    APPOINTMENT, QUALIFICATIONS, AND COMPENSATION OF THESUPERINTENDENT

    A. Appointment

    The school division will employ a qualified person for the positionof Superintendent of Schools from the entire list of eligiblepersons certified by the State Board of Education, in accordancewith the Code of Virginia and the regulations of the State Board ofEducation Governing Licensure of School Personnel. Appointmentof the Superintendent will require the affirmative vote of amajority of a quorum of the (4) School Board at an open Boardmeeting for which due notice was given of the intended action.

    B. Qualifications

    The Superintendent will meet the qualifications specified in theCode of Virginia and by the State Board of Education regulations.Eligibility shall be limited to individuals whose records attest togood character and demonstrated ability as an educationaladministrator. The Superintendent must have specificeducational hours and experience requirements as identified inthe State Board of Educational regulations.

    As part of the selection process, the School Board may identifyadditional qualifications, experience, or strengths which the Boarddetermines are particularly suited to achieving the goals of theschool division.

    C. Contract and Compensation

    The Division Superintendent shall serve for an initial term of notless than two years nor more than four years. At the expiration ofthe initial term, the Division Superintendent shall be eligible tohold office for the term specified by the School Board, not to

    exceed four years. All contract terms for the Superintendent shallexpire on June 30.

    The contract will be negotiated from time to time, however, theSchool Board will not renegotiate a Superintendents contractduring the period following the election or appointment of new

    members and the date such new members are qualified andassume office. The contract will set forth the Superintendent'sright to compensation and a benefit package. Specific fundinglevels will be negotiated annually, coordinated with the evaluationprocess and the annual budget process, and may includeperformance-based remuneration related to the achievement ofperformance goals and standards established by the SchoolBoard.
