The Ross County Board of Commissioners met on this day, January 28, 2019, in regular session.
Mr. R. Douglas Corcoran, President, called the meeting to order at 9: 05 a.m., with Commissioners Stephen A. Neal and Dwight A.
Garrett also in attendance.

Mr. Garrett moved, Mr. Neal seconded, that the Ross County Board of Commissioners approve " Then & Now" Certificates, dated
January 21, 2019 through January 25, 2019, in the amount of$71, 479.67 prepared by the Office of the Ross County Auditor and certifiedby the auditor as to the appropriation of funds for the purpose of encumbering the sum of the contract( s) or order( s) outlined therein, orthe imminent collection of funds for credit to the appropriated fund( s) of the county, and as to the availability of funds for transfer withinthe appropriate department( s).

APPROPRIATION OF FUNDS - VARIOUS
Jeffrey Benson, judge of Probate & Juvenile Divisions of Common Pleas Court, met with the commissioners to discuss 2019 budget
concerns.
Judge Benson said that you cut me the year before and we went to pastime security. I was already cut and this year we will fall short inJuvenile & Probate expenses. We have $7, 550 in each account which is $ 10, 000 less. IV-E will pay part of our courtview invoice.
Mr. Garrett moved, Mr. Neal seconded, that $ 20,000. 00 be appropriated in the General Fund, from unappropriated funds to account
codes listed below, according to a request of this date from juvenile/probate court:

TRANSFER OF FUNDS - GENERAL
Mr. Neal moved, Mr. Garrett seconded, that $ 4, 975. 00 be transferred with the General Fund from account code 4100- 01- 00- 7900,
Unanticipated Emergencies, to 4100- 00- 00- 7113, Airport Liability Insurance, according to a request of this date from the commissioners.

APPROPRIATION APPLICATION APPROVED FOR MEETING ATTENDANCE -
JUVENILE/PROBATE COURT
Mr. Neal moved, Mr. Garrett seconded, that the Ross County Board of Commissioners approve an application for an appropriation of90. 00 ( approx.), submitted by Lisa Bair, Data Systems Analyst, Juvenile/Probate Court, for her attendance upon the Ohio Judicial
Conference 2019 Court Technology Conference, to be held on April 16, 2019, at Columbus, Ohio.

CONTRACT MODIFICATION APPROVED - DLZ OHIO, INC.
Mr. Garrett moved, Mr. Neal seconded, that the Ross County Board of Commissioners approve a modification to Contract entered into
April 23, 2018, by and between DLZ Ohio, Inc., for the Westfall Road Bridge Rehabilitation( ROS- CR-60- 4100) for the modification tothe Plan Sheet Additions/Revisions; Cost Estimate and Submittals, in the amount of$ 6, 373. 00, to be paid from the county engineer' sbudget.

PAYMENT APPROVED - SWANGO CABLING
Mr. Garrett moved, Mr. Neal seconded, that the Ross County Board of Commissioners approve payment submitted by Swango Cabling,for labor and materials for running, terminating and certifying Cat 6 cable, at 33 W. Main Street, the Ross County Prosecutor' s office, inthe amount of$ 18, 708. 90, to be paid from account code 4100- 01- 03- 7212, Capital Improvement- Sales Tax Fund.

CONTRACT CHANGE ORDER - ROSS COUNTY-SHOEMAKER AIRPORT
Mr. Garrett moved, Mr. Neal seconded, that the Ross County Board of Commissioners, approve a change order submitted by Jess HowardElectric Company and recommended by Stantec Consulting Services, Inc., a decrease in price of( 9, 361. 00), eliminates the removal of
existing concrete pads which were found to be suitable for reuse, to be applied as a decrease from the original contract sum, for the 2018Improvements to Ross County- Shoemaker Airport, airfield lighting project.

CHILLICOTHE FARMERS' MARKET AUTHORIZED TO USE PARKING LOT OF ROSS
COUNTY SERVICE CENTER FOR 2019 MARKET SEASON
Mr. Garrett moved, Mr. Neal seconded, that the Chillicothe Farmers' Market be authorized to use the parking lot of the Ross CountyService Center located at 475 Western Avenue, for the 2019 farmers' market, from May 4, 2019 through October 26, 2019, according tothe terms of any applicable city ordinance and subject to the issuance of the appropriate city permit, and; further, that the commissionersrecommend to the Chillicothe Farmers' Market that a portable toilet facility be installed at the market, rather than using the facilities inthe Service Center, for reasons of building security.

