Introduction
• Disarmament is the act of reducing or depriving of arms,
and as such is applicable to all weapons systems,
ammunition and explosives, including nuclear, chemical,
biological, radiological and conventional systems
• Disarmament is primarily aimed at reducing or controlling
the number of weapons held by combatants before
demobilization

Aim and Objectives of Disarmament
• Reduce or control the number of weapons held by combatants before demobilization
– Reduction in weapons possessed by, or available to, armed groups
– Reduction in actual, or the threat of, armed violence– Minimal casualties during the disarmament
component– Improvement in the perception of human security
Aim and Objectives of Disarmament
– Public connection between the availability of weapons and armed violence
– Build community awareness of the problem– Reduction and disruption of the transfer and illicit
trade of weapons – Reduction of weapons in the community and the
culture of weapons– Development of norms against the illegal use of
weapons
Operational Risks and Balanced Disarmament
• Operational risks– Threats to the safety and security of personnel
– Lack of sustainability of the disarmament process
• Balanced disarmament – Assist in preventing warring factions from taking
advantage of change in balance of military capability
– Disarmament organization’s neutrality not to compromise
• Reducing Risks– Selection of equipment– Work practices – Risk education– Sound and effective training– Sound management and supervision – Appropriate personal protective equipment
• Explosive hazards
• Technical advice
Technical Risks and Hazards
Information Collection and Operational Planning Phase
• Agreed collection points
• Team selection and structure
• Screening and individual eligibility criteria – General – Local advisers – Inclusivity– Non-weapon-holders – Screening methodology
• Time-lines • Weapons survey
• Risk assessment
• DDR awareness activities
Collection (or Retrieval) Phase • Static and mobile collection
options
• Encampment
• Buffer zones and separation of forces
• Pick-up points
– Organization of a PUP – Activities at the PUP – Non-eligible individuals – Special cases
• Weapons and explosive safety – Activities at the Weapons
Collection Point
• Static disarmament (D1) sites – Activities at D1 sites – Foreign combatants
• Mobile collection points • Accounting and combatant
registration
• EOD support
Types of Disarmament Programmes Process
• DDR site based disarmament– Sensitization – Pick Up Points (PUPs)– Unexploded Ordnance Site (UXO Site)– The Disarmament site (D1 Site)
Types of Disarmament Programmes Process
• Non DDR voluntary weapons collection initiatives– Assessment and planning – Incentives– Amnesties and enforced weapons collection
programmes
• Mobile disarmament initiatives
• National arms control initiatives (Legislative disarmament)
Weapons, Ammunition and Explosives Collection, Registration, Transportation and
Storage• Planning
• Weapons collection
• Ammunition and UXO collection
• Registration, marking and record-keeping
• Weapons, ammunition and explosives transportation
• Weapons, ammunition
and explosives storage– Weapons storage– Ammunition and explosives
storage
• Verification procedures
Stockpile Management Phase
• Stockpile security
• Storage of weapons
• Storage of ammunition and explosives
Destruction of Weapons, Ammunition and Other Explosives
• Destruction of weapons– Weapon destruction techniques and technologies – Destruction planning and operations sequence
• Destruction of ammunition and explosives – Destruction of UXO– Destruction of rockets, missiles, etc– IMAS 11.10 – Stockpile destruction– IMAS 11.20 – Open burning & open detonation – IMAS 11.30 – National planning guidelines
Sequential Operations
• Demobilization directly follows disarmament, but can take place concurrently with disarmament
• Demobilization can take place at a later date
