It was a do or die duty to vaccinate almost five million sheep and goats. Figures abound for those

who are fond of accuracy: 4,731,522 small ruminants. Almost half of this small ruminant population got vaccinated in the Far North region. The campaign rounded up with 1,800,000 small ruminants being vaccinated. 1,000,000 sheep and goats had already been vaccinated thanks to the International Committee of the Red Cross, ICRC. Initially, the operation had to cover six million small ruminants. But

heavy downpours, lack of rural access roads, and the vastness of the territory remained below 100%. Fortunately, the vaccination rate was satisfactory. Livestock services are encouraged to beat their chests. The overall figure stood at 4,624,135 sheep and goats during pre-vaccine counting, being an additive of over a thousand of the most likely forecasts. This increase has an explanation. Households with small ruminants resisted and were reluctant to join the campaign at the beginning. They were thus scared of the unknown. Awareness-raising campaigns and media coverages rallied sceptics to the course of vaccination. The most beautiful stories were written in the two English-speaking regions. The South-West, 19,500 sheep and goats, and the North-West, 210,000 animals, instead thwarted forecasts in a positive way as a «blank» vaccination campaign was rather looming due to the ongoing socio-political unrest there. Vaccination happens to be the

triggering event as it accounts for the maiden results of the Livestock Development Project. Among other land-marking achievements is the handing-over of 3,160 sheep and goats to poverty-stricken and conflict-affected people. A colossal sum of close to two billion francs, was given out as subventions to producer organizations. The follow-up of the implementation of the business plans of producer organisations is geared towards the realisation of results in production/productivity, processing and marketing.

The Project wants to witness another breakthrough by all means. It has to do with the importation of a core group of pregnant heifers. This is one of the tools enshrined in the strategy to increase milk production. In the meantime, calvings have been taking place thanks to inseminated cows. As for pastoral infrastructures, they are spreading like wild fire. Both the animals and even people are gradually getting used to them.

Close To Five Million Sheep and GoatsWere VaccinatedThe Minister of Livestock, Fisheries and Animal Industries, Dr Taiga, launched the national vaccination campaign against “peste des petits ruminants” in Nanga-Eboko in the Centre region on the 25th of September 2019.

of Livestock, Fisheries and Animal Industries, in person and in a white lab-coat, immunised animals. The member of government was moving on from one animal after another:’’A non-vaccinated goat or sheep is a danger to all other small ruminants in Cameroon’’

said an an excerpt of Dr Taiga’s speech. He made this statement during the official launching ceremony of the free and mass vaccination campaign of sheep and goats against “peste des petits ruminants”. The Minister equally emphasised on the following reality: «Eradicating the plague of PPR will also improve the nutritional status of populations

and secure their livelihood». The government wants to raise the level of the on-going campaign to a model of success in Central Africa. This is to foster healthy emulation among neighbouring countries, namely Chad, Gabon, Equatorial Guinea, Congo Brazzaville and even Nigeria.

Vaccinating as a Duty!

The Impact of Cameroon in the fight against “PPR”

The only obligation, as regards pastoral households, was to get their animals vaccinated.

The country is closely linked to the history of this disease.

The person who discovered the virus that causes the disease is from Cameroon.

30 Operational Veterinary Clinics

30 Young veterinarians have each received a subvention worth ten million francs CFA

in cash. The purpose of the assistance is to help them to set up their private veterinary clinics, boost the activities of these firms and render them more operational.. This decision to empower the young Vets was

taken by the Ministry of Livestock, Fisheries and Animal Industries. PRODEL is merely implementing it. Their duties go beyond ordinary veterinary services. Indeed, they have been assigned to support the implementation of health-oriented livestock farmer groups. Partnerships with wholesalers make

their work easier. These young «vets» have already received shipments of drugs. They are worth CFA francs 3.4 million per office. The support also covers running costs. This includes the salary that is given to staff and rents for a limited duration.

