Tata Steel Ltd., the State Pollution Control Board has been pleased to convey its Consent to Establish under section 25 of Water (Prevention & Control of Pollution) Act, 1974 and section 21 of Air (Prevention & Control of Pollution) Act, 1981 for installation of conveyor belt (Pipe conveyor system) for transportation of Iron ore from ML area of Khandbandh Iron & Manganese Mine to Railway siding of Joda East Iron Mines of 10.60KM total length, via-Bansapani, At- Khandbandh, PO - Joda (plot nos. & khata DOS. as mentioned in application form) in tbe district of Keenjhar with the following conditions. GENERAL CONDITIONS: 1. This Consent to establish is valid for the installation of conveyor belt and transportation of iron ore and capacity mentioned in the application form. This order is valid for five years, which means the proponent shall commence construction of the project within a period of five years from the date of issue of this order. If the proponent fails to do substantial physical progress of the project within five years then a renewal of this consent to establish shall be sought by the proponent. 2. Adequate effluent treatment facilities are to be provided such that the quality of sewage and trade effluent satisfies the standards as prescribed under Environment Protection Rule,1986 or as prescribed by the Central Pollution Control Board and/or State Pollution Control Board or otherwise stipulated in the special conditions. 3. All emission from the industry as well as the ambient air quality and noise shall conform to the standards as laid down under Environment(Protection) Act. 1986 or as prescribed by Central Pollution Control Board/State Pollution Control Board or otherwise stipulated in the special conditions. 4. Appropriate method of disposal of solid waste is to be adopted to avoid environmental pollution. 5. The industry shall comply to the provisions of Environment Protection Act, 1986 and the rules made there under with their amendments from time to time such as the Hazardous Waste Management, Handling and Transboundary Movement \ Rules 2008 and amendment thereof, Hazardous Chemical Rules, /Manufacture, Storage and Import of Hazardous Chemical Rules, 1989 etc. and amendments there under. The industry shall also comply to the provisions of Public Liability Insurance Act, 1991, if applicable. 6. The industry shall apply for grant of Consent to operate under section 25/26 of Water(Prevention & Control of Poliution)Act, 1974 & Air (Prevention & Control of Poliution)Act, 1981 at least 3 (three) months before the commercial production and obtain Consent to Operate from this Board.

OFFICE MEMORANDUM

In consideration of the application for obtaining Consent to Establish for'MIs. GENERAL CONDITIONS:

1. This Consent to establish is valid for the installation of conveyor belt andtransportation of iron ore and capacity mentioned in the application form.This order is valid for five years, which means the proponent shallcommence construction of the project within a period of five years from thedate of issue of this order. 7. This consent to establish is subject to statutory and other clearances fromGovt. of Odisha and/or Govt. of India, as and when applicable.

SPECIAL CONDITIONS:

1. The proponent shall inform the MoEF, Govt. of India regarding installationof conveyor belt for transportation of iron ore from ML area of KhandbandhIron & Manganese Mine to Railway siding of Joda East Iron Mine of 10.60km. total length via-Bansapani.

2. Green belt of 7.5 meters as proposed shall be developed on both sidealong the length of the conveyor corridor to act as protective (noise & dust)barrier.

3. 3-4 meter wide road as proposed shall be provided along the length of thecorridor to facilitate regular patrolling for effective supervision, monitoringand control.

4. Dry fog dust suppression system at the loading point, junction house andunloading point shall be provided.

5. Close Circuit Television (CCTV) shall be linked to the control roorrr forquicker detection of spillage and abnormalities.

6. Continuous monitoring of ambient air quality at junction houses shall becarried out

7. Conveyor shall be covered to avoid fugitive emission and loss of materialswhile carrying the material.

8. The proponent shall take adequate measures at feeding, storage site ofiron ore within the lease hold area as well as railway siding to controlfugitive emission.

9. Bag-filter shall be provided at transfer points to control fugitive emission.10. The proponent shall obtain forest clearance for forest land involved in the

conveyor corridor.11. Water sprinkling arrangement shall be provided at iron ore stock piles.12. The unit shall make efforts to collect iron ore fines to the maximum extent

through closed conveyor system to minimize fugitive emission.13. The trucks carrying iron ore shall be covered with tarpaulin and over loading shall

be avoided to minimize fugitive emission.14. The unit shall provide bag filter at the feeding point of hopper and transfer points

to control dust emission so that particulate matter emission in the stack attachedto bag filter shall not exceed 150mg/Nm3

15. All entry pOTnt,-rnternal roads "and loading/unloading areas must be adequately --- - ------compacted for movement of heavy vehicles by using low permeability materialand be cleaned regularly to minimize potential for dust generation and off-siteimpact.

16. Appropriate transfer chutes shall be provided at material discharge points atmaterial storage areas, loading points etc., to minimize the discharge height andspread of air borne dust.

17. Domestic effluent shall be discharged to soak pit through septic tank constructedas per BIS specification.

18. Necessary preventive measures shall be taken during construction phase so thatthe ambient air quality including noise shall conform to National ambient air

quality standards and standards for noise in industrial area. (As per Annexure-I).

19. The construction material which has potential to be air borne, shall betransported in covered trucks.

20. Garland drains along with settling pit shall be provided around the iron ore stockyard to control washout of iron ore fines from the stockyard along with surfacerunoff.

21. Arrangement of mobile inspecting team shall be made to monitor the entirelength of pipe conveyor system.

22. The civil construction shall be carried out with the fly ash bricks. If the fly ashbricks are not available locally the civil construction may carried out with otherbricks with prior intimation to the concerned Regional Office of SPC Board. Aquarterly statement indicating the use of fly ash bricks during civil constructionshall be submitted to the Board for record.

23. The land on which the unit is proposed to be established shall be converted toindustrial use Kisam by the competent authority. The copy of said landconversion document shall be submitted to the Board along with consent tooperate application.

24. The Board may impose further conditions or modify the conditions stipulated inthis order during installation andl or at the time of obtaining consent to operateand may revoke this clearance in case the stipulated conditions are notimplemented and lor any information suppressed in the application form.
