get savings are constantly on the agenda. Cutting out man-agement costs and reducing layers of bureaucracy is a pre-requisite for future planning. Last year’s success

In 2012 IMH organized the Cyprus Healthcare Conference, which focused on “The future of healthcare in Cyprus & the best practices in healthcare provision”. The conference hosted dis-tinguished speakers from Cyprus and abroad who shared their expertise and knowledge with 120 delegates. Assessing Clinical and Financial Performance at Sheba Medical Center: The CHESS Model

During the recent years Sheba Medical Center has developed and implemented an innovative approach to assessing clinical and financial performance at a unit, depart-ment, division and hospital level. The system, which is called CHESS (Clinical, Health Economy and Satisfaction Simulator), is a business intelligence information technol-ogy platform intended for use by directors and managers on all levels. This talk will cover the development of the system, including the organizational processes that led to the development, the implementation of the system across the hospital including implementation challenges as well as a description of a case study.

Computerized tools for quality assurance: From electronic health records to business intelligence

Modern quality improvement and assurance methods in health care systems rely heavily on information technology. The rapidly evolving field of informatics opens av-enues for professionals to organize, understand, and effectively use medical records and data to improve the quality of health care delivery. All patients’ records at the Ram-bam Medical Center are computerized. In order to improve and assure quality of care, clinical and administrative databases are routinely used to generate sets of clinical outcome and procedural indices. These indices are used by the various departments to assess their performance and by the hospital management to evaluate strengths and weaknesses. The talk will focus on these information systems that have become an integral component of the hospital managerial processes.

How to really save money for your hospital: Recognising and treating Obstructive Sleep Apnoea – The Lincolnshire experience

Prior to 2006 we had no Obstructive Sleep apnoea service. Within 6 years of its in-ception, the number of fatal car accidents had fallen from 79 to 39 per annum! The clinical and economic evidence (including NICE guidance) for treating this condition will be reviewed to show how healthcare organisations can improve the quality of life of their patients and save money on fatal car accidents (£65 million p.a.) and recuring or hospital admissions (by up to 50% for cardio-respiratory conditions) by proactively treating this condition. A simple eight-question screening questionnaire can be used to identify patients with a sensitivity and specificity of 95% and set-up costs for these clinics is relatively low considering the ROI.

Clarity is King! HIMS [hospital management information systems] alone will not produce optimum performance

Information – even the vast array now available to the modern hospital manager through sophisticated HIMS – without understanding is an incomplete basis for op-timal decision-making. This paper sets out to demonstrate that information must be enclosed in clear operational guidelines (or directives, even contracts, depending on the circumstances) starting at the top, i.e. the Governance document (e.g. the Hos-pital’s Constitution) that defines the role of the hospital Board, including its powers and duties and just as importantly, where those powers and duties end, through the delegation of responsibilities from Board to CEO, the Executive, etc., continuing down to department and unit level and to each and every member of personnel, down to the orderlies and cleaners. The paper further argues that a focus on clarity, underpinned by relevant information received in a timely manner, should not only deliver optimum patient outcomes, but also higher profitability.

Public-Private Partnership, The experience of Ribera Salud

The Alzira Model, from the Valencia region of Spain, is a pioneering approach to healthcare delivery through public-private partnership between the healthcare provid-er, Ribera Salud Grupo, and the local government. The Model, developed in 1997, is based on a single integrated provider responsible for almost all care to the local pop-ulation. The Valencia Autonomous Community, in Spain, has more than 5,000,000 inhabitants and 20 per cent of these (1.000.000) are within the Health Areas covered by the Alzira Model.

Investment in health and health services is now needed more than ever

Almost every country in the world faces challenges in providing quality health services and achieving the WHO’s goals of better health, improved responsiveness to needs and the prevention of any financial burden due to ill health. Mr. Michael Oko, Director of the Sleeping Disorders Centre, UK

Michael Oko is a consultant ENT surgeon with a special interest and expertise in sleep apnoea and other sleeping disorders. He qualified in 1986 and trained at St Mary’s & Royal National Throat, Nose & Ear Hospital in London. He was a lecturer at the University of Glasgow in ENT surgery. In 2005 he was appointed as a consultant surgeon for ENT for the United Lincolnshire Hospitals Trust (ULHT) & Clinical Lead for Sleep Apnoea Service, and he served as Clinical Lead for General Surgery 2009-2011 and Clini-cal Lead for ENT for ULHT from 2007 to 2011. Mr Oko founded the Snoring Disorders Centre in 2006, and has since opened satellite clinics at Pilgrim & Johnson Hospitals and 150 Harley Street. In 2008 Mr. Oko’s pioneering sleep service at ULHT won the NHS East Midlands Healthcare Award for service trans-formation. In 2011 he won the Middle East Hospitals award for respiratory excellence for raising aware-ness of Sleep Apnoea in the region. Mr. Oko is a Fellow of the Royal College of Surgeons Edinburgh, and a member of the American Academy of Sleep Medicine, the European Respiratory Society, the British Association of Otolaryngology, the British Medical Association and the Royal Society of Medicine.

