2.0 SCOPE This Project Specification covers the Piping Material requirements for the IOCL PARADIP Refinery Project. Reference shall also be made to the international standards, Indian statutory regulations and any other specifications referenced herein.
3.0 GENERAL NOTES
3.1 This specification has been produced using the American National Standard Code for Pressure Piping Process Piping, ASME B31.3.latest edition, and latest Addenda. ASME B31.1 Power Piping code requirements are also included as required.
3.2 This standard is to be read in conjunction with Indian mandatory standards, Codes and regulations which also apply. In the event of any conflict, all parties shall seek clarification from IOCL before proceeding. Generally, the most stringent requirements shall apply.
3.3 The symbols used for identification of piping class designations shall be those indicated in Para. 7.0
3.4 SERVICE LIMITS AND PIPE WALL THICKNESS
3.4.1 All pipe wall thicknesses specified in individual pipe classes shall be suitable for the full range of pressure/temperature combinations tabulated. Where calculated wall thickness is specified, this will be based on individual line design conditions as stated on the "Line Classification List".
3.4.2 Pipe wall thickness shall be calculated in accordance with the requirements of the Design Code referred to in para 4.1 & 4.2 below.
3.4.3 The minimum wall thickness after reduction by:-
a) Corrosion Allowance

with ASME B1.20.1 (NPT),

If the metal thickness required to contain the pressure is less than the "Minimum Corroded Thickness", the "Minimum Corroded Thickness" shall be used. For larger pipe sizes, the minimum thickness may need to be increased to retain the required shape.
3.5 PIPE SIZES
3.5.1 Minimum pipe size shall be (20mm) unless stated otherwise in the individual piping classes. Smaller sizes may be permitted for instrument connections and steam tracing etc., only where specifically stated.
3.5.2 Non-standard pipe sizes 1", 2", 3", 5", 7" & 9"(30, 60, 90, 125, 175 and 225 mm) shall not be used in any piping class, except where specifically shown on P&ID's.
Note: Where equipment is supplied with non-standard nozzle sizes, these shall be adjusted to a standard size by means of a reducing fitting immediately adjacent to the equipment. The non-standard adaptor component shall be supplied by the Equipment manufacturer. Wall thicknesses of such fittings shall be in accordance with the next standard size up.
3.6. THREADS
3.6.1 All screwed connections shall have taper threads in accordance with ASME B1.20.1 (NPT), and limited to 1 1/2" (40mm) NPS or less.
3.7. THREADED PIPING SYSTEMS
3.7.1 As a general design policy to reduce the incidence of leakage, the use of threaded joints and unions (where permitted by the Pipe Class) shall be kept to a minimum consistent with ease of pipe work fabrication, installation and maintenance.
3.7.2 All threaded connections that require seal welding, shall meet the requirements of the relevant fabrication specification.
3.7.3 Threaded plugs on hydrostatic vents not provided with a valve, shall be seal welded after testing has been carried out.
Threaded connections, not requiring seal welding, shall be sealed as follows:
230C & below - use PTFE Jointing Tape, or approved jointing compound.

Above 230C - Seal weld wherever possible, otherwise use pipe jointing compound to manufacturers standards.
3.8 JOINTING OF SMALL BORE PIPES
3.8.1 Straight lengths of small bore piping 1 , (40 mm) and smaller, shall be joined together by full couplings in pipe classes where socket weld joints are permitted. Similarly in CS galvanised pipe classes screwed coupling shall be used for joining straight lengths of pipe.
3.9 BENDS AND ELBOWS IN SMALL BORE PIPING
3.9.1 In small bore welded piping 1 (40 mm) and smaller, hot or cold formed bends with a radius of 5D min. may be used for LP steam tracing only. The maximum permissible ovality after bending is 5% on outside diameter. The maximum permissible thinning on the back of the bend shall be 12% of nominal wall thickness.
3.10 PRESSURE
3.10.1 All pressures given in this specification are gauge pressure, unless otherwise stated.
3.11 PIPE
3.11.1 Where API 5L material is specified, the PSL (Product Specification Level) requirement shall be stated within the individual pipe material classes.
3.12 PIPE FITTINGS
3.12.1 Piping classes where more than one class of socket weld fitting is listed, such as class 3000 and class 6000, reducing fittings shall be specified to the higher rating if dictated by the outlet pipe size schedule.
3.12.2 Swaged nipples
For dimensions of swage nipples refer to BS 3799, and reference to end condition in accordance with pipe class requirements and Contractors standard.
3.12.3 Unions
Unions may only be used where indicated on Piping Classes, they shall not be used in: -
Hydrogen service
Steam service

Systems Class 300 and above
Where design temperatures are above 150 C
Toxic and highly corrosive fluids (including sour service)
Low temperature service

3.12.4 Pulled Bends
Hot or cold formed bends 3"(80mm) and larger, having radii of 2 x NPS or greater, shall be reviewed with particular reference to wall thickness & tolerances.
3.12.5 Elbows
Elbow thickness shall be inspected according to project standard 3210-8440-SP-0018 to ensure that minimum thickness at the mid-span, intrados, extrados and end tangents is not less than the wall thickness specified in the requisition.
3.13 FLANGES
3.13.1 Flanges up to and including 24"(600 mm) shall be in accordance with ASME B16.5 latest edition, and flanges 26"(650mm) & above, shall be in accordance with ASME B16.47, series B unless otherwise stated.
Care shall be exercised where mating to, or replacing, existing installations. In these cases the Flange standard and rating shall be ascertained from Site supplied data.
3.13.2 Flanges over 60NB shall be in accordance with ASME Section VIII Div.1 Boiler and Pressure Vessel Code.
3.13.3 Slip-on flanges may be used only in above ground non corrosive utilities category D fluid.
3.13.4 Flange facing finish shall be per ASME B16.5 unless otherwise stated.
3.13.5 Ring joint flanges shall be used in classes rated 900lb and above unless otherwise stated.
3.13.6 Unless specified in individual pipe classes, flat faced flanges shall only be used when mating to cast iron or non metallic flanges or to flat face flanges on equipment.
3.14 GASKETS
3.14.1 RTJ gaskets, when specified shall comply with ASME B16.20.
3.14.2 Flexible Graphite compounds shall contain min.95% pure Carbon grade, except where specific Service requirement is determined otherwise.

3.15 BOLTS
3.15.1 All bolting shall comply with the requirements of the relevant listed standards and documents.
3.15.2 Bolt Tensioners
All flanged joints employing controlled tensioning, shall be to the requirements of Project Specification (3210-8440-SP-0011) for Controlled Bolt Tightening.
3.15.3 Unless otherwise stated bolt tensioners shall be considered for all bolts 1 (33 mm) diameter and larger, in Classes 600# rating & greater. In addition, for Hydrogen and Toxic services, in all Class ratings, bolt tensioners shall be considered for all bolts 1(33 mm) diameter and larger. In all such cases the bolt length shall be increased in line with recommendations of the manufacturer of the bolt tensioning equipment, - generally normal required length plus one bolt diameter.
3.15.4 Bolt tensioning shall also be applied when Critical joints have been identified, (e.g. Cyclic service etc.) and when criticality code indicates in the Stress Line Classification List.
3.16 FABRICATION
3.16.1 Fabrication of piping shall comply with the project specification 3210-8440-SP-0018.
3.16.2 PWHT requirements shall be in accordance with the reference in each Pipe Class, project specification (3210-8440-SP-0018) & applicable codes.
3.17 BRANCH REINFORCEMENT
3.17.1 Branch reinforcement shall be in accordance with details in the individual pipe classes.
3.18 STANDARD SUB ASSEMBLIES
3.18.1 For vent, drain & instrument connections standard assembly drawings shall be according to the project standard drawing (HOLD). The applicable sub assembly nos. have been identified in the individual pipe classes (HOLD).
3.19 SPECIAL PIPING ITEMS
3.19.1 All special piping items shall be listed, identified, procured and installed fully in accordance with all relevant process and piping specifications. Installation shall conform to Manufacturers recommendations.

3.20 BURIED PIPING
3.20.1 All buried carbon steel piping shall be externally protected in accordance with Project Specification (3210-8440-SP-0008)
3.21 VALVES
3.21.1 Valves shall comply with all referenced international standards, specifications and project technical requirements.
3.21.2 Gear operated gate and globe valves shall be used where indicated by size & rating in order to provide the recommended operational effort. Bevel gear operators are to be used in preference to spur gear operators. Where frequency of operation or high operating torque dictates, valves of other sizes may be equipped with gear operators, and the Valve Data Sheet shall indicate such requirements.

