The Excellence In Concrete Awards program began 35 years ago, and continues today, as a way to recognize projects that use concrete in extensive or innovative ways.

Each year, the Excellence in Concrete Committee works to categorize, judge, and present all the amazing entries that you will see tonight. This team effort culminates at the Excellence in Concrete Awards Banquet. Distinctive plaques are given to the owners, architects, engineers, concrete suppliers, contractors and concrete finishers at our annual banquet. EIC awards are well known, and carry a great deal of prestige throughout the industry.

The entries are judged as best-of-category and include bridges, commercial, ICF, residential, public facility, craftsmanship, transportation, industrial, utility and other categories that apply from year to year. Recent award winners have included an historic bridge restoration on the North Fork of the Rogue River, University Pointe at College Station and Jeld-Wen Field.

Tonight, as we celebrate EIC’s 35th Anniversary, you will see the pride this program has brought to concrete producers and contractors around the state. OCAPA and OACI will continue to encourage high quality concrete products and recognize true excellence in the industry for many years to come.

Lifetime Achievement Award

Robert E. PhelpsOctober 30, 1930 — June 10, 2014

Bob earned his bachelor’s degree in civil engineering and played hockey for the University of Alaska. Bob then earned a master’s degree in civil engineering construction from Stanford University.

After graduating from Stanford, Bob went to work for Peter Kiewit Sons Co. in Washington State. Bob worked in construction for about 10 years before moving his family to Corvallis, where he became a professor at Oregon State University in the Civil Engineering Department, and was one of the founding professors of the Civil Engineering Management Program. Bob taught at Oregon State for 25 years, until his retirement in 1992. There is a lecture room in Kearney Hall (previously Apperson Hall) named in his honor.

Bob was an expert and respected consultant in the areas of concrete technology (including cement), aggregate-crushing operations, construction methods, rolling resistance, estimating and cost control. He would discuss his belief in

“construct by contract” with anyone who would listen.

Bob was a member of ASCE (the American Society of Civil Engineers), ACI (the American Concrete Institute) and AGC (Associated General Contractors). He was a licensed PE (Professional Engineer), a PLS (Professional Land Surveyor) and a WRE (Water Rights Examiner).

Bob was a fixture at all Oregon State Engineering golf tournaments, wearing his 1960's plaid pants, which he claimed never had to be altered. He was an avid bird hunter and fisherman, which he enjoyed doing with his family and friends, and always was accompanied by his golden retriever.

2015 Recipient

Concrete canoe is a competition put on by the American Society of Civil Engineers (ASCE) at regional and national levels. Civil engineering and construction engineering management students are tasked with creating a canoe out of concrete in accordance with the design specifications set forth by the National Concrete Canoe Committee.

Each university is assessed in four categories; final product, technical paper, technical presentation and race performance.
