Annual report of the Institute of Information Technology of Azerbaijan National Academy of Sciences for the year of 2014. “Information Technologies” publishing house, Baku 2014, 47 pages.

The annual report covers information on main academic activities. The report highlights the important achievements in theoretical research, education, trainings and innovations. Developments in the national research and education network AzScienceNet, international scientific cooperation, e-library, multimedia, computer and web services, academic publications, infrastructure and facilities of the institute are summarized.

1. ABOUT THE INSTITUTE

1971 Department of Automatic Control Systems (ACS) wasestablished under the Institute of Cybernetics of ANAS.

1982 ACS Department became a separate legal organization.

1997 Information-Telecommunication Scientific Centre (ITSC) established on the basis of ACS Department.

2002 Institute of Information Technology founded on the basis of ITSC.

Research has been conducted on scientific-theoretical problems and effective methods of formation of information technologies and information society.

4.1. Data Mining and Big Data technologies

A method is proposed for automatic evaluation of reports in intelligent education systems considering semantic and syntactic information.

A linguistic knowledge based algorithm is developed for defining reporting strategies in intelligent education systems

In order to choose the correct strategy for application of Big Data technologies, essence, properties, formation history, technological components and analytics capabilities of these technologies were analyzed, their advantages, perspectives and existing problems are pointed out.

Big Data analytics and visualization methods are analyzed.

A GM (1, 1) Markov model is proposed for forecasting software vulnerabilities during given time interval.

A polling systems theory based optimization model is proposed for online monitoring of computer networks.

A consecutive template detection algorithm based method is proposed for detection of trends in internet traffic.

Methods of intelligent monitoring of network security, network traffic classification and clusteringare analyzed and several emerging research issues are determined.

Security issues and solutions in AzScienceNet cloud services are analyzed.

4.3. Cloud technologies

State of the art and development perspectives of cloud technology economy are investigated, andseveral proposals are introduced.

A detection method for masquerade attacks that can be realized in cloud infrastructure is proposed. The approach is based on similarity comparison of user profiles.

A detection method of unauthorized access to a cloud infrastructure is proposed byjoint filtering system based on cloud model.

An approach is proposed for development of hierarchic risk evaluation system that can make group decisions for dynamic cloud federalization.

Trust issues, as well as reputation type trust development technologies for cloud technologies, approaches for provision of cloud transparency, methods of setting of trust based on service level contract, “trust as service” services were researched, several problems and recommendations are given.

A new face recognition algorithm was developed for determining the race and ethnicity of a person.

A review and several recommendations on effective use of biometric network for biometric recognition are presented.

New features are defined for increasing the quality of recognition system of printed symbols in handwritings in Azerbaijani language.

4.5. Information-communication technologies

Methods and algorithms are developed for increasing the effectiveness of Internet services in corporate networks.

State of the art in the automation of the computer network management process isanalyzed.

A method was developed for optimal distribution of computational resources among users in the national research and education network, AzScienceNet.

Methods and algorithms were developed for effective use of storage in AzScienceNet.

4.6. Sensor and Ad Hoc networks

A new routing algorithm was developed for ad-hoc networks.

4.7. Linguistic information technologies

A fuzzy logic based approach was proposed for intelligence of the testing process in accordance with the diagnostic modules of an expert system.

4.8. Software engineering

State of the art in software engineering in Azerbaijan wasresearched and several recommendations for development of the field were proposed.

E-waste management solutions in European Union areanalyzed.The analysis covers legislation, technical and technological, economic, organizational and other aspects of e-waste management. Monitoring of the e-waste management in Azerbaijan is carried out.

4.10. Audio information technologies

Anempirical wavelet based featureextraction method was proposed for human voice recognition systems.

Comparative analysis of approaches to loudness period evaluation of voice signals in different noise environments was conducted.

4.11. Artificial intelligence and socio-information technologies

Methods were developed for evaluation of competence of IT specialists based on fuzzy modeling.

Models and methods were developed for coordination of demand and supply in IT specialists market based on intelligent technologies.

Architecture and transaction scheme of intelligent management system of relevance of IT education to conjuncture of IT labor market.

Fuzzy multi-criterion optimization methods were developed for evaluation of human resources by considering the competence of experts.

