1. Encourage enterprises to use cleanenergy- Implement 8 models using solar powerand hydroelectric power.- Install solar panels for water heaters athouseholds, schools, hospitals and carecenters. Pilot use of cycle using solarenergy.- Introduce ISO 14001 and ISO 50001standards to enterprises.- Sell E5 RON 92 (5% bio-ethanol fuel)instead of traditional RON-92 sinceNovember 2014.

Save and Use energy effectively- Do energy auditing for companies. - Install energy-saving lighting systems (Tri-Phosphor Coated Fluorescent Tubes) for 5 schools.- Optimum management and energy conservation of the street lights through LED lighting (Using ICT).- Implement energy-saving programs at companies (Eco-Action Program at 30 companies):

+ Replace T8/T10 bulbs with T5 bulbs;+ Equip 2.2kW and 5.5kW inverters for pumping

Wastewater -Solid waste management:- Domestic wastewater in urban areas is collected and treated at 5 centralized domestic sewage treatment plants (with total capacity of 120,000m3/day). - 5 out of 6 industrial parks have centralized sewage treatment plants and the collection rate of industrial wastewater is 98%. - Rate of solid waste collection reaches 95% and solid waste is processed by burying method.

SOLUTIONS AND CONCLUTIONS1. To stimulate and accelerate the movement of industrial growth in

the area of SEZ it is necessary needs a comprehensive energy planning documents and Government rules/regulations, as the backbone of development energy system.

2. It is necessary to re-identify the characteristics of the SEZ Bitungas well as the industries to be developed in order that the type of industry and the availability of supporting infrastructure will be appropriate.

3. In order to support the continuity of LCMT in KEK Bitung area, it is necessary to have skilled human resource in their field in implementing LCMT principles.

4. Mainstreaming of Energy Planning for Provincial and Bitung City to stimulate and accelerate the movement of industrial growth in the area of SEZ.

Suggestion for LCMT-Indicator

GENDER AND DISABLE PEOPLE PARTICIPATION ON LCMT SUB-INDICATORS

Gender and disable people are two issues that need to be consider in relation of planning participation proses of Low Carbon Model Town. Those two sub-indicators can be integrated in variable of governance. Therefore, when gender and disable people participation become apart of Governance Indicator, the main indicator of Governance will consist of three sub-variables, namely; Policy Framework, Education and Management, and Gender and Disable People Participation.
