2 ND CARRIER LOAD BALANCING There are 3 main methods for load balancing: 1. DRD - blind HO to another carrier during service setup. Usually is based on number of HSDPA users per carrier 2. LDR - HO to another carrier , when load on current cell exceeds some threshold - as mango22 indicated 3. Service steering - optional feature - requires license.