Over Two Billion Put Aside For Business Plans

60% of PRODEL’s own share of capital goes to business plans. The absolute value of

consolidated investments amounts to nearly 1,400,000,000 frs CFA. The most ambitious business plan is nearly 147 million francs. It funds the farming and commercialisation of table eggs in Njimbouot Fongue in the West region. As for the cheapest business plan, it is estimated at nearly 39 million francs. It is a poultry project in Ngaoundéré. Poultry also happens to be one of the dominant

sectors. It carries the lion-share of 14 reliable business plans. Six of them are in Table eggs farming. Against all expectations, the pig sector is limited to two business plans: Ouro-Tchédé in Maroua and Kombè towards Mbanga, PK 21 et PK 34 towards Yabassi. In as much as the apparent lack of interest in pig farming goes without saying, the funding of three business plans in beekeeping catches people off-guard. The three honey projects, in Mbouda, Dschang and Ngaoundéré,

account for nearly 133 million francs. Zone I has been ascertaining certainties in the cattle sector. It hosts the three related business plans: Tchabbal, Sanguéré Guider and Mayo-Oulo. The bovine-milk sector has also secured a business plan. Small ruminants are surprissingly missing from the very first set of co-fundings. Although three business plans have already been screened by the Regional Screening Committee, CRPS, none of them has received any formal credit approval from PFIs.

Business Plans Amounting to One and a Half Billion in Zone III

The amount of one and a half billion francs represents the overall investment that is

being made in the projects under implementation in the Littoral and West regions. In the last mentioned region, the Simplified Cooperative Society for the Promotion of Livestock Farming in the West, SCOOPS PROELAO, has secured the highest share, almost 147 million francs. The investment aims at increasing the production and marketing of table eggs in the locality of Njimbouot Fongue. The Simplified Cooperative Society of Table Egg Farmers in Mbouda, SCOOPS PROTAM, has almsot raised a similar budget, as two million francs merely separate it from the top-ranking amount. The 146 million will help it increase the production of table eggs in Mbouda. In the same city, the Simplified Cooperative Society of the Active Honey Farmers in the Bamboutos,

SCOOPS COPRAMIB, is leading a project. It is improving beekeeping products. At a stone throw, the Table Egg Farming and Marketing Cooperative in Baleng, COPROBA COOP CA, has been given 138 million francs. Almost 100 million of that investment has been raised by the Simplified Cooperative Society of Table Egg Farmers in the Penka Michel sub-division, SCOOPS ABOGA ELE.

In the Littoral region, the Cooperative Society of United Poultry Farmers in Cameroon, STE COOP AVIRCAM, has been in the field in order to optimize the supply chain and improve the slaughtering and packaging conditions of broilers (table chicken)in the locality of Tonde, some 28 miles away from Yabassi. Its business plan is over 139 million francs. With 10 million francs down, the Cooperative Society with a Board of Directors of

New Look Pigs and Poultry Farmers in Cameroon, NPC COOP CA, has been increasing its production. This happens in the production basin that ranges from Mbanga to Penda Mboko. With 128 million, the Secret Cooperative of Modern Livestock Farming in Cameroon, COOP CA PROSEMC, is in charge of the Project to increase the production/productivity of broiler day-old chicks from their Broiler Parent Stock Farm in PK 30 and the modern hatcheries at PK 21 in the locality of Tondè. The Poultry and Pork Farms of the Future in Cameroon, COFAC COOP CA, have been implementing a similar projet. But it has to do with the farming and marketing of table eggs in the Dibamba sub-division in Missolè. It amounts to over 116 million francs. The prevailing social climate has been hampering attempts to develop business plans in the South West and North West regions.

Zone III, made up of the Littoral, West, South-West and North-West regions, has ascertained its good name of a business hub par excellence.

Solemn Hand Over of 10 Checks to Producer Organizations

Producer organisations carried their checks in triumph. The three parties were made up

of Producer Organisations (POs), Partner Financial institutions (PFIs), and PRODEL. They thus disclosed their mutual commitment. Earlier on that day, stakeholders carried out many field visits. It was their duty to have a close look at the activities

conducted by Producer Organisations. It was also an opportunity for many to discover the sites where business plans are under implementation. The collection, farming, processing and marketing of honey from the Bamboutos Mountains in Mbouda caught the attention of visitors. Similarly, the farming of table eggs in Penka Michel confirmed the

dedication of beneficiaries of the co-funding for vivid results. The other eight POs experienced the same field visits. Strict compliance with socio-environmental safeguard measures makes them viable.

