4. The Development - Outline Masterplan
Adding more detail to the Design Concept Plan illustrated on Panel 3, an Outline Masterplan has been prepared. It provides an overall framework to guide the development of the site. A series of urban design principles, outlined below, informed the preparation of the outline masterplan and will also be used to inform the detailed design of the future individual phases of development.

• Community woodland - a 6.5ha community woodland has been planted in the eastern portion of the site. This area is designed to mitigate for the loss of dormouse habitat further west. It also establishes a green wedge between the residential edge of Wellington and Westpark 26.
• Public open space - areas of formal and informal public open space will be provided.
• Strategic landscaping - will be planted along the A38 on the approach to the new access into the development.
• Housing areas - the development will comprise approximately 650 dwellings. New housing is located adjacent to existing housing areas to ensure a seamless extension to the town. The form of development will be compact and will ensure an efficient use of land.
• Central square - a square will be located at the crossroads of the two principal routes through the development. The square will provide an important focus for the community and will be surrounded by local facilities and services.
• Access - a new access, in the form of a roundabout, will be located along the A38.
• Primary road network - the principal north-south and east-west roads will ensure the site is connected to surrounding residential and employment uses. The main north-south route will be designed to accommodate buses and will connect into the Cades Farm Phase II development.
• Jurston Lane - the northern section, which is sunken, will be retained and incorporated into the development.
