CAB asks CRTC to reduceThe Canadian Association of Broadcasting(CAB) has filed an intervention against requestsfrom cable companies wishing to add a fourthUS commercial network, the Fox Network, toits cable line-up.

"US shows have always subsidizedCanadian programming," stresses CABpresident Michael McCabe. "The CRTCshould be working to strengthen Canadiantelevision stations by letting them earn therevenues from the best US programs."

CAB notes that Fox's entry into the cablemarket would mock the CRTC's 3+1 policythat `grandfathered' the three main USnetworks, plus non-commercial PBS, into theCanadian system.

Fox broadcasts some of the more violentprograms on TV, including Cops andAmerica's Most Wanted. As the cable industryhas no violence code, allowing Fox onto thesystem could undermine CAB's efforts toestablish a violence code.

While the cable industry continuallyasserts the limited room on its plate for newcable stations, McCabe notes that it isinconceivable that cable operators find roomon its dial for another US network.

"The Commission should not take steps

Brodie will receive his Order of Canadahonours at a Rideau Hall ceremony in Ottawasometime in October. He expects at that timeto present Governor General Ramon Hnatyshynwith a copy of his new album.

Part Four: Music For All It's Worth - by Ron Rogers

Columbia House and the power of mail-order shoppersThe retail music industry already has mountingcompetition from broad -range retailers suchas Wal-Mart, and even hardware outlets suchas Future Shop and Majestic.

But music retail's biggest competitor, which has gone quietly unnoticed for years, seems to be growing by leaps and bounds, andthe retail industry is at a loss in dealing withit.

Music clubs and mail-order services havesubtly undermined the retail industry, to thepoint that, according to some, they now owna huge share of the recorded music salesmarket.

Columbia House, a joint venture ofWarner and Sony, is the second biggest sellerof prerecorded music in Canada, behind onlyHMV. Yet many in the industry see ColumbiaHouse as a nameless, faceless giant, slowlyeating away huge chunks of retail's marketshare.

In the US, music clubs and mail-orderhouses have enjoyed a healthy share of themarket for decades, but over the last fewyears, that share has grown considerably. Areport in Forbes magazine (March 14, 1994)indicated that music clubs own about 11% ofthe prerecorded music market, and the shareis growing.

Mail order and record clubs offer aviable alternative to the older, more affluentrecord buyer who has grown to feel alienatedby the retail environment. Many mall outletsremain filled with blaring rock music andpopulated with young, ill-knowledged staffwho wouldn't know Frank Sinatra from Frank ieLane.

HMV Canada president Paul Alofs has agrudging respect for the job Columbia Househas done in attaining its impressive share, butadmits that the record club does own an unfairadvantage.

"They're HMV's biggest competitor,and they're showing good year-to-year growth.So obviously they're doing a lot right.

"This special price advantage they havehas been a sore point with retailers, not just inCanada but in the US, where NARM has madea point of talking about these special priceadvantages. But if I had the advantage, wouldI turn it down, of course not."

Nathan Phillips Squareto host Women In MusicStarting August 4, Nathan Phillips Square inToronto will run a series presented by JoanneSmale Productions under the moniker WomenIn Music.

Presented as part of the Wish You WereHere concert series, the program will run overfour Thursdays in August. The final show(Aug. 25) will be headlined by AmandaMarshall, with Lilith as opener.

The series kicks off (Aug. 4) with aperformance by Kumbaya Festival organizerMolly Johnson, with Quebec's Karen Youngopening. Quartette follows the next week withopener Lynn Miles, followed by Lori Yates(Aug. 18). Melanie Doane opens for Yates.

The price advantage is the retailer'sbiggest complaint. Because Columbia Houseis owned by two record companies, it is ableto get top -40 product at a much lower rate thanthat levied on retailers such as HMV or SamThe Record Man.

According to Brian Robertson, presidentof the Canadian Recording IndustryAssociation (CRIA), his main beef with theclubs is their significantly lower prices, whichtend to skew the normal market price levelsfor CDs.

"I think, to some degree, their pricingundermines the value perspective of soundrecordings. And I don't think that helps interms of trying to convince the public thatsound recordings are good value."

This thought is echoed by Alofs, whopoints to Columbia House's eight -CDs -for -a -penny offer as putting the entire value ofprerecorded music out of whack.

"I guess the biggest issue from ourperspective is this eight CDs for a penny andwhat that does to the price perception. Andwhat the consumer doesn't get is that onceColumbia House has their name, it makesthem a lot of money."

From a consumer standpoint, whatColumbia House and other clubs and catalogueservices offer is stay-at-home convenienceand a relaxed purchasing environment. Howmuch more of a relaxed environment can arecord buyer find than in his own home?

And many catalogue services offersomething that retailers find hard to match -variety. While retailers will stock the topsellers in just about every category of music -pop, rock, jazz, classical, etc., catalogues are

Warner Music Group'sRhone to head positionDoug Morris, COO of Warner Music US, hasannounced the appointment of Sylvia Rhoneas chairman of Elektra/EastWest Records.

Rhone comes to the position with a 20 -year history in the music industry, first withBuddah Records in 1974, and then at ABCRecords and Ariola Records.

RPM CHART WEEKLY - Monday July 25, 1994 - 3

able to provide those hard -to -find rareties thata typical mall retailer might not have.

In the US, Boston's Hear Music mail-order catalogue specializes in folk, blues, gospel and jazz, offering titles that mostretailers wouldn't bother keeping on hand, simply because they don't sell in large numbers. But a specialized catalogue service can affordto keep a large and varied stock in the lesser -known genres, if they have a considerablecustomer base. In the case of Hear Music, thatcustomer base has grown to more than 400,000subscribers.

The other key for record clubs is that itis just that, a club. While members of healthclubs pay monthly fees, record club membersbuy monthly discs or subscribe to receivemonthly catalogues. Columbia House mayoffer eight CDs for a penny, but they knowthat over the course of the next three years, that person is going to buy more at inflatedprices. That kind of consistent revenue issomething normal retailers would be hardpressed to match.

There are those who don't see ColumbiaHouse as the huge threat it seems to be. SamSniderman, for one, doesn't believe recordclubs are taking any more of the market nowthan they did 20 years ago.

