■ 3D data include surface elevations
and natural and constructed features
■ 3DEP increases the quality level of
lidar being acquired to enable more
accurate understanding, modeling,
and prediction
■Goal to acquire national coverage in
8 years
Applies ground-
breaking lidar
technology to acquire
and distribute 3D data
Addresses a broad
range of critical
applications of national
significance

U.S. Interagency Elevation Inventory Acquisition of Elevation Data in the US*
To view the inventory visit: www.coast.noaa.gov/inventory
*All lidar quality levels, by Fiscal Year (ifsar Alaska). Some repeat coverage is due primarily to replacing older or less accurate data, change detection studies, or to overlap along the edges of adjacent acquisitions.

U.S. Interagency Elevation Inventory 2014 Status Map of Publicly Available Lidar Point Cloud (Ifsar Alaska)
To view the inventory visit: www.coast.noaa.gov/inventory
Only 6.8% of the lower 49
states meets the 3DEP
quality goal (QL2 or
better) lidar coverage
About half the State of
Alaska needs ifsar data
to complete the 3DEP
goal for coverage
+ 13 + 13 3D Elevation Program A call for action to…
Accelerate data acquisition to systematically
complete national 3D elevation data
coverage in eight years (lidar in
conterminous U.S., Hawaii, and the
Territories; and ifsar data in Alaska)
Digital 3D Elevation Models (DEMs) with
new lidar and ifsar elevation data products
and services
Increase the overall national investment in
3D elevation to $146 million annually to
return more than $690 million annually in
new benefits
+ + 14 3DEP 2015-2018 Call for Partnership!
■ Today, an annual average of around $45M is invested in lidar and ifsar data,
and our FY14 inventory shows that only 6.8% of the lower 49 States has lidar
data that meet 3DEP quality levels
■ An additional $100 million among 3DEP stakeholders is needed annually to
implement the national, 8-year program
■ Would result in a nearly 5:1 ROI, save lives, and improve our environment through
informed decisions
■ Presents a unique opportunity for collaboration
between all levels of government, to leverage
the services and expertise of private sector
mapping firms that acquire the data, and to
create jobs
■ The 2015-2018 “3DEP Call for Action” is
to build the investment needed to
establish a steady state program for a
nationwide elevation program
■ How will you Partner with 3DEP?

Key Goals for Next BAA
■Support the formation of potential 3DEP projects by providing a forum and facilitation for discussing state, local, Tribal, regional Federal and other stakeholder elevation data acquisition priorities and connecting potential partners with shared interests
■Enable continuing dialog among potential partners
■Increase participation from non-traditional elevation users
■Improve engagement of USGS Liaisons in process
■Enhance coordination with Federal agencies at the state and local level regarding 3DEP projects
+ 22
Enabling Project Formation
■Publish Federal and state priorities along with potential 3DEP projects in a open requirements system
■Hold public meetings to facilitate discussions about potential projects
■Competitive funding approach required changes to how USGS Liaisons participate in project formation
■Strategy is to share potential projects publicly and facilitate open dialogs about forming projects to insure that everyone has equal access to information
■Create environment where USGS can facilitate connections without creating unfair advantage
Create public forums for coordination
+ 23 + 23
Coordination Prior to BAA Announcement
BAA announcement July 2015
Launch requirements system by May 1
Publish coordinated Federal requirements
Seeking approach to include state plans / current
year priorities in requirements system
Hold meetings in May and June
+ 24
3DEP Workshops ■ USGS and stakeholders coordinate public meetings
to discuss potential partnerships
■ Meetings will be in-person with remote participation
available
■ Key goal is to create an open forum for project
formation at the meeting
■ Planning about 30 meetings around the country
■ Please participate – Engagement from coastal
interests will by critical to success

Requirements Tracker National Digital Elevation Program (NDEP) and Interagency
Working Group on Ocean and Coastal Mapping (IWG-OCM)
have agreed to a joint system for tracking elevation projects,
similar to old NDEP tracker
Build on NDEP/IWG-OCM tracker as tool for sharing potential
projects
Require projects to be in the requirements system prior to
public meetings
Viewed through NOAA’S SeaSketch initially
Working with GeoPlatform on how Marketplace might
eventually support this

3DEP Web Site will have information about the meeting
schedule and how to participate
Includes a simple tool to submit a proposed project for 3DEP
