(a) whether it is a fact that almost 300 children could not be operatedin CDA Hospital, Islamabad due to non availability of funds forCochlear Implant Surgery of special children;

(b) if so,  the steps being taken by the Government to resolve thesaid issue?

Minister for Interior (Mr. Ijaz Ahmad Shah): (a) Yes, it is a fact thatalmost 300 children could not be operated in Capital Hospital due to stoppageof funds from the Federal Government.

Cochlear Implant Surgery for Special children was the initiative of theFederal Government. All cases were referred by Prime Minister’s GrievancesWing, Ministry of Parliamentary Affairs.

As the Capital Hospital could not entertain any direct case, funds werebeing provided through Ministry of National Health Services, Regulation andCoordination after approval from the Prime Minister’s office on case-to-casebasis.

(b) Capital Hospital is a Departmental Hospital working under theadministrative control of Capital Development Authority, being an autonomousbody. The Hospital provides medical facility only to its employees and theirdependents. As CDA Medical Attendance Rules have no provision to run suchprograms for general public, accordingly, after stoppage of program due tonon-provision of funds by the Federal Government, the issue was raised byCDA Hospital in the following meetings/ briefings called for the purpose:

(i) Briefing to the Minister for National Health Services, Regulationand Coordination, dated 19-02-2018.

(ii) Meeting with Managing Director, Pakistan Baitul Mall, dated27-11-2018.

(iii) Briefing to the Minister for State, Prime Minister’s Grievances Wing,Ministry of Parliamentary Affair, Islamabad, dated 29-11-2018.

(iv) Briefing to the Special Assistant to Prime Minister on CDA  Affairs,dated 30-11-2018.

Will the Minister for Interior be pleased to state whether plants havebeen planted in Prime Minister’s House and Punjab House, Islamabadunder Islamabad green and clean campaign; if so, the number andnames of said plants?

Minister for Interior (Mr. Ijaz Ahmad Shah): No plants have beenplanted by Metropolitan Corporation and ICT in Prime Minister House and PunjabHouse under Green and Clean Pakistan campaign as the Horticulture work ofPrime Minister’s House and Punjab House, Islamabad is being looked after byPak-PWD and Punjab House Staff respectively. However, Director HorticulturePak. PWD has reported that 70 Nos. Pine Plants have been planted at PrimeMinister’s House under clean and green campaign by Pak. PWD whereas30 Nos. Pine Plants have been planted at Punjab House by Horticulture Staff ofPunjab House.

2. *Mr. Ali Gohar Khan:

Will the Minister for Interior be pleased to state:

(a) the steps taken by the Government to eradicate the corruptionand bribery by agent mafia in Passport Office, Faisalabad; and

(b) the steps being taken to check the employees abetting the agentmafia alongwith the names and designations thereof? 

Minister for Interior (Mr. Ijaz Ahmad Shah): (a) Following stepshave been taken by the Department of Immigration and Passports to eradicatecorruption and bribery of the agent mafia at Regional Passport Offices across thecountry including Regional Passport Office, Faisalabad:

All DC’s / DPO’s have been requested to take necessary action forremoval of agents / touts from within a radius of 1 Km of the premisesof Regional Passport Offices and Section-144 of Cr. PC may beimposed around the vicinity of Regional Passport Offices to stopactivities of tout mafia and curb this menace.

ii. Following FIRs have also been registered by Incharge, RegionalPassport Office, Faisalabad, against touts / agents sitting outside theoffices on account of cheating / deceiving and looting the passportapplicants:—

c. Entry of Un-authorized persons is totally banned.

e. Officials have been directed to switch off their mobiles phonesduring office hours just to rule out the possibility of contact withany unauthorized person.

iv. All  Zonal  Heads  have  also  been  directed  to  pass  followinginstructions to concerned Regional Passport Offices of  theirrespective Zones to:

(a) Take stem action against touts / agent mafia in liaison with localadministration for curbing corrupt practices.

