ARTBA used the occasion of CONEXPO-CON/AGG 2011 to unveil a two-minute video highlighting the superstructure’s features, its engineering and construction achievements and the positive mobility, job creation and economic impacts on the Arizona-Nevada communities. As part of the “Transportation Makes America Work” campaign, the video is being distributed to national and local news media, and members of Congress and their staffs to show them the benefits of infrastructure improvements and make the point that there are similar projects ready to be built across the nation if Congress would complete action on the long- term highway/transit bill. Also during CONEXPO, select member associations of the Transportation Construction Coalition (TCC) set up grassroots centers at their respective booths, which resulted in industry executives calling their congressional delegations to urge timely action on the reauthorization bill. These grassroots efforts will culminate at the May 24-25 TCC Washington Fly-In, where attendees will meet face-to-face with their elected officials. Dr. Jay Newitt, a

founder of Brigham

Young University’s

Construction

Management Program,

will teach participants

how to use schedules

to manage and

track all aspects of a

transportation project—people, materials,

key operational benchmarks and payment

schedules. They also will have “hands-

on” experience with the most widely used

scheduling software, Primavera Project

Planner (P6).

Newitt has trained more than 5,000

project managers and superintendents

on the principles of CPM scheduling and

developed a method to teach the complex

principles in an easy to understand and

effective way.

One past graduate of P6 scheduling

academy said this about Newitt: “The

instruction was top notch. He had a firm

grasp and was knowledgeable in all aspects

of the program, and it carried through to

the students. Before this class, I would

rate my understanding of CPM scheduling

as average at best. Moving forward, the

skills I have learned should help with my

scheduling practices in the future.”

Vehicle-Mile Tax Has Pros and Cons

The Congressional Budget Office

(CBO), a non-partisan agency

charged with evaluating policy

proposals before Congress,

released a report March 23

highlighting the benefits and

challenges of a Vehicle Miles

Traveled (VMT) user fee to

generate revenues for surface

transportation improvements—a

concept ARTBA has long

supported. The report, requested

by Senate Budget Committee

Chairman Kent Conrad (D-N.D),

states the true costs to society

would best be levied in the long-

term through utilization of both a

VMT and traditional fuels taxes.

For instance, according to CBO,

a VMT tax, depending on its goal,

could better tie issues like road

deterioration and congestion to

the vehicles most contributing

to these problems. However, the

report also points out various

problems with VMT, including

the high costs associated with

implementing such a system,

collecting the tax, unease about

privacy and equity concerns as

they relate to low-income and

rural users.