Components of intelligent systems for decision support in human resource management were determined. Methods of processing and analysis of knowledge were developed for intelligent systems supporting human resources control.

An intelligent decision support system approach was proposed for measuring inter-country integration processes in foreign policy.

A fuzzy model was proposed for determining the usefulness of resources and activity degrees of users in electronic libraries.

By using bibliometric methods, a social network detection model was proposed for measuring the relations among users in e-library environment.

Models and methods were developed for evaluation of the impact of information systems on efficiency of medical institutions.

4.13. E-government

Scientific-theoretical problems and solution perspectives of electronic government formation were researched, relevant proposals were put forward.

Ideas and approaches founding the development of electronic government management wereanalyzed.

Some models for information war in electronic government environment were analyzed.

The role of wiki-society in electronic government formation was studied, relevant proposals were made.

The issues of increasing ICT literacy of citizens in electronic government environment were researched. The experience of countries in e-citizen formation was analyzed. Proposals for formation of computer and information culture were made.

Problems in state security in electronic government environment were analyzed and a method was developed for cybercrime detection.

A conception basing on DIKW pyramid model (Data, Information, Knowledge, Wisdom) was proposed for intelligent electronic government formation. Means of transition from electronic government to smart government were shown. The role of data mining technologies in this transformation was analyzed.

4.14. E-science

Relevant problems of e-science project conducted in the Republic of Azerbaijan were reviewed. Conducted works and perspective issues were presented within the framework of theproject as a structural part of e-governance formation.

Development stages, modern programs and technological means of citizen science which is a new direction of e-science, were researched. A classification of citizen science projects was completed. Conceptual problems of creation of a citizen science project in the Republic of Azerbaijan were developed.

Problems of organization and administration of science in new quality with application of information technologies were researched. For this purpose, conceptual approaches for development of register of scientific problems were provided. The results of conducted analytical and scientometric analysis were presented as the new technology for decision support making in organization and administration of science.

Plagiarism was researched in parallel with historical development of the society, methods and means of protection of intellectual property in society in different periods were researched. The status of fight against plagiarism in modern period, its legal and technological aspects was researched, main strategic directions of existing problems and their solutions were determined.

Representation of Azerbaijani scientific journals in international scientific bases and solution mechanisms to problems in this regard are studied. Classification of evaluation criteria in international scientific bases and the requirementsfor scientific journals were researched and comparative analysis of requirements was conducted.

4.15. E-health

International experience in e-health andits state of the art in Azerbaijan are analyzed.

4.16. Azerbaijan and virtual space

Methods and algorithms were developed for synthesis of intelligent monitoring system of national domain names.

Methods and algorithms were developed regarding effective application of multimedia resources in information confrontation in wiki-environment.

Activeness of internet users was analyzed using wikimetric methods.

A method was developed for detecting hidden social networks in wiki-environment.

State of the art and perspectives of wikimetric research are investigated and analyzed.

Research is conducted regarding problems and solutions of transliteration for Azerbaijani language’s graphics to other languages’ graphics.

4.17. E-economy

Market economy transformation issues in information society were analyzed.

A methodological approach was proposed for development of different indicators for evaluation of development level of information economy and primary contents of indicators system were formed.

Generalized classification features of innovative environment and innovation processes based on different spheres of activity were proposed. Analysis was conducted on new contents and composition of electronic innovation concept, classification of stages and characteristics of innovation process was presented, factors affecting innovative processes were determined.

Conceptual basics of modeling of decision management were developed for increasing the efficiency of activity of innovation structures.

Essence, characteristics and main principles of wikinomics concept were researched and analyzed.

4.18. E-education

University models integrated into information space were researched and classified. Intelligent e-university building principals in information society were developed.

Comparative analysis of education programs on different directions and levels (bachelor and master) of ICT professions from leading world universities was conducted.

The status of distant education in Azerbaijan and several other countries was analyzed, methods for increasing the quality of distant education were proposed.

Multi-criteria fuzzy hybrid model was proposed for evaluation of an individual based on information culture criteria.