(b) Strictly follow SOPs as per Passport & Visa Manual 2006 inissuance of Passports to the applicant.

(b) All Zonal Heads as well as Officer Incharge of concerned PassportOffices has been directed to warn staff in writing that whosoever found in illegalpractices and abetting the agent / touts mafia, would be liable to strict disciplinaryaction.

3. *Dr. Shazia Sobia Aslam Soomro:

Will the Minister for Interior be pleased to state:

(a) whether it  is a fact  that the amount of 1.7 billion rupees hasbeen embezzled in Jammu and Kashmir Co-operative HousingSociety; if so, whether the same has been recovered; if not, thereasons for not recovering the same so far;

(b) the persons to whom 868 kanal recovered land was allotted andthe procedure of the allotment; and

(c) the reason for not clearing the payment of G-15/4 pockets outof the recovered amount?

Minister for Interior (Mr. Ijaz Ahmad Shah): (a)  No.  theembezzlement to the tune of 1.7 billion rupees has been pointed out by theauditors in the annual audit of the society which is regularly conducted each year.However, it is stated that on the direction of the supreme court of Pakistan, forensicaudit of the society for the period of 1st July 2011 to 30th June 2016 is beingconducted which is near completion. The report of the audit will be shared and ifany embezzlement is pointed out, amount will be recovered and action will beinitiated against the delinquents.

(b) Raw Land (undeveloped) measuring 868 Kanals was given to thesociety by six persons. The society in return allotted 303 Kanals developed plotson the formula which prescribe allotment of 35% of developed land against rawland. Details of the person and land allotted to each is as under:-——————————————————————————————Ser. in any of the audit report and therefore, no recovery has been initiated. Secondly,land measuring 50 kanals is situated in Sector G-15/4, Islamabad which is underlitigation, therefore, payment issue will be settled after conclusion of the case.

4. *Mr. Gul Dad Khan:

(a) whether  ratio  of  crimes  has  been  increasing  in  the  FederalCapital Territory;

5. *Mr. Muhammad Hashim Notezai:

Will the Minister for Interior be pleased to state:

(a) the  steps  taken,  so  far  by  NADRA,  to  make  ComputerizedNational Identity Cards (CNICs), issued to Afghan Refugees orforeigners, ineffective;

(b) the steps taken, so far to cancel the fake Computerized NationalIdentity Cards issued to the foreigners in Balochistan alongwiththe numbers thereof; and

(c) the steps taken by NADRA to make sure that CNICs may not beissued to Afghan Refugees, and other foreigners?

Minister for Interior (Mr. Ijaz Ahmad Shah): (a) CNICs are issuedto Pakistani Citizens only. If some foreigner is able to acquire CNIC throughforged documents or through falsification, then his/her card is cancelled. Thefollowing steps have been taken in this regard:—

9,554 x cards cancelled

121,117 x cards blocked on doubtful National Status.

CNIC is issued only once the data (Photo/thumb impression) is crossmatched against Afghan issued cards/Aliens Registration cards.

All doubtful  National  status  cases  reported  by any VerifyingAgencies are blocked at once.

120 x employees have been dismissed/terminated from NADRA onaccount of issuance of CNIC to non-nationals.

(b) In Balochistan, 22,072 x cards are digitally impounded onaccount of suspect National Status.

All these cards will be cleared/cancelled only, once the report ofDistrict Level Committee (DLC) constituted by Ministry ofInterior is received.

So far, 1,450 x cards have been cancelled from Balochistan onreceipt of DLC report.

(c) Stringent  but  practicable  Registration  SOPs  issued  to  allNADRA’s Centres for issuance of CNICs.

Regular training is imparted to the Registration Staff so thatNADRA’s employees remain abreast with latest changes.

Where National Status of the applicant is found doubtful, thereare asked to provide documents in the light of Ministry of InteriorNotification # 8/37/2016-NADRA dated 19-04-2017.

Each CNIC application is cross-matched through biometric alienwatch list prior to issuance of CNIC.

