The State Budget: Big Picture
The Senate appropriated more than $600 million more for higher education in its final version of SB 1 than the House.
The Senate emphasized significant increases in formula funding for institutions (more than $570 million) and added money to student financial aid in the form of the Texas Grants program.
The House increased higher education formula funding 3%; yield is significantly less than the Senate increase.
The House also provided considerable increases in research funding for emerging research institutions.
For community college instructional funding the difference in increases was significant: the Senate added $147 million to SB1, while the House added $48.5 million.
