The annual meeting commenced at 10:00 AM with introductions by Mr.Louth.

Mr. Louth reviewed the No Child Left Behind regulations and Title I.MrLouth stressed the importance of using the Free and Reduced LunchProgram to identify low-income students.

Adiscussion ensued regarding the problems with the former vendor usedfor Ch 192/193 Services to the Non-Public Schools and their needs goingforward. At this point, Fredrika Glantz Schwerin of MRESC, gave apresentation of the services offered by MRESC. She asked the Non-Publicrepresentatives to complete an IDEA-B Needs Survey for the 2013-14school year.

Ms. Glantz Schwerin then provided hand-outs describing these services and

provided the Non-public Representatives with the NonpublicAdministrator's Manual. She also provided a link on their website for theirProfessional Development Catalog.

Ms. Glantz Schwerin also discussed staffing and suggested that if the Non-Public representatives would like particular staff members to return, theyshould apply to MRESC and she provided the website address.

At this point Mr. Glantz Schwerin addressed the individual school's

concerns regarding Ch 192/193 services.

The meeting adjourned at 11:15 AM.

Addressing Homeless Students with McKinney-Vento and Title I Funds

Children and youth who are homeless are automatically eligible for Title I, Part A, services, whether ornot they reside in a Title I attendance area or meet the academic standards required of other children foreligibility. According to Title I, Part A, LEAs must reserve (or set aside) such funds as arc necessaryto provide comparable services to homeless children who are not attending Title I schools.[§ 1113(c)(3)] When determining appropriate expenditures for the funds set aside for homeless students, itis important to note that comparable services do not mean services that are necessarily identical to otherTitle I, Part A, services, since LEAs may use reserved funds to provide homeless students with servicesthat arc not ordinarily provided to other Title 1 students and that are not available from other sources.There are four methods which can be used to calculate Title 1 set-asides:

1. Identify homeless students' needs, and fund accordingly;2. Obtain count of homeless students, and multiply by Title I, Part A per-pupil allocation;3. Reserve an amount of funds greater than or equal to the amount of your McKinney-Vento subgrant

request, or

4. Reserve a specific percentage based on your district's poverty level or total Title I, Part Aallocation.

An LEA's Title I, Part A reserve is used to ensure that all homeless children and youth have equal accessto the same free, appropriate public education, including a public preschool education, as provided toother children and youth. (20 USC §6313(c)(3)(A); PL 107-110, §1113(c)(3)(A)) Homeless students whoattend Title 1 schoolwide or targeted assistance schools may have unique challenges that are not addressedby the regular Title I program at these schools. Guidance from the U.S. Department of Education statesthat LEAs may use reserved funds to provide homeless students with services that are not ordinarilyprovided to other Title I students and that are not availablefrom other sources. LEAs must establish theirown methods for allocating Title I, Part A, set asides for homeless children and youth who are notattending Title I schools. Generally, these methods involve conducting a needs assessment for homelessstudents in the LEA or basing the set-aside amount on a formula, such as a per pupil expenditure.Determining an appropriate amount requires coordination between the LEA Title I and homelesseducation programs.Title I, Part A, funds may not be used to provide services that are required under the McKinney-VentoAct, such as providing transportation to and from the school of origin while a student is experiencinghomelessness. However, Title I, Part A, funds may be used to coordinate, supplement, or enhancerequired services. Forexample, Title I, Part A, funds maybe usedfor transportation to the school oforigin for the remainderof the school year once a child becomespermanentlyhoused.

After assessing the needs ofhomeless students, the homeless education program and Title I program staff,along with other district-level administrators, may consider funding thefollowing:

• BefoTE-school, after-school, and/or summer programs• Outreach services to students living in shelters, motels, and other temporary residences to help

identify homeless children and youth and advise them of available school programming• Basic needs such as clothing, uniforms, school supplies,and health-related needs• Counseling services• The hiring of teachers, aides, and tutors to provide supplemental instruction to students whose

achievement is below grade level• Parental involvement programs that make a special effort to reach out to parents in homeless

situations

• Research-based programs that benefit highly mobile students• Datacollectionto assess the needs and progress of homelessand other highly mobile students

In order to determine how much of the Title 1, Part A funds to set-aside, an LEA must understand whichstudents are homeless. These students are often difficult to identify for many reasons and often gounnoticed by schoolpersonnel. Students and parents may try to hide their situationbecausethey areembarrassed by their homelessness. In addition, the fear of havingchildrentaken awayoften preventsfamilies from informing school officials of their living circumstances. Unaccompanied youth may notreport their homeless status for fear of being relumed to unsafe family environments. Children and youthwhoare not enrolled in school and who are not living in sheltersare even more invisible to schools andtheir communities.