To curb the tendency of intrusion of non-nationals in genuinefamilies, system of biometric verification of blood relative hasbeen introduced along with interview through which significantimpact has been achieved.

6. *Pir Syed Fazal Ali Shah Jillani:

Will  the  Minister  for  Overseas  Pakistanis  and  Human  ResourceDevelopment be pleased to state the names of the Labour Attacheesposted abroad with their experience, name of the country and grade?

Will the Minister for Interior be pleased to state:

(a) whether it is a fact that problems are multiplying due to streethawkers/eatables  sellers on carts  in  every  street/Mohallah atpresent; and

(b) whether these is any proposal under consideration to get  thestreet hawkers/ eatables sellers on carts registered at every UnionCouncil level in Islamabad; if so, the details thereof?

Minister for Interior (Mr. Ijaz Ahmad Shah): (a) Yes.

(b) There is no such proposals under consideration to get registered thehawker passes at union council level in Islamabad.

8. *Mr. Saleh Muhammad:

Will the Minister for Interior be pleased to state:

(a) the areas of Islamabad, including rural areas and Sector G-11/2,dotted  with encroachments and  the  steps  being  taken  by  theGovernment in this regard;

(b) whether  it  is  a  fact  that  in  Sector  G-11/2,  Islamabad,  theencroachments, like Iron fences/car porches, in front of varioushomes, are increasing which makes people, movement difficult;and

(c) the  time  by  which  the  Government  will  removesuch encroachments for  public welfare  alongwith  the  detailsthereof?

— A special drive has also been started to remove encroachmentsoutside the residential houses and private buildings / offices.

— Initially, iron grills, fences, sheds etc got removed in the areas of BlueArea + Mauve Area + Margalla Road (Sector F-5 to F-11).

— This operation is in process and its scope will be further expanded toall residential areas of Islamabad and public pathways would befreed from such encroachments.

— Images are enclosed for ready reference.

(b) — It is a fact, these encroachments are creating nuisance for pedestrianmovements however, further expansion has been curtailed by strictsurveillance particularly in Sector G-11/ 2.

(c) — Market & Road Maintenance is role of MCI however, CDA hasinitiated action to clear areas in Islamabad.

— It is expected that this would be removed within a period of four(04) months.

(a) the reasons for not implementing, so far, the letter No. 1173/CR/ICT/B dated 13-3-2019, as mentioned in reply to part (b) of thesaid question with details; and

(b) when  was  the  forensic  audit  of  the  Jammu  and  KashmirCooperative  Housing  Society carried  out  alongwith  date-wise number of meetings held so far, the names of officer whopresided the same, the present stage of audit and the time bywhich it would be completed with details thereof?

Minister for Interior (Mr. Ijaz Ahmad Shah): (a) The referred letterstates about constitution of election commission for holding election of the society.Meanwhile, the election process has started and voter list is being compiled andafter finalization of the voter list, election schedule will be issued by the RegistrarCooperative Societies, ICT, Islamabad in June 2019.

(b) It is stated that on the direction of the supreme court of Pakistan,forensic audit of the society for the period of 1st July 2011 to 30th June 2016 isbeing conducted which is near completion. Furthermore, actions will be initiated inlight of the recommendation of the audit report.

11. *Ms. Shamim Ara Panhwar:

Will the Minister for Interior be pleased to state:

(a) the total number of employees recruited, in the Ministry and itseach attached departments, during the present regime till date;and

(b) the criteria and procedure of recruitment?

Will the Minister for Interior be pleased to refer to the Starred QuestionNo.10 replied on 15-01-2018 and to state:

(a) whether the PC-I of the underpass at PWD Housing Society atIslamabad Expressway has been approved; if so, the details;

(b) whether  tender  documents  have  been  prepared  by  theconsultants; and

Minister for Interior (Mr. Ijaz Ahmad Shah): (a) No, it is clarifiedthat separate PC-I has not been prepared/ submitted/ approved for underpassat PWD Housing Society at Islamabad Expressway. However, the subjectunderpass is included in the overall PC-I of Islamabad Expressway SignalFree Corridor from Karal Interchange to G. T Road, Islamabad which is stillunder process for approval by the ECNEC.