330 millions Francs For Business Plans In Zone II

Over 145 million francs have been put aside for the Simplified Cooperative Society

of Poultry Farmers in Cameroon, SCOOPS SCA. The money has been in use to improve the farming and marketing of table eggs. The organization is located in Nsimalen-

Yaoundé. The Cooperative Society of Farmers and Breeders of Cameroon, SOCOOPAECAM, is 20 million down, as compared to SCOOPS SCA. 125 million are used to produce hatching eggs and day-old chicks. Finally, the Joint Initiative Group of Fervent Researchers and Farmers in the

Centre, GIC CFAEC, is the beneficiary of 60 million francs. It shall increase its farming and marketing capacity to 2,000 broilers per week.

The Centre, South and East regions all stand out in poultry production.

Over 629 Millions Francs For Business Plan in Zone I

Over 293 million francs have been secured for business plans in the cattle sector.

Three Producer Organizations share the said amount. The Simplified Cooperative Society for the Sustainable Development of the Mayo-Oulo Cattle industry, SCOOPS-Embouche Promote, has been granted around 127 million francs for the production and marketing of beef-cattle. Its duty is identical to that of the Cooperative Society with the Board of Directors of Agro-Livestock Farmers of Sanguéré in Guider, COOP CA GANTOBE. Over 88 million francs has been made available for its development activities. The third PO is the Cooperative Society with the Board of Directors of Tchabbal

Cattle Farmers, COOP CA EBT. It has secured over 77 million francs for its project.

Poultry appears twice so far in this zone. SOCOPOT CA, the Cooperative Society with the Board of Directors of Table Egg Farmers in the Adamawa region, has been granted over 135 million francs. As for the Simplified Cooperative Society of Darang Egg Farmers, SCOOPS PRODA, it has recieved nearly 39 million francs. The investment has to do with the farming of broilers.

All other sectors only appear once in the books. That is the case with the sole project on dairy cattle. The Simplified Agro-Pastoral Cooperative

Society of Velambaï, SCOOPS-PAAM, is the beneficiary of an investment of over 50 million francs. It has been producing and marketing fresh milk. The pig industry has also been running only a single business plan. It engulfs just over 50 million francs. The Simplified Cooperative Society of Agro-Livestock Farmers of Maroua I, SCOOPS-BRAY, has been committed to producing and fattening pigs. The beekeeping industry takes this overview to an end. Over 62 million francs is set aside for collecting, storing, processing and packaging honey. That is the content of the business plan of the Cooperative Society with the Board of Directors of Malwa Honey Farmers, COOP CA MIEL ANNOUR, in Ngaoundéré.

Banking transactions amount to 350 million francs. These figures are from Crédit du

Sahel. It has already received over 233 million francs from the Livestock Development Project, PRODEL. In return, the microfinance institution has raised over 116 million francs. Four Producer Organizations (POs), have received funding from the partner MFI. Dairy cattle, beef-cattle and poultry are its favourite sectors as for now as regards funding. Against all odds, no provision has been made for sheep and goats so far. Crédit du Sahel is still to sponsor

a project on small ruminants.

Crédit du Sahel has almost been running neck-to-neck with Financière générale d’épargne et de crédit, FIGEC. Its turn-over with Producer Organizations is as high as 349 million francs. Crédit du Sahel just has an edge of a single million over FIGEC that has been supporting three Producer Organizations within pork and poultry sectors.

Good things always come in threes. This principle applies to rural credit champions. The Mutual for the

Promotion of Credit Investment, MUPECI, rightly claims its place within the big league. It has almost handled 330 million francs in cumulative value (Prodel funds and own mobilizations), a difference of 20 million with the on-going flag bearer. MUPECI is supporting three Producer Organizations. Its funding has prioritized poultry and pig farming business plans. Honey from the Bamboutos should also be added.

