  • The Landlord Incentive Program offers a $500 signing bonus for Phoenix landlords that execute a Section 8 Housing Assistance Payment (HAP) contract. This incentive is paid to landlords who manage regular HCV, Veterans Affairs Supportive Housing (VASH) vouchers and mainstream vouchers, including landlords housing the homeless population. The incentive is per unit and an owner can be eligible for more than one incentive if the owner leases multiple units. Currently, the program is set to continue until the $500,000 of Federal CARES Act funding is exhausted. The HAP contracts are valid for one year, which means that the residents with housing vouchers will be assured a place to live for at least 12 months.

    In June 2020, the Housing Department began distribution of 800 tablets with 24 months of unlimited WiFi data service to provide digital learning access to public housing households with school-aged children. These devices can be utilized as a hotspot to connect additional devices in the household to the internet. A custom image was deployed on each device providing immediate access to educational applications and website bookmarks. The devices are managed through a mobile device management software which allows the Housing Department to broadcast messages and share information electronically with residents. All program participants received a custom user guide which provided information on tablet and application usage, cyber safety and device care. Distribution was completed in September 2020. In October 2020, City Council approved 800 additional devices for public housing senior residents to reduce social isolation and assist them with access to online services, telemedicine and social media which are scheduled to begin distribution in December 2020.

    The Housing Phoenix Plan establishes a goal of creating or preserving 50,000 homes by 2030 to address the housing shortage in Phoenix. Through extensive research and community outreach, the plan identifies the community’s housing needs, documents the housing gap, compiles nationwide best practices, and recommends nine policy initiatives to increase the number of available and affordable housing options throughout the city.

    In October 2020, staff released the first Housing Phoenix Plan Quarterly Report. Significant accomplishments to date include:

    • Securing Housing’s first Community Land Trust program through a partnership with Newtown CDC and Phoenix Residential Investment Development Effort (PRIDE).

    • Development of the Section 8 Landlord Incentive Program which incentivizes Phoenix landlords to sign a one-year Housing Assistance Payment (HAP) contract to make their properties available to Section 8 voucher holders.

    Continuing to make progress in implementing the Housing Phoenix Plan will help the City reach the goal of creating a stronger and more vibrant Phoenix through increased housing options for all.

    In June 2020, Mayor Gallego and the Phoenix City Council unanimously approved the first-ever Housing Phoenix Plan.

    Phoenix Housing launched a new program to incentivize city of Phoenix landlords to participate in the Section 8 program and make their properties available to Housing Choice Voucher (HCV) holders.

    Getting a flu vaccine this fall can reduce your risk of getting flu and help save scarce medical resources needed to care for people with COVID-19. It’s important for everyone to do their part to stay healthy this flu season. Prevent the spread of flu and other respiratory illnesses:

    • Mask Up: Cover your nose and mouth with a mask when out in public.

    • Lather Up: Wash your hands frequently with soap and water.

    • Sleeve Up: Roll up your sleeve to get a flu shot.

    MONROE GARDENS Grand Opening Feb. 2021Located at 1441 E. Monroe St., Monroe Gardens is a new 78-unit affordable housing community that will be completed in December 2020. This project replaces the demolished A.L. Krohn East Public Housing, converting 38 obsolete public housing units into 78 project-based Section 8 rental assistance units through the Rental Assistance Demonstration (RAD) program. The new apartment community was designed to the Walkable Urban Code and includes one to five-bedroom units, a community building, covered playground, ramadas and barbeque grills. Former residents of A.L. Krohn East were provided the first right to return to the new development to enjoy the new, modern, energy efficient affordable housing units located near a light rail station in the Downtown Eastlake Community.

    SOLUNA Phase I of the City’s Choice Neighborhoods GrantThe Groundbreaking for Soluna was held on Feb. 10, 2020. In 2018, the City of Phoenix was awarded a $30 million CN Grant from the U.S. Department of Housing and Urban Development to transform the Edison-Eastlake Community into a vibrant mixed-income neighborhood, linking housing redevelopment with new amenities, upgraded infrastructure, neighborhood economic growth and social services. With this grant, Housing will redevelop 577 obsolete public housing units into 1,011 mixed-income housing units in four phases over six years. Soluna has 177 mixed-income, energy efficient, one to five-bedroom units, and is scheduled to be completed in Fall 2021.

    EDISON PARK ACTIVITY HUB | A Community-envisioned Gathering SpaceConstruction of the Edison Park Activity Hub, a community-driven project initiated to create a central gathering space for the community surrounding Edison Park, will be completed in 2020. Over the last year, Housing staff hosted various charrettes and feedback sessions throughout the Edison-Eastlake Community to ensure the design captured what the community envisioned. The Activity Hub is comprised of one main shaded stage ramada with electricity for events, three custom shade ramadas, seating, tree shade, and turf areas. Vibrant colors and art are incorporated throughout the design and in the concrete. Construction began in July 2020 and a Grand Opening of the Activity Hub will be held in December 2020.

    American Planning Association ARIZONA MASTER PLAN/PROJECT/STUDY AWARD FOR CHOICE NEIGHBORHOODS The American Planning Association (APA) Arizona Chapter’s 2020 State Planning Conference held an Awards Ceremony on September 10 celebrating accomplishments in Arizona planning. The Choice Neighborhoods Edison-Eastlake Community Master Plan received the Master Plan/Project/Study Award during the ceremony. The plan was awarded due to its successful incorporation of the Reinvent Phoenix Plan, the Eastlake Garfield Transit Oriented Development (TOD) Plan, the Walkable Urban Code, LEED for Neighborhood Development, and the community-driven Edison Eastlake One Vision Plan.

    National Association of Housing and Redevelopment Officials (NAHRO)2020 AGENCY AWARDS OF MERIT FOR ADMINISTRATIVE INNOVATION – LANDLORD RAPID RESPONSE DAYCity of Phoenix Housing Department and Arizona Quadel were awarded for creating a regional collaborative Housing Choice Voucher (HCV) “Landlord Rapid Response Day” to address the metro area’s rapidly growing housing market causing low vacancies and high rents. Phoenix, Mesa, Scottsdale and Maricopa County Public Housing Authorities, together with Veterans Affairs Supportive Housing and local service agencies provided a team approach to improve owner relationships and responsiveness, and to inform and encourage participation in the HCV program. The Rapid Response Day streamlined services, provided same-day resolution for all HCV questions - improving owner experiences and simplifying processes, resulting in satisfied owners and expanding housing access for participants.