"I don't find that the competition frommail-order is worse than it's ever been. Wherethere's been talk is about the hardware retailersselling records at a ridiculous price. MaybeHMV still has a chip on their shoulder fromtheir dealings with Sony. "

Sniderman does admit that ColumbiaHouse does enjoy a better deal with the recordcompanies, but he notes, "If we could getthose kind of deals, we could be just ascompetitve as they are."

HMV's Alofs, however, believes in theimportance of the record clubs, and says thathis company is working at ways to compete.

"We've been looking at both how tocompete with Columbia House, which meansdoing a better job with older customers, andpossible competing with them directly. Overthe last couple of years we've been studyingthe direct marketing system, which is too bigof a business for us not to be in."

MCA's Watchmen launchalbum in precarious spotMCA The Watchmen opted for a unique wayto celebrate the release of its new album, InThe Trees.

The Winnipeg act took to the roof of thePolo Park Mall on July 13 in Winnipeg in apresentation by local AOR/CHR station CITI-FM. The 45 -minute set took place at thedinner hour, and more than 2,500 fans showedup for the show which they watched from theparking lot.

Fifteen CITI-FM billboards around thecity and the occasional on -air veiled suggestionled up to the concert. Consequently, mediaexposure from print and TV was widespread.

MCA also reports that many retail outletsin Winnipeg reported the In The Trees albumat the top of their weekly sales lists, as well asgood figures at stores across the country.

the official announcement was made. At 8:30the morning of July 19 he called me fromMelbourne and said it was a go, and there it isbeginning on page 14. Pretty interesting stuff,if I do say so myself. (EC: Three pages ofinteresting stuff . . . ?)

Two years is key ... ! Whether or notyou agreed with what he did or how he did it,it's pretty obvious that Dave Charlesaccomplished a great deal in his two years aspresident of CARAS. Two years is key. Whenyou're hot, you're hot. When you're not . . .

get out of the (EC: That will limit theshort list in a hurry . . .

Bill Oja's got guts . . . ! Bill Oja is awriter with a passion, a passion forCanadianism, and he puts his pen where hismouth is. His most recent column in CountryMusic News (July/94) lays bare a few of theunsavoury happenings in Canadian country. He reminds his readers of the impendingdemise of Country 59, the drop in ratings byCISS-FM and CHAM, with a possible loss of"300,000 listeners." He's also disturbed overthe growing numbers of Canadian country actsnow recording in Nashville, and the loomingthreat of US retailers bringing their Americancharts into the country. He even asks about thePromise of Performance made by CISS-FMand the $480,000 promised annually, to gotoward the development of Canadian countrytalent. Some interesting questions, but don'texpect any answers. (EC: Keep asking, andeventually there will be answers . . .

An evening with Gino ... ! Over theyears, we've been treated to Gino Empry'sannual Christmas party where upwards of 900of his friends gathered for free booze andmountains of food. He had to curtail the partythis year because of the economic situation.Well, the friends of Gino Empry thought itwould be a nice gesture to have a party for himat Variety's Clubroom this past week. Theorganizers asked a nominal fee of $30 a ticketto pay for the food, and it was a cash bar. There was a nice gathering of Gino friends topay homage to Canada's leading publicist. There were some pretty high -profile peoplethere, including Ross Reynolds, Ed Preston,Sam Sniderman, Bluma Appel, Cathy Young,June Caldwood, Sarah and Al Waxman,Lorraine Thompson, Margo Lane, BrianLinehan, George Anthony, Bob Mirvish, SteveLindsay, Dave Broadfoot, Margaret Genovese,Robin Ward, Harvey Hauer and a lot more.Photographer Tom Sandler was on hand sowe'll have a photo spread for next week. (EC:We love Gino Enzpry . . .

A dull summer ... ! Now that the soccernuts are out of the way, the Indy has gone,Pink Floyd is gone over the wall, the Eagleshave flown the coop and the Stones' expectedclub surprise went off without a guest set byMargaret, whatever her name is now, the restof the summer will be so ho -hum. (EC: You'reso jaded . . . !)

The Stones enter at #1 . . . ! Howabout that fan hysteria for the Stones' newrelease? The album, which was RPM' s FrontPage Pick on July 19, enters the RPM 100albums chart this week at #1. (EC: If it's #1 in

RPM, it must be a hit . . . !)

Taking Mecca on the road . . . !

How's this for showing faith in a record?EMI's top promo guy, Peter Diemer, is

preparing a four day coast -to -coast blitz ofalbum stations that aren't yet playing I MotherEarth. He'll know who they are after his musicmeeting today (July 21). But he's projectingthere won't be too many, now that So GentlyWe Go, the focus track, is beginning to breakout. But, he'll still have to pull the plug out toreach Halifax, Regina and Prince George, anda few stations in between, in four days. I don'tthink anything like this has been done before.(EC: What's next . . . around the world in80 days . . .?)

The #1 killer . . . ? They can win all theawards offered, but if they don't hack it atretail, they're history. (EC: They should forma club of award winners without labels . . . !)

Cute promotion ... ! Star Records hasan eye-catching promotion for PatrickNorman's new single Summertime. Billed as"Summer '94's perfect survival kit", thepackage contained a cassette of the single, abottle of sunscreen lotion and a package ofNestea. A/C and easy listening stations shouldgive a close listen as Norman does a beautifuljob on the George Gershwin classic, whichqualifies as two -parts Cancon (AP). (EC: It'ssummertime and the livin' is easy . . .

And remember . . . ! Guns don't killpeople . . . people with guns kill people! (EC:Canadians should remember that . . .

(EC: TRIVIA ANSWER . . . ! Believe it or not,it was the very Walt, who writes this column. The place was MLG, and the emcee was DaveMickie . . ) I knew that!

For some interesting reading, checkout the new issue of iD magazine, run out ofGuelph by Michael Barclay (a member of BoxMeat Revolution). Two interesting articlesare contained within its covers. One is byBarclay, outlining what he feels are thestrongest Canadian albums of all time (all ofwhich are post -1980), summarizing that TheRheostatics' Whale Music is the best Canadianalbum ever. Conspicuously absent from thelist, though, are Jane Sibbery's The Walkingand NoMeansNo's classic post -punk fest

Wrong. Another article outlines the abundanceof regional compilations, indicating howsuccessful the London, Ontario comp DeepUnderground is, as it spawned an Adam Westtune to be picked up by major radio stationFM96 in London. The article delves into theproblems of song -ordering, of what is a goodvs. a bad comp, etc. Compilations are to localbands what dance compilations are to mostly -unheard -of underground dance acts, helpingto expose both a region and its artists to thepublic at large.