4.19. Multidisciplinary problems of Internet

Existing experience on provision of Internet Freedom was researched, affecting factors and problems were demonstrated. Dependence of internet freedom on economic indicators of the country was researched and some conceptual views were commented upon.

Modern conditions, problems and perspectives of Internetscopy were researched and analyzed.

Development perspectives of broadband internet were researched; its impact on economic, political, social and cultural fields was analyzed. Infrastructure and services comprising the ecosystem of broadband internet, network connection devices, program and content, financing, human factor problems and their solution methods were demonstrated.

Proposals were made on governance measures taken with regard to internet development, stimulation of relevant field structure and market considerations of interests of different fields and creation of strategies and plans for Internet development.

Researchis conducted on development of monitoring and evaluation mechanisms of Internet-media resources.

5.2. Projects financed by the Science Development Foundation under the President of the Republic of Azerbaijan

A project titled “development of organization and control mechanisms of e-state building processes” was implemented (EİF/GAM-2-2013-2(8)-25/03/1-M-07).

A project titled “analysis of information war technology realized against the Republic of Azerbaijan in internet environment” is being carried out. (EİF-RİTN-MQM-2/İKT-2-2013-7(13)-29/22/1-M-13).

Conduction of a project titled “Development of robust approaches for biometric recognition of a human by voice” has been commenced. (EİF-RİTN-MQM-2/İKT-2-2013-7(13)-29/18/1-M-09).

A project titled “processing of proposals for monitoring of Azerbaijani scientific journals and their representation on internationalscientific bases” is being conducted. (EİF-RİTN-MQM-2/İKT-2-2013-7(13)-29/17/1-M-17).

A project titled “scientific-theoretical and technological basics of plagiarism control technologies” is being conducted (EİF-RİTN-MQM-2/İKT-2-2013-7(13)-29/20/1).

A project titled “Processing of methods for monitoring analysis of Internet traffic” is being conducted (EİF-RİTN-MQM-2/İKT-2-2013-7(13)-29/27/1-M-15).

A project titled “Processing of analysis of innovative information economy in Azerbaijan and recommendations for its development” is being conducted (EİF-RİTN-MQM-2/İKT-2-2013-7(13)-29/21/1-M-11).

A project titled “processing of identification federation dynamic control methods in cloud technologies” (EİF-2013-9(15)-FT) was presented.

Two articles won the 1st and 3rd places in the contest of best scientific works published in ICT field (EİF-RİTN-UNESCO_AZ-MQM-3/İKT-3-2013-8(14)) :

5.3. Projects financed by the Science Fund of the State Oil Company of the Azerbaijan Republic

A project titled “Registration and intelligent processing system of dispatcher conversations and management operations for

supervisory administration complexes on oil-gas fields” was conducted.

A project titled “Development of solution mechanisms for efficient human resources administration with application of intelligent information technologies for SOCAR” was conducted.

Implementation of a project titled “Research of Big Data analysis technologies for oil-gas industry” has been commenced.

5.4. Project financed by the Youth Foundation under the President of the Republic of Azerbaijan

A project titled “For Healthy Youth in Social Networks” was conducted.

6. TRAINING-INNOVATION CENTER

6.1. Training and examination of PhD students in IT skills for research

6.1. 1. Provided trainings and held examinations in computer literacy for research for all PhD students in Azerbaijan.

6.1. 2. This year, 1252 PhD students participated in courses and took examinations. Among them, 642 are full time PhD students and 610 are part time PhD students in their respective institutions.

6.1.3. Tuition and examination of computer literacy for PhD students is carried out by dividing the students in 4 main scientific directions. Distribution of the students that took examination in 2014 is as follows:

6.1.8. In total 12557 PhD students has taken the exam in the period of 2003-2013. A booklet was prepared based on analysis of their information that reflects post graduate education level.

6.2. Distant education

Distant education center of Institute of Information Technology was established at Ganja Department of ANAS. PhD students of universities and research institutesin Ganja have already participated in several distant IT courses.

Distant education center continued to serve the PhD students in Nakhchivan Autonomous Republic.

6.3. Training for e-governance

Lectures were conducted at IT courses organized at the Academy of Labor and Social Relations of Azerbaijan.

