CHAPLAIN’S
CORNER
By Larry Baker
IRISH HUMOR
Paddy was driving down the street because he
had an important meeting and couldn’t find a
parking place. Looking up to the heaven he said,
“Lord take pity on me. If you find me a parking
place I will go to Mass every Sunday for the rest
of me life and give up me Irish whiskey!” Mirac-
ulously, a parking place appeared. Paddy looked
up and said, ”Never mind God, I found one.”
4 Unit Benefits Report, October 1, 2014
The Fund closed at $14.5 Billion on Sep-tember 16, 2014.
Board of trustees’ member David Witner
announced his resignation from the board effec-
tive October 29th due to his subsequent retire-
ment from active service. Interested active fire
fighters may submit an application to fill the re-
mainder of the unexpired term by October 1st.
The nominating committee will interview candi-
dates on October 20.

vise that their disability benefits will be
suspended if they fail to file an AES by

Committee that Dr. Ball’s last month on
the Disability Evaluation Panel will be

dressed the committee concerning the

1 Timothy 6:17-19 (NRSV) 17 As for those who in the present age are rich,
command them not to be haughty, or to set their
hopes on the uncertainty of riches, but rather on
God who richly provides us with everything for
our enjoyment. 18 They are to do good, to be rich
in good works, generous, and ready to share, 19
thus storing up for themselves the treasure of a
good foundation for the future, so that they may
take hold of the life that really is life.
Part of the mission of 4 Unit is to protect our
pensions. Some folks think all we do is have a
meeting and eat lunch; far from it! However
our “riches” (and we ARE rich compared to
many) are not our only concern. How we use
our money is important too. In addition, how
we use our time and talents is significant as
well. God has blessed us with a great career
and we are fortunate to have pensions that far
exceed what some folks live out their retirement
years with. Further, we retire earlier than many
others and therefore have the strength and ener-
gy to continue doing “good works” and to share
with those less fortunate. In other words, as
Paul states above, we can still take hold of life
that really is life. May you be blessed as you
wisely use your riches, time and talents and
seize that LIFE.
PS: Come get active in the group and enjoy not
only the benefits of 4 Unit but the camaraderie
as well.

HEALTH CARE COMMITTEE Ø Staff presented a review of the 2nd Quar-
ter, 2014 Health Care Stabilization Fund.
The ending balance as of June 30, 2014
was $1.087 billion. While this was still
greater than the YTD 2014 budget, the
report shows that more than $32 million
less was added due to the reduction in the
Employer Contribution Allocation.
Ø The committee was presented with the
2015 Member’s Guide to Health Care
Coverage and Annual Change period
power point presentation. All members
can view the presentation at one of the
Annual Change Period meetings present-
ed at six different locations throughout
the State in October. Dates and locations
are listed in the guide and on the Fund’s
website at www.op-f.org.
Ø Joann Sheckler addressed the committee
concerning the AARP Medicare Supple-
ment rates for Ohio. There will be rate
increases effective April 1, 2015, as fol-
lows:
o Plan L - 1.3% increase
o Plan B – 1.3% increase
o Plan F – 1.2% increase
Ø Beginning in 2013, the AARP premium
subsidy rate was standardized based on
the premium for Plan L in Ohio. For 2015
the 75% subsidy will be $102.19; the
50% subsidy will be $68.13; and, the
25% subsidy will be $34.06.
Commentary Due to the resignations of two active firefighter
board members this year and the normal election
cycle for board members, four positions will be
up for election in 2015. The treasurer’s appoin-
tee’s term will expire in January 2015. With the
retirements of key staff members last year along
with board members leaving, a great amount of
experience and historical knowledge will be lost.
The remaining senior board members must as-
sume leadership roles to keep our fund where it’s
at today and we believe they will do so. Let us
hope that any new members will take advantage
of their wisdom while bringing forth new ideas.
The next board meeting will be held
October 28-29.

It’s open enrollment time again. Everyone
should have received your 2015 Health Care
packet. Review everything carefully. If you do
not have any changes, do nothing. This is your
only time to enroll or drop the Dental and/ or
Vision Plans. If you have 18 to 28 year old de-
pendents, you must complete the 2015 applica-
tion form even if they were covered in 2014. Al-
ways save the 2015 Members Guide for refer-
ence.
This is the time to apply for the health care
premium discount, if you qualify. Eligibility is
based on your total income. See page 37 in the
members guide for the income amounts. All
forms must be returned by October 31, 2014 if
you have changes.
All premiums for 2015 are included in the
Members Guide except the AARP/UHC Supple-
mental plan premiums. The AARP/UHC in-
creases for 2015 effective for Ohio April 1, 2015