McKennitt's steady path spells international successThe release of Loreena McKennitt's fifthalbum The Mask And Mirror on QuinlanRoad, the second through the WEA/Warnerarm, is proving to be one of the top Canadiansuccess stories of 1994.

The album, released in March of thisyear, debuted at #8 on the RPM albums chartand subsequently peaked at #4. Since then, thealbum has stayed in the top 30 for 17 weeks.Canadian sales figures are closing in on doubleplatinum.

However, McKennitt's success ininternational markets makes this an exceptionalstory, and success continues to blossom incountries such as Australia and Italy.

Album sales total more than 600,000worldwide, which matches the figures for herprevious release, The Visit. PerhapsMcKennitt's most successful market outsideof Canada is Germany where The Mask AndMirror has hit the 100,000 mark. Spaincurrently sits just shy of gold, and the US ishalfway on the road to gold.

"We've got interesting thingshappening," says Mike Peters, domesticmarketing manager at Warner Music Canada.

"Some territories are just working thenew album now, like South Africa, Poland,Israel, Italy and some Latin Americancountries. The success spreads around theworld."

To launch the album, McKennitt headedoff to Europe for a promotional tour and dida two-week tour of Spain, one of theconsistently successful territories. Followingthis was a full-scale European tour that includeddates in Germany. "The success of the tourdates inspired Warner Germany to launch avery intense radio campaign in Germany. Itreally helped the sales explode."

European radio, while not anoverwhelming success, has contributed tospreading the word on The Mask And Mirror.

"Radio in general has been mostlyspecialty radio, national shows like the CBC,and for those adventurous programmers. Playis light to moderate. With a pop song, it has tobe played for three or four weeks before itmight connect. One or two listens to Loreenaand people want to know who she is. There'sa high reaction factor to her music."

Rather than the usual hit-and-miss popproject, the activities for McKennitt willcontinue into the fall and next year as moreterritories expand. Her Canadian fans whohave seen her once since the album wasreleased will be happy to know that a tour ofthe US and Canada is forthcoming for the fall.

"Loreena's is not an album like a poprecord that has a three-month window andthen it slows down. Her product, as The Visitproves, has a long life."

On Mirby Ron Rogers

Alice In Chains has withdrawn from theMetallica summer tour, as well as Woodstock'94. A release from Sony notes, "This decisionis due to health problems within the band.Alice In Chains apologizes to their fans andappreciates their support and concern. Theband hopes to resolve the situation in private."

Tony Bennett is just far too cool! Thanksto the good people at Sony Music, I was ableto take in Bennett's opening night at the NorthYork Performing Arts Centre Recital Hall. Asa part of the younger generation, seeing Bennettfor the first time, I was mostly impressed bythe sheer professionalism of the show. Thiswasn't like some pretentious rock band, lettingthe audience wait and wait for the show tostart, and trying to impress with ridiculouslyloud amps and bombastic lighting. This wasfour talented players winding their way througha series of classic standards, with a supremeconfidence in their abilities. Bennett's back-

up band, pianist Ralph Sharon, bassist DougRicheson and drummer Clayton Cameron, was tighter than a drum, meeting every nuanceand note that Bennett could spin out. Cameron,in particular, tore through a five minute solothat most rock drummers would find tough toequal, including a stand-up solo with brusheson a snare that nearly brought the house down.

Lollapalooza's Mindfield hosts theElectric Carnival. The 2800 -square -foot tent, presented by Interval Research Corporation, will offer Lollapalooza concertgoers theopportunity to experience a sampling of 60digital exhibits from an array of innovativeartists and software developers. No details asto which interactive CD-ROM titles will beavailable at the time of writing, but they domention taking a walk through Peter Gabriel'sstudio. Obviously, XPLORA 1 - PeterGabriel's Secret World will be one of them.(Complete story below).

It's XPLORA, not Explorer. Last week'scolumn praised the success of Peter Gabriel'sinteractive CD-ROM at retail. So much forthe old saying "spell it like it sounds."

The Beacon Initiative - Stentor TelecomInc.'s investment in the information highwayrecently opened a forum to the music industryon Thursday July 21. Electric Carnival sure to spark the imaginationThis year's version of the alternative musicfestival Lollapalooza will feature a 2,800square foot tent featuring more that 60 digitalexhibits from artists, software developers andvisionaries for concert -goers. The festival, presented by MCA Concerts Canada, hitsMontreal July 27, Barrie on July 28, andVancouver on August 30.

Dubbed the Electric Carnival, theintriguing tent has been set up by IntervalResearch Corporation, a two-year old companyfounded by Microsoft co-founder Paul Allenand Xerox and IBM veteran David E. Liddle. The producer is Sarah Berg.

The aim of the tent is to gauge thereaction of users as to what direction futuremedia might take. Most of the displays areinteractive -based and offer hands-ondemonstrations of some of the most uniquedisplays of art and software of the twentiethcentury.

A second goal of the tent is to highlightthe human capacity of technology, and todemystify some of the associations the commonperson has with the Internet, digitalentertainment, and the like. As the targetmarket is essentially the youth -gearedLollapalooza festival, it is hoped that oncethese youngsters become involved intechnological activities and computers at anearly age, this will translate into increasedcomfort with technology in the future.

Outside of the tent, Telemorphix' digitalpuppet display will allow users to pick ordesign a digital puppet and create an improvised

performance. Based on Boston's successfulinteractive TV show, 21st Century Vaudeville, the organizer will, with three volunteers andthe help of onlookers, design a storyline forthe characters.

One of the more useful displays insidethe tent will be an Internet tour, which willguide the user through the world-wide Internetsystem. Many To Many, designed by LuciaGrossberger-Morales, is a kaleidoscopicfantasy about the Internet, and allows users tosee the world in a whole new way.

The other displays offer a wide range ofoptions, ranging from Mitch Yawitz'sAnimation Sandbox that allows users tomanipulate objects on a light table in front ofa camera to create simple little films, to theLive Midi Menegarie which reaches intoanimated worlds using a musical instrument,to SimCity Without Walls, where users canplay the popular city -building video gamewith others on networked work stations.