(b) Design/ estimation and draft tender documents has been preparedby the consultants; however tender documents will be finalized after approvalof the PC-I by ECNEC.

(c) No work is awarded. The work will be awarded as per PPRARules after approval of PC-I from ECNEC, allocation and release of requiredfunds by the Federal Government.

13. *Ms. Nafeesa Inayatullah Khan Khattak:

Will  the  Minister  for  Overseas  Pakistanis  and  Human  ResourceDevelopment be pleased to state:

(a) whether  it  is  a  fact  that  under  Article  270  AA-(6)  of  theConstitution, Bonded Labour System (Abolition) Act, 1992 isapplicable in ICT;

(b) if so, the steps taken by the Government for implementing thesame since 2009 till 2019?

Minister for Overseas Pakistanis and Human ResourceDevelopment: (a) Yes,  it  is a fact  that under Article 270-AA (6) of  theConstitution, The Bonded Labour System (Abolition) Act, 1992 is applicablein Islamabad Capital Territory (ICT).

(b) The Government has taken the following steps:

i. A permanent mechanism for implementing the labour laws includingbonded labour has been established by the administration of ICT.

ii. The field staff of Labour Welfare Department of ICT regularly visitstheir respective areas for enforcement of labour laws. Furthermore,daily inspection of various factories, establishments and brick kilns iscarried out by the field staff and strict legal actions have been initiatedagainst violators.

iii. During the period from 2009 to 2019, 13116 Challans were issuedunder different labour laws including bonded labour, which wereforwarded to the concerned Court for legal proceedings.

iv. The ICT administration has sealed 36 brick kilns operating in thejurisdiction of Sub-division Noon and 14 in Sub-division Saddar ofIslamabad.

14. *Mr. Saleh Muhammad:

Will the Minister for Interior be pleased to state:

(a) the name  of  company/firm  that was  awarded the  contract  ofcleanliness in Parliament Lodges and Driver Canteen thereinand since when this company/firm is working; and

(b) the time by which steps will be taken, by the CDA, for bringingimprovement in cleanliness in Parliament Lodges and Canteen?

 Minister for Interior (Mr. Ijaz Ahmad Shah): (a) The work was

awarded to M/s Fatima Constructions & Builders having ISO certification forcleanliness (Janitorial) works on dated 26-11-2018 for a period of one yeari.e. upto 25-11-2019.

(b) Certificate of satisfactory execution of work is mandatory as perterms & conditions of contract and the same is obtained from Member SenateHouse Committee.

Tenders for canteen / cafeteria as per TORs submitted to the House &Library Committee shall be invited after approval of the same.

15. *Ch. Muhammad Barjees Tahir:

Will the Minister for Interior be pleased to state:

(a) whether it is a fact that it is not the potential of Safe City Projectcameras to get rid of street crimes, vehicles theft, purse snatchingand child kidnapping in Islamabad from inside streets where nosuch cameras have been installed;

(b) if  so,  is  there  any  proposal  of  the  Government  to  make  itobligatory  for  the  residents of  Islamabad  to have a  joint  (byhouse) security guard system from their own pockets;

(c) if so, when it will be implemented;

(d) if  not,  the  alternate  programme,  Government  has  toovercome inside streets security issues?

Minister for Interior (Mr. Ijaz Ahmad Shah): (a) As per report ofSP/Safe City, Islamabad, the Safe City project was established in FederalCapital to monitor the important building’s entry / exit points, roads, commercialcentres and sizable portion of the city’s residential areas. However, afterinauguration of this project, 1597 number of cases out of 3672 was identifiedthrough Safe City cameras.

(b) No such proposal is under consideration with ICT Police.