President’s Report Greetings,
It would seem by the weather, that fall has ar-
rived a bit early this year. It even had an effect
on the picnic this year. Cooler than normal tem-
peratures and an overcast day could not keep our
members away. We had approximately 103 peo-
ple in attendance. I feel that we had a very suc-
cessful picnic this year. We were able to eat out-
side. But a rain shower forced us into the shelter
house for the raffle.
So many people are involved every year that
make the picnic what it is. Bill Wells has been in
charge of the picnic for many years and even
though he was unable to attend this year, he
made sure everything was set up before he left
town. Neil Studebaker and Joe Keefer worked
the grills, and kept everyone supplied with
hotdogs and brats. The covered dishes and des-
serts were provided by the wives and I appreciate
their time and effort.
Bill Wells asked for help with door prizes this
year, and I passed this on to our members at our
meetings and in the newsletter. I was afraid we
would come up short this year. But our members
came thru in style, donating items and canvasing
local merchants for donations. Forrest Bennett
always does a fine job. Each year he handcrafts
wooden items as gifts and then hits the street for
donations. This year he also got 24 gift cards do-
nated by three different pizza shops. PaPa Johns,
Donato’s and Domino’s Pizza. Please support
the businesses that help to support us. Gary
Siniff was responsible for a donation of a gift
card from Nancy’s Diner. Jim Smith donated
several firefighter leather belts. Thanks to
C.M.E. Credit Union for the generous donation
of beach mats, insulated coolers and can cozies.
George Thomas provided a very nice gift of
clothing items from Pierce. Lee Curry brought in
two boxes of items he donated from his military
and fire collection. Thank you to the F.F. VFW
and Ron Casto for the donation of beer. Also,
Barry Tresner for everything he does to help,
from beer delivery to helping with setup.
My daughter, Katie Houghton who donated
two gift bags filled with Bath and Body items.
She also donated her time, to help out with what-
ever we needed. Thanks kid!! She’s a great
daughter. Columbus Firefighters Local 67 donat-
ed a large box of men’s and ladies clothing to be
raffled off. Thanks to President Jack Reall and
F.F. Steve Hennosy for their assistance. I cannot
account for all the gifts we had donated, so
thanks to everyone who helped out.
Jim McVey and Dale Miller collected money
for the meals and sold rosters. Gary and Helen
Siniff sold tickets for the raffle and for the 50/50
drawing. Special thanks to Charlie Campbell,
Steve Clemons and Steve Hennosy who were
very helpful with making all the arrangements at
Firemen’s Park. Thanks to John Rees for the
photos that he took at the picnic.
We also had the new rosters printed in time to
have for the picnic. Thanks to Cecil Goodrich,
Terry Hetzer and Jerry Mason for their help with
the new rosters. Jerry Mason proof read the new
roster and assisted with the needed corrections.
Cecil just had surgery a few weeks before the
picnic. He still buckled down and worked hard to
have them ready in time. Thanks to Cecil, we all
are: Plan L 1.3 %, Plan B 1.3% and Plan F 1.2%.
Ohio Police &Fire subsidies effective April 1,
2015 for each plan will be: Member Subsidy
$102.19, Pre 1986 Spouse Subsidy $68.13, Post
1986 Spouse Subsidy $34.06. All premiums are
also posted on the 4 Unit Web Site on the Bene-
fits Page.
Because there is still some confusion about
enrolling in AARP/UHC Supplemental Plans
when members are turning 65 years of age
AARP/UHC will contact members who are
within 30 days of their eligibility expiration date.
We are still trying to get an appeal process for
members who miss the deadline. Always read
any mailings with the UHC/OP&F Logos and
AARP mailings that may apply to you.

hope you are recovering well. To anyone who
wants a roster, if you are able, please pick them
up at a meeting. The cost stayed the same this
year @ $5.00. When we have to mail them, it
costs us $1.12 last time I checked. We could use
this money for more important things. We also
only had 400 printed, so we could run out!!!! If
you want one, don’t wait too long.
I know that I have probably forgot to thank
someone, if so please forgive me. As you can see
it takes many people for us to make the picnic
happen every year. If you see someone whose
name is listed here, thank them for their time.
Because without them we could not continue to
have the picnic.
We have once again been invited to visit the
Columbus Division of Fire Training Academy, to
see some of the new equipment used for training,
visit with the recruits and have lunch. Date will
be October 7, 2014. At 10:00 am please arrive
approx. 15 minutes early. Fraternally, Gary Church, President 4 Unit.
Past 4 Unit President Jim Smith and his wife, Mar-sha enjoy the picnic with another retiree couple.
Retirees Bob Smith, Pete Stanley, Pete’s grandson, Bill Brobst and others enjoying the picnic
Barry Tresner dispenses the sudsy stuff at the pic-nic with a lot of thirsty customers waiting to get their glasses filled.

A married Irishman went into the confessional and said
to his priest, “I almost had an affair with another woman.”
The priest said, “What do you mean, almost?” The Irish-
man said, “Well, we got undressed and rubbed together,
but then I stopped.” The priest said, “Rubbing together is
the same as putting it in. You’re not to see that woman
again. For your penance, say five Hail Mary’s and put $50
in the poor box.” The Irishman left the confessional, said
his prayers, and then walked over to the poor box. He
paused for moment and then started to leave. The priest,
who was watching, quickly ran over to him saying, “I saw
that. You didn’t put any money in the poor box!” The
Irishman replied, “Yeah, but I rubbed the $50 on the box,
and according to you, that’s the same as putting it in!”