Trainings and contests organized for journalists within the framework of “Journalist of Information Society” project jointly organized by the institute and Ministry of Communications and High technologies of the Republic of Azerbaijan.

6.4. IT courses

A variety of IT courses were organized for citizens, as well as for the institutions and organizations throughout the year.

6.5. Cooperation with the higher education institutions

There are scientific-pedagogical cooperation relations with several higher education institutions of the Republic.

Practical trainings were organized for students of the Azerbaijan State Oil Academy

Informatics courses were taught to the students of the Baku Branch of Moscow State University.

Institute has led the State Attestation Commission in the “Computer systems and networks” department of the Azerbaijan Technical University.

6.6. Olympiad Center

National Informatics Olympiad for Higher Education Institutionswas jointly organized by “Heydar Aliyev Foundation”, “Ministry of Education” and “Ministry of Communications and High Technologies”.

Discussions on contents of computer science discipline at all steps of education, teaching methodology, preparedness of teachers etc. were conducted during open panel titled “Computer

science education – current challenges” within the framework of “Azerbaijan International Exhibition and Conference on Telecommunications and Information Technologies” (“Bakutel 2014”).

6.7. Wiki - Center

The Wiki-Center was established at the Institute of Information Technology based on resolution of the ANAS Presidium dated January 15th, 2014, provide active participation of institutes and organizations of ANAS in enrichment of the Wiki-environment with necessary information about Azerbaijan, its protection and development.

Program and training materials for the special course “Theoretical and practical basics of Wikipedia” were prepared. The courses were taken by the wiki-groups of ANAS and they were certified.

7. NATIONAL RESEARCH AND EDUCATION NETWORK: AzScienceNet

Infrastructure of AzScienceNet

Fiber optic cabling to the several institutes of ANAS connected 290 new users to internet via AzScienceNet.

Computer networks of 10 institutes and organizations of ANAS were rebuilt based on intelligentswitches.

Computer networks of 3 institutes and organizations of ANAS were connected to AzScienceNet network through fiber optic connection channel.

Two “Cisco ASA 5520” equipments were installed for efficient organization of monitoring and security services.

Development of new VLAN’s was completed for institutes and organizations of ANAS.

Works on creation of new service fields (Wi-Fi, Eduroam) for 3 institutes of ANAS were completed.

Operative reporting system of ANAS was developed based on AzScienceNet network.

Cloud Computing service developed in AzScienceNet.

Fiber-optic cables cover the 95% of AzScienceNet infrastructure thanks to the support of Ministry of Communication and High Technologies.

Technical capabilities of DATA center of AzScienceNet network were increased:

Number of blade servers: 54 units

Number of cores: 864 units

Memory: 8 Tbyte

Speed: 14 TFlops

Storage: 200 Tbite

Installation of new VMWARE, VEEAM, NAGIOS, IM SmartCloud, PXE Server, ZooZKeeper, LDAP servers, Rest server software in AzScienceNet was completed.

New WebSpy, CACTI, SpamTitan software were installed for AzScienceNet.

AzScienceCERT, the monitoring and security service of AzScienceNet continues to serve the users and the network.

In the Presidium of the ANAS, several software packages and network infrastructure are renewed.

Audio-video system of the Round Hall of the Main building of ANAS was rebuilt.

Rebuilding works of audio-video system of the Conference Hall of the Main building of ANAS were organized.

Ganja department of ANAS was connected to AzScienceNet through fiber-optic cable.

Distant Education Center was established at Ganja Department of ANAS.

Network infrastructure of Science Center of “Azerbaijan National Encyclopedia” was built.

9. E-LIBRARY CENTER

E-library center equipped with most advanced technologies is functioning at the institute.

Alephino Library Management System was established in order to provide library security, for resource identification and reporting.

Resource classification and indexingis being performed using USA Congress Library classification system.

Access to several digital databases and e-libraries is provided. Access to IEEE Computer Society digital library, IEEE Computer, IEEE Spectrum journals have been renewed.

Multimedia Center offered the following services in 2014:

11. INTERNATIONAL COOPERATION

The institute cooperates with institutions from 39 countries Over 20 scientists and specialists from 8 countries have

participated at conducted meetings 13 associates of the institute have visited 14 foreign