RESILIENCE

3,160 Families and Women Were Handed Over Sheep and/or Goat As Capital

The beneficiary families and women, 3,160, came from the Far North region. The targeted

councils were those of Blangoua, Logone Birni, Kolofata, Tokombéré, Méri, Maroua I, Kaélé, Taibong, Kar-Hay, Moulvoudaye, and Guidiguis. The other families and women were from the North region from the councils of Figuil and Garoua III. Families received small ruminant breeders and feed / veterinary kits.

The process had already identified 6,800 families as against 5,000 initially previewed. The beneficiaries are from 504 villages. Administrative authorities, to varying degrees, including Governors, Senior and Divisional Officers were tasked with sharing animals within their command units. This, actually, has to do with some support for the resilience of poverty-stricken and conflict-affected households. It is

one of the duties of the Ministry of Livestock, Fisheries and Animal Industries that has been devolved to the Livestock Development Project. Indeed, PRODEL has been called up to contribute to the improvement of food security and living conditions of vulnerable people, poverty-stricken and conflict-affected communities in all the 68 councils in the North and the Far North regions.

Dr Taïga chaired the series of handing-over ceremonies of livestock gifts in some councils in the North and Far North from the 13th to the 17th of June 2019, and on the 20th of January 2020.

‘’HUMANITARIAN PRODEL’’RESILIENCE

Over-View of the Address by the Ministerof Livestock in the North and Far North

Armed conflicts are destructive. According to the Minister of Livestock, Fisheries and Animal

Industries : «The exactions of the Boko Haram sect and insecurity at the borders have led to a significant displacement of families in the villages whose level of resilience is now surpassed. « Dr Taïga quoted the President of the Republic on what a state duty is in relation to participation from citizens.: «... winning the battle of development together. I also have to mention your large capacity for livestock farming, milk and meat production, as well as in the cultivation of cereals. «

Specifically, the Minister of Livestock, Fisheries and Animal Industries, the objective is to support the vulnerable households identified within the poorest and most affected communities in a bid to rebuild their livestock-related assets. Each of the

selected families receives a dozen small ruminants and associated services for technical monitoring of livestock. According to Dr Taïga, resilience initiatives also encourage income-generating activities among women’s groups from these poor communities.

The speech by the Minister of Livestock, Fisheries and Animal Industries also focused on the choice of the sector. Indeed, he argued that raising sheep and goats is a source of savings that can be raised. It also plays a considerable socio-economic role and is a source of livelihood. At the same time, sheep and goats provide food and wealth to the people.

The donations, Dr Taiga stressed, aim at contributing to the economic recovery and improved food security for the beneficiaries. Moreover, they

encourage livestock farming in order to meet people’s nutritional needs, increase domestic production, reduce importations and create jobs.

Dr Taïga came up with an idea for sustaining resilience-enhancing activities among poverty-stricken and conflict-affected communities. This is the «Pass On the Gift» formula. It is a social contract. It compels each of the maiden beneficiary households to cede five small ruminants born from his/her flock to the ones identified in all the villages the following year.

The donation of sheep and/or goats is timely. This was the opening statement by the

Minister of Women Empowerment and the Family. Pr Marie-Thérèse Abena Ondoa repeated this message to the populations in Salak, Kolofata, Tokombéré, Méri, Kaélé and Dziguilao. Small ruminant donation has come to relieve the population. According to the Minister of Women Empowerment and the Family, conflicts always fuel gender-senzitive segregation. In other words,

women are the most vulnerable victims in armed conflicts. Sheep and goats, animals for women and children par excellence, they have to be well catered for else they shall all disappear if left at the mercy of predators of all kinds and thus women shall fail to make savings in a bid to finance the health, education and nutrition of their household.

Pr Marie-Thérèse Abena Ondoa observed a kind of return to normalcy in the localities that she visited.

Displaced populations are retracing their steps. The donation of sheep and/or goats will be used to settle them down again on their lands of yesteryears. The Minister of Women Empowerment and the Family did acknowledge that Humans need food for satisfaction. But it will be necessary, before eating these animals, to have them fructified or multiplied. Even sales have to wait for the proliferation of births. Some births did even occur on handing-over venues.

