WHAT ARE THE SLP PROGRAMS?

PASS-2-LOAD6 monthly inspections of all vehicles combinations that load bulk petroleum products at SLP terminals

DRIVER ACCREDITATION TRAINING (DAT)Initial theory training and ongoing refresher training of tanker drivers that enter and load at SLP terminals and depots

PASS-2-LOAD

• Currently 90 SLP – Accredited Inspection Locations (AILs) are licenced by SLP and have exclusive contracts to conduct inspections of fuel tankers and ancillary equipment every 6 months

• Vehicles are inspected to SLP Operating Guidelines which are based on Australian Dangerous Goods Code, Australian Standards, and SLP requirements

• All individual components of a combination are inspected and display a label verifying the inspection for terminal entry purposes

PASS-2-LOAD background

• SLP took over from the Australian Institute of Petroleum (AIP) that operated a similar program called AIP-Safe Load Pass in September 2009

• Since then an average of 14,000 inspections have been conducted per annum

• This equates to approximately 4,000 fuel tankers of all combinations being inspected twice yearly

PASS-2-LOAD initiatives

Since 2011 SLP have implemented:•Overfill Protection System – Probe Height Standard

•Tanker – Return to Service Checklist

Both initiatives have been instrumental in reducing spill incidents in terminal loading gantries. The introduction of non-cork gaskets on tankers by 2015 is contributing to this incident reduction

PASS-2-LOAD initiatives

Vehicle Exhaust ComplianceSLP now require prime movers and rigid cab-chassis’ to meet the requirements of the Australian Standards in regard to vehicle exhaust outlets, where all parts of an exhaust must be shieldedPark Brake Door AlarmsAs a result of roll-away incidents at terminals, all vehicles are now required to have a clearly audible alarm which will alert the driver if the door is opened before the parking brake is applied.

PASS-2-LOAD Compliance

AIL Auditing ProgramAuditing of the Accredited Inspection Locations (AILs) by SLP Compliance Specialist – Phil Summers commenced in May. No major non-compliance itemsSLP Terminals – Vehicle Inspection Program 3 month trial of spot inspections at SLP joint venture terminals in major distribution centres.To date, over 200 vehicles inspected and outcomes will determine the viability and effectiveness

DRIVER ACCREDITATION TRAINING

• To date over 6500 drivers hold a current SLP passport that is valid for 3years

• To obtain a passport drivers undergo theory only DAT training and are assessed by the trainer

• DAT is a mandatory requirement for gaining entry to a SLP member terminals to load a fuel tanker

DRIVER ACCREDITATION TRAINING

• Existing DAT training to be replaced commencing Jan 2014

• Current 3 year period between refresher training will be reduced to 2 years

• More audio / visual to assist new tanker drivers with terminal safety procedures

• Load trainers to be licenced by SLP

• Annual Licence fee to finance training material updates and compliance program

• Currently the new training material is being rolled out in train the trainer sessions

SAFE LOAD PROGRAM

SUMMARY•SLP is a RISK ASSESSMENT and MANAGEMENT INITIATIVE that benefits the road transport industry as a whole•Because of these initiatives SLP has become a quasi standard for fuel vehicle safety in terminals and has set a benchmark for non SLP terminal operators•Ongoing potential for the SLP template to be applied to transporting other bulk dangerous goods
