Houston PetSet is a 501(c)(3) organization dedicated to ending the homelessness and suffering of companion animals and elevating their status in society. Houston PetSet works to achieve its mission by focusing its efforts in six key impact areas including spay & neuter, transport & rescue, community service & education, cruelty prevention, research, and advocacy. In addition, Houston PetSet provides annual grants to animal welfare-related organizations in the Greater Houston area. By providing critical funds and collaborating with strategic partners, Houston PetSet seeks to end the crisis of animal homelessness in our community. Animal Welfare

1. To what extent have you been involved with any animal welfare issues, including rescue, spay & neuter, foster, transport programming, legislation, and anti-cruelty?

Answer:In the fall of 2016, I pulled together the city, the county and various animal welfare groups and initiated the effort to create “Big Fix Houston”, now observed annually on the 2nd Saturday of February as a day to provide spay/neuter vouchers to underserved communities. This year I renamed World Spay Month (February) as “Love Your Pet Month” and brought together many additional partners and ideas to fill the month with spay/neuter opportunities and to advocate for responsible pet ownership.Activities included: 2 Press Conferences; a Rescue Selfie Contest; 3 Proclamation Presentations to Animal Welfare Groups; Featured at Sawyer Yards 2nd Saturday Art Market; Big Fix Houston 2019; PSA’s written by COH Poet Laureate Deep Mouton; Love Your Pet Conference at Moody Park; Pet Transport by Houston Petset; Healthy Pets Healthy Streets Events at 2 parks; BARC in the Park adoption event; Fix Felix for Free event; The Empty Shelter Project at Denver Harbor MSC; Photo Exhibit by Near Northside Elementary Students displayed at Houston Museum of Fine Art.

2. Do you have a plan to address underserved areas that need low cost spay & neuter programming and other veterinary services?

Answer:Absolutely yes! I am committed to not just continuing the work I have already begun, but also expanding what may be possible.

3. Do you have, or have you ever had in the past, a companion animal? If so, was it a rescue animal?

Answer:Yes, my dog Maya is a 13-yr-old rescue from the SPCA.

Quality of Life/Public Safety/Public Health

4. What impact, and how will reducing the stray animal population improve the quality of life of all Houstonians, if any?

Answer:Reducing the overpopulation of strays on the street means that fewer animals are living a cruel life. It means that children can walk to school or play outside without fear of being attacked. It means that neighbors out for a walk don’t need to carry a baseball bat or a golf club for protection. It means that mail carriers are able to deliver the mail. It means that cyclists can actually use the new bike lanes in our city.

5. How do you plan to work with communities that have historically reported high rates of stray animals? Please describe below.

Additional Comment:Most District H communities continue to have a high number of stray animals on the streets, which is exactly why I have put so much effort into making available free spay/neuter services to these historically underserved neighborhoods. I will continue to pull people together to provide resources, education, and partnerships that can help.

6. How do you plan to address animal homelessness and the stray population citywide?

Answer:There is truthfully not enough in place to take care of the street animals that no one owns. Life for them is cruel and services provided to help them are inadequate. The animal rescue/foster groups are the heroes here.

7. Do you have a strategy to address overcrowding in the city animal shelter? If so, please describe below.

Additional Comment:It’s a long-term strategy, but spay/neuter is part of the answer to the overcrowding problem. In the meantime, adoptions and transports are our best bets.

8. Should BARC (City of Houston animal shelter) receive additional funding based on budget comparisons to national standards and peer cities? If so, how much and how would you increase the department’s overall budget?

Additional Comment:I know that there are other cities like Denver that are good role models for how a city’s animal shelter can operate. I would like to visit and learn more about how they were able to achieve that. My understanding though is that it began at the State level with laws regarding how shelters should be operated and how they should report animals. It doesn’t seem fair to compare funding without other supports in place, like the favorable legislation that Colorado has.

9. Will you commit to expanding intake hours for animal surrenders at the city shelter?

Additional Comment:I know that expanding the intake hours would really make it more convenient for folks. I will advocate for this, but it will come down to what the BARC budget allows, and balancing the best use for the dollars they have.

10.Will you commit to funding additional Animal Control Officers to respond to 311 and BARC calls?

Additional Comment:I support funding additional Animal Control Officers, but cannot commit to funding those positions. That is a decision that falls to the mayor. I do however, commit funding from my Council District Service Funds every year to support BARC.

11.What is your plan to address animal abuse, including dog fighting (and cock fighting) in the City of Houston and how would you involve the community to assist in this effort?

Answer:Encouraging people to report animal abuse is an important step. Not everyone is willing to do that, but educating the public about the law and how to report violations helps.

12.There are a number of duplicative services (ex. animal control services, investigative/enforcement, wellness services, etc.) that are offered between the City and County. Do you believe in the existing model, based on geography OR would you explore other options? If you would explore other options, what specific options do you have in mind?

Additional Comment:Within the last month I was able to connect Tina Paez, the Director of COH’s ARA Department, for a meeting with HC Judge Lina Hidalgo. The point of the meeting was to begin real conversation about how the city and the county could collaborate and explore opportunities for regionalization and consolidation of services. I will continue to encourage partnerships and advocate to really make those things happen.

Additional Comment:I already have a track record of initiating and partnering with local animal welfare organizations to do exactly this. I am committed to continuing this work, especially as it relates to spay/neuter efforts.