Testimony of a Person Living with a Disability and Beneficiary of 10 Goats

Goodbye to a life of all odds. The government has donated goats to Joël Sanguem. In

return, the beneficiary has promised to comply with government instructions : «Goats are given drinking water before anything else in the morning. I move around and bring them fresh herbs’’. He is keen on exercizing patience until 1 or 2 pm before liberating the animals. The enclosure is opened only when

the sun is at its highest. The morning dew has dissipated. Pastures become more enjoyable.

The goats are set free by then: «I let them graze to their satisfaction. The goats then return to the enclosure and drink water again. They give me hope for the future. The feeding, health and education of my family henceforth depend on it. I am now the father of five children. One

unfortunately passed on.

He used to live on his can-do attitude such as collecting firewood. Teasing him about the possibility of eating one of the goats irritates him: «kindly avoid mentioning the possibility of any early consumption of these animals. I have received them for multiplication purposes. I cannot hurry to eat them.»

Testimony of a Widow and Beneficiary of 10 Goats

10 goats to rekindle hope in an entire family. The lady is not a mere widow. She is first

and foremost the mother of three (children). She lost her husband after a protracted illness. The woman

raises the said children from fruits collection in farms. The mother can then buy millet. The artisanal processing of these cereals produces Bili Bili. The sale of the local beer allows her to pay school fees: «The

three kids cost me 12,000 francs a year. Goats will make it easier for me. As for government, I want to say a big thank you like this calabash.»

Selection Process for the Beneficiaries of Resilience Initiatives

Five operators were selected for the implementation of the activity. Jeunesse active pour

la lutte contre la pauvreté et le VIH SIDA et ses souffrances, JAPSSO, was awarded the first lot. The second lot was awarded to Centre opérationnel pour la promotion et la régénération économique et sociale – Secteur Afrique, COPRESSA. Synergie pour le développement local, SYDEL, won the third lot. The fourth position was given to l’Union des Églises baptistes du Cameroun, UEBC- SAARE TABITHA. Lastly, the fifth lot was attributed to

Association camerounaise pour le développement local, ACDC.These selected operators worked in close collaboration with staff from the Ministry of Social Affairs and that of Women Empowerment and the Family, including the two Regional Delegates and the 10 Divisional Delegates concerned.

As a prelude to the deployment of field operators, PRODEL organised 10 divisional meetings from the 26th of December 2018 to the 11th of January 2019. It was in a

bid to sensitise local authorities on the ins-and-outs of the activity. These meetings also made it possible to introduce operators to the said authorities. They provided clarifications on the expectations of the activity. This is all about the role of the various committees in the selection process of beneficiaries, number of beneficiaries per village (7 to 10), by council (75 to 100), the responsibility of MINEPIA agents in the zoo-sanitary monitoring of these animals.

A call for expression of interest had been made public for the selection of service providers.

The supervision has been thorough from the beginning to the end. The operators took part in an

upgrade training, says Dr. Fatima Djibrila Sidiki. It was organised by PRODEL. The goal was to harmonize understanding, she adds. The beneficiary villages had to host many vulnerable citizens: poor people, people with disabilities, widows and other socially marginalised people.

There was another condition. It is that of having hosted displaced populations. General assemblies were subsequently used to «identify the members of the local targeting committees. These members lived with the natives. They know each other. It’s about setting up a sub-divisional targeting committee. Members have been trained in the criteria for identifying and selecting

vulnerable people.» The finalisation of the choice of a vulnerable target was the collection of its geo-location data. This trick allows the first person to identify the beneficiaries with ease.

Triggers for Resilience Initiatives

These regions have the highest rates of food insecurity and the least favourable vulnerability

indicators thus making them even more fragile. The regions in question are subject to a recurrence of climatic shocks in recent years. The malnutrition rates observed in some northern regions are very high. 19.3% of children aged 5 are hungry and food insecure. This situation

has been exacerbated in the North and Far North since 2014. In fact, the exactions at the border with Nigeria have led to a considerable displacement of families. They are welcomed in villages whose level of resilience is surpassed. This situation has a regrettable impact on progress in human development. 45% of the population depends on subsistence agriculture. Against this backdrop,

vulnerability to environmental, economic and individual exogenous counter-effects is high. Only 37.1% of the total population is food secure, based on 2007 data.