(d) To make Islamabad capital , a crime free city, the ICT Policetook following steps as well as preventive measures to curb the crime / criminalsgenerally and street crime specially:—

Minister for Interior (Mr. Ijaz Ahmad Shah): (a) Yes the presence ofKatchi Abadis (KA) in Islamabad is a challenge to the writ of law passed bythe government, as the Katchi Abadis are human settlements on CDA’sacquired land.

(b) The government of Pakistan has recognized ten Katchi Abadisfor regularizations. All others are encroachment on CDA’s land. Out of theseten Katchi Abadis, 2 Katchi Abadis (namely, Katchi Abadi HaqBaho andDhoke Najju, Islamabad) have been completely rehabilitated in MODELURBAN SHELTRE PROJECT, FRASH, LEHTRAR ROAD, ZONE-4,ISLAMABAD. Remaining 8 Katchi Abadis are in the process of regularization(detail in material for supplementary). However on the directions of thegovernment CDA is making a proposal to rehabilitate the dwellers of twoKatchi Abadi (Katchi Abadi (KA) F-7/4 and KA F-6/2 to rehabilitate them inapartments within sectoral area of Islamabad. regarding other encroachmentson CDA’s acquired land, FIA has also conducted an enquiry.

(c) The reasons of presence of Katchi Abadis are weak developmentcontrol on CDA’s acquired land.

Due to establishment of Federal Capital adequate provision of housingcould not be provided to accommodate the labor class.

(d) The Government is working on the issue by adopting followingmeasures:

— Accommodating dwellers of recognized Katchi Abadis withinsectoral area of Islamabad as well as MUSP, FRASH, Islamabad.

— Additionally proposal is being made to accommodate dwellers ofKatchi Abadis  within  sectoral  area  of  Islamabad  in  housingapartments.

— CDA has also proposed a human settlement Act.

— Since the issue relates to rehabilitation of human beings, as such it isdifficult to spell out time regarding the subject matter, neverthelessGovernment is making all its effort to control the encroachments onCDA’s land and rehabilitate the dwellers of recognized KatchiAbadis, accordingly.

Minister for Inter-Provincial Coordination (Dr. Fehmida Mirza):Under Rules of Business, 1973, the Ministry of IPC has been performingsecretariat work for CCI since 2010. Moreover, under the same Rules ofBusiness, the Ministry has been entrusted the function of promoting uniformityof approach in formulation of policies and their implementation by the Provincesand the Federal Government in all fields of common national concern.

The Council of Common Interests (CCI) is a constitutional body setupunder Article 153 of the Constitution. Under Article 154(1), the CCI formulatesand regulates policies in relation to matters in Part II of the Federal LegislativeList and shall exercise supervision and control over related institutions. Hence,the purview of CCI is confined to eighteen subjects enumerated in FLLPart-II.

Moreover, the Prime Minister has setup Inter Provincial CoordinationCommittee  (IPCC).  The  Ministry  has  been  instrumental  in  affectingcoordination on several issues of national importance including (non-exhaustive).

So far, 40 meetings of CCI have been convened from 1973 to 2018(29 meetings since 2010 to-date) and process for 41st meeting is in hand.During these meetings a number of issues of mutual interest between thefederation and provinces were brought before the CCI for consideration ofand decision. Major issues resolved by CCI were as under:—

(i) National Energy (Power) Policy, 2013-2018.

(ii) Power Generation Policy, 2015.

(iii) Mechanism for at source deduction of outstanding power sectorpayables of Provinces.

(iv) National Forest Policy, 2015.

(a) whether it is a fact that under Article 38 (c)  of the Constitution,EOBI has  to provide  compulsory  social  insurance  to  retiredworkers over 40 years in the shape of old-age pension;

(b) whether  it  is  also  a  fact  that  the  collection  procedure  fromemployers is not upto the mark due to administrative hurdlesafter the 18th Amendment; and

(c) the steps presently taken by the Government to eradicate thisissue?

Minister for Overseas Pakistanis and Human ResourceDevelopment: (a) (i) According to Article 38(c) of the Constitution, the Stateshall provide social security by compulsory social insurance, or other means for allpersons employed in the service of Pakistan or otherwise.