The McKinney-Vento Act (Section 725) defines homeless children and youth as:• Children and youth who lack a fixed, regular, and adequate nighttimeresidence, includingchildren

and youth who are:o Sharing the housingof other personsdue to loss of housing, economic hardship,or a

similar reason.

o Living in motels, hotels, trailer parks, or camping grounds due I to lack of alternativeadequate accommodations.

o Living in emergency or transitional shelters.o Abandoned in hospitals.o Awaiting foster care placement.

• Children and youth who have a primary nighttime residence that is a public or private place notdesigned for, or ordinarily used as, a regular sleeping accommodation for human beings.

• Children and youth who are living in cars, parks, public spaces, abandoned buildings, substandardhousing, bus or train stations, or similar settings.

• Migratory children who qualify as homeless because they are living in circumstances describedabove.

• The term unaccompanied youth includes a youth not in the physical custody of a parent or guardian.This would include runaways living in runaway shelters, abandoned buildings, cars, on thestreets, or in other inadequate housing; children and youth denied housing by their families(sometimes referred to "throwaway children and youth"); and school-age unwed mothers living inhomes for unwed mothers because they have no other housing available.

• Pre-school children, migrant children, and youth whose parents will not permit them to live at homeor who have run away from home (even if their parents are willing to have them return home)may also be identified as homeless.

The changing character ofhomelessness means that children and youth in homeless situations often donot fit society's stereotypical images. Most students share housing with friends or relatives or stay inmotels or other temporary facilities. Yet, these children and youth may not immediately be considered

homeless and are sometimes denied the protections and services of (he McKinney-Vento Act. 'Therefore,the Act now contains a specific definition of homelessness that includes a broad array of inadequate livingsituations.

The Elementary and Secondary Education Act is our country's most important federaleducation law. In 2001 this law was reauthorized and is now called the No Child LeftBehind Act of 2001 (NCLB). NCLB was designed to make changes in teaching andlearning that will help increase academic achievement in our schools.

The law requires that all schools receiving Title I funds must inform parents of their rightto ask schools about the qualifications of their child's teachers. Our school receivesTitle I funding and we are happy to share this information with you at your request.

We believe that nothing is more important to your child's education at school thanhaving a well-prepared and highly qualified teacher. The law requires that all teacherswho teach in core content areas must meet a specific legal definition of "highly qualified"in order to teach in schools that receive Title I funding. The legal definition of a "highlyqualified teacher" has three parts. It states that the teacher must have the following:

New Jersey has some of the most qualified teachers in the country, and we areextremely proud of the quality of the teaching staff in the

School District. All our regular teachers have collegedegrees and many have advanced degrees. The state of New Jersey has alwaysrequired a teaching certificate/license for all teachers. In addition, every teachercontinues learning through professional development activities and our teachers areevaluated each year to make sure that their teaching skills remain at the highestpossible level.

Most teachers already meet this legal definition of highly qualified,state of New Jersey are required to meet this definition.

Statutory Requirements

Under Title III Parental Notification requirements, a school, no later than 30 days after thebeginning of the school year, must inform the parent or parents of a limited English proficient (LEP)student that their child has been identified for participation in a language instruction educationalprogram. If a child has not been identified as LEP prior to the beginning of the school year, thenthe parents must be notified within two weeks of the child's placement in a language instructioneducational program. The notification must include the following information:

• Why the child was identified as LEP and why the child needs to be placed in a languageinstructional educational program that will assist the child to develop and attain Englishproficiency and meet state standards;

• The child's level of English proficiency, how such level was assessed, and the child'sacademic level;

• The method of instruction that will be used to serve the child, including a description of othermethods of instruction available and how those methods differ in content, instructional goals,and the use of English and a native language, if applicable.

• How the program will meet the specific needs of the child in attaining English and meetingstate standards;

• The program's exit requirements, the expected rate of transition into a classroom not tailoredfor LEP students, and, in the case of high school students, the expected rate of graduation;

• How the instructional program will meet the objectives of an individualized education programof a child with a disability; and

• Written guidance on the rights that parents have to remove their child from a program upontheir request, in accordance with N.J.A.C. 6A:15-1.13, or to choose another program ormethod of instruction, if available, and how parents will be provided assistance in selectingthe best program to serve their child.