The Far North and North remain priority regions for assistance interventions.

PRODEL as an extension of MINEPIAin resilienceThe Livestock Development Project is not intended to remain insensitive to the human suffering resulting from the Islamist aggression of Boko Haram and socio-environmental shocks.

Close collaboration among administrative authorities.

The Project has given itself the task of responding to the specificities of these two

regions through «support for the resilience of poor and conflict-affected households». The objective of sub-component 2.3 is to improve food security and living conditions of poor and conflict-affected communities in the targeted

intervention area. Specifically, it is up to the Project to support poor households identified in the poorest and most affected communities. It is to help them rebuild their main livestock-related assets. The mission is to put at their disposal a nucleus of small ruminants : a herd of about ten heads. It is necessary to add associated services for the

technical monitoring of the flocks. The project thus has been, to its credit, enumerating organisational development, associative life, and various trainings such as in the good conduct of livestock, food and animal care. PRODEL promotes income-generating activities within the groups of women from poor communities.

End of Preparatory Activities for the Hand-Over of Animals to the Baka People in Zone II

The training revisited the ins-and-outs of the process of handing over of high-

performance animals to the Baka people. The training focused on the production and selection standards and technics in the breeding sector. In fact, issues of appropriate breed, sanitary concern, habitat, nutrition, protection and marketing of village poultry, small ruminants, pigs and honey were adequately deliberated upon and finally adopted in a participatory manner. This training was part of the final stage of the

series of activities planned as a prelude to the effective start of the distribution of productive support to the Baka. The benefit/merit derived by the participants is to have deepened and harmonised their knowledge about selected sectors. With this in mind and as key follow-up actors, participants are now able to support the Baka people in this process of breeding effectively.

PRODEL, as a reminder, has undertaken to provide, in compensation, livestock support to

nearly 1050 Baka households in 49 communities. Boumba and Ngoko has 15. It is the same number in Kadey. Upper Nyong dominates with 19 Baka communities. The process began in 2018 with the identification of beneficiaries by operators and the participatory development of three Baka Indigenous Peoples Action Plans. It was thus the preparatory phase for the implementation of the said Plans; which has just expired to make way for the distribution and effective support for the Baka during the second half of 2019.

The Heads of Services of Social Action, SASO, and the Divisional Delegates of Livestock, Fisheries and Animal Industries, DAEPIA, took part in the training / refresher course for this purpose that held from the 27th to the 30th of June 2019 in Bertoua.

Cameroon, Ready to Welcome 165 Dairy Cows

Three transit barns are in their final stages of refurbishment. They are to cows what habitat

is to humans. The animals are Montbeliarde cows. Water supply is also effective. Its network has been connected and re-enforced. Field

teams are also concerned about feed issues.

The importation and distribution of pregnant heifers is part of the practical implementation of the policy to improve national milk

production. The chosen breed is resistant to thermal stresses. It can produce 40 litres of milk per day as compared to 5 or 10 for local breeds.

Close to 900 Cows Inseminated

The overall count hits 900 cows. A selection and awareness campaign preceded the said

inseminations which ended with to a cumulative performance of almost 200 cows. Operations have doubled in intensity on the field. More than 8,000 cows are qualified for artificial

insemination. Females with various diseases have been excluded. 12 inseminators having the requisite job profile are at work, thanks to the numerous training courses dispensed. They were receiving technical assistance from COOPEX, a French operator specialized in

the domain. The Project signed a contract with this operator to provide services relating to the acquisition of Montbeliarde cows.

About 30 Calvings or Deliveries So Far

«Tchioutoukon!», shouted one inseminator in foufouldé vernacular language. One of

the inseminated cows gave birth to twins. No one had predicted that twin pregnancy. The delivery of the first calf had already caused livestock services to jump in excitement. They were still wondering about the success rate of artificial

inseminations as some fresh animal life sprang again from the bowels of the same cow a couple of minutes later.