Cage, where one can witness a multimediaproduction being put together by facilitatorsas well as local digital artists. Live Picture, anapplication program written in France, allowsthe user to manipulate high resolution imagesin seconds to create an original artwork of theuser's design.

As well, CD -Rom Playstations will beset up. Some of the software at these terminalsare courtesy of Paramount Interactive,Broderbund, Interplay, Virgin Interactive,Voyager, and Time Warner New Media.

Government Relations, explained Stentor'sBeacon Initiative and what the industry wantsfrom the Beacon Initiative and the informationhighway. The Beacon Irlitiative is a programdesigned to install an information highwayinto Canadian homes via telephone lines, toprovide interactive television, video ondemand, multimedia programming and muchmore. The proposal includes a venture capitalbudget of $50 million to develop product forthis information highway, an $8 billion upgradeof local telephone networks over 10 years toprovide broadband capabilities, and thecreation of a new company to supplymultimedia services. The industry was askedfor feedback regarding a number of issuesrelating to the information highway such asmusic distribution, Canadian content, copyright, multimedia, on demand service, regulation, foreign encroachment, etc. (Morenext week.)

Microsoft CEO Bill Gates garneredoverwhelming response and offers enlighteningperspectives on the information highway. Asannounced last week Bill Gates was interviewedon MuchMusic by FAX host Lance Chilton. In addition to phone, computer terminal andSpeaker Corner questions, Gates touched onhis idea of an information highway filled with"cool visual images," like talking dogs andmartini glasses as well as interactive homeeducation systems that enable parents to checkon their children's homework. Gates reportedthat because the information highway is gettingso much publicity, people may be expectingsuch a system in the very near future, but hecomforted the computer illiterates with anestimated decade before the informationhighway enters most homes. However, heurged the viewers to see the informationhighway not as a threat but a "tool to improveour lives in different ways."

Jump:The David Bowie InteractiveCD-ROM is yet another successful title to addto the popular interactive list. When usersinitially boot up Jump they enter a 3D virtualenviroment, from there they have the optionof entering a number of different roomsincluding a audio mixing suite, with a virtualeight -channel mixing console.Anotherinteresting room to eneter is the video editingsuite, where viewers can cut their own musicvideo to either the album or radio mixof Bowie's Jump They Say. Users constructtheir own videos by clicking onto five differentsources of video footage taken from the originalshoot.

Eighth Ontario piracycase cops 32 cassettesToronto Metro Police, in conjunction with theFilm/Video Security Office (F/VSO), havemade its eighth video raid of the year.

This one took place on Choice One Videoin North York. Police seized 32 videocassettes, some of which were deemed as havingcharacteristics of American knockoffs.

Titles seized include Look Who's TalkingNow!, Philadelphia, Sugar Hill, Sister Act II,In The Name Of The Father, RoboCop III andThe Piano.

10 - RPM CHART WEEKLY - Monday July 25, 1994

(cxcau..o] d nvriCHOO Radio flips to FM, hopefully bythe fall. The switch will bring a new countryFM station into the Toronto market from itsbase in Pickering, which is just east of the city.Unfortunately, Country 59, which is stillpumping out great country sounds, contemporary and traditional , is going throughsome pretty sad times. The station could be offthe air by the end of the year.

Anne Murray's box set is beingprepared for a release sometime in October. The package is expected to be a big seller overthe Christmas season. Murray has released 29studio albums in her 26 -year career, so EMIMusic's Roger Bartel, who is putting togetherthe release, has a lot of material to work with. This will be the first box set released byMurray.David Ball is hot with his single, Thinkin'Problem, topping the chart this week. Warner'spromotion team put everything behind bringingthis one home, and it's paying off at retail aswell, where the album (same title) isexperiencing good sales (#7).

Lisa Brokop's new single is Cancon. We had received a US copy of the single, sothere was no indication of Canadian content.Rob Chubey, promo rep for EMI Music, pointed out that the lyrics were written byCanadian Sharon Anderson, which gives therelease 2 -parts Cancon (AP). The EMIpromotion CD compilation #17 does, however, display the Cancon properties. Brokop's single, which was the most added last week (July 18),continues to capture major and secondarymarkets, and bullets up to #71.

Trisha Yearwood is the big gainerwith XXX's And 000's, which jumps into the#57 slot from #88. This MCA release isobviously an important one for Yearwood, who has cooled off a little this year.

Michelle Wright's latest release,One Good Man, which entered the chart lastweek (#84) without a Cancon label, now hasit. Released as a CD single, the track has beenincluded on BMG's latest promotion CDcompilation #28 (Greatest Music Herd) whereit displays an AP logo. The single, which waswritten by Nashville's Rick Giles and SteveBogard, bullets up to #76.

Prairie Oyster has the most addswith Louisiette entering the chart at #73.Written by Oyster's Keith Glass, this is thefollow-up to Such A Lonely One, whichtopped the chart on June 6/94. Both tracks areincluded on Only One Moon, the band's latestArista album, produced by Steve Fishell.

The Rankin Family's latest EMI release,Tramp Miner, has been shipped to radio.Written by Jimmy Rankin, the new track, which is the follow-up to Borders And Time, features Jimmy on lead vocals. Bothtracks were taken from the band's NorthCountry album.

30 years of dedication toCanadian country music!

Tim McGraw's Down On The Farm, his latest from the Curb label, is now at radio. The song was written by Kerry Kurt Phillipsand Jerry Laseter and was taken fromMcGraw's album, Not A Minute Too Soon. This is the follow-up to Don't Take The Girl, which is now descending the chart (#65). Alsonow at radio and ready for summertime playare singles from Chris Ledoux (Honky TonkWorld), Suzy Bogguss (Souvenirs), and NittyGritty Dirt Band (Cupid's Got A Gun).

MCA'S hot releases include singles fromMark Collie (Unleashed), David Lee Murphy(Fish Ain't Bitin'), Mark Chesnutt (SheDreams), and Reba McEntire (She Thinks HisName Was John).