Contract, by and between the Ross County Juvenile Court, a Title IV-E Agency and the Synergy Foster Care (Provider), providing forthe custody and care of Ross County Juvenile Court, for the period from January 1, 2019, through December 31, 2019, at a cost of
12, 600.00, for the contract period, based upon the services provided and reports received.

Mr. Garrett moved, Mr. Neal seconded, that the Ross County Board of Commissioners approve a Child Placement & Related Services
Contract, by and between the Ross County Juvenile Court, a Title IV-E Agency and the Sojourners Foster Care( Provider), providing forthe custody and care of Ross County Juvenile Court, for the period from January 1, 2019, through December 31, 2019, at a cost of
51, 200.00, for the contract period, based upon the services provided and reports received.

PROCLAMATION ISSUED - RECOGNIZING DR. JOHN GABIS 26 YEARS AS ROSS
COUNTY CORONER
Mr. Neal moved, Mr. Garrett seconded, that the Ross County Board of Commissioners issue the following proclamation:

RECOGNIZING DR. JOHN GABIS
26 YEARS AS ROSS COUNTY CORONER
WHEREAS, Dr. John Gabis first ran for Ross County Coroner at the young age of 32, replacing Dr. Donald Berling, and took the officein January, 1993; and
WHEREAS, Dr. Gabis completed his first term realizing the office needed more than just him and a transcriptionist and started to lookat extra resources to do a much better job; and
WHEREAS, with that in mind, there are currently five( 5) investigators and a deputy coroner on staff as the opiate epidemic dramaticallyincreased the numbers of deaths needing to be investigated; and
WHEREAS, with more on staff meant they could share the grief of the job; and
WHEREAS, Dr. Gabis has proven to take his role as coroner very seriously, by understanding and appreciating how important it is tospeak for those that can no longer speak, and to answer questions that families may have about the death of their loved one; and
WHEREAS, Dr. Gabis has been a driving force in trying to help find ways to decrease deaths and in 2013 was named the Paint ValleyADAMH' s Advocate of the Year; helped lead the Ross County Drug Abuse Prevention Coalition which rolled into the HOPE PartnershipProject to prevent unintentional overdose deaths; and
WHEREAS, Dr. Gabis intends to continue chairing the HOPE Partnership Project formerly the Heroin Partnership Project, in developingsolutions to combat addiction in the community and also continue as interim president of Adena Medical Group; now, therefore, be it
RESOLVED, that the Ross County Board of Commissioners would like to recognize Dr. John Gabis not only for his 26 years as Ross CountyCoroner, but also for the significant contributions, dedication and friendship that he has made locally over the past 26 years; and, further be it
RESOLVED, that the Ross County Board of Commissioners, hereby take this opportunity to express their appreciation to Dr. John Gabis for hisloyal and dedicated service to Ross County and extend to him their best wishes upon his retirement.

GRANT AGREEMENT ENTERED INTO - WATER POLLUTION CONTROL LOAN FUND

Mr. Neal moved, Mr. Garrett seconded, that the Ross County Board of Commissioners, by its President, R. Douglas Corcoran, enter intoa Water Pollution Control Loan Fund Assistance Agreement, by and between the Director of Environmental Protection, for therepair/replacement of household sewage treatment systems ( HSTS) in Ross County, in the amount of$ 150, 000.00, administered by theRoss County Planning Department.

AMENDMENT AUTHORIZED - HEROIN PARTNERSHIP PROJECT COORDINATOR
Mr. Neal moved, Mr. Garrett seconded, that the Ross County Board of Commissioners, authorize and execute an amendment to theIndependent Contractor Agreement, by and between Vanessa Escamilla, entered into September 17, 2018, amending the hours from 20hours per week to 35 hours per week, not to exceed a total of 800 hours during the term of this agreement, for a period from January 1,2019 through April 30, 2019.

Joe Wilt, supervisor of the county labor crew, reported the following value of labor assigned to Ross County during 2018, if those workershad been paid minimum wage for hours worked:

The commissioners noted receipt of a check from Charlie Ortman, county engineer, in the amount of$940. 00, payable to the Ross CountyBoard of Commissioners, for 2018 commuting/personal use of vehicle fees.