The loss of water had alerted the team. The mood of the inseminated cow kept changing. Keen people knew that contractions had started again. The first series of 200 inseminated

cows is already accounting for the delivery of 30 calves. People still have to exercise some patience. The success rate of inseminations will accurately be known by the end of the first semester of 2020.

The first batch of artificial inseminations is already displaying convincing results.

Dairy Cow Management: Development of National Expertise in Zone I

The 165 pregnant heifers that are being acquired deserve all their living comfort. This is

an essential provision (80%). The goal is to allow these cows from France to produce as much milk as possible. However, expertise in this area remains debatable in Cameroon. To remedy this, two experts from COOPEX Montbéliard visited Cameroon. On this occasion, Jean Paul Brun and Gerald Cressier trained 32 staff from the Ministry of Livestock, Fisheries and Animal Industries, Producer Organizations and other private sector beneficiaries. The training workshop took place under the watchful eyes of the National Specialist in Animal Production Development and Quality

Management, Dr. Jean-Marcel Mandeng.

The adaptation of high performance dairy cows to climatic and environmental stress situations, typical building standards, the need for generous production and genetic improvements were the peculiarities conveyed to participants. Physiological assessment and intervention techniques were related to various areas of knowledge: calving preparation and management (pre-calving a cow), pre- and post-natal feeding, calf nursing and lactation, post partum diseases, calving complications associated with human interventions. Cow feeding also interested participants. It varies

accordingly from the beginning of the period of lactation to that of drying up during the peak period of production, they learned. The safe conduct of milking and storage of milk came to put an end to the training.

Contractors and trainers represented the operator by name COOPEX Montbéliard. It is the supplier of the 165 pregnant heifers. This training of trainers is part and parcel of the contractual clauses with MINEPIA via PRODEL. The activity contributes to the national improvement of milk production. It operates through the establishment of semi-intensive dairy farms and the dissemination of artificial insemination.

Pastoral Resource Sites

A new momentum has been speeding up the implementation of Pastoral

Resource Management Plans. Eight new construction projects are underway in the councils of Ngong, Bétaré-Oya, Garoua-Boulaï and Ngaoundal. The new momentum has increased the number of projects from 21 to 39, with focus on the following aspects :

The first one relates to watering equipment. In detail, people would notice pastoral boreholes right away. There are also public fountains. They supply the local populations in need of water. Human interest extends to the use of solar energy. They count numerous mobile phone charging devices. In addition, the Project constructed water troughs intended for small and large ruminants.

The second set of pastoral investments refer to zoo-sanitary intervention parks. They have been innovated. These are offices and toilets to serve as auxiliary equipment. The best example in this regard is the Laïndé-Gouna zoo-sanitary intervention park in the council of Lagdo.

The said council has restored 30 hectares of pasture in Djalingol. Beneficiaries

got involved. Capacity building equiped them for this. They were part of the landscaping work. Several tools did help them to develop the technical itinerary. Stakeholders therefore proceeded

by seeding that included complete weeding, mechanized tillage, broadcast Bracharria seeding, post-emergence herbicide treatment, fertilizer application, space delineation or even manual weeding.

Ngaoundéré Cattle Fair

The Livestock Development Project, PRODEL, did support the organization of the 2019 Djouldé

Dabbadji Djoda. The event was chaired by the Minister of Livestock, Fisheries and Animal Industries. The objective of the Fair was to promote livestock across Cameroon. The country, at the footstep of Chad, is one of the main suppliers in the sub-region: 20 million heads. Actually, livestock dominates rural life in six regions out of 10. The jamboree is an initiative of the National

Confederation of Cattle Breeders of Cameroon, CNEBCAM. Innovative pastoral practices, new animal bio-technologies, development of business opportunities, and the consideration of value chains were the sub-themes of the Cattle Fair.

PRODEL sponsored visibility activities. The Project took care of both communication and marketing aspects of the event. Logistics should also feature. It had to do with the total transportation of animals.