Cameron Molloy kicks in with hislatest release Blue Heart At Midnight whichenters the chart at #93. The track was takenfrom his Silvertip Music album, Blue Midnight, which was produced by Chris Lenzinger.Molloy, a native of Golden, BC, is now basedin Harrisburg, Pennslyvania (717-545-2024).Recorded at Nashville's Tree, Sound Shopand Quadrophonic studios, the single qualifiesas three -parts Cancon (MAL)

CARNEGIE HALLSALUTES THE JAZZ MASTERSVarious ArtistsVerve -314-523-150-2-0As the third and final part of an ongoing.celebration of 50 years of jazz on the Verve label, the centrepiece being the four -CD Ververetrospective box set, comes this release. Vervedecided to throw itself a well -deserved party atNew York's Carnegie Hall in April of this year, abiding by the 50 -year Verve theory that concerthall jazz can be both an art form and a popular artform. The alarmingly crisp recording by JimAnderson features great salutes to the Vervemasters: Ella Fitzgerald, Count Basie, Art Tatum,Billie Holiday (who found refuge at Verve in herlast years), Stan Getz, Dizzy Gillespie, MilesDavis, and the most prolific of all Verve artists,Canadian jazz king Oscar Peterson. The resultrepresents all pieces of the jazz pie, from straight -up standards, to late -60s fusion, to the vocalsalute to Ella Fitzgerald, Shiny Stockings.Tangerine is the salute to Peterson, featuring17 -year old II) Peter Delano taking on thechallenging piano arrangement. Other outstandingtracks (as they all are) include the stunningHoliday -inspired I Must Have That Man, the BillEvans tribute Turn Out The Stars, the version ofthe In A Silent Way Davis composition It's AboutThat Time with Davis alumni Herbie Hancock,Omar Hakim and Don Alias, and the rousingsalute to Charlie Parker, Now's The Time, thatcloses out the disc. If four CDs are too extensive, then this amazing party, along with the reissueof the 1944 concert are your packages. -CT

TOM ROBINSONLove Over RageKinetic -920The pop music world is full of what criticsaffectionately term "singerlsongwriters", artistswhose music is beyond reproach critically, butsomehow deemed untouchable by the record -buying masses. Tom Robinson has been makinggreat music for almost two decades, but hasnever seen the type of chart success one mightexpect for someone so adept at joining cleverlyrics with catchy hooks. This latest album, his12th, does nothing to dismay the opinion thatthis man knows how to write good material.Robinson's music has always featured an intensemood of ideological scatterings tempered with atypically brash basting of British humour. Thisalbum reflects an artist going through some deepchanges in his life, and how these personalchanges are idiomatic of an ever -evolving society.Typical of this material is the track Days,Robinson's reflections on the passing of punkand the effects on the survivors of this dyinggenre. Or Green, a satiric view of the real meaning

of the environmental movement. These are viewsborn from hindsight, of a man who has beenwitness to a million and one causes and crazes, and who refuses to let sleeping dogs lie. The TomRobinson of the '70s, the homosexual activistwho dared to sing Glad To Be Gay in front ofpunk -era skinheads, has been replaced by a 43year -old married father of two. The rage is stillthere, but its now tempered by the modesty ofage. -RR

THE WATCHMEN -RockIn The TreesMCA -11105-JIt is impossible to ignore the similarities TheWatchmen has to another MCA act, The TragicallyHip. But is it possible to distinguish between thetwo? Well, yes. While both bands have a healthylove of roots guitar rock, The Watchmen is as

tigh a unit as The Hip, and equal the band -11inte sity. The sound of In The Trees is consistent,a mature of slow and fast tempo songs thatworks both as a full -album product withpos ibilities for numerous radio tracks. Lusitan, whi h follows the strong first single BoneyardTre , features an excellent vocal trade-off in thechorus and has a great outro. Wiser has many ofthe same strengths. All Uncovered, with thehau ting cello work of Mary Gaines, also works.Ove all, the lyrics are not quite as cryptic as GordDownie's, though some worthwhile digging isreq ired to get to the root of the content. MCAhas set itself up an interesting marketing task:either to create a distance between TheWatchmen and The Hip, or to tie them togethersomehow in order to tap into the samedemographic, but without stealing from thethunder of The Hip's forthcoming release. Butnever mind this. Play the album and the firstsingle for yourself and see what happens, andthings should naturally fall in place. -CT

REVEREND HORTON HEAT -PsychobillyLiquor In The FrontSub PoplInterscopelAtlantic-92364-1,Psychobilly, trashabilly, whichever term you deemappropriate, some major label and radio interestshave turned to this twisted version of '50s rootsrock. Following a successful Sub Pop split singlewith the Supersuckers, The Reverend HortonHeat has released its third album, produced byMinistry's Al Jourgensen. Liquor In The Front ispure trash rock, exactly what you would expect, with the correct punk -blues attitude in place

(from Baddest Of The Bad: 'the baddest of thebadIsince you been gonell lay around here and Ijust drink beer.') All of the songs, with TheReverend's distinctive and talented Duane EddylShadowy Men On A Shadowy Planet twang, offer a fun, liquor -filled romp through the life ofan American rock n'roll lifestyle. The band evenslows things down for the samba -lounge number

In Your Wildest Dreams. I Could Get Used To It isstraight Buddy Holly/Presley '50s rock. I wouldget a laugh if I ever heard the country numberLiquor, Beer & Wine on country radio, though Iimagine hell would freeze over first. The ReverendHorton Heat has a limited appeal, but it is anappeal nonetheless. -CT

KYUSS -Hard RockWelcome To Sky ValleyElektra-61571-PThe mighty Kyuss have returned after an extendedabsence spent partaking in rock n'roll-typeactivities in the Californian desert for its firstElektra release and third album overall. The sonicheaviosity that is Kyuss has precursors in grungeand hard rock acts like Soundgarden, BlackSabbath and others. As Kyuss climbs up thisgigantic and popular mountain, one cannot denythe power this kind of music has over the youthful, middle North American demographic that rakesthis stuff in. This music allows the kids to thrashabout in their own testosterone -fuelled, hyper -rock world down in the panneled basement oftheir parents' homes and still make it to firstperiod the next morning. This is not to detractfrom this drawn out, solid rock product, butrather to reiterate the large market existing outthere in Much Music's suburban fantasyland. While this album is divided into three sections onthe CD selector, there are actually ten tracks aswell as an amusing, hidden fourth CD track. This.should only add to the necessary mystery thatwill make intrigued young buyers run to thestores and possibly kill to get this album. On topof all of this, it is a great hard rock album. -CT