(ii) The EOB Act 1976 was enacted with effect from April 01, 1976, toachieve the objective.

It extends Old-Age Benefits to insured persons or their survivors. However,for Old Age Pension Section-22 of EOB Act, 1976 provides as under;

22(1) An insured person shall be entitled to a monthly old age pension atthe rate specified in the Schedule.

Provided that:(a) he is over sixty years of age, or fifty five years in the case of a women; and(b) contributions in respect of him were paid for not less than fifteen years.

Provided further that the age specified in clause (a) will be reduced by five yearsin the case of an insured person employed in the occupation of mining for at leastten years immediately preceding retirement.

(b) After the 18th constitutional amendment, the following issues havebeen experienced in collection:

1. A number of employers have stopped payment of contribution dueto legal position of EOBI after devolution.

2. Minimum Wages are announced by the Provinces instead of FederalGovernment and because of this contribution is being collected atthe rate of Rs. 480/ - per Insured Person/month on the basis of lastminimum  wages  announced  by  the  Federal Government  i.e.,Rs. 8,000/ - p.m. The collection should be Rs.900/ - per InsuredPerson/month on the basis of current minimum wages, which is anadministrative hurdle due to 18th constitutional amendments.

(c) At present the matter of devolution of EOBI is under considerationin the Council of Common Interests.

However, ICTPolice with effective coordination of Local Administration took appropriatemeasures against the violators and saved the government / private properties andthe people.

Minister for Interior (Mr. Ijaz Ahmad Shah): (a) On the report ofTehreek­e­Labaik sit in, ICT Administration immediately initiated negotiations withthe local leadership of TLP and held multiple meetings in Deputy CommissionerOffice. The Administration had requested local leadership to call off protestscheduled on 25th November, 2018. Meetings with top leadership of TLP werealso held at the level of Interior Ministry and Government of Punjab. Once thenegotiations were inconclusive, crackdown against TLP leadership workers wasinitiated all over the Pakistan.

(b) During negotiations it was felt that the TLP leadership is not ready totake back the sit in call. Thereafter certain activists of TLP were arrested underSection 3 MPO. In this regard 126 activists of TLP were arrested and proceedingunder trial with District Magistrate.

Presently,Regional Passport Office, Shangla is extending the passport facilities to theresidents of area smoothly and efficiently.

Minister for Interior (Mr. Ijaz Ahmad Shah): (a) Revised Layoutplan of the Senate Avenue Housing Scheme, Mouza Herdogher, Zone­V, Islamabadsponsored by M/s Senate Employees Co­operative Housing Society (SECHS),Islamabad was approved by CDA on 23­9­2009 over an area measuring 680Kanals and 569 residential plots. The Society was advised by CDA to completethe Pre­requisites for obtaining NOC from CDA, but management of the Societyfailed to do so. Thus NOC of the said scheme was not issued by the CDA andthus Sale/ purchase of plots and development in the scheme is illegal andunauthorized. As per Modalities and Procedures framed under ICT ZoningRegulation 1992 the sponsors of the scheme are allowed to advertise the schemeonly after issuance of NOC. It has further been observed that Senate of Pakistanvide its advertisement dated 29­8­2016 appeared in daily Jang has disowned thesociety. The sponsors of the scheme have been directed to immediately stop theadvertisement of the above said scheme and refrain from sale/purchase and bookingof plots failin. which strict action shall be initiated.

(b) There is a dispute of access road between Senate Avenue HousingSociety and Gulshan­e­Rabia Housing Scheme as access road of the scheme iscrossing Gulshan­e­Rabia Housing Scheme for which layout plan has beenwithdrawn/ cancelled by CDA but land stands mortgaged and transferred withCDA.

(c) As soon as the Society completes the requirements of CDA andland dispute are resolved, CDA will process layout plan approved and NOC tothe society.

10. Ms. Shamim Ara Panhwar:
