Highway & Transit Bill Delay Jeopardizes Jobs, New Website Shows
Top Instructor Returns for P6 Scheduling Academy
Hot Dam... And a Cool New Bridge Too!
Hailed as the birth of a “modern
marvel,” it is the largest
concrete-arch bridge in the
Western Hemisphere, sitting on
the highest precast segmented
columns in the world.
It was built on-time and with
transportation agencies and
private sector firms working
together on behalf of taxpayers.
And soon, the American people
and members of Congress are
going to learn more about the
Hoover Dam Bypass project.
ARTBA used the occasion
of CONEXPO-CON/AGG
2011 to unveil a two-minute
video highlighting the
superstructure’s features, its
engineering and construction
achievements and the positive
mobility, job creation and
economic impacts on the
Arizona-Nevada communities.
As part of the
“Transportation Makes
America Work” campaign, the
video is being distributed to
national and local news media,
and members of Congress
and their staffs to show them
the benefits of infrastructure
improvements and make the
point that there are similar
projects ready to be built across
the nation if Congress would
complete action on the long-
term highway/transit bill.
Also during CONEXPO,
select member associations
of the Transportation
Construction Coalition (TCC)
set up grassroots centers at
their respective booths, which
resulted in industry executives
calling their congressional
delegations to urge timely
action on the reauthorization
bill. These grassroots efforts
will culminate at the May 24-25
TCC Washington Fly-In, where
attendees will meet face-to-face
with their elected officials.
With the federal surface
transportation bill stuck in
legislative limbo, ARTBA’s
“Transportation Makes
America Work” campaign
March 28 launched www.
transportationcreatesjobs.org
to educate lawmakers and
the public about the number
of jobs in all 50 states that
are dependent on this critical
legislation.

U.S. with links to one-page fact sheets that
include: job creation impacts, a profile of the
state’s transportation network, the conditions
of roads and bridges, and other economic
impacts of infrastructure improvements.
Based on ARTBA’s groundbreaking
“Transportation Construction Industry
Profile,” the site also contains national data
about how transportation investments
stimulate U.S. business activity, generate
federal and state payroll tax revenue, and
sustain jobs in other industries.
ARTBA prepared and distributed via the
wire services customized news releases for all
50 states and also contacted congressional
offices about the site.

Dr. Jay Newitt, a
founder of Brigham
Young University’s
Construction
Management Program,
will teach participants
how to use schedules
to manage and
track all aspects of a
transportation project—people, materials,
key operational benchmarks and payment
schedules. They also will have “hands-
on” experience with the most widely used
scheduling software, Primavera Project
Planner (P6).
Newitt has trained more than 5,000
project managers and superintendents
on the principles of CPM scheduling and
developed a method to teach the complex
principles in an easy to understand and
effective way.
One past graduate of P6 scheduling
academy said this about Newitt: “The
instruction was top notch. He had a firm
grasp and was knowledgeable in all aspects
of the program, and it carried through to
the students. Before this class, I would
rate my understanding of CPM scheduling
as average at best. Moving forward, the
skills I have learned should help with my
scheduling practices in the future.”

Vehicle-Mile Tax Has Pros and Cons
The Congressional Budget Office
(CBO), a non-partisan agency
charged with evaluating policy
proposals before Congress,
released a report March 23
highlighting the benefits and
challenges of a Vehicle Miles
Traveled (VMT) user fee to
generate revenues for surface
transportation improvements—a
concept ARTBA has long
supported. The report, requested
by Senate Budget Committee
Chairman Kent Conrad (D-N.D),
states the true costs to society
would best be levied in the long-
term through utilization of both a
VMT and traditional fuels taxes.
For instance, according to CBO,
a VMT tax, depending on its goal,
could better tie issues like road
deterioration and congestion to
the vehicles most contributing
to these problems. However, the
report also points out various
problems with VMT, including
the high costs associated with
implementing such a system,
collecting the tax, unease about
privacy and equity concerns as
they relate to low-income and
rural users.

Safety Awareness Awards.
The Globe Award celebrates
private-sector firms and public-
sector agencies that do an
outstanding job in protecting
and/or enhancing the natural
environment in the planning,
design and construction of U.S.
transportation infrastructure
projects. It also honors

The “Lanford Family Highway
Worker Memorial Scholarship
Program” provides financial
assistance to the children of
highway construction workers
killed or permanently disabled
in the line of duty to pursue
post-secondary education. The

New Work Zone Awareness Week Poster Available
The National
Work Zone
Safety
Information
Clearinghouse is
a key supporter
of National Work
Zone Awareness
Week, April 4-8. This year’s
theme is “Safer Driving. Safer
Work Zones. For Everyone.”
The national “Kickoff Event”
will be hosted by the Maryland
State Highway Administration.
As in previous years, the
Clearinghouse is printing the
official poster, which will be
distributed nationwide. This
poster and other work zone safety
products are available at www.

Dr. Melissa
Tooley was
presented the
ARTBA 2010
S.S. Steinberg
Award during
association’s
Research
& Education Division (RED)
meeting earlier this year.
Tooley is director of the
University Transportation
Center for Mobility (UTCM), a
part of the Texas Transportation
Institute (TTI) at Texas
A&M University. The award
recognizes an individual

contributions to transportation
education. Prior to joining
TTI, Dr. Tooley was director
of the Mack-Blackwell Rural
Transportation Center at the
University of Arkansas. Dr.
Tooley is a past president

and of ARTBA’s RED.
ITS Group Forming
ARTBA member firms with
an interest in Intelligent
Transportation Systems (ITS)

a new ARTBA ITS Policy &

ARTBA’s 2011 Young Executive Development Program (YEDP), to be held May 23-26, is an immersion course in the Nation’s Capital designed to introduce the next generation of leaders to federal legislative and regulatory policies and ARTBA’s role in shaping them. It features sessions on highway/transit financing, economics, environmental issues, P3s & industry innovation. The program also features an interactive session with a high-profile industry CEO & tour of FHWA’s Turner-Fairbank Highway Research Center.