BLOWN AWAY SOUNDTRACK -Pop

Various ArtistsEpic Soundtrax-66145-HOne of the main reasons why soundtracks havesuddenly become a hot item at retail, and whyrecord companies seem to be stumbling over oneanother to get more out, is because watchingmovies today is often like watching MTV.Nowadays, it seems that every new movie thatcomes out features one or two original songs bysome relatively notable artist. So instead ofstanding at an HMV listening post to hear thelatest, all one has to do is enter the nearest movietheatre. Having said all that, the list of tracks onthis compilation represents one of the morebroad -ranged mixes of music we've seen thisyear on a soundtrack. Epic is pushing as the leadsingle the Joe Cocker-Bekka Bramlett duet, TakeMe Home, which basically sounds like a new JoeCocker single, with lots of dramatic keyboards, three -chord guitar solos and crashing drums. Butthere are plenty of interesting items here, including a new track from the pleasant -soundingOctober Project entitled Return To Me; aningratiating piece of guitar pop, In The Morning, from the uniquely -titled Big Head Todd And TheMonsters; and the real gems, two classic blues- -soul pieces from the legend herself, ArethaFranklin. The presence of U2's With Or WithoutYou won't hurt sales either. The movie is tabbedas one of this summer's biggies, so the soundtrackcould make some serious chart movement. -FIR

THE HENRYS -BlueslPoplCountryPuerto AngelTrainrec Records -007The obvious appeal of this uncategorizable anddelightful disc from The Henrys is the appearanceof the disappearing Mary Margaret O'Hara onfour tracks, including the penning of Dark DearHeart. But the real soul of this record comes

courtesy of Don Rooke's kona, an acoustic slideguitar from the 1920s designed when Hawaiianmusic was popular. It is an extraordinaryinstrument that Rooke plays with cool abandon,as proven on the first two tracks, Adobe Abodeand Get Out The Shovel. The central track on therecord is Dark Dear Heart, a breathtakingexpression of an artist who is still in her prime.Hers is the voice of an angel, and here she'sbacked perfectly by the minimalism of Rooke andJohn Geggie. Other highlights are the purelybeautiful The One Rose when again O'Hara hitsher stride in front of the delicious backing ofRooke, Kin Ratcliffe, Victor Bateman and HowardGaul. The country tilt of the song could make itan add at radio. The atmospheric Sea OfTranquility is also notable, as is the great coverof John Hiatt's Radio Girl. This is a fine full-length release that, while it probably won't makemuch noise at radio, could do some good albumnumbers outside of the friends of The Henrys anddie-hard O'Hara fans. -CT

MARK WILLIAMSON -PopTime Slipping ByPeak Records -3500-JThere are numerous artists who consistentlylend their talents to the brighter lights in theindustry, but for some reason or another neverquite make that major breakthrough themselves.Michael Bolton was a songwriter and sessionvocalist for years before he finally got his break.Mark Williamson has made a living in the musicindustry for more than a decade, working as asession player and fronting a string of bands. The break for Williamson came in moving to LosAngeles, where he met with guitarist andsongwriter Russ Freeman, who agreed to co-

produce Williamson's debut on Freeman's ownPeak Records label. While Williamson gets a lotof writing help from both Freeman and guitaristMichael Thompson, this album is clearly hisvision. The music is well -crafted pop, in theBolton-Celine Dion vein. Williamson doesn'tpretend to be able to solve the world's problems, and doesn't seem ready to voice his anger atanyone or thing. One track, however, does carrya message. The lead single, Prayer For TheChildren, is Williamson's response to the growingawareness of the problem of child abuse, withproceeds from sales of the single going toChildhelp USA. But that's about as politicallyengendered as Williamson gets. The rest is justsolid FM -oriented AIC, with a crew a good playerslending their support to Williamson's mature andunencumbered vocals. With the right push fromMCA, who are distributing the record, Williamsoncould find a gap in the burgeoning AIC field. -RR

Ex-CARAS president joins Austereo Entertainment - by Walt Grealis

Dave Charles goes down under for new challengeDave Charles has exited his position aspresident of Joint Communications and joinsAustereo Entertainment as managing director. His new appointment became effective July

Dave Charles

15/94. He has now relocated to Melbourne,Australia.

In the two short years that Dave Charlesserved as president of CARAS, he set a newbenchmark for one of the most importantpositions in the Canadian music industry.

That two-year mandate is up, the Canadianoperation of Joint Communications is nowclosed with Canadian clients being servicedfrom the Stamford (US) offices, and DaveCharles has embarked on a new endeavour inthe broadcast field.

As a 30 -year veteran in the broadcast andbroadcast consulting business, Charlesmaintained his Canadian flag-waving status inspite of the many obstacles he met and whichhe overcame during those years. One of hispriorities when he took over the CARAS helmwas to bring the Juno Awards back to itsoriginal mandate of being a celebration ofCanadian talent. He accomplished that thevery first year with an award show that boasted100 % Cancon, and followed through the secondyear with a similar undertaking.

Charles took his two-year mandate ashead of CARAS very seriously, revealing an"untouchable" stance that caused some alarmwithin the CARAS hierarchy. To his credit,he managed to keep the carping and politicsbehind closed doors. His dictatorial method ofoperating the top job in the industry surprisedsome and angered others, but when all wassaid and done, he gained the respect of theindustry in general. Most will agree that DaveCharles will be a tough act to follow.

Prior to going to Australia, Charles agreedto talk candidly about his tenure as president

of CARAS and to touch briefly on his reasonsfor taking up residency in Australia.

Walt Grealis: What prompted you tomove to the other side of the world?Dave Charles: I've just reached 30 years inthe business, and this is something, as aglobalist, I've been thinking of for a fewyears, realizing that most of my career hasbeen spent in Canada, primarily in NorthAmerica, but also consulting in Europe, inIreland and Australia. This is the perfect timeto parlay all the experience that I have had inmy career and put it to work in an area that'semerging as a very important part of theworld, and that's the Pacific Rim.WG: Does that say something about theindustry in Canada? Has it reached itspeak?DC: No! Not at all. In fact, nothing could befurther from the truth. There are still as manyopportunities here, especially in NorthAmerica. Don't forget, North America hashad the richness of diversity for a number ofyears, both in the number of radio stations permarket per capita, especially in Canada. Also,we have the most cable of anyone in the world. We have a very, very sophisticated industryhere. What we're seeing happening now is dueto the technology, because of the satellitefootprints around the world and because othercountries are getting cable and fibre opticsthrough their whole system.