3.21.3 Valve trim numbers for gate, globe and check valves are generally in accordance with API 600 Table 3.
3.21.4 Valve gland packing material shall be in accordance with the following table.

Valve specification will indicate gland packing materials for special service duties not covered by the above table.
3.21.5 Gate, Globe and Check valves in pressure class 900 and above shall have pressure seal bonnets and covers to minimise bonnet leakage. Welded bonnets or screwed & seal welded bonnets are acceptable for sizes lower than 2 for classes 900 & above.
3.21.6 Face to Face / End to End dimension of valves shall confirm to ASME B16.10 to the extent covered. For valves not covered in ASME B16.10, reference shall be made to BS EN 558-2 and / or manufacturers standard.
3.21.7 All wrench operated ball valves in insulated lines shall have 120mm extended spindle (measured from the valve bonnet) to ensure that the wrench clears valve insulation. The spindle to have an outer stationary tube welded to the valve bonnet and having a weather seal at the wrench end. The stationary tube enables the insulation to be properly sealed around it.
3.21.8 Full-bore valves shall only be used when specifically indicated on P&IDs. Ball valves have been specified with reduced port, as standard in the piping material specification. The selection of suitable port is to be verified during detail engineering by EPC contractor.
3.21.9 All butterfly valves and dual plate check valves shall be double flanged type only.
3.21.10 Pressure temperature rating of flanged and butt welding end valves shall be in accordance with ASME B16.34 except for Ball, Plug and Butterfly valves. For these valves refer the following table for pressure temperature rating.

5.0 SPECIFIC SERVICE REQUIREMENTS 5.1 Sour Service, NACE (H2S) (Refer Project Specification 3210-8440-SP-0026)
Piping in sour service shall comply with NACE MR0103 and project standard 3210-8440-SP-0026.
Pipe, fittings and flanges in H2S service shall be stated as such on the Requisition indicating the applicable Technical Requirements Standards.
Pipe, fittings and flange Suppliers are required to confirm in their quotations that all items offered comply with special requirements as stated in the Requisition and its Attachments including the requirements of NACE Std. MR0103.
Valves in H2S service 1. Valves in H2S service shall be stated as such on the Valve Data Sheet.
2. Valve suppliers are required to confirm in their quotations that valves offered comply with project standard including the requirements of NACE Std. MR0103 and the following supplementary requirements :-
Cast Carbon Steel Valves (ASTM A216 / ASTM A352) Body, Bonnet and Cover materials shall have hardness certified as Rockwell C 22 max.
Forged Carbon Steel Valves (ASTM A105 / ASTM A350) Body, Bonnet and Cover materials shall be hot-forged and have hardness certified as 187 HB max.
Forged components to ASTM A105 shall be normalised and meet the supplementary requirements of SR-3, SR-9 & SR-11.3 of that standard.
Forged components to ASTM A350 (LF2) shall be normalised and meet the supplementary requirements of SR-11 & SR-13.3 of that standard.
Forged or Cast Austenitic Stainless Steel Valves
All material to be solution annealed and fully softened in accordance with ASTM A182 and ASTM A351 and shall have hardness certified as Rockwell C 22 max.
3. Increased Valve Casting Quality factors (EC )
All castings shall be additionally examined in accordance with ASME B31.3, Table 302.3.3C, Notes 2 & 3 as appropriate, to provide Casting Quality Factor = 1.00.
4. Forged or Cast materials for Valve trims.
All material to be fully in compliance with NACE MR0103, whether solid alloy or weld overlay. Trim materials shall be as indicated on the Valve Data Sheets.
5. Elastomer Seals.

Where seals such as 'O' rings are subject to wet H2S service, the material shall be approved by FW Engineering Department to ensure suitability.
6. Springs
Springs in contact with the corrodent shall be "Inconel X-750" in the cold worked and AGE hardened condition to a maximum hardness of RC 50.
7. Examination
All examination, Visual, NDE etc. shall be carried out by the Valve manufacturer and all results shall be included in the certification provided.
5.2 Low Temperature and/or Impact-tested Materials Material designation and testing requirements.
1. Low Temperature service.
All carbon steel pipe work components subject to Design Minimum Temperatures between 0 OC and - 46 OC are specified as Impact tested materials in accordance with the following:
