Meaning of “cluster”
Common water infrastructure: water supply network,
reservoirs, pumps, wells or water abstraction are used
by more then one locality.
Common organization of water services: one Apa Canal
or municipalities hire one company to provide
maintenance services.
Water services are organized separately, but PIU (project
implementation unit) prepares larger investment projects
and provides some services for municipal water
providers; this could be also a transitional solution
before joint organization of water services.

Methodology used to prioritize clusters in
Riscani Rayon The cluster proposal is based on the technical options
for development of water supply infrastructure which will
be presented later.
The development of wastewater infrastructure was not
used for cluster proposal because the lack of water of
good quality is the major problem.
Most of the localities in Moldova (except urban area) are
small, located far from one another and with hilly
topography. Thus, the development of a larger
wastewater network would be too costly. Yet, there is no
other option than for a larger water supply network.

Methodology used to prioritize clusters in
Riscani Rayon For localities where the technical option was not
prepared, the cluster proposal was based on other
similarities (localities with access to water, close
location or others).
For each technical option, the DGC (Dynamic Generation
Cost) indicator was calculated in order to determine
which option is more cost effective.

Based on division of Rayon into two water
networks supplied from different sources
(Prut River for the west part and Soroca-
Balti transition pipe for the east part);
Technical option was not prepared
because investment and operating costs
are much higher then for one water source
(cluster 1 or 3);
Thus such a division is not recommended;

constitute a separate cluster;
This division into clusters 6, 7, 8 is also not
recommended for the same reasons as clusters
4 and 5;
