In this Regulation unless the context otherwise requires:

3. Estabflshmelll

1. The Technical and Vocational Education and

Training Agency (hereinafter the "Agency") is

. hereby established as an aulonomous federai

govemmenl organ having ils own legaI

personality .

2. The Agency shall be accountable lo the Minislry.

4. Head Omee

The Agency sha11 have its head office in Addis

Ababa and may have branch offices elsewhere, as

may be necessary.

5. Objectives

The Agency sha11 have the following objeclives:

l. to ensure thal lechnical and vocational educalion

and training is properly organized and ils quality and sustainab ility are maintained with a view to

realizing Ihe country's objectives for economie and social progress;

2 . . lo ensure that equilable training is provided . to

citizens and that a11 training programs are bas~.d on Ihe country's development stralegies and

labour market needs, and develop Ibe culture ~f

entrepreneurship;

3. to enhance the capacity of micro and small enterprises.

6. Powers and Duties ofthe Agency

The Agency shall ha ve the powers and duties lo:

l . develop standards and legislative framework required for the implementation of the country's strategy for technical and voc'ational education

and training and, upon approval,follow up the implementation of same;

2. ensure the creation of conditions for technical and vocational education and training providers lo become centers of technology capacity building, and Ihereby establishing competit;'1e

micro and small enterprises;

3. develop national lechnical and vocational education and training qua lifications framework

in cooperation wilh Ihe relevant stakeholders, and follow up Ihe implementation of same;

4. develop, in cooperation with the relevanl

stakeholders, occupational standards basec ::il

the requiremenls of Ihe labour market, and . follow up the imp lementation ofsame;

5. develop assessment tools and ensure that technical and vocational education and training curr icula are developed and implemented based on the approved occupational standards;

6. establish a system for occupational assessment and Issuance of nationa l quali fi cation certificates, and monitor the implementation of same;

7. set guidelines for the accreditation of training institutions and occupat ional assessment centers, and monitor the implementation of same;

8. issue and follow up the implementation of directives for conducting cooperative training;

9. develop techn ical and occupational education and train ing leaders and teachers qualifi cation framework, and follow up the implementation of same;

IO. be responsible for the administration of technical and vocational education and training leaders and teachers training institutions that might be established by the federaI govemment, as necessary;

I I . provide the necessary support to regional states with a view to ensuring the effectiveness of technical and vocational education and training programs ;

12. fac ilitate the participation of private and non­govem mental institutions in providing technical and vocationa l education and training; encourage the participation of enterprises in providing. cooperative training;

13. ensure equal access for women, persons with special needs and members of rural communities to technical and vocational education and training;

14. enhance the implementation of outcom based technical and vocational educat ion and training through action research and further studies;

15. undertake post training follow-up studies with a vie w to ascertaining the effectiveness of the technical and vocational education and training system;

16. own property, enter into contacts , sue and be sued in its own name;

17 . undertake other lawful activities that are conducive to the attainment of its objectives.

The Agency shall have :

2. a Director GeneraI and, as may be necessary, a Deputy Director GeneraI to be appointed by the govemment; and

3. the necessary staff.

Member!i ofthe Council

I. Members of the Council, including the Chairperson, shall be appointed by tbe govemment; and their number shall be detenn ined as necessary .

2. The Director GeneraI of the Agency shall act as member and secretary ofthe Council.

9. Powers and Duties oftlle Council

The Council shall have the powers and duties to:

l. deliberate, and forward its recommendations to the Ministry, on draft policies, strategies and legis lations relating to technical and vocational education and training;

2, approve technical and vocational education and training qualification framework developed by the Agency;

3. examine and approve directives to be issued by the Agency pursuant to the relevant laws and this Regulation;

4. strengthen the c.ooperation of stakeholders to ensure the successful implementation of the technical and vocational education and training system through which the industry shall assume ownership thereof;

5. evaluate the implementation of technical and vocational education and training strategies and programs, and forward proposals for improvements;

6. deliberate on other related issues and forward proposals to promote the objectives of the Agency;

7. estabhsh standing or ad-hoc committees consisting of members drawn from among its members or other experts where it fmds it necessary for the proper discharge of its functions.

lO. Meetings oftlle COU1/cil

I, Ordinary meetings of the Council shall be held every three months; provided, however, that an extra-ordinary meeting may be held whenever necessary.

2. There shall be quorum where more than half of members of the Council are present at any meeting.

3. Decisions of the Council shall be passed by majority votes; in case of a tie, the Chairperson shall have a casting vote.

1. The Director Generai shall be the ch'

executive officer of the Agency and sha.li dirE

and administer the activities of the Agency.

2. Without limiting the generality of sub-article (

ofthis Article, the Director Generai shall:

a) exercise the powers and duties of t

service laws;

c) prepare and submit to the Ministry t

and implement same upon approvai;

d) effect expenditure in accordance with t

e) represent the Agency in al! its dealin

with third parties;

f) prepare and submit to the Ministry t

performance and fmancial reports of t

Agency.

3. The Director G.eneral may delegate part of I

powers and duties to other officers and staff

the Agency to the extent necessary for t

efficient performance of the activities of t

Agency.

12. Budgel

The budget of the Agency shall be allocated by t

govemment.

13. Books ofAccounts

1. The Agency shall keep complete and accun

books of accounts.

2. The books of accounts of the Agency shall

audited annually by the Auditor Generai or

auditors assigned by the Auditor Genera!.

14. Transfer ofRighis and Obligafions

The rights and obligations of the Ministry relating

technical and vocational education and traini

sector are hereby transferred to the Agency.

15. Effeclive Dale

This Regulation shall come into force on the date

publication in the Federai Negarit Gazeta.