Ms. Val Moore, MFPH, MSc, PG Cert Ed, Implementation Programme Director of National Institute for Health and Care Excellence (NICE), UK

Ms. Moore’s career began as a teacher of biology and physical education, then in Health Promotion before progressing into management at the Cambridgeshire Health Authority and the East region. Val Moore joined NICE in 2005 as the first of a new team of field-based NICE Implementation Consultants. From 2008-2010 she was appointed interim Implementation Director and managed the introduction of the QOF and Quality Standards programmes. Now, as Implementation Programme Director, Ms. Moore has continued her responsibility for the programme of work designed to enable better implementation of NICE guidance. This includes: external engagement to develop and maintain important relationships with organisations and networks at local and national levels; practical support products such as for costing and commissioning, audit, education and other implementation tools designed to address bar-riers and levers to implementation of guidance; evaluation of uptake of guidance and shared learning examples of how it is put into practice locally.

Dr. Gabriel Polliack, M.D M.H.A, Deputy Director of Hadassah Medical Center-Ein Kerem, Israel

Dr. Gabriel Polliack is currently Deputy Director of the Hadassah Medical Center-Ein Kerem in Jeru-salem, Israel. A graduate of the Hebrew University-Hadassah School of Medicine, he completed his residency in Diagnostic Radiology at Hadassah and subsequently earned a Master’s degree in Health Administration from Ben-Gurion University. He is a full Colonel in the reserves of the Israel Defence Forc-es and a graduate of the prestigious Israel National Defence College. Dr. Polliack headed the Primary Medical Services for Maccabi Health Services, the second largest HMO in Israel, where he previously served as Head of National Services. In these capacities, he directed the implementation of extensive teleradiology services in the community, actively participated in the development of other telemedicine services in Israel and abroad, and introduced innovative technologies to these services. In the private sector, Dr. Polliack has served as President and CEO of companies providing telemedicine and imaging services to Eastern Europe and the U.S.

Dr. Peter Briggs, Public Health Specialist, Director of Health Audit International, UK

Since 1990 Dr. Briggs has been the proprietor of Health Audit International, specialising in both popula-tion, hospital and specialty health issues. His earlier background was in public health medicine within the UK National Health Service. He qualified at Guy’s Hospital, London in 1967. Extensive in-house research has been undertaken on all aspects of hospital efficiency. with cash flow problems increasingly common throughout the UK and elsewhere. Advice is also given on quality and outcome issues for all specialties and conditions. Throughout 2008 consultancy work was undertaken for the Welsh Assembly Regional Government, developing quality and outcome indicators for over sixty regional specialties & rarer con-ditions. This was a major exercise which influenced how specialty requirements were negotiated with individual hospitals throughout Wales (population 3 million). At the time, outcome measures were a very new area of management attention though happily this is now changing. Projects have included health centre development, hospital management reconfiguration, clinical service and specialty reviews plus projects in Nigeria. More specific projects have included cancer services, medical staffing, HIV, medical audit, hospital organisation and productivity. Dr Briggs has led medical tours to China and South Africa allied with recent visits to Saudi Arabia and Poland.

Prof. Salman Rawaf is qualified in medicine with training in paediatrics and public health. Professor Rawaf is a Fellow of the Royal College of Physicians London and the UK Faculty of Public Health and Member of the Faculty of Public Health Medicine, Ireland. He is the UK Faculty of Public Health Global Health Adviser, a Member of the International Committee of the UK Academy of the Royal Medical Colleges, a Member of WHO Advisory Committee for Health research, and Programme Leader of the Postgraduate Diploma/MSc in Family Medicine at Middlesex University. He is an Honorary Professor at Ghent University, Belgium and King Saud University at Riyadh.

Prof. Raquel Alves is a professor, researcher, and head of active and professional education. Prof. Zeev Rotstein has been Director General of the Sheba Medical Center, a large tertiary campus, since 2004, as well as a Senior cardiologist at the Heart Institute. He specializes in health management and is a Clinical Professor at the Tel Aviv University, Sackler Faculty of Medicine. Prof. Rotstein has been a pioneer in Israeli healthcare for implementing the concepts of “management by constraints” and “management con-trol” of clinical departments of the hospital and the concept of “clinical flexible budget” for all of the hospital’s departments.

Dr. Yaron Bar-El, MD, MHA, Associate Director of Rambam Health Care Campus, Israel

Dr. Yaron Bar-El is Clinical Assistant Professor in the Technion-Israel Institute of Technology Faculty of Medi-cine, and Deputy Director of Rambam Medical Center, the largest hospital in Northern Israel. He received his MD from the Technion-Israel Institute of Technology (IIT) Medical School in 1983. Dr. Bar-El’s career spans cardiac surgery, healthcare administration, physician recruitment and physician education, as well as teach-ing Israel’s next generation of physician/researchers. Especially interested in improving patient outcomes via advanced techniques in cardiac surgery, Dr. Bar-El also wants to see that the administrative side of pa-tient care is performed as professionally in the background as it is at the bedside. He completed his Masters in Health Administration in 2008. Dr. Bar-El has written 2 chapters in books, 31 peer review publications, and 27 papers in conference proceedings.