If a school fails to make progress in meeting the state's annual measurable achievementobjectives, then the school must separately inform the parents of an LEP child of the school'sfailure no later than 30 days after the failure occurs.

A school receiving Title III funds must implement an effective means of outreach to parents of LEPchildren. Outreach to parents must include information on how parents can become involved in theeducation of their children and how they can actively participate in helping their children learnEnglish, achieve at high levels in the core academic subjects and meet state standards. Outreachalso must include regular meetings for parents and notices of such meetings to parents so thatparents have the opportunity to provide suggestions and recommendations.

The goal of the district's ESLprogram is to help your child learn English and meetage-appropriate academic standards. English as aSecond Language (ESL) isdesigned to provide special instruction using various research-based ESL methods for studentswho are English language learners.

The district's ESL curriculum develops skills of understanding, speaking, reading, and writing in English through the study ofEnglish vocabulary, grammar and pronunciation to enable the students to communicate effectively and become functional inthe traditional school program. ESL supports contentareas instruction and provides insights into the heritage and culturalpatterns ofthe United Statesand encourages students to maintain pride in their own language and culture. Students areconsidered fully English proficient once they reach a proficiency level of 4.5 or higher on the ACCESS English languageproficiency test. Studentsenrolled in the ESL program can exit based on a variety of criteria such as teacherrecommendation, academic success, as well as other classroom and assessment measures.

With your child's enrollment in the ESL program, he/she will receive specially designed assessments to evaluateacademicprogress. You will be informed of yourchild's academic progress via teacher conferences, standardized test scores andreportcards. As a parent/guardian you have several rights regarding yourchild's participation in the district's ESL program.You have the right to visit the ESL Education Program class your child attends and to meet with his/her classroom teacher(s)to learn more about the kind of instruction he/she receives.

The grant funding will supplement spending aimed atproviding students with the instruction needed to excel inhigh school and prepare for post-graduation endeavors. Skills such as reading comprehension, reasoning,problem solving and personal skills are woven into daily classroom instruction.

Through itsBusiness, Management &Administration (Entrepreneurship) program, Ewing high school studentsareable to further expand theirknowledge baseby learning about various aspects of management, while theycontinueto receive the NJ Core Content Standards. Ewing Public Schools realize the importance of businessinput and continue to maintain relationships with companies such as Grand Bank, NJ Credit Union andETS,who haveprovided students with internship opportunities and full-time employment upon graduation.

Program goalswill be measured by its ability to partnerwith the community to expand and furtherdevelopcommunity training programs; the increaseof academic attainment by studentstaking the high schoolproficiency assessment, and the increaseof special populations participating in career and technical education.

The Mercer County WIB is in full support of Ewing Public Schools' Perkins Grant application, with which theywill graduate school/job-ready individuals.

Dear Ms. Wolf:

This firm represents the Ewing Township Board of Education ("Board").

The Board is currently being audited by the State of New Jersey in the area of 192/3 Funds.Accordingly, we require that Catapult immediately provide us with the following student information for the2012-13 school year:

All Non-Public (Incarnation St. James & Villa Victoria Academy) students' monthly service logs,including attendance registers in the areas of:

1. Compensatory education (computation skills only 60 min. per week)2. Compensatory education (communication skills only 60 min. per week)3. Compensatory education (both computation and communication skills 120 min. per week)4. English as a second language (90 min. per week)5. Supplementary instruction (60 min. per week)6. Corrective speech(articulation, voice, fluency and language 35 min. per week).

These records should be broken down by student, dates service was provided and the frequency andduration and the attendance of the child on the day the service was received. As you know, if the publicschool district responsible for Chapter 192/3 services enters into a contract with a third-party provider, thepublic school district should receive from the third-party provider a monthly detailed statement of thestudents receiving services for billing purposes. The public school district shall have either received theoriginal 407-1 form or a copy of the form. Also, at the termination of the Board'scontract with Catapult wedidnotreceive complete student record files including theabove-referenced information.

As Per Contract: 9) The BOARD shall serve as the ultimate repository of all records and other data

relating to the students who receive the services under this Agreement. During the term of this Agreementand subsequent renewal periods, CATAPULT may retain student records for the contracted services. Upontermination of the program, due to non-renewal of the contract or early termination as provided for herein,student records will be returned to the BOARD.