It just means that now we can tap into therest of the world and hook up with the globalvillage, which is what I want to do. It hasnothing to do with what's going on here.Canada is probably one of the mostsophisticated technical countries in the world. The DAT started here. There's been a lot ofinnovation. There's been a lot of great things, programming wise and hardware wise thathave been developed right here in this country. We're in a very sophisticated media climatehere in North America.WG: What will you be doing in your newposition?DC: I will be responsible for developingsyndicated radio programming for Austereo'sstations and the Pacific Rim, developing avideo channel, developing a consulting service, developing a Pacific Rim conferancing service, which means setting up seminars andworkshops.WG: Would this be similar to the CanadianMusic Week that's run in conjunctionwith the Junos?DC: Very similar, but actually much morefocused. They will be by invitation only, soit's not going to be a mass thing. It's also a wayof soliciting business developing businessrelationships. So, rather than having 700,there will be 200 delegates. The conferenceswill be much more personalized and muchmore focused.WG: Where will you be based?DC: The first year in Melbourne and then toSydney.WG: Are you pioneering something here?

DC: These are not new things to NorthAmerica. Through Austereo Entertainment,we are going to make sure that product is king.In other words, everything that comes out ofthe speakers, the quality of programming, inits many varied forms, whether it's a radiofeature, a video channel, anything to do withproduct development and creation. Thepresentation thereof is what I am going to beresponsible for. I'm going to put my 30 yearsof experience into the creative side of thebusiness, which is program development, program execution, to make sure that theprogramming remains of a high standard. Mygoal here is to make sure that the programmingI develop can be translated into other languagesand to be available to other sources around theworld. If we can do a program exchange, mygoal is to be a major player in the programsupply of the global village.WG: Are you taking out Australiancitizenship?DC: No! Absolutely not! I'm Canadian throughand through. I'm a landed immigrant toAustralia, which means that I have a Canadianpassport, but I'm allowed to live and work inAustralia.WG: Canada must be very highly regardedby these people?DC: Very much so! There's a tremendouskinship between Canada and Australia, becausewe're part of the colonial experience.WG: What was the original connectionwith Austereo?DC: They were clients of JointCommunications for eight years, and we'vewatched them grow to what they are today. They have become a major, major player.WG: Do you see any obstacles in adjustingto a new country?DC: No. The nice thing about this eight yearsojourn for me is that I have been to everymajor city except for the tropical north. I

haven't ventured into some of the holidayareas. I've worked mainly in Sydney,Melbourne, Brisbane, Canberra, Perth,Adelaide and Tasmania, where the populationis skewed.WG: When you took over as president ofCARAS, were you considering at thattime going to Australia?DC: That's a funny story. I was in Australiaand at 3:30 in the morning I got a call fromDaisy Falle saying that (Peter) Steinmetz hadresigned as president of CARAS and this timehe was serious. I said "Yeah Daisy, it's 3:30in the morning and I'd like to go back tosleep." She said, "No! I'm serious. I'd like toput your name on the list as a possible candidatefor president." I said, "Daisy, I don't havetime," and I really didn't. She said, "Well,I'll put your name on the list and we'll talkwhen you get home."

So, I did, and we went out to lunch, andtalked. About three or four months later, I'mon a short list of five people, then it's down totwo, and then they said, "We want you." Isaid, "Well, I'll only sign two, one-yearcontracts, and we'll see how it goes afterthat." I was very concerned that I would letCARAS down, because I wouldn't have enoughtime to do the job justice, and I don't likedoing anything halfway. I said to Daisy,

"Understand that I'll do the best that I can andI'll give it my best effort." What I did, was Idoubled up and worked 80 to 90 hours a weekand created two full-time jobs.WG: Do you hold a little bit of resentmentfor the people who say you left CARASin a bit of a mess?DC: Why would anyone say that? I thought Ileft CARAS in good shape. The fact is we'regoing to a new area (Hamilton's CoppsColiseum). The fact is we have a healthymembership. The fact is we've had two strongJuno shows. I don't think I've embarrassedCARAS or anybody. I think the vote ofconfidence I got from the directors at the lastmeeting was clear to me that I had done aprofessional job. In fact, it's beenchronicled in the trades. You've evenpointed up in your articles that I've gonecoast -to -coast and busted my ass forCARAS.

You know if I lived on politics andlived on hearsay and lived on innuendoand press stories, where the hell do youthink I'd be right now in my career?WG: Some say you assumed adictatorial role as president ofCARAS.DC: Dictatorial? You mean actuallygetting things done? You knowsomething, if I handled the job in areactive way as opposed to a proactiveway and, being proactive is a dictator, then I've certainly been a dictator. I've beenproactive in CARAS, certainly not reactive.Being reactive is letting the sentiment of theindustry rule, one way or another.

I sent an agenda out to you from day onewhen we talked. And I've fulfilled thatmandate. I added to that mandate by makingsure that not only do we reward excellence forrecorded music, but I want to make sure thatour artists get their notice and get their fairshare of dollars being spent on recorded music. And I want all of Canada to feel a part ofCARAS and not just Toronto.WG: I'm aware of the team spirit thatyou developed at CARAS from day one,but weren't there were times when youwere annoyed with the CBC?DC: Well, anytime you negotiate withsomebody who has an agenda, there is boundto be disagreements. The CBC, as our broadcastpartner, did everything and more for CARASthat I could have asked for. But they have sucha broad political agenda. They have to fulfulland please so many people in the company. Also, they have their own view of things. Inother words, we always don't see eye to eyebecause you're dealing with a creative form.First of all, they are experts in television. Weare an industry association. We make surethey get the right talent, but every now andthen the two collide where you havedisagreements on what acts should go on theshow.