A Continuous Training ProjectResponse To Some Mock Outbreak of Avian Flu

Feeds and feeding constitute a very critical aspect of animal production that must be taken

into serious consideration before the animals arrive a production farm. This is even more critical with the imported breeds like the Montbeliarde. Thus to prepare for the handing-over of the first 165 pregnant heifers to beneficiaries, the Project therefore had to anticipate and train heifers beneficiaries on the feeding of dairy cows. The number of training days reached 100 from a cumulative perspective.

The other training theme had to do Stakeholders in the livestock sub-sector are now in a better position to tackle

possible outbreaks of avian flu. In this regard, a training session was held in Mbalmayo in the Centre region of Cameroon. Participants did review theoretical principles and went through full-scale tests. They reacquainted themselves with warning and investigation

with the sustainable management of pastoral resources. It has benefited 17 council staff and pastoralists among our service providers. The training took place at the National Advanced Polytechnique School in Maroua. It accounts for a total of 126 training days. An exchange mission took place in Maroua for a Research (Master’s degree training programme) that targets two MINEPIA staff. Another one is planned in Dschang for the training of two staff in Health Economics.

The beneficiaries underwent the training by making compulsory quarantine, complying with strict bio-security requirements, slaughtering table chicken, destroying carcasses, cleaning, disinfecting, managing contaminated people, and communicating.

internships within the Project. They contributed to the implementation of the communication campaign on the vaccination of sheep and goats against ‘’peste des petits ruminants’’. Other internships are underway. They are related to renewable energies for the conservation of vaccines and greenhouse gas assessment tools. The last batch of interns for 2019 was scheduled for November. The themes have to do with the evaluation of pastoral resources and fight against invasive plants.

All this was done in a practical training poultry farm in-between Yaoundé and Mbalmayo under dual supervision from Dr Fall, International Consultant, and Dr Casimir Ndongo, Director of Veterinary Services, in the Ministry of Livestock, Fisheries and Animal Industries, MINEPIA. Only practice shall help participants to perfect their skills.

Many beneficiaries did take advantage of the trainings initiated by PRODEL this semester.A training session took place in Mbalmayo, near Yaoundé, by early 2019.

AWARENESS-RAISING AND SUPPORT FOR THE YOUTH

Talks with Potential Beneficiaries during the 11th February (Youth-Day) Fair

The Livestock Development Project, PRODEL, participated, for the second time running, in the Youth Day Fare at the Yaoundé Multi-Purpose Sports Complex.

«A counter of opportunities» for the youths. That is how the presentation of PRODEL was seen

by its audience. It was made up of thousands of people. The « exposé » laid emphasis on the selection/installation of private veterinary doctors. 30 of them were assisted in the setting-up of their clinics across the country. This figure shall rise to 50 by the end of 2020. This was the subject of the presentation of the Project to the curious audience. There were thousands of people at the occasion. PRODEL has revealed its impact in the installation of young veterinarians in private practice. For sure, veterinary doctors are part of a specialized target. But there are provisions for other youths.A meaningful number of young producers have to enjoy livestock

goods and/or services from the Project. The requirement is written in bold in project’s indicators. Additional youth-friendly conditions are highlighted. For instance, the youths, both in quality and quantity, also have to switch to improved and innovative livestock technologies. Young visitors had answers to their major concerns. They were interested in knowing how the project could support their private initiatives. The reception service within the stand responded to all their worries. The youths have to come up or join Producer Organizations. Upstream, their POs are entitled to input and equipment supplies or genetic and veterinary support. Downstream, young Producer Organizations are entitled, when they meet conditions, to various forms of support: collection,

processing, packaging, storage and marketing of their products.The youths happen to be a prime target in funding business plans. The slope by the way, is broad. Funding can cover production units for poultry, cattle, small ruminants, pigs and beekeeping. The youths are called up to process meat, milk and /or honey. Possible food factory units are taken into account. The same holds for slaughter and / or processing value chains. They have to meet the following requirements: be a member of a PO, show evidence of a productive partnership with a buyer, mount a draft of a business plan and establish a partnership with a financial institution.