But let's get one thing very very straighthere. I advocated a totally Canadian Junoshow. There were no ifs, ands or buts. Thehost, everyone who stepped on that stageexcept fora cameo by Glen Campbell, becausehe was one of Anne Murray's big breaks inAmerica, this was a Canadian showcase, and

it always should be. We have too much talentto deny the night that Canadian music comeshome . . . the Junos, to be anything else but.So, I think that in itself speaks for where myheart was at, and what I was all about throughmy whole career. That's been a consistentmessage from Dave Charles. If that's politics,so what! If you're not going to be a big boyabout this, then don't play the goddam game.WG: Were there any areas that frustratedyou, something that you hadn'taccomplished and that you were lookingforward to?DC: The one thing that I was frustrated at wasthe deep-seated parochial provincial attitude

Interim CARAS president Duff Roman presentsmini -Juno to departing president Dave Charles.

that pervades our whole industry in Canada. We are a nation made up of cities and provincesthat have their own political agendas. It'svery, very difficult for one person, or anorganization like CARAS to get a sense ofunity when you have the regions fighting fortheir artists, and rightly so. And each of themhave independent organizations for the musicindustry. My sense of frustration was that theyall felt, when it was all said and done, thatthere was a Toronto agenda and the rest of thecountry had another agenda. I resented that. Icouldn't for the life of me figure out how toresolve that, even though I went out to theorganizations and joined them all and tried torally the troops. I did, I think, make someinroads, but not the kind of unanimous vote ofapproval all the way through.

Some people may say, "Yeah! He didmore than others." But still, when it camedown to it, it's east versus west. It's Vancouverversus Ontario. It's Quebec versus the rest ofCanada. But you know, I tried to do so manydifferent things to diffuse that. For example, having people like Roch Voisine and CelineDion, two established Francophone stars, hostthe Juno show. And both happened to winJunos.

I got a letter here from Quebec, whichreads, "Before you leave your position aspresident of CARAS, I want to express myheartfelt appreciation for your contributiontoward a better dialogue between theFrancophone and Anglophone music industriesin Canada. We congratulate you in yourachievements as head of CARAS. (signed)The Cultural Consular, Fabienne Bilodeau."What does that say to you?

RPM CHART WEEKLY - Monday July 25, 1994 -15

That one letter made me cry. To thinkthat the government of Quebec thought enoughto send that to me, not thanking me for beingpresident of CARAS, but thanking me fordeveloping a better dialogue betweenFrancophones and Anglophones. That to me iswhat CARAS is all about. It's not about theCBC. It's about mending fences. It's aboutgetting people together. What better thingthan music to bring us together. It's one thingwe can share.WG: There's no truth to the rumour thatDave Charles is jumping a sinking ship.DC: First of all, I resent that. That just pissesme off to think that anyone would think thatCARAS is a sinking ship. If indeed that's true,

then you have not made my day. In factyou've made me very depressed.WG: But there are people out therewho believe that's why you'releaving.DC: I don't give a fuck about thosepeople. When it's all said and done, Idon't give a fuck about them. Becausethose are the people who will alwayswhine, moan, bitch and complain. Doyou think I'll lose any sleep over thosepeople? Do you think I go home at nightand worry about those people? I wasasked to do a job and I know I did the job.I worked my ass off. What else could Ido? I did the job to the best of my ability. If my pound of flesh isn't good enough

then what is good enough?WG: The job of running CARAS wasfraught with danger from within. Youknew that, but to your credit, youmanaged to keep the politics andcontroversy behind closed doors. Was itworth it?DC: Sure it was worth it! How do you thinkI got my reputation in this business? Do youthink I got it by sitting around and wonderingwhat I did? Did I do good? Do people like me?I started out with a goal and I didn't have a clueas to what I was doing. All I knew was that Ihad something in my heart and my head, andit was called Canada. I started off in thisbusiness as a fan. The only reason I wanted thejob in radio was to get next to music. I saidback then, "Why not develop a star systemhere. Why not do something here?" Remember, the very same month you started RPM, Istarted in radio. I went at it from a radioperspective and you went at it from a pressperspective.WG: Again, was it worth it? What do youhave to show for it?DC: A helluva lot of phone calls and friendswho said thank you.WG: So there you go. You were top dogin the industry for two years and you sayyou accomplished what you set out todo.DC: For a radio guy for most of my career anda consultant to boot, to be asked by the musicindustry to sit in the most coveted chair of all,I had to feel pretty good. That's an honour initself. No one could ever in their life give memore of a reward.WG: On the positive side of the coin,

CHARLES continued from page 15

there are those in the industry who saythat Dave Charles will be a tough act tofollow.DC: Well, that's hard to say. I've alwayspromoted the team. I've never promoted theindividual. I hope, whoever does take over thejob, that they will follow through on some ofthe things that I fought for, particularlymaintaining 100% Cancon for the Juno show.WG: Come on! You must feel someapprehension about the future?DC: I feel great. As Timbuk 3 said "Thefuture's so bright I've gotta wear shades." It'sso bloody true. I've got my health. I'm 50years old, I feel like I'm 16. I have a goodattitude. I sleep at night. I don't have to hidefrom anybody. I pay all my bills. I feel goodabout the careers I've helped.WG: What would you like to see therecord industry do here in Canada?DC: The independent record scene has got toget real about the consumer. I would like toseethem form some kind of a cartel where theywould collectively get together to form somekind of business agenda. I see them still asmavericks, with very separate and distinctagendas. I don't think that's going to behelpful, especially with what's coming. Whenwe get into CD -Rom and other ways ofdistributing products and records, theconventional record store, as we know themnow, may become extinct.

I think if these people want to, numberone, get their music to the public they shoulddo so in an efficient manner. They should havea real business and game plan developed. Andfrankly, I don't see that. I see them all withgreat, hard and intentioned, and god knows, sweat equity, and the fact that most of them arein debt. They are the very life blood of thenewmusic scene.

The other thing they face is lack of radioexposure. With the concentration of ownershipof media in this country, with seven or eightmajor groups, there's just not going to beenough exposure. Now, what that suggests tome is that the CRTC if it was wise, should tryto license another tier of radio stations in each

ELECTRONIC SURVEILLANCESYSTEMS ON TRACK!Star Track...Make it so!HMV's new artificial intelligence septeur, known to mere earthlings as TRACK, isgrowing like a computer virus from Krypton333 in the Musicology Numerology storesystem. The "STAR TRACK" system is spread-ing its cyber tentacles throughout the HMVsystem. Fighting the effects of entropy, home-ostasis and other General Systems Theory badstuff, the Sun Tzu STAR TRACK system isdangerously close to being fully operational. The Dark Side will not withstand the HMVTRACK Force. Information is a creative force, the super string which binds cyber space. (Thisis starting to sound like a Todd Rungren song).

HMV ALIEN LIFE FORMS UNITEWITH ELVIS FOR BIG EXPANSION!At the request of Elvis andStephen Hawking, HMV is 4;i,, ,not only adding 10 newstores but also expo- ,

Big expansionsare only Nanoseconds away.
